    The early-morning phone call usually precedes either really good news or really bad news.

    For Comox Valley resi-dent Ann MacDonald, it was really good news but not for her.

    Rather, the congratu-latory phone call was for Canadian author and newly minted Nobel Prize for Literature winner Alice Munro.

    MacDonald rents Mun-ros Comox Valley condo, and the 5 a.m. phone call Thursday was Munros publisher, wanting to pass along congratulations to

    first time it rang but my curiosity got the better of me the second time and I stomped down the hall expecting to hear that I had won a once-in-a-lifetime trip to Disneyworld, said MacDonald, who is also a writer.

    The voice on the end asked for Alice, and then proceeded to tell me he wanted to congratulate her. I knew immediately it meant she had won the Nobel Prize for litera-ture.

    MacDonald has been renting the condo from the Ontario-based short story author since August, and

    explained Munro and her husband escaped the snow and cold temperatures by spending winters in the Comox condo.

    Since her husband passed away earlier this year, Munro was not plan-ning on using the condo this winter, and rented it to MacDonald.

    The 82-year-old Munro, who has family living on the West Coast, is the first Canadian to win the pres-tigious award. Saul Bellow, who was born in Quebec, won in 1976 as an Ameri-can citizen.

    The vehicle was pre-viously used in Bermu-da among other places in North America, and it needed a bit of work to get it up to code, according to Hob-den. For example, he says the brakes were replaced in Bermuda and less-stringent Bermuda regulations meant they needed to be ripped out and replaced.

    But, he expects it will be ready for the public to see it by Wednes-days community forum on affordable housing and homelessness at the Filberg Centre in Courtenay. The unit is scheduled to be there between 10:30 a.m. and 2 p.m.

    The mobile kitchen features a commercial fridge, microwave oven,

    two-burner stove, deep fryer and grill, with stainless steel through-out. Disaster response is its primary purpose, Hobden explains, not-ing the mobile kitchen could have fed search and rescue crews dur-ing this months search for two men missing in Strathcona Park if it had been ready for use

    at that time. It also fea-tures a 7,000-watt gen-erator so it can operate in any location.

    Funding for the food to feed the homeless will come from commu-nity donations, such as money from the Christ-mas Kettle campaign and proceeds from the three Salvation Army thrift stores in the Val-

    ley. It will be staffed with volunteers and Hobden notes some people have already stepped forward to help out.

    Once up and run-ning, Hobden expects the mobile kitchen will serve an evening meal one or two nights a week.

    The long-range goal is to send it out every evening, but thats not going to be feasible for quite some time, he says. Down the road as things progress, and we have more volun-teers step forward and more funding opportu-nities, more resources, and a better under-standing of exactly where the need is, then well look at expanding the program.

    A Merville resident suggests the Comox Valley Regional Districts proposed road-side garbage/recycling collection service is not comparable with what is offered by private firms.

    Ron Seabrook is commenting about a service that would allow two 121-litre garbage cans weekly. Contractors also offer the flexibility of bi-weekly, monthly and partial-year service, which enables snowbirds and those who produce small amounts of garbage to choose their level of service.Moreover, if the cost increases or service declines, Seabrook said custom-ers can cancel the service and contract another company.

    The regional district board has approved a Nov. 16 referendum date to determine if rural residents support its proposed service. According to a survey, 75 per cent of respondents support the proposal for areas A, B and C, excluding Denman and Hornby islands, Royston and Mount Washington.

    The service would cost about $150 per household per year. Comox, by compari-son, charges $165 and Courtenay $160. It would include weekly garbage pickup up to one 80-litre can provided by the homeowner and unlimited quantities of recycling.

    The main reason for the size limit is to prevent injuries to workers lifting the cans. When offered in combination with a recycling program, many communities have shifted towards a single-can-per-week limit. If the service is approved, the CVRD would explore options for allowing additional cans.

    If the Nov. 16 referendum passes, resi-dents could opt out of the service, which would not include mobile home parks and apartment buildings with more than four units.

    Anyone who thinks a government-controlled monopoly will provide better service at lower cost has not been paying attention think ICBC. If this proposal is implemented the option of private ser-vice will be gone forever, said Seabrook, who pays $271 per year to Sun Coast Waste Services for garbage disposal.

    Its considerably more than what theyre (CVRD) talking about, but Im pretty sure after 2016 were going to be paying probably pretty close to that for one garbage can, Seabrook said, not-ing restrictive measures will be needed to meet the goal to divert 70 per cent of the regions solid waste from landfills. Whether we do it through public or pri-

    vate, it could still be done, but I would much rather do it through private.

    Paying private contractors for garbage collection is normally a more expensive arrangement than one contractor serving every home, the CVRD has said.

    The initial service contract with BFI Canada would be for three years com-mencing next September once a bylaw is approved.

    The CVRDs proposed recy-cling program is single-stream, which precludes the need to sort materials. Items would need to be placed in marked containers or bags. Acceptable items would include:

    Beverage containers/milk jugs; Plastics #1 through #7; Metal food containers (rinsed

    with labels removed); Newsprint and boxboard; Cardboard (flattened and tied); Paper/mixed waste paper (junk

    mail, telephone books, magazines, envelopes and stationary).

    Unacceptable items include glass, Styrofoam, household hazardous waste (paint, motor oil, antifreeze, batteries, electronics), plastic film and most wrapping paper.

    Drop, cover and hold on.At 10:17 a.m. Thursday, more than

    640,000 British Columbians will do just that, as part of the annual Great Brit-ish Columbia ShakeOut, an event that helps families, employers and groups be prepared to survive and recover quickly from earthquakes.

    More than 14,000 people have regis-tered for the drill in the Comox Valley, and included in those numbers are students and staff of School District 71.

    All schools and each site will be participating in the drill in one way or another, explained Paul Berry, district principal for health and safety for the Comox Valley School District.

    Berry added all schools and offices in the district are focused on emergency preparedness in the coming weeks, not only for earthquakes, but to be prepared for any type of emergency.

    Every site will have a 40-foot con-tainer that will be fully stocked with supplies to last 72 hours, he said,

    and added another goal is to test the district-wide communication system, in case phone or Internet goes down.

    Some of the district staff will be trained in light urban search-and-res-cue as well, he noted.

    The challenge is to dispel the belief for people that we would send students home to their families (in the case of an emergency). We have the responsibility first and foremost to the students in the school. We will hold them at the schools and have the parents come to them, Berry added.

    The Great British Columbia Shake-Out includes resources on their website on simple drop, cover and hold on drills, along with information on what to do after an earthquake and how to conduct a tsunami drill.

    Most earthquake-related injuries and deaths are caused by collapsing walls and roofs, flying glass and falling objects. The drill encourages individuals to identify safe places (under a piece of furniture or against an interior wall) for when the shaking begins.

    B.C. NDP critic for advanced education David Eby said hes gained a better under-standing about the issues rural colleges face thanks to his tour of the provinces post-secondary institutions.

    Eby has already been to about three-quarters of B.C.s post-secondary schools during his month-long tour. Last week, he vis-ited North Island Col-lege.

    As a new critic, its a huge advantage for me to come and talk to stu-dents about the chal-lenges they face right now, which are very different than even when I went to school, and to administrators about what they see as the challenges in the system that theyre working with, Eby said Thursday outside NICs Comox Valley campus.

    He was on his way in to speak with NIC president John Bow-man, so hadnt yet dug into the specific issues NIC faces, but during his tour hes noticed rural college adminis-trators and students have many similar con-cerns.

    The rural schools face very similar chal-lenges and have very similar concerns about funding, he said. In particular, theyre wor-ried that the system has no way of tak-ing into account the impact of training five people in a particular skills area in a smaller community, and theyre currently being funded in a way that they have to have a minimum of 15 or 20 people in a class.

    He added the eco-nomic impact of train-ing five electrical engineers in Courte-nay, for example, would be far greater than training five electrical engineers on the Lower Mainland.

    We need to get past the idea that you have to have 25 people in a class in order for that class to have a success-ful economic impact,

    he continued.I think that this

    school, like so many other rural colleges, faces the very serious issue of being funded as if they were located in the downtown of Vancouver. Many rural colleges service mul-tiple campuses; they have higher heating costs, they have higher supply costs.

    And they also have communities they serve that need to be able to access their programs and get to these pro-grams more urgently because theyre totally disengaged from the economy right now. So, I think the great-est opportunities are in rural areas, but also the greatest challenges are faced by rural col-leges.

    He added that while funding remains static, schools are being asked to offer more and more

    to their communities.So, they find them-

    selves spending a lot of time trying to make up revenue through various sources, like international students or private contracting, these kinds of activi-ties, and unfortunately that distracts from what should be one of their key mandates, which is educating British Columbians for the jobs that are going to be there in the future.

    Eby added the rotating door at the top of the ministry means theres been no coherent plan in the advanced education system.

    He had planned to visit Camosun College on Friday as he contin-ued his tour to better understand the issues around post-secondary education in B.C.

    A delegation from the Sunshine Organics and SunCoast Grown home-delivery service appeared before the regional district commit-tee of the whole last week to discuss a $100,000 grant from Buy B.C.

    The money, presented earlier in the year by local MLA Don McRae, is being used to promote local agri-culture and to connect consumers with producers.

    Whats really important now is

    The demand for local products is going up.

    Its a little bit differ-ent. Half of the vehicle is brand new; half of it is recycled, explained Courtenay Fire Chief Don Bardonnex of their week-old rescue truck.

    If you look at the cab portion its a 2013 chassis and the box on the back of it is off of our 1992 Spartan Heavy Rescue.

    Bardonnex said the department recycled the cab, the large com-mand lights, genera-tor and more off their old rescue vehicle, and retrofitted it with a new cab with state-of-the-art equipment and high environmental

    airbags, knee airbags, full frontal airbags, integrated rollover pro-tection. Theres safety lighting and electronic stability control, he said.

    It meets the high-est EPA standards for 2013 California emis-sion standards. Its an industry first stan-dard stuff for automo-tive but it has never been in fire trucks before.

    The vehicle was driven to Manitoba where Fort Garry Fire Trucks rebuilt the

    vehicle, and Bardon-nex drove it back to the Valley.

    By (doing the ret-rofit), it saved the City approximately $180,000, he noted, and added a brand new rescue truck would cost around $560,[email protected]

    The Province has denied the regional districts request for an additional water licence for the Comox Valley water system.

    The CVRD holds a licence on the Punt-ledge River with maxi-mum yearly and daily diversion amounts. Its water withdrawal was exceeded in 2003, 2004 and 2006.

    The Province could not approve the request due to insuf-ficient water available on the Puntledge at

    the proposed point of diversion.

    The district applied for the licence to meet a growing population that demands more water.

    Government has outlined other means to secure additional water. For instance, BC Hydro might be able to supply water previous-ly allocated for power generation.

    The Vancouver Island Health Author-ity has approved the regional districts application for filtra-tion deferral for the Comox Valley water system which buys some time to meet VIHAs 4321 drinking water criteria.

    I feel like were mov-ing in the right direc-tion, senior manager of engineering services Marc Rutten said at last weeks water com-mittee meeting.

    The application was based on water-quality testing results and ongoing watershed protection planning for Comox Lake, which supplies Courtenay,

    Comox and local water service areas in the district.

    The deferral provi-sion in the VIHA policy enables the system to operate without a fil-tration plant, provided certain requirements can be met, such as source water criteria for turbidity and E. coli.

    Constructing a fil-tration plant would

    cost about $32 million. A deep-water intake, along with an ultravio-let (UV) light-disinfec-tion plant, would run about $25 million.

    While filtration deferral is good news, Courtenay director Jon Ambler questions if the $25 million would be wasted if the district ends up going to filtra-tion.

    Along with produc-ing top-quality water, Rutten said the intake would also mitigate risks such as fuel spills from boats.

    That infrastructure will never be wasted, he said.

    VIHAs drinking

    water treatment policy is aimed at ensuring consistent minimum standards for surface water supply systems on the Island. One of the main criteria is a maximum of 1-nepha-lometric turbidity unit (NTU) in finished water.

    Results from two years of testing indi-cate the CVRD has achieved less than one NTU, Rutten said.

    But that risk is always there, he added.

    The next steps are to issue a Request for Proposal to complete a feasibility/siting study for the addition of UV

    light disinfection and a deep-water intake, and to develop the project scope.

  • If you form a part of this towns vibrant dance community, you likely are familiar with local group Zandhunga as the ensemble that over the past few years has been churning out classic and modern Latin tunes at some of the best dance parties on the North Island.

    They have toured internationally, and it was just last spring they performed at the Cumberland Hotel for the first time, turning the heat up to tropi-cal degrees as the room was filled with rhythms and the dance floor packed full of bod-ies.

    This Saturday, Zan-dhunga returns to the Cumberland Hotel to debut a whole new show, and the reper-toire draws from not just Latin rhythms but a mashup of rhythms from around the globe.

    Original composi-tions with varied tra-ditional elements are presented on modern instrumentation for a uniquely neo-tribal, world-beat fusion expe-rience. The music is heavily instrumental, but with compositions

    like No Coal Mine lyr-ics are minimal yet meaningful.

    Oscar Robles Diaz on drumkit, guitar, Chapman stick and vocals; Britt Bowman

    on electric bass guitar, and Tony Morrison on saxophones and flute form the power trio that is behind this lat-est sound from Zand-hunga.

    They deliver a pro-gressive blend of hip-hop, trip-hop, jazz, flamenco, funk, Afro-beat, Latin and pan-African rhythms in a repertoire that ranges from chilled down-tem-po to upbeat and fiery. Summing all that up into a genre, the ver-satile term world beat might be the closest fit.

    I particularly love playing in this incar-nation of Zandhunga, says Bowman. Every-

    one brings something really different and special to the table.

    M e t a p h o r i c a l l y speaking, things just seem to come together like a home-cooked pot-

    luck of organic ingre-dients. Sometimes, the raw mix of flavours can get pretty intense and out there, and I like that.

    Onstage interaction between the musi-cians is spontaneous and free with soar-ing solos and playful polyrhythms bound together by underlying and infectious grooves. While the time signa-ture may shift from 4/4 through to 7/8 for

    those who happen to be counting the beats remain surprisingly danceable.

    Apart from original compositions featured in two-thirds of the show, the concert at the Cumberland Hotel will also feature an entire set inspired and in tribute to the tra-ditional music of the Shona people of Zim-babwe.

    Robles says this world beat face the collective is showing comes from a long-term history of musical experimentation.

    This incarnation of the collective is more of a reincarnation if any-thing. Right from the start, we were playing around with mixing hip-hop and rock with African, Latin and Bra-zilian rhythms.

    Some of that early fusion can be found on Zandhungas self-titled CD, released last year, but recorded in differ-ent studios and over a

    broad time frame As such, the album pro-vides a retrospective tracing of the develop-ment of Zandhungas ever-evolving sound that is diverse and far-reaching.

    The Zandhunga col-lective has performed at festivals and ven-ues throughout Mexico as well as West Coast Canada and in Taiwan.
