PROGRAM OUTCOMES
The Community Adult Learning Program is an integral mechanism for achieving Advanced Education and Technology’s vision that Alberta prospers through innovation and lifelong learning. The essential component of this vision addressed by the program is the establishment and nourishment of vibrant learning communities across the province, and to this end, the program is guided by the following four outcomes1:
Enhanced access and participation of adults in learning (particularly those adults with barriers to learning).
Increased literacy and essential foundation skills of adults.
Strengthened pathways and successful transitions for adult learners.
Increased capacity and alignment of community providers with public post-secondary institutions.

FAMILY LITERACY INITIATIVE FUND
The Community Adult Learning Council (CALC) base grant is an annual grant supporting expenses incurred by supported organizations (including granting councils) related to delivery of the Community Adult Learning Program. Each recipient works in collaboration with community partners to identify and provide non-formal, non-credit, part-time adult learning opportunities in areas of literacy, English or French language learning, employability enhancement, and courses to address community-identified priorities.
Supported expenses under the CALC base grant include office requirements, staffing, professional development, volunteer recruitment, and advertising for required programming areas. Grants may also be used to subsidize learning opportunities within required programming areas for adults facing financial barriers to learning.
In the past, recipients of CALC base grant who served rural communities were eligible to apply for Rural Innovation and Access program grants to enhance their ability to provide instruction to more learners in additional communities. While no new applications for this funding were accepted in 2010, those who received this funding in the past remained eligible to receive it on an ongoing basis.
In 2010, these grants allowed supported organizations to serve approximately 14% more registrants and, similarly, offer 14% more learning opportunities than they could through the CALC base grant alone.
Volunteer Tutor Adult Literacy Services (VTALS) program grants support organizations to provide part-time one-on-one or small group tutoring opportunities, or classroom instruction, to improve literacy or English language skills of adults.
The grant supports operational needs of this programming, including office requirements, staffing, volunteer recruitment, mileage for tutors, literacy resources, advertising and professional development for board, staff and volunteers.
In 2009/2010, funding was available to deliver family literacy programming to organizations through two streams: the Family Literacy Initiative Fund (received by 46 organizations) and the Aboriginal Family Literacy Component (received by 10 Aboriginal organizations to serve primarily Aboriginal families).
Supported programming is based on one or more of the 8 family literacy models, which are recognized as best practices in the field.

One.of .the.priority.actions.identified.in.Living Literacy.is.the.development.and.implementation.of .an.articulated.adult.literacy.system.referenced.to.international.adult.literacy.and.essential.skills.measures...This.project.was.initiated.in.2009.in.collaboration.with.Bow.Valley.College.and.will.result.in.a.set.of .standard.learning.outcomes.and.benchmarks,.standard.tools.to.assess.learning.and.skill.acquisition,.and.an.articulated.literacy.curriculum.
Through.2010,.Advanced.Education.and.Technology.continued.to.meet.with.partner.ministries.on.coordinated.activities.and.initiated.the.development.of .an.action.plan.specific.to.the.department.
PARENT-CHILD LITERACY STRATEGYAdvanced.Education.and.Technology’s.Parent-Child.Literacy.Strategy.was.developed.in.2002,.based.on.research.into.early.brain.development.that.showed.that.language.acquisition.is.a.critical.contributor.to.literacy.development.and.school.readiness...The.following.four.goals.have.been.defined.for.the.strategy:

70 INDEPENDENT, NON-PROFIT ADULT LEARNING AND LITERACY ORGANIZATIONS
The most common delivery mechanism for the Community Adult Learning Program is through independent, non-profit adult learning and literacy organizations. Most of these organizations are incorporated under the Societies Act, and some may also be registered as charitable organizations to facilitate fundraising activities.
The chart to the right reflects the mix of grants received by these 70 organizations.
For various reasons, some organizations have chosen not to incorporate and have formed as committees under a county / municipality (15), school division (8), public college (1), or other incorporated body (1). This legal host is the financial administrator for program grants, provides general liability insurance, and is the legal employer of individuals hired to administer funded programs in the community.

24 COMMUNITY DEVELOPMENT AGENCIES
Given their reach and existing trusted presence within communities, community development agencies can be an ideal delivery mechanism for some programming funded through the Community Adult Learning Program. These organizations include family, immigrant, and Aboriginal-serving agencies, as well as agencies specifically serving marginalized populations. 22 of these organizations receive a FLIF grant, and an additional 2 receive a VTALS grant.
5 PUBLIC ORGANIZATIONS
Advanced Education and Technology works directly with a handful of public post-secondary institutions and municipal libraries to increase access to literacy programming in communities. Through the Community Adult Learning Program, 3 post-secondary institutions receive 2 VTALS grants and 1 FLIF grant. Similarly, 2 municipal libraries each receive a VTALS grant, and one also receives a FLIF grant.
3 ABORIGINAL COMMUNITIES
Métis Settlement Councils are locally elected governing bodies and are ideally positioned to identify services and programs beneficial for their communities. Advanced Education and Technology provides FLIF grants to 3 Métis settlements for local delivery of culturally relevant programming under the Parent-Child Literacy Strategy.

CENTRE FOR FAMILY LITERACYThe Centre for Family Literacy (CFL) provides family literacy programs and an adult tutor program to the Edmonton area. Provincially, it also supports family literacy programs through training and professional development, operation of the Alberta Prairie C.O.W. Bus (see Other Supported Initiatives below), development and publication of support resources and materials, and providing advice and assistance on family literacy matters to FLIF-funded programs. The Centre accomplishes its provincial mandate in part through 7 regionally-based Family Literacy Regional Coordinators.
COMMUNITY LEARNING NETWORK
The Community Learning Network (CLN) provides leadership, resources and connections to the staff and boards of organizations funded under a CALC grant. It accomplishes this by facilitating professional development opportunities, publishing a regular newsletter, maintaining an online discussion forum, supporting a regional resource network with 7 Regional Resource Leaders, and other activities.
LITERACY ALBERTA
Literacy Alberta is a membership organization of learners, practitioners, tutors, coordinators, and others engaged in literacy across the province. It delivers training and professional development, workshops, and literacy audits, and operates a resource centre in support of its members and to raise awareness of literacy and essential skills across the province. Literacy Alberta also coordinates a regional network of 7 Resource People who provide support, networking and professional development.
