    MORE than 1,000 families lost their homes after a three-hour firerazed a residential area just in front of the Caloocan City Fire Sta-tion on Saturday night.

    Chief Insp. Jeremy Diaz, city fire marshal, said nobody was re-ported injured in the incident.

    politan Trial Court has orderedthe Commission on Elections

    to disqualify mayoralty candi-date Luis Baby Asistio afterhis name was remove from thelist of permanent voters whenthe court found out that he wasnot a resident of the city.

    In a 14-page decision pennedby Judge Arthur Malabaguio,of branch 52, it ordered theComelec to remove the name of

    Asistio from its list of voterssince he was not a resident ofthe place he wrote in his cer-

    tificate of candidacy.The court became suspi-cious of Asistio when he statedin his certificate of candidacy(COC) which he submitted onNovember 30, 2009 that he livesat 123 Interior P. Zamora St.,Barangay 15, Caloocan City.When checked, the address didnot exist.

    Enrique Santos Jr., barangaychairman of Barangay 15, con-firmed that the address given

    by Asistio was fictitious.The court also found outthat the false address is lo-cated at Barangay 17, not atBarangay 15, as Asistiostated in his certificate of can-didacy. When verified,Asistio does not stay in thegiven address.

    Poll body reminds candidatesto comply with election rules

    THE Commission on Elections(Comelec) has given candidates run-ning in the national and local positionsthree days within which to remove theirstreamers, billboards and tarpaulinsthat violate the rules on campaigningfor the May 10, 2010 polls.

    Section 29 of Comelec en banc Reso-lution No. 8758, implementing rulesand regulations of the Fair ElectionsAct, provides that: All materials andadvertisements showing the picture, im-age or name of the person made or done

    in violation of election laws prior tocampaign period shall be immediatelyremoved by said candidate within threedays after the effectivity of this rulesand the start of campaign period.

    All candidates, however, are advisedto place their posters in designated com-mon poster areas, to be installed inspaces being frequent by the public,such as plazas, markets, barangay cen-ters and the like, where posters may bereadily seen or read.

    The Comelec , on the other hand, pro-hibits the posting of campaign materi-als in public places such as streets,bridges, public buildings, trees, electricposts and wires, schools, shrines andmain thoroughfares.

    The campaign period for national posts begins on Tuesday while on local betson March 26. Both will end on May 8.

    Last Friday, the poll body releasedthe official guidelines for the forthcom-ing campaign period, including the limithours in placing infomercials on tele-

    vision and print advertisements innewspapers etc.National candidates will only be

    allowed a total of 120 minutes per sta-tion both on free and cable televisionsplus another 180 minutes per stationin radio.

    On the other hand, local candidatesare allowed to have 60 minutes per sta-tion both on free and cable televisionsplus another 90 minutes per station inradio.

    Senator Manuel Villar Jr. denied that hewas the secret candidate of the admin-istration and that he met with First Gentle-man Jose Miguel Arroyo at the house ofMike Defensor on January 7, as containedin several text messages circulating amongthe public.

    Villar said in his speech before the na-tional convention of the Philippine Guard-ians Brotherhood Inc. (PGBI) at the Tarlac

    State University that he has not talked withthe First Gentleman since he was removedfrom the Senate Presidency.

    The text messages claimed that Villaragreed to a deal to help President GloriaMacapagal Arroyo, who is running forrepresentative of 2nd district of Pampanga,become House Speaker and to protect herfrom legal suits.

    Villar also denied going to Syria, asclaimed by one text message, as well asinsinuations that he had a hand in theissuance of a warrant of arrest againstSenator Panfilo Lacson, or that he had a

    deal with the DOJ (Department of Jus-tice) o any government institution.

    BI to implement visa program nationwide in 2010THE Bureau of Immigration (BI) will

    expand its visa-issuance-made-simple(VIMS) program to include other areasin the provinces in line with the agencysthrust to eradicate red tape and extendfaster services to the transacting public.

    Lawyer Normal Tansingco, BI chiefof staff, said it had always been theintention of BI CommissionerMarcelino Libanan to replicate theVIMS in other areas, particularly inthe urban cities where the project hadnot yet been implemented.

    We intend to implement the VIMS

    in other major ports so that foreign-ers there can also enjoy the benefitsand advantages of this project,Tansingco said.

    Launched in January 2008 andconsidered as Libanans flagshipproject, the VIMS sought to addressperennial complaints by foreignersover the delays in the processing oftheir visa applications and other im-migration documents.

    Under the VIMS, the processing timefor visa applications was reduced by

    an average of 82 percent and docu-

    mentary requirements by 40 percent.Aside from the bureaus main of-

    fice, the VIMS is now being imple-mented in 29 out of the 42 subportsnationwide, including all satelliteoffices in Metro Manila, and at theimmigration offices in Cebu,Zamboanga, Davao, Laoag, Angeles,Baguio, and Boracay.

    Since its implementation, the VIMShas drawn praises from many sec-tors, including the various foreignchambers and embassies for its suc-

    cess in cutting red tape in the BI.

    by P1 effective on Monday, Feb.8, after prices of bread ingre-dients rose significantly.

    Walter Co, president of thePhilippine Baking Association(Philbaking), speaking at theBalitaan sa Tinapayan newsforum held in Sampaloc,Manila on Sunday, said thePhilbaking and PhilippineFederation of Bakery Associa-tion Inc. (PFBAI) had to imple-

    ment price adjustment to cope

    with the expenses needed inmaking bread.

    Co said the price of loaf bread, which weighs 600grams will increase by P2 whilethe price of pandesal packcontaining 10 pieces will in-crease by P1.

    He said after the onslaughtof typhoon Ondoy last Sep-tember, the price of sugar rose

    by P19 per kilo. Currently theprice of sugar is between P50to P55, per kilo.

    THE Department of Health (DOH) said poor cancer patientscan get free morphine in several government hospitals/institu-tions starting this year.

    The DOH said morphine in the form of tablets is presentlyavailable in 27 government hospitals; and from the non-govern-ment organization Technical Working Group (TWG) for the Ac-cessibility and Availability of Opioid for Pain and Palliative Care.

    The NGO is a multidisciplinary, multi-sectoral group that fa-cilitates and advocates for policies that improve accessibility andavailability of opioid analgesics for pain and palliative care inthe country created in April 2008.

    Pain management is one of the most important aspects ofhealth care especially for those with chronic or terminal illnessesyet scores of Filipino patients are suffering from pain unneces-sarily due to lack of accessibility and availability of opioid medi-cines such as morphine, the DOH said in a statement.

    The government procured an about P10 million worth of mor-phine at the end of 2008. The drugs were then turned over toselected government hospitals and hospices in Metro Manila inFebruary 2009 to be used by indigent patients suffering from pain.

    endorsement for a new book, I said Id be glad to. Itappeared to be a helpful effort directed to young people,

    challenging them to live for God in a changing world.But as I read the book, something troubled me. Al-though it had lots of Scripture and great spiritualadvice, it didnt explain that the starting point forany relationship with God is salvation through Jesus

    Christ.The writer seemed to imply that the essence of

    living spiritually in modern society is based totally onactiongood deedsand not on saving faith in Christ.I didnt write the endorsement.

    The culture of the church is changing rapidly. Often

    left behind in the rush to find exciting new ideas is theessential nature of the gospel. The apostle Paul was

    astonished that people so readily embraced a different gospel (Gal. 1:6). What he preached was not fromman, but a direct revelation from Jesus Himself (vv.11-12).

    We must never let go of that true gospel: Christdied for our sins, was buried, and rose again for ourjustification, declaring us righteous before God (Rom.4:25; 1 Cor. 15:3-4). This alone offers the power ofGod to salvation for everyone who believes (Rom.1:16). If we want to live for God, this is the only
