Paducah Head Start/Preschool Community Resource Guide for Families

Head Start is committed to the ideal that each child should have many rich learning experiences in a nurturing environment. Our goal is to provide each child and parent opportunities to view themselves as competent and successful, and to help develop a love for learning. Young children learn best through discovery learning rather than through colors, workbooks, or drills. Children will leave Head Start loving to learn, treasuring books and reading, and with a sense of social competence. Their day will alternate between teacher directed activities and independent learning through centers and activities of their choice. The learning centers are filled with rich materials that help them learn. All activities are planned to respect each child’s age and abilities. An observation assessment of each child is done routinely to identify goals for the child.

KTAPYou may be able to receive KTAP (Kentucky Temporary Assistance Program). KTAP provides low-income families with a monthly check if you meet current state guidelines.

When you go to apply for KTAP take with you: Proof of your income Birth certificate Proof of savings Social Security Card Proof of home ownership

If you get KTAP you will also be able to receive a Medical Card. You can use this card to pay for most of your family’s medical bills including doctor’s visits, x-rays, prescription medicines, mental health care and more.


Most people who get KTAP are also able to get Food Stamps to buy food. You will need your gas, light and water bills, rent receipts, and medical bills. Ask about Food Stamps when you are applying for KTAP.

The Social Security District Office has programs that may be able to help you. They are:

Social Security Survivor Benefits: This program provides a regular monthly check to minor children (handicapped or non handicapped) who have lost a parent.

SSI (Supplemental Security Income): This program provides a monthly check to low income elderly or handicapped people. If you get SSI, you will also receive a Medical Card. You can use this card to pay for most of your medical bills.

To apply for one of these programs and to make an appointment to talk about the best one for you, call the main Social Security District Office for an appointment at the office which serves your zip code.

If you are not able to go to the office, an interview can take place over the phone. There can be up to a two (2) week waiting period for this interview.

If you are receiving SSI (Supplemental Security Income), you will also get a Medicaid card. It will be sent from the Department of Social Insurance at the beginning of each month.

HOW CAN YOUR FAMILY GET HELP TO PAY MEDICAL BILLS?

You may be able to get a Medicaid card. The Medicaid card is for persons with low income who need help meeting medical expenses. You can use the card to pay for:You can use the card to pay for:

WHAT SERVICES ARE OFFERED BY THE LOCAL HEALTH DEPARTMENT?

Local Health Department Programs: provide a variety of services/programs for persons of all ages. Services for children include:

Communicable Diseases: Treatment referral, counseling, preventative therapy and health education.Health Access: Nurturing Development Services (HANDS): Voluntary in-home program designed to support first time parent.

Healthy Start in Child Care Consultants: Provided consultation on health, safety and nutrition to child providers.

Early Child Mental Health Specialist: For children currently in child care setting, the ECMH Program is accessed through the Healthy Start in Child Care Consultants who supports providers in child care.

Inborn Errors of Metabolism (PKU): Screening follow-up tests to determine diagnosis and possible referrals if necessary.

Vision and Hearing: Screening and referrals if necessary.

Immunizations: Clinics for immunization against many communicable diseases

Access to the Commission for Children with Special Health Care Needs: (Which also does in-home support for medically fragile Foster Care children).

General Pediatrics and Preventive Child Health: Comprehensive screening.

WIC (Woman, Infants and Children): The Special Supplemental Food Program, designed to provide specific foods along with nutrition education to pregnant, breast feeding and post-partum women, infants and children to five (5) years of age at nutritional risk

Regional Pediatric Clinics: Designed to provide care to medically indigent children, birth through 21 years of age, with chronic illnesses that require continuing supervision by a pediatrician.

Diabetes: Education training for parents of children between the ages of 0-5 who have diabetes

Fluoride Supplement: For preschool children who are not presently receiving fluoridated drinking water.

Fluoride Mouth Rinse: Available for all school children 5-14 years of age and if offered to the Head Start Program ages 3 and up

Tuberculosis: Screening on school enrollees and treatment, if necessary.

While Home Health services are generally thought of as primarily serving the elderly population, in some cases, services are available to children with certain disabling conditions or health problems. Remember that services for your children who are exiting First Steps

Developmental Interventionist: One who specializes in providing play-type services to children birth to three to support their development.

Occupational Therapist: One who specializes in developing fine motor skills for functional and daily living activities.

Physical Therapist: One who specializes in developing gross motor skills, muscle strength and normal movement abilities.

Recreational therapist: One who specializes in developing special exercise and play activities for disabled children.

Speech/Language Pathologist: One who specializes in identifying and correcting speech and language problems including articulation, voice, fluency and language.

To locate one of the above mentioned professionals, contact your local physician, university, home health agency, your child’s public school or preschool agency, local hospital, office of rehabilitation services or health department. One of these should be able to provide you with information on finding the allied health professional that you need.

WHAT IF YOUR FAMILY NEEDS HELP TRANSPORTING YOU CHILD WITH A DISABLILTY?

In larger communities, the local Transit Authority also often offers transportation for families. To find out more about this service, call the local bus line in your community.

If you have difficulty finding transportation for your child, you might also call the Social Worker assigned to you family or talk to the minister of your church. Many times, churches will help with transporting persons in need to various events and appointments.

Those with a medical card can also use medical transport for appointments, etc. through their Medicaid.

If you get Food Stamps, you will receive an EBT (Electronic Benefit Transfer) card. This will be linked to your account where all funds are automatically transferred to your account for food.

You may be able to get your Food Stamps through Expedited Services. Families or individuals who have little or no income can get their food stamps in two days by asking for Expedited Services when they apply.

WHAT IF YOUR FAMILY NEEDS HELP TO PROVIDE A CAR SEAT FOR YOUR INFANT/TODDLER?

It is illegal to transport your child without a car seat (if that child is below 40 inches tall). If you cannot afford a car seat for your child, there are several resources for you:

they are up to date and safety certified) Local Health Department-some loan car seats

Fire Department-will install car seats in your vehicle (usually will provide infant car seats as well)

The Kentucky Injury Prevention and Research Center (KIPRC) is a partnership between the Kentucky Department for Public Health and the University of Kentucky’s College of Public Health that combines academic investigation with practical health initiatives.

The purpose is to decrease the burden of injury in the commonwealth. The partnership is grounded in a belief that most injuries are preventable, cultivates a collaborative approach to problem solving. KIPRC works to reduce injury through education, policy initiative, public health programming, surveillance, risk factor analysis, direct intervention, and evaluation.

Types of Child AbuseHere are some ways children are mistreated and what some of the signs are:

Neglect: This means that children are not getting enough food, not taking baths and keeping clean, and they are not going to the doctor when sick or the hospital when seriously hurt.

Physical Abuse: This is when the child has bruises, marks, welts, and/or burns that do not have a valid reason for being there.

Sexual Abuse: Some signs of this abuse are pain, swelling, redness or bleeding in the genital area. Also, inappropriate sexual play with toys, self or others; an adult knowledge of sex.

Emotional Abuse: Signs of this type of abuse are extremes in behavior ranging from overly aggressive to overly passive. Delay in physical, emotional, or intellectual development.

According to Public Law94-192 and 99-457, public schools must provide a free appropriate education to disabled students. If your child is having an education-related problem because of a disability, call your special education coordinator at the local Board of Education.

Most public libraries provide large print books and magazines, magnifying glasses, book holders and book records on tape. The libraries may also deliver books to the homes of people who cannot go to the library.

Department for Employment Services – The department, also known as Job Services, matches the qualified job ready applicant to available jobs. It also collects and distributes labor market information, handles unemployment insurance and is responsible for various state and federal training programs.

Unemployment Insurance – Apply benefits obtained based on wages earned in past jobs. Recipients must be able to seek full time work. Benefits can be claimed for 13 to 26 weeks.

Residential facilities are usually located in various parts of a state to serve persons with specific handicapping conditions. For persons with Mental Retardation/Developmental Disabilities, options that exist include state operated/supported residential facilities, cluster and group homes. There are other private facilities located throughout the state. Your local Comprehensive Care may be able to direct you to an appropriate residential home.

Some of the larger Christian/Jewish organizations also support group homes and residential facilities. To find out about these, contact your local church/synagogue.

HOW DO I GET A SOCIAL SECURITY CARD FOR MY CHILD?

In order to access services for your child, you will need a Social Security Card. To receive a Social Security Card, you must have the following items:

Birth certificate Identification with child’s name on it, for example, crib card, library card, report card,

hospital bill or bracelet or insurance card will provide this information.

To get an application for the social security card, call or visit you local Social Security Office and tell them you would like to fill out an application for a social security card. The application will then be given or mailed to you; fill it out and return with the above listed items to the Social Security Office. (You may take all this information to the office if you wish.) The documents are not kept. They will be mailed back to you along with your child’s social security card after receipt of your application.
