    Mayor Knight and City Council:On September 22, 2010, I submitted a complaint to the office of City Manager Rashad Young,alleging that a crime was committed against me by Greensboro Police Assistant Chief DwightCrotts. I alleged that Assistant Chief Dwight Crotts set up an investigation to result in thesustaining of administrative allegations against employees and subsequently terminate theemployees' employment. While tainting the investigation, Assistant Chief Crotts violated NCGeneral Statute160A-168 Personnel Privacy Law.Upon receiving a complaint against a City/Police Employee, the City, by policy, will send aletter to the complainant, acknowledging receipt of the complaint. The letter also restates theallegations, informs the complainant of who the investigator will be, and a contact number forthe investigator. The investigator makes contact with the complainant to verify and confirm thewritten allegations, and to make sure the complainant and the investigator have relayed allrelevant information.Upon completion of the investigation, the complainant is notified of the conclusions and findingsof the investigator, by letter, always, and sometimes additionally in person.Mr. Young never ensured that the crime committed against me was properly investigated, andthat Assistant Chief Crotts was properly corrected and discipl ined. The violation of NC GeneralStatute 160A-168, Personnel Privacy law, committed by Assistant Chief Crotts can also be foundon YouTube, if you put dkcrotts in the search bar, or Greensboro corruption, in the search bar.There is a four (4) minute clip and a five (5) minute clip. In the four (4) minute clip at the two (2)minute mark, Crotts clearly violates NC General Statute 160A-168, when he intentionallyinforms Sergeant C.B. Isom of the contents of an internal investigation conducted on me. Thisinvestigation, part of my personnel file, 'and confidential, is protected by law.North Carolina General Statute 160A-155, entitled, Council to provide for administration inmayor-council cities, states, "The council shall appoint, suspend, and remove the heads of all citydepartments, and all other city employees; provided, the council may delegate to anyadministrative official or department head the power to appoint, suspend, and remove cityemployees assigned to his department.     the State, the city charter, and the ordinances, resolutions, and regulations of the councilconcerning his department are faithfully executed," After nine (9) months, and by his responsesto direct questions of Councilwoman Diane Bellamy-Small, at City Council Meeting SpeakerFrom the Floor Segments on June 7 an June 21, 2011, it is clear that Mr. Young has condonedcrimes and other violations of city policies, to be committed against me, and others. Mr.Younghas not had this and a multitude of other allegations investigated. However, it now becomescouncil's lawful duty/obligation to have the criminal allegation properly investigated, alsoinvestigate my complaints against Mr. Young, take propel' corrective and disciplinary action,and respond to me, the citizen.Because you are monetarily compensated elected officials and public servants, I trust you willcorrect, redirect and discipline your subordinate Mr. Rashad Young, accordingly. Ihumblyrequest a written correspondence regarding all of my complaints on Mr. Young, In addition,please be aware that I have made complaints on Mr. Young, and directed them to Mr. Young,Mr. Young, as any employee with integrity would, should have notified his superiors (Mayor andCity Council), for proper investigation to occur. Apparently, he has not, because no investigationoccurred. Iwould like those complaints answered also.Mayor Knight and City Council, how can citizens ever trust Mr. Young to provide a legitimateinvestigation of their complaints?     On September 21,2010, the Greensboro Justice Summer Organization held a press conference atSaint Barnabas Episcopal Church, at 1300 Jefferson Road. The organizers of the pressconference alleged that Assistant Chief D.K. Crotts had orchestrated the outcome of aninvestigation, to include a polygraph, as it related to Greensboro Police Officer Robert Reyes, onAugust 5, 2010. At this press conference, an excerpt from a recording of the aforementionedadministrative investigation was played for the audience. The excerpt included the followingquoted exchange (in italics) between Sergeant C.B. Isom and Assistant ChiefD.K. Crotts:Sergeant Isom: "Now how much do you want me to delve into, 1mean there's a lot of stuffhere? "Assistant Chief Crotts: "It will not need to include any of the stuff on Royal. That's probablygoing to be something separate.     Assistant Chief Crotts clearly violated N.C.G.S. 160A-168 by revealing to Sergeant Isomwithout my knowledge or permission statements made by me in an official investigation of me,located in my Professional Standards Personnel File. This information (Crotts' violation, etc.) isrecorded, transcribed and should be located in the Greensboro Police Department's ProfessionalStandards Division. Please have my allegation immediately investigated and hold Assistant ChiefCrotts accountable for his actions.In addition, Assistant Chief Crotts committed this violation of law while orchestrating a taintedinvestigation on Officer Reyes. As I informed you in previous documents, a simple interviewwith me would have nullified the need to continue on with the bogus investigations of OfficersReyes and Royal. Assistant Chief Crotts' violation of law also supports the fact that he (Crotts)knew and understood that interviewing me would have nullified the need to continue with anyinvestigation of Officers Reyes and Royal.

    Mr. Young, along with this latest violation, Assistant Chief Crotts has committed the followingbut not all inclusive violations, reported as discrimination, retaliation, harassment,intimidation and creation of a hostile work environment:

    In a meeting, Assistant Chief Crotts stated that he agreed with Captain Wolfe and did nottrust officers that signed up on the EEOC lawsuit. Without being able to articulate how he(Crotts) did not trust each of the thrity nine (39) officers on the lawsuit, which he couldnot, this is a violation of law,

    Assistant Chief Crotts was untruthful in that he claimed he could not recall making the .statement, however, he terminated me for taking the statement (in the form of anallegation) from the meeting.

    Assistant Chief Crotts took no disciplinary action when Captain Wolfe (Crotts' direct'subordinate) called Officer Blake a piece of shi, unprovoked, in public and in front of acivilian and one of Captain Wolfe's subordinate supervisors.

    Assistant Chief Crotts took no corrective action when Officer Ryan Walton, President ofthe Police Union stated in the local news paper that Officer Blake was "unfit" to be apolice officer and that then Interim City Manager Robert Morgan made an "uneducateddecision" in reinstating Officer Blake to the Greensboro Police Department,

    Assistant Chief Crotts retaliated against me by placing negative performance indicators inmy file for reporting that Captain J.L.Rogers had violated Personnel Privacy Law. Assistant Chief Crotts condoned the following, "shadowing" and monitoring of Officer. R.Reyes by non-supervisory personnel. The officers then reported on Officer Reyes. This

    was done without Officer Reyes' knowledge and the information utilized against OfficerReyes' in a detrimental manner (This is confirmed in the writings of the supervisor andCrotts). Officer Reyes was treated in this manner because ofretaliation relating to Officer.Reyes reporting what he (Reyes) believed to be the mistreatment of a citizen. This is adirect connection to allegations made by thirty nine (39) minority officers in litigationwith the City of Greensboro.

    Assistant Chief Crotts then intimidated Officer Reyes and was untruthful to includeinforming Officer Reyes that he (Reyes) could not file a grievance. This is confirmed by

    ____ ---'C=l=otts'wn memorandum and other documents. Assistant Chief Crotts read in an investigation of Officer J.L. Pryor that Sergeant M.N.

    Loy had omitted pertinent recorded information that would have changed the course ofthe investigation. Assistant Chief Crotts allowed Sergeant Loy, and the ProfessionalStandards Division, to not investigate the proper personnel as it related to the. investigation.

    Assistant Chief Crotts intimidated me in my office, informing me that I should not bewriting/assisting officers with grievances. Assistant Chief Crotts plotted with Assistant Chief Holder and City Psychologist Michael

    J. Cuttler to psychologically assess me, when it was clearly unwarranted and a conflict ofinterest for Dr. Cuttler, Assistant Chief Holder and Assistant Chief Crotts (This can beproven, if needed, in a matter of minutes). Their ultimate goal was to have me to be foundpsychologically unfit (crazy) and then terminated.

    Assistant Chief Crotts lowered my evaluation from a level four (4) to a level (1), in anattempt to justify the bogus Fit For Duty Evaluation. Assistant Chief Crotts could notprovide any documented support for his lowering of my evaluation. My appealdocuments, clearly show that the change in rating was unwarranted. Assistant ChiefCrotts evaluated me while I was undergoing a fit for duty evaluation.

    Assistant Chief Crotts allowed/directed Professional Standards to investigate me, while Iwas undergoing a fit for duty evaluation. Assistant Chief Crotts terminated me for reporting a violation of Federal Law and

    sending an informative, professional, e-mail with information that did not need approval,but was approved by Assistant Chief Holder.

    Assistant Chief Crotts orchestrated and oversaw improper investigations/polygraphs onOfficers Royal and Reyes; Officer Royal's polygraph was so horrendous that newlyappointed Chief of Police, Ken Miller, brought Officer Royal back to work without ahearing or discipline.

    During my General Board of Inquiry, it was revealed that either Former Chief Bellamylied or Reserve Sergeant Hunter lied. For Bellamy to be telling the truth, Hunter would belying and for Hunter to be telling the truth, Bellamy would have to be lying. Thisinformation was known, prior to my General Board of Inquiry, however, neither Bellamynor Hunter were or to my knowledge have been investigated for truthfulness, relating tothe investigation of me. Both Hunter and Bellamy were listed as witness against me inmy General Board of Inquiry. The Board ofInquiry is recorded and transcribed.

    Assistant Chief Crotts violated my personnel privacy.

    Mr. Young, considering the recently reported violations of law, city policy, departmentaldirectives, and tainted investigations, including the aforementioned in this document, implicatingapproximately twenty seven (27) city employees, please do the following;

    Contact the Department of Justice and request an investigative team to investigate theCity of Greensboro, with the primary focus being the Police Department. Turn over allrelevant materials to the DOJ. Get an estimated time table relating to the investigation.

    I-lave the DOJ also depose the City Council and Mayor.

    Make a public statement, relating to the DOJ, when the investigation will begin andanticipated length. Commit to a two week update relating to the investigation.

    Make any internal adjustments to ensure the best possible city services during thischallenging time. Think outside the box ..This may even involve a temporary operationalmerger with other Law Enforcement Agencies (example Sheriffs Department).

    Once the investigation is concluded, make swift, fair, consistent, compassionate decisionsas it relates to personnel. That can range from counseling to termination. This will betough, but make it about right and wrong which will umbrella all other relevant factors.

    Admit any mistakes made to include even if you made any. Make any public apologies warranted. Direct Chief Miller to investigate the diabolically sinister Assistant Chief Crotts.
