    Sturbridge and State CPA Totals

    Local surcharge is matched by State fundsRequires 10% of the monies be spent of each of the threecategories

    Allows flexibility for the remaining 70% in each of the three

    categories, as well as recreation- Since 2002, Sturbridge hasreceived $2,291,510.00 fromthe State

    - FY2012, Sturbridge received$150,853 from the State(42.59%)

    CPA - How did it get here?

    Sturbridge adopted the CPA in 2001

    Residents worked together to educate the voters on thevalue of the CPA. Created videos, flyers and telephonedresidents to get the information out to the voters.

    CPA was enacted by a vote at the April Town Election.Community Preservation Committee was formed by a voteat the Annual Town Meeting. A nine member committee,with 3 at-large members and a member from each of thefollowing town committees; Open Space, Historic, Housing

    CPA - What is the process?

    Proposals are submitted to the CPC from the four committees, residents and/or

    developers

    Proposals not from committees are sent back to appropriate committee for

    comment

    CPC works with Town Administrator and Board of Selectmen on larger proposalsto evaluate financial impact

    CPC reviews input from committee, information from TA and BoS to decide

    whether to bring proposal forward to voters

    CPA - What is the process?

    If proposal is approved by CPC, Town Meeting Article is submitted to Town

    Administrator and Board of Selectmen

    Board of Selectmen votes on placing and/or supporting article

    CPC meets with Finance Committee to review proposal/article

    Finance Committee votes yes or no on supporting article

    Article is brought before the Town Meeting voters, who have the ultimate say on

    whether the proposal is approved

    Community Preservation Act

    How is the local surcharge figured?

    The first $100,000.00 of each property is exempt from the CPAformula. 3% of the taxes paid on property after that $100,000.00 iscollected for the CPA.

    The CPA surcharge for the average home in Sturbridge is $84.00 a year. This $7.00 a

    month pays for projects that enhance our quality of life, and relieve the burden of our taxrate.

    How is the State fee collected?State CPA fees are collected through a fee on every Massachusettsreal estate transaction.
