For consistency with traditional schools, the panel recommends that the General Assembly revise language on the Academic Performance component regarding the basis of the performance measures so that academic performance of sponsors is measured the same as the academic performance of school districts.

The panel recognizes the high quality of the department’s verification process for report card data, which includes extensive quality assurance, district review, formal appeals and agency leadership approval.

Each school’s report card is translated to an equivalent score on the 0-4 common scale (“A” = 4, “B” = 3, etc.)

That score is multiplied by the school’s proportion of the sponsor’s total ADM in the portfolio.

Example: If the school has 250 students and the total sponsor portfolio has 1,000 students, then the school’s Report Card score would be multiplied by 25% (that is, 250/1,000)

Larger schools will have a bigger impact on the rating than smaller schools
