1. SUPPORTING THE NATIONAL DEVELOPMENT PLAN OF SOUTH AFRICA

The National Development Plan (NDP) of South Africa envisions a central role for the Small and Medium enterprises in achieving the 2030 vision for South Africa.

The NDP visions a 2030 where “Small and expanding firms will become more prominent, and generate the majority of new jobs created. They will also contribute to changing apartheid- legacy patterns of business ownership. They will be stimulated through public and private procurement, improved access to debt and equity finance, and a simplified regulatory environment.”

To support the aforesaid vision, the NDP shares the Finscope research which provided that “90 percent of jobs created between 1998 and 2005 were in small, medium and micro enterprises.”

However a concession is made by the NDP that “despite this, total early-stage entrepreneurial activity rates in South Africa are about half of what they are in other developing countries.”

The National Development Plan therefore makes this important concession that “State efforts to assist the sector have had limited success.” It is particularly this challenge that our company OPENTEDERS resolves.

The National Development Plan makes a number of proposals which are consistent with our company’s objectives, it says amongst others, in order to assist in the growth of small and medium enterprises in South Africa, government must “make government procurement opportunities more accessible to small businesses, streamline tender processes, improve transparency and get rid of corruption.”

The NDP further proposes that, “the government and the private sector should collaborate in creating financial instruments for small, medium and micro enterprises.”

The proposals made by the NDP are the embodiment of OPENTENDERS’ business.

2. CHALLENGE FACING THE SOUTH AFRICAN ECONOMY

The challenge that the South African economy faces is that it is not creating enough opportunities for entrepreneurs to be successful. We have all seen the business headlines:

In 2012 Adcorp did a study and came out with a startling report where they stated that:

“The number of new business start-ups has fallen to an all-time low. The group’s February 2012 Employment Index highlights with alarm the closure of 440 000 small business over the past five years. The gravity of the situation is emphasized by the fact that 68% of all South African workers are employed by small business employing fewer than 50 people.”

The report goes on to put in further context the gravity of the problem, it avers that” “Between 2001 and 2011, there was a roughly constant number (2 million) of small businesses. The number increased slightly (to 2,4 million) during the economic boom of 2004-2006, but has, since 2006, shrunk by 18,2%.

“Since the boom, about 100 000 small businesses have closed their doors each year, bringing the total number of small business closures over the past five years to 440,000. Given that the typical small business employs 12 people (aside from the owner-manager), a revival of this sector could potentially create 5,3 million jobs.”

It is precisely this aforesaid challenge that OPENTENDERS addresses.
