Welcome to the MSA Blue Book for 2007.You will notice that this edition of our‘Bible’ marks quite a departure from

previous publications.One of the first things I did when I took up therole of MSA Chairman on 1 January was toinstigate a complete review, rewrite and revampof the Blue Book. By necessity it’s a veryintricate publication however I felt, as did themajority of competitors and officials, that the oldversion was somewhat over-complicated andunwieldy.

First stage changesThis year’s version is designed to move awayfrom that, whilst of course retaining the BlueBook’s important manuscript. It has been colourcoded and is more descriptive and ‘userfriendly’. It is easier to navigate for the people towhom it is most relevant – our licence holdersand officials.This can only serve to increase efficiency and abetter understanding, for all motor sportingdisciplines across the UK whether at an event orback at base.But what you have here is only an interimversion. A far more fundamental revision isscheduled for 2008. It is an extremely expensiveand very extensive job . . . the all-new Blue Bookwill look nothing like this current one. Myobjective is that the new version will be apublication that is not so daunting to use, bemore logical in its format and be far easier toread and understand. But we have to do it rightand are therefore taking our time to ensure it isdone properly. Believe me, it’s a massiveundertaking.

Modernising how we workThis is just the beginning in a fundamental shiftto modernise and streamline the way the MSAdoes things. 2007 also sees the introduction ofour new credit-card size competition licence –another area for change that I accelerated forthis year. We are also investing heavily inimproved IT systems to provide a more efficientand proficient customer-serviceAs Chairman, I am determined to continually rollout improvements in the MSA’s services. We areby no means a perfect organisation . . . I don’tbelieve such a thing exists anywhere in theworld. But every person involved in our sportdeserves the highest level of service andsupport from its governing body and it is mypolicy to ensure that we operate in the mostefficient manner possible to assist you, ourcompetitors and officials.Thank you for being part of our great motorsportcommunity and I sincerely wish you an exciting,successful and, above all, safe season in 2007.

Chairman’s Message

BRITISH MOTOR SPORTS TRAINING TRUSTThis charitable trust was formed in May 1977, and in the last four years alone the Trust has committed grant aidamounting to over £450,000 to assist with the training throughout the UK of volunteer officials and marshals in motorsport together with other training initiatives such as the provision of Marshals Safety Tabards, Club DevelopmentWorkshops and seminars, the MSA British Rally Elite scheme (to be joined in 2007 by the MSA British Race Elitescheme), ATLS and PHTLS courses for Doctors and Paramedics, and the Volunteers in Motorsport initiative - alsosupported by the goverment's Motorsport Development UK.British motor sport enjoys the dedication and commitment of very many volunteers without whom the sport as weknow it could not continue. Through the work of the Training Trust, not only can these individuals access dedicatedtraining programmes to best match individual needs, but they are also helped to advance their own personal develop-ment by acquiring important lifeskills as a result of their involvement with the sport.The British Motor Sports Training Trust is the motor sport Governing Body’s own charity, and donations from organi-sations, clubs and individuals to help advance the work of the Trust are always most welcome.

Introduction

Britain today remains at the very heartof the international motor sportsindustry. At a national level, it turns over

around £2.9-billion annually and is recognisedby Government as a major exporter, generatingin excess of £750-million in foreign earnings lastyear. It offers full-time employment to around38,000 people (source MIA), and part-time workto a further 100,000.

Involvement at all levelsIn sporting terms it involves people at all levels:at grass roots through the activities of 750 MotorClubs (with a total membership of over 200,000)who annually organise over 4,000 events for100,000 competitors in 22 different disciplines;at elite level through events such as the BritishGrand Prix and the Rally of Great Britain.

The sport is open to all. Events are available forcompetitors as young as eight years old. Othersare devoted to women drivers only and there areeven opportunities for severely disabled driversto compete. There are further opportunities fornon-drivers to participate as passengers andnavigators, or to act as marshals and officials atmotor sport events, progressing into areas ofscrutineering and timekeeping. On the safetyside there are opportunities for first-aiders,doctors and paramedics in rescue and recoveryunits.

Training and coachingThroughout the sport, a comprehensiveprogramme of national training and coachinginitiatives are in place to develop skill levelswhatever the involvement: competitor, official,marshal, medical officer or administrator.

The governance and administration of thishugely successful sport in Britain is today theresponsibility of the Motor Sports Association

(MSA), with its roots in the Royal AutomobileClub that successfully formed and has mouldedthe sport for over a century.

The sport’s governing bodyThe MSA is recognised as the governing bodyof motor sport in Britain by the world governingbody, the Federation Internationale del’Automobile (FIA). As such, the MSA isresponsible for administrating and controling therules governing the sport.

This Competitors’ Yearbook, known as the ‘BlueBook’ and published annually by the MSA, actsas the sport’s regulatory ‘Bible’ for organisers,competitors and officials.

An Introduction toMotor Sports in Great Britain

The end of the 19th century saw the establishing and subsequent rapiddevelopment of the motor car industry in Britain. From these early yearsmotor sports clubs sprung up all over the country and for over 100 yearsthese have been the bedrock on which the sport has advanced andprospered, both nationally and internationally.

The Blue Book

The layout and presentation of this year’spublication has been revised in an effortto make it more user-friendly. The

Yearbook is split into three Parts:

Structure of the Sport

The first (RED) Part describes the governanceand structure of the sport in Britain, describingthe role of the MSA and introducing some ofthe people involved in the sport, from CouncilMembers to Technical Officials.

The RegulationsThe second (BLUE) Part contains the detailedmotor sport regulations which are split intotwo Sections:

• Common Regulations effecting alldisciplines of the sport from Autotests toRallying; and

• Specific Regulations effecting individualmotor sport disciplines, givingOrganisational, Competitor and Technicalinformation for each discipline.

The DirectoryThe third (GREEN) Part includes the regularMSA Motor Sports Directory advertisingproducts and services from over 700companies in 200 different categories.

Though the format of the publication hasbeen revised, we have retained the familiarmethod of referring to an individual regulation– by a letter defining which Section to find it

in and then a paragraphnumber. The Section letteris referenced at the topouter cornerof each page. Thus thefirst regulation in thebook is A 1.1. Newrules are printed in redtype.

For clarity we haveretained the originalSection reference letters eventhough putting the Sections in a morelogical order has meant this is not necessarilyalphabetical order. Next year’s Blue Book willsee a complete revamp of the Regulationsthemselves which will resolve this issue.

In general it should be possible for readers tofind all the relevant Regulations they requireby consulting just two sections in the bluePart of the book. As in previous years, acertain amount of cross-referencing betweenSections has been necessary due tosimilarities between different disciplines, andbecause the Safety Criteria are common tomany.

Officials’ YearbookThe MSA also publishes an Officials’ Yearbook,as well as its quarterly magazine MotorsportsNow! distributed to all licensed competitors,officials and registered clubs. Clubs alsoreceive their own regular News Bulletin.

How to Use this BookAll the basic rules governing participation in motor sport events in Britainare contained in this ‘Blue Book’. To enjoy the sport to the full, organisers,competitors and officials should ensure they are familiar with theregulations relevant to their own particular discipline.
