Delivery Program 2012-2016 and Operational Plan 2012-2013

Council’s Delivery Program 2012-2016 outlines the priorities Council will pursue to meet the Goals and Strategies for Strathfield as outlined in the Strathfield Community Strategic Plan – Strathfield 2025. These Goals and Strategies were developed in consultation with the Strathfield community, following extensive community engagement and consultation. The Delivery Program presents a statement of commitment to the community from Council.

Supporting the Delivery Program is Council’s annual Operational Plan 2012-2013 which identifies the activities proposed to be undertaken each year. The Operational Plan is prepared each year in response to changing community needs and expectations.

This progress report on the Community Wellbeing Theme is designed to provide a snapshot to the Council and community on the progress against the Delivery Program 2012-2016 and Operational Plan 2012-2013 for the period July to December 2012.

Increased partnership activity eg Stepping On Falls Prevention programme, White Ribbon Day. Regular meeting with NSW Police officers for area issues and attendance at all LAC and liaison meetings.

Recommendations implemented in accordance with identified timeframes

Solar panelled lighting established at Dean Reserve carpark and increased lighting at Strathfield Park amenities to reduce crime. Educational resources such as Break and Enter Kits, Youth Resource cards and other resources provided from NSW Police for distribution to youth and local residents. CCTV policies and standard operating procedures developed and implemented. CCTV trialled for 18 weeks in 2012 at 3 locations, evaluation of program to be presented to Community Safety Committee in 2013. Robbery workshops for local shops delivered. Pavement warnings implemented for high traffic commuting routes.

Complaints responded to in accordance with Council's Service Standards

Council received seven (7) noise complaints in regard to specific locations. All noise complaints received are being responded to within 24-48 hours.

Investigate complaints and incidents involving companion animals

Complaints responded to in accordance with Council's Service Standards

Council receives complaints in regard to barking dogs, dogs off leash, dogs defecating and lost dogs. Council also receives complaints in regard to feral cats. All companion animal complaints are responded to with 24 hours and dealt with accordingly.

From July to December 2012, Council received three (3) reports of dog attacks. Reports were investigated immediately or first possible opportunity.

Inspection of premises is conditional on declaration of a dangerous dog and requirement under regulation to provide secure premises. No application was made from July to December 2012.

Complaints responded to as per Council's Service Standards

From July to December 2012, 45 vehicles were reported as abandoned. All reports are attended to within 24 hours and processed according to legislation. Generally the vehicles are removed from the street within 10 days.

From July to December 2012, there were 11 breaches of the Tree Preservation Order (TPO), 35 TPO’s processed relating to Development Applications and 127 Service Requests. Street Tree Refurbishment Program was completed at Birriwa St, Belfield with refurbishment program at The Causeway, Strathfield South and Strathfield Ave, Strathfield expected to be completed end of February 2013.

Town centres are swept and cleaned each day. A steam cleaning program rotates around the CBD areas every six (6) months. Minor maintenance and repairs are carried out where and when required.

Scheduled cleaning of two week cycles maintained. Additional runs for heavy leaf litter and emergency operations due to hailstorm on 9 November 12 were conducted.

All public spaces (CBDs) are cleaned every day and maintained to the safest standard. Street furniture is pressure cleaned, litter is removed several times daily, plants in boxes and gardens are pruned, watered and fed, garden beds are emptied of rubbish and litter, water fountain in Strathfield Square is maintained and fittings and furnishings are painted and repaired as necessary.

Reduce the level of contamination in domestic recycling and green waste

Contamination occurs when waste is placed in the incorrect bins eg food scraps in recycling bins, which results in increased costs of waste disposal. About 5% of waste is contaminated. Council notes trends and instigates waste education where required eg notification by letter to resident etc.

Contamination rates are currently about 5%. To improve community awareness, a waste education DVD is being developed which will be distributed to schools, strata management and new residents to better explain our waste management system including contamination. This project to be completed by June 2013.

Council distributes information to unit strata in multi-language to educate unit occupants of waste services and illegal dumping. Council has surveillance of high density and commercial areas to target illegal dumping.

Maintenance includes mowing, litter removal, sportsfields surface, lighting and irrigation maintenance, playground maintenance, natural areas maintenance, golf course maintenance, nature strip maintenance (for those on nature strip register).

Seniors Christmas lunch provided for 110 local residents. Continued activities programme for seniors including Line Dancing, Gentle Exercise, Tai Chi and New Vogue dancing.

Education on driver fatigue includes research and preparation of information underway to provide to Council and Sydney Markets. Child Restraint checking - Distribution of information flyers to 9 child care centres, 5 playgroups and all primary schools in the LGA. 71 vouchers issued from July 2012 to December 2012 (inclusive). Safety Outside Schools - School zone flyers produced for School Zone Parking, Kiss and Ride and Children’s Crossings. Flyers sent to 11 schools for distribution to the school community. 100% distribution by
