Thethanks and appreciation of all members must begiven to our Chairman, Tim Wcimer, forcarrying out this task as well as all the otherduties required by his office. Outpost and it will help if all members adviseMike Leach of any changes of address as soonas possible.Which brings me to thc next point - money!Producing and posting the Outpost costs moneyand whilst costs are kept as low as possible itdoes have to bc paid for. Payment comes out ofsubscriptions. Those members who do not paytheir subscriptions increase the burden on thosewho do and reduce thc abilily of your Associa-tion to help any member who falls on hardtimes. Elswhere in this Outpost is a list of thosewho have not been heard from for some time. ,

We hope that consciences are pricked and the

necessary cheques will flood into the Treasurer.For those members who wish to bring theirspouses and/or siblings to the annual dinner,

but are prevented by thc rule that only members

may attend, are reminded that spouses and

siblings may become Associate Members which

entitles them to all thc privileges of member-

ship except voting rights.Elsewhere there is an article on the future ofour Association, and I hope that this will be

read by ALL members. It is hoped that mem-

bers will bring up suggestions for the type offunctions they would like to see the Association

holtL We all have experience of innovation solet us tap that valuable source.

Also let your Editor have articles, stories,cartoons, and clear black and white photo-

graphs. We' ll try to fit them in.

Do not be afraid of controversy - it is what

great sadness that we rcport George' s

passing on 27th April 1989. George

supported the Association fully over

many years and his passing will be felt

by many. Our belated sympathies toKathleen.

George EAMES at Fish Hock on 20th

January at 83 years young.

John Sidney HATTON 3918 passed

away on 14th February 1990.He was"senior" troop at Rusape with the

white-kneed trio of Ted Galloway,

Taffy Morgan and Paddy Watson. P.K.Allum was also there at that time. Jolm

Hatton left the BSAP for a career with

National Parks before retiring to Eng-

land.

Stan MORRIS-SMITH P/r 17820(father of John 8476) on 27th March

following a long illness.

Roger ORRELL 4943 on 8th April 1990

after a long illness bravely born. His

ashes were returned to "God's own

country" and scattered over the Zam-

besi Valley.

CHAIRMAN'SREPORYThe Chairman opened his report by asking for amoment's silent tribute to those who hadanswered the last roll call in the past year andthanked those who had attended variousfunerals t,o represent the Association." The past year has been one of the mostmomentous in the history of thc'Association.The highlight was without doubt, the celeb-rations to mark the founding of that PoliceForce in which we all served. Branchesthroughout the world, organised suitable eventsto mark the occasion but we of this branch werein the honoured position to organise the Centen-ary Reception here in London which was gracedby the presence of Her Majesty, Queen Eliza-beth, The Queen Mother, our Honourary Com-missioner. Members travelled from far andwide across the world to attend and theirpresence was sufficient reward for the mem-bers of the Committee of this Branch and theirco-opted volunteers for the many hours ofplanning and work to bring to fruition theevents connected with thc Centenary Celeb-ration. It is perhaps invidious to single out any

one member when all have worked so hard, but

I am sure you will all agree our hard-workingSecretary, Mike Leach, deserves a specialmention. We are sure from the many messageswe have received from those attending, that allevents were well and truly enjoyetL

Turning now to our Monthly Gatherings at the

Rugby Club, the level of support has beensomewhat erratic. The causes are not too clear- I personally suspect two aspects; firstly the

location is not too convenient and secondly the

liquor prices are well above average. I would

suggest the Committee examines this matter

with a view to considering relocating. I thank

those who have supported these gatherings.

During the year local regional events have been

held; I refer to the annual braai at Haslcmereorganised by Dave Champion and John Turkand the gatherings at Galgate for which wcthank Allen Day and his wife, Irene. Members

in certain areas attend events organised byother Associations connected with Rhodesia

which doubtless prove useful means of main-

taining contact with old friends,

I regret you have not received as many editions

of the United Kingdon Outpost during the year

as planned. Unfortunately, my working life has

been and still is at a level which has reduced

thc time I could spend on such activities. I am

happy to report that Brian and Adrienne Gibbs

have taken over the compilation, editing and

printing of the Outpost and Brian and Barbara

Tindale, despite job and home upheavals, are

continuing the collating and despatch ope-

rations. My thanks go to them for their loyal

support.Concurrent with the delay of Edition No. 14 of

the Outpost was the late despatch of details of

the photographs of the Centenary Reception.

For this I must apologise most humbly. Some

members will have received the copies they

ordered whilst others arc awaiting their copies

which are being made. These will be despat-

ched as soon as received.

Matters concerning finance will be dealt with

as another item on the agenda, likewise a rcport

on the BSAP TRUST. At this stage I would like

to pay tribute to the work done by our

Treasurer, John Restorick who has handled a

large amount of stock during thc year. Fred

Mason in liaison with John has been involved in

the complicated matter of preparing all the

paper work necessary for the recovery of tax

from Inland Revenue in respect of covenants

from members. To Fred as well, I express my

appreciation.Tonight John Restorick, Gerry Paxton and

George Glibbery retire by rotation from the

Committee. John has indicated that he is

prepared to stand for relection and to continue

as Treasurer, whilst unfortunately Gerry and

George have intimated their inability to offer

themselves for re-election. We thank them for

their help and assistance during their 'three'.

Whilst on the matter of retiring by rotation, I

must mention, that this time next year, it will

be the turn of our Secretary, Mike Leach, Brian

Tindale and me. By then I will have had the

honour of being your Chairman for eight years.

I am now a 'Senior Citizen' and whilst I am

still working in I.ondon, my longer term plansare unclear. I might well be in a position tooffer myself for re-election to thc Committccbut I think it would be prudent for you to givethought during the next twelve months aboutwhom you would wish to have as Chairman.Thank you all for attending this Annual GeneralMeeting.

There were 37 Members present and a full listappears below. Finances are reported to behealthy. An exercise by thc Treasurer resultedin subs received doubling the previous yearsfigure due to arrears being collected.

Committee saw two new. members DickRay 5075 and Brian Gibbs 6050 joining theteam as both Gerry Paxton and George Glibberyhad to stand down for business reasons. Detailsof your new committee appear on the back pageof this issue. The question of wives attendingthe Annual Dinner was again raised, but as thiswas only rejected by a postal ballot of allmembers on last year's AGM, it was notpersued as there already exists the facility forthem to join the Branch. The venue of theLondon Gatherings was discussed and theConunittee will examine this and other alterna-tives suggested.

THE FUTUREThe UK branch of the BSA Police Regimental

Association is part of an organisation forgedout of service over the last 100 years.

It is the thin BLUE LINE that extends all over

the world, which assures former comrades of a

warm welcome and a cold beer, wherever they

meet.This spirit of comradeship developed by our

common experiences of the past is what makes

us what we are.But the Association must not be the vehicle forus to look back and bemoan the loss of the past.

It must bc the means for us to look to the future

and use thc same spirit of comradeship to

support and enhance the new lives wc are all

now living.A number of younger members have said

recently that they see no point in attending

meetings or get togethers as it appears to bc a

crowd of old fogcys talking about a bygone age

to which they cannot relate.

To some extent this criticism is not without

justification, but the more important fact that

seems to have been forgotten by younger

members is that those they criticise have

demonstrated the most essential quality of a

member of any club or association - LOYALTY

AND WILLINGNESS TO PARTICPIATE.

The life blood of any association is the

contribution made to it by each and every

member. Therefore your Association is calling

on ALL members to make us a living organism

that benefits all its members.

We arc all now in different walks of life and

new careers. Using the comradeship within the

Association we can assist one another in many

ways to enhance and improve our lives. These

ways could be through business, advice, career

assistance or simple mutual support.

Our Association cannot move forward unless

EVERY member gets off his backside and

PARTICIPATES. Don't make excuses, get in-

volved and make our Association the vibrant

living source of support and comradeship that

was the Force to which we all belonged.

MAKING A COVENANTThe British South Africa Police Trust has beenestablished to provide financial assistance andhelp to members of the BSA Police RegimentalAssociation or their dependants in case of need.Thc Regimental Association (UK Branch) hasagreed that atmual membership subscriptionsmay bc covenanted as donations to the Trust,without affecting membership of the Associa-tion.As a registered charity, the Trust may receivecovenanted donations after thc deduction ofIncome Tax at the basic rate and then recoverthis tax from the Inland Revenue. This, at thcpresent basic rate, increases the value of thecovenant in the hands of the Trust by one third,i.e. a I5.00 is worth L6.67.Normally, you would make your covenantpayments out of your taxed income and IncomeTax at the basic rate will have been deductedand paid by you.Non-taxpayers SHOULD NOT covenantbecause Inland Revenue will then seek torecover the tax from you.If you would like to make a covenant with theTrust (minimum E5.00 per annum over fouryears) please ask for a Dccd of Covenant fromthe Secretary. The simplest method of paymentis by Banker's Order. This also applies toordinary subscriptions to the Association as itsaves you having to remember each year.We really do need the funds. Who knows, oneday you may need help.

ANY FOOL CAN BAKE A CAKE!To a District man, Saturday afternoon wasalways 'Sports' afternoon and since there wereseldom enough men on a station to formanything larger than a tennis team, Saturdaywas 'tennis' day. The standard of tennis wasreasonably high but it was also an importantsocial occasion. By tradition, the 'mess' pro-vided tea while the local ladies provided thecakes and cookies. The enormous capacity of aDistrict man to put away vast quantities ofthese was legendary and the subject of many aleg-pu 11.

The crunch came at Odzi when one of the ladsresponded to a comment about his eating beingbetter than his tennis. In a fit of bravado, heoffered to bake the cake for the followingweeL Needless to say, the local ladies jumpedat this chance to show up the lads and acceptedthe challenge before the enormity of it had sunkin. It was only on the afternoon of the followingFriday that anybody took the matter seriouslyand, since the honour of the mess was at stake,urgent action was called for. Then we dis-covered that both thc mess boys were havingthe day off on the Saturday and a sense ofdespair began to creep into the mood of themess."Fourpence, how do you bake a cake7""Idon't know, boss"."Naison, what about you? Don't you know how

to bake a cake7""Inever tried it, boss. ""Sar Major, who've we got in the stocks who

can cook?""They' re all poachers and farm labourers, sir.No drunks atall, sir.""Good Lord, now what7"

But the lads were made of stout stuff and not to

be beaten by anything as simple as a cake."Come on, " said Mike, "We' ll show them.

We' ll give them something to really get them

"It can't be that difficult", said George,"After all a cake is only flour and eggs and

things like that with whatever you chuck in to

give it flavour. I mean if it's a fruit cake, you

chuck in fruit and if it's a chocolate cake, then

you just add chocolate. Pretty simple really. ""That's an idea, " I said, "They' re always

giving us lemon sponges and chocolate cakes

and things. Why don't we make a good, old

fashioned fruit cake7"We hadn't a baking pan but we did have a large

saucepan that was fairly clean and about the

right size and shape for a good fruit cake. OK~

one packet of self-raising flour, one dozen

eggs, - seems simple, no trouble so far, just mix

it all up."Hey, Mike, what do they put into a cake to

give it that lovely yellowy golden colour7" .

"Idunno, custard powder, I suppose."

Straight forward, can' t, do any harm, chuck in

one tin of custard powder. How's that'! A bit

stiff and solid, better chuck in a pint of milk to' soften it all up a bit. Fruit! What about fruit7

One packet of raisins, one packet sultanas, one

packet mixed fruit. We' ve forgotten sugarl OK

one packet of sugar."You sure this saucepan's going to be big

enough7""Should be OK. It looks good anyway.

""Hey, does anyone know how we'rc supposed

to actually cook it7 Do we stick it on the top of

the stove or inside the oven7 ""No, boiling you do on the top, baking you do

mstde. ""The big advantage of these old 'Do~er' stoves

is you just stoke up the fire and off you go.

None of this new fashioned nonsense of having

to know what setting to put it qn. ""Surely it can't be as simple as that otherwise

we'd get a cake every day in the mess. You' re

probably supposed to add some secret ingre, -

dient to make it bake, otherwise what would be

the difference between roasting and baking. Imean, you never heard of a 'roast' cake did

you7""Baking powder - that's probably what it's for.It makes things bake!""There's a tin of it on the shelf. That's luck, it

would be terrible if it didn't bake just because

we didn't know about the secret ingredientt"

Chuck it in, stir it all up. Looks quite good andits nearly to the top of the saucepan, so it' ll bea nice shape. That's it then. Stuff it in the ovenand wait until this afternoon.The ladies were dying to see what we had donefor a cake, but no amount of persuasion andcajolling would prise thc secrct out of any ofus. They would just have to suffer until teatimewhen the whole district would find out who thebest cake makers were. Even Dim Markidesfrom the store phoned us up to find out whatwas going on. Ile'd had so many enquiries frompeople around the district wanting to know ifwe'd ordered a cake from him that hc thoughtthere must be a special celebration!The great moment arrived. We brought the teaout and then all three of us went back to collectour masterpiece - the result of our combinedculinary expertise!As we entered the kitchen, the smell wasdelicious, quite mouth-watering. It was a won-der they couldn't smell it down by the tenniscourt."Tarantaraaah!!!!!" With a flourish and a

fanfare, we opened the oven door, jostling oneanother for a peep at the fruits of our labours."Good heavens, what on earth is that7""It's turned into rock buns!", cried George inhorror.Sure enough, there was our cake looking for all

'the world like a miniature volcano belchingforth molten larva down the sides of thesaucepan. Beneath it on the floor of the ovenwas a collection of beautifully cooked rockbunsf We started shovelling as fast as we couldand the faster we shovelled the faster new rockcakes were forming, at the bottom of the oven.What had happened to our beautiful cake Idon't know but in its place was this veritablecornucopia spewing forth rock buns.What a success! We were inundated withrequests for the recipe, Thc flavour was superb.They were cooked to a beautiful golden brown,

full of fruit and quite delicious. The patronsaint of cooks nutst have beeen grhming a!1over his face. King Alfred, eat your heart out!

Somehow, despite thc pleas over the followingmonths for "more of those delicious rockbuns" we never did get round to makinganother batch and we never passed on therecipe to anyone. One thing is certain, though,nobody ever doubted our culinary expertise

It was quite likepioneering times then- no radio, very few andbad roads - one could strike straight acrosscountry, swim rivers, appearing at kraal'sunexpectedly. Game was plentiful but only forthe pot. Isolated farmers treated thc patrollingtrooper as a newspaper in those days. Nealcomments 'It was a fine life for a young manwho did not mind sleeping out in all (well,almost all) weathers. ' Sadly colleagues arepassing on, but Neal says 'I can't go yet as Ihave been invited to take part in the Pro-AmGolf Tournament at St. Andrews in 1994. In April there were so many public holidayspiled up together that, for two days of accumu-lated leave, most Zimbabweans could comfort-ably stretch to a ten-day vacation - and a lot ofthem didi I was one of twettty members of thelocal Mountain Club who flew to Malawi andthen took a bus to the base of Mount Mulanje,before starting up that vast, magnificent citadelthat rises to just under 10,000 feet from the flatplains of the country's southern region. One ofmy companions was Tony Cozens who used tobe with Internal Affairs at Gatooma. He and I-naked in an icy river at the time - chatted aboutmany of the BSAP he had known over theyears; Peter Short, 'Willy' Hamilton, 'Jamie'Whitelaw. , Barney Lomas. On another occasion,while I drank whisky and stream water from anenamel mug, I talked to Frank Kippax of theMountain Club of Malawi and learned that

I detect a hint ofsmugness and certainly very justifiable pride inthe short statement 'Our strength is now 24Life Members; there are no Ordinary Membersat this time. ' Laurie, who keeps in good health,points out that there have been no formalmeetings because of the spread of the members.(I presume this to bc geographic, not stoma-chicf) but there are occasional get togethers atthe Masvingo Sports Club.

'I travelled to Gwanda to attend the funeral ofRichard Richardson whom a great number ofour ex-members will remember as Mine Host atTod's Hotel. After war-time Royal Navy Ser-vice, 'Richard joined the BSAP and, on leaving,I think, took over the hotel. During the war, hcand his second wife, Yvonne, were towers of

strength in ministering to the convoys on theBulawayo to Beitbridge run and he will beremembered by many of the travellers of thosedays.'At the funeral I learned that Richard had beenmade a Freeman of the City of Chester in 1985in recognition of his family's long associationwith that city. It appears that his family wereSilversmiths and trace their craft and associa-tion with Chester back about three centuriesColin Armstrong had a very bad motor accidentduring February as a result of which hesuffered a heart attack. Thankfully he was notbadly injured and having now recovered fromthe attack, appears to be well on the way tocomplete recovery.I had a visit from Duncan Beveridge (exSupport Unit) the other day. A most delightful letter from Harry Went inMutare. ....in which he mentions new membersPeter Hall 4706 and F.A. Coates P/r 23544Gmaking up the Branch to 41 members. Hebriefly recounts his 'birthday party' on or aboutthe 3rd November last year when no less thanthe local police 'chief' turned up to congratu-late him!Harry also refers to the only other member ofhis squad still in Zimbabtvc, (they attested on1st April 1932) R.E.B.'lob' Long and to thechange over of command from Col.
