Anthem Parkway is the gateway to Sun City Anthem and the five other communities which comprise Anthem. When you drive down the road and marvel at the landscaping crews working to keep the trees, bushes, and other plants trimmed and healthy, do you ever wonder “who pays for this?”

Well, to be honest, you do, and so do your neighbors. Anthem Country Club, Anthem Highlands, Coventry at Anthem, Solara at Anthem, Sun City Anthem, and Terra Bella comprise Anthem…which is governed by the Anthem Community Council (ACC).

Community Council vs Homeowners Association

You’re probably wondering about the difference between the HOA Board of Directors and the Anthem Community Council. According to their mission statement, the “Anthem Community Council serves as a unifying entity for the Anthem community. Our main purpose is to organize, fund, and administer services that build and enhance the sense of community within Anthem while maintaining property and facilities.”

The ACC is considered a “civic league”, which was a movement fostered by Teddy Roosevelt and about 100 other civic and community leaders in 1894 who wanted more citizen input into local governance.

The original organization, the National Civic League, led major reforms in the way local communities were governed, including the professionalism of city services, the creation of the city manager system, the nonpartisan makeup of many local elected bodies, electoral reform, and inclusive civic engagement. Their goal was to get people more involved in creating equitable, thriving communities.

Back to Anthem, which is a master-planned community located in Henderson, Nevada, originally built by the Del Webb Corporation in 1998. The Anthem Community Council, Inc. (ACC or “Council”) was created to serve as the “unifying” entity for the Anthem communities. For more information, click AnthemCommunityCouncil.com.

The Council is not, and was never intended to be, a homeowners’ association but is a civic league, under Section 501(c)(4) of the Internal Revenue Code, to serve the common good and general welfare of the Anthem community. All owners, usually through their homeowners’ association, pay assessments, fees, and other charges for services and amenities provided by the Council.

Anthem is a prestigious community located in southwest Henderson, and the Anthem Council’s goal is to keep it that way by enhancing value and encouraging collaboration between and among Anthem residents.

Homeowner Associations (HOA), on the other hand, are legal entities governed by Nevada Statutes. Anthem’s HOAs exist to administer policies to maintain the aesthetics, quality, and value of the properties in the Anthem Community.

Recently the SCACAI staff has returned to work after a weekend to find important voicemail messages that would typically be a public safety issue and would require a call to 3-1-1 or, possibly 9-1-1. Please do not call the Association’s offices to report criminal or suspicious activity

in your neighborhood. The Association and its staff do not have jurisdiction in matters that are criminal or could be deemed criminal; same applies to the Community Patrol.

If you want something to simply be on record, please provide the Association with something in writing for placement in your resident file.
