Yesterday I informed PCAOB as well as Jules Muis, the World Bank's former Controller, and Ian Ball, the Executive Director of the International Federation of Accountants, of KPMG's poor audit practices. Yesterday I also mentioned to Mr. Eschete the stakeholder analysis which predicted six years ago (attached) that the US would lose the ability to continue to choose the World Bank's President if we did not observe our multilateral obligations under the World Bank's Articles of Agreement. We have now lost the Gentleman's Agreement. (see paragraph 6 of the World Bank's Governors). What is currently at stake are many thousands of jobs at the World Bank in the Washington

Dear Mr. Erlich, Ever since 2007 I began requesting the press to inform the American people of corruption in the United States. The press is still refusing to cover this story even though the cover up has precipitated a Constitutional crisis that is threatening to plunge the world into a currency war, downgrade the US credit rating, and may ultimately lead to the imposition of martial law if there is no resolution of the impasse between the states and the federal government. Meanwhile, the US continues to defy attempts of the 187 Ministers of Finance and the Conference of Chief Justices of the 50 states to restore rule of law at the Bretton Woods institutions. I am a Yale Law School-educated lawyer and University of Amsterdam-educated economist who worked for 20 years in the World Bank Legal Department. I will again request the Executive Secretary of the Judicial Conference to correct the clerk's error in the DC Circuit Court of Appeals refusing to accept the World Bank Board of Governors' settlement of my bondholder litigation. scandal at the World Bank.

I would like to take you up on your kind offer of help in exposing this scandal to the public. I am attaching a copy of my email I sent a month ago to the Wall Street Journal, but WSJ did not correct their misleading story about the Volcker Panel's report.

In 2005 the Dutch Government asked the Audit Committee to end a campaign of retaliation against me for reporting to the Executive Board about an inaccurate evaluation on a failed Banking Sector project in the Philippines.

I am attaching a chronology of the scandal. Senator Lugar and the Senate Foreign Relations Committee have written three letters to the World Bank on my behalf, asking for an end to the ongoing cover-up. I also met with Chris Armstrong in Senate Finance, Jayme Roth in Senator Bayh's office, and Nicole Willet in Senator Clinton's office. The Senate is asking GAO to investigate the World Bank in this year's appropriations legislation, and requiring an independent audit of the World Bank's internal controls.

"The Audit Committee referred my case to the Bank's Institutional Integrity Department (INT). INT, which reports to the President of the World Bank, is used to intimidate staff. Paul Volcker ignored INT's sinister role and simply recommended that whistleblower retaliation cases should be removed from INT's mandate.

I met with the Ministry of Foreign Affairs of the Dutch Government on September 24, 2007. The Dutch are not happy with the Volcker Report and the ongoing cover-up. Moreover , the current and previous Dutch Executive Directors, Herman Wijffels and Ad Melkert, disclosed that 'third parties' attempted to intimidate them and other members of the World Bank's Board through shocking invasions of their private lives. I attach a translation of these stories. If the US violated the safe-conduct normally accorded to diplomats, it would be a great breach of honor. Article VII, Section 8 of the World Bank's Articles provides immunities to Executive Directors, officers and staff.

I saw that Ben Heineman (who was a member of the Volcker Panel) spoke at the Law School on October 5th.

On October 8th, at the suggestion of minority staff on the Senate Foreign Relations Committee, I contacted Kenneth Peel at Treasury, to encourage the Bush Administration to end the cover-up on the Philippines Banking Sector Reform Loan and restore the rule of law to the Bank.
