1.6 Accessories
1.6.1 The Dewar shall be provided with various valves,
interconnecting pipe lines between vaporizer and
Dewar, safety devices, pressure gauge, pressure
transmitter, liquid level gauge, liquid level
transmitter, flow meters, pressure regulators
(Settable) and inbuilt pressure building unit etc., as
per the schematic diagram enclosed in the
Annexure-I. However , vendor has the liberty to
modify the scheme to meet the standards.
1.6.2 The pressure building unit (PBU) shall be sized for
each Dewar withdrawal rate of better than 400
Nm3/hr at 10 bar for 12 hours service per day.
Dewars De-pressurization: Tank de- pressurization
must be carried out by a remotely controlled
control valve using the controller in addition to a
local manual valve available on each Dewar.
2.0 VAPORIZER
2.1 Quantity: 2 Nos. ( 1 working +1 Standby ). These
vaporizers are in addition to the inbuilt pressure
building unit of the Dewars.

2.2 Type: Natural draft ambient air vaporizer with
aluminium finned constructions and vertical
mounted type.
2.3 Application: For generation of Gaseous Nitrogen
(GN2) from Liquid Nitrogen(LN2) stored in LN2
storage Dewars.
2..4 Capacity:≥4000 Nm3 /hr each vaporizer.

5.0 PLC based control system and instrumentation
panel with manual over ride option shall be
provided for automatic control of the tank pressure
and for automatic change over between the
atmospheric vaporizer with complete display of all
operational parameters in a control room located in
the second floor at a distance about 200 meters
from the tank. Pressure and level transmitter with
associated accessories shall be provided for
monitoring tank level and control of pressure
remotely from the control during the tank use
(filling/withdrawal).

However, valves and others accessories, if any
required for automatic control and operation shall
be provided by the vendor.
Also, a separate gauge board for parallel monitoring
of tank pressure, liquid level, LN2 flow rate, GN2 flow
rate, GN2 temperature at the vaporizer outlet shall
be provided in a control room located in the second
floor at a distance about 200 meters from the tank.
Vendor has to provide the complete P-I Diagram
along with the quote.
6.0 Vent lines and LN2 overflow lines shall be safely
routed to convenient locations.
7.0 The tank should be protected with rust preventing
primer after shot blasting and then painted with two
coats of final polyurethane painting.
8.0 The evacuation pipe should be fitted with a seal off
pug and a protective cover. The necessary tools
required for re-evacuation shall be supplied for the
future maintenance /servicing.
9.0 The Pirani or thermocouple type vacuum gauge with
meter shall be provided for measuring interspace
vacuum level and should be with a protective cover.
10.0 The safety valves on outer vessel should be
protected with a protective cover.
11.0 All the safety valves should be pre-set to the
required pressure.
12.0 All the operational valves, instruments, end
coupling should be conveniently located from
operation and maintenance point of view.

13.0 The tank should be provided with lifting hooks at the
convenient locations.
14.0 Inspection, Installation, acceptance tests and
Documents.
14.1 Vendor has to submit detailed QA/ project plan at
the time of order acknowledgement for our review.
Vendor also has to present the proposed design and
complete technical details of the tank installation to
ISRO before going ahead with the fabrication.
14.2 All the end connection/coupling/flanges/valves,
regulators etc., should be of International standards
and the approval for the same should be obtained
from ISRO.
14.3 All the items listed in Annexure-III should be of
Internationally reputed brands and model and
approval for the same should be obtained from
ISRO.
14.4 Procedures and checks prior to start up shall be
carried out in-situ.
14.5 Pre delivery inspection of the tank at supplier’s
premises will be carried out by our Engineer.
14.6 Installation of LN2 storage tanks shall be carried out
in-situ. Vendor has to make arrangements for all
handling provisions for the movement and
positioning of the tank and accessories at the
location identified.
14.7 The following acceptance tests shall be carried in-
situ by the supplier:
(i) Vacuum retention test.

(ii) Cool down test.
(iii) Vaporizer capacity check.
(iv) Evaporation loss test.
(v) Insulation effectiveness test 9 outer
vessel temperature monitoring when the
inner vessel in under LN2 and it should not
be less than ambient minus 5 deg C.
(vi) Safety device checks.
(vii) Operational checks.
(viii) Instrumentation checks.
14.8 Periodical inspection of the vessel during the period
should be carried out by the suppliers.
14.9 All the mandatory requirements for the static
cryogenic pressure vessels (Unfired) design, supply,
installation and operation should be followed.
Mandatory clearance from C.C.O.E/PESO Nagpur for
the entire installation including the layout proposed
as enclosed shall be obtained from the supplier.
Static and mobile Pressure Vessels (Unfired), Latest
SMPV (Amendment) Rules and Rules 1981 (Principal
Rules issued by ministry of commerce and industry
(dept. of Industrial policy and promotion) should be
adhered to by the supplier.
Tentative layout drawing of size 40mx 21m for the
purpose of obtaining C.C.O.E/PESO clearance is
attached in the Annexure-II. However, vendor has
the liberty to modify the drawing in consultation
with ISRO for obtaining C.C.O.E/PESO clearance.

14.10 Dismantling should be done in two phases as the
availability of 1 no of 1 ML Dewar shall be ensured
for conduct of test in LSSC anytime. In case PESO
does not agree for phased manner installation and
commissioning in the same layout area,
installation shall be carried out in such a way that
complete installation and commissioning shall be
completed within 3 months from the date of
dismantling of second 1 ML liquid nitrogen Dewar.
14.11 2 Sets of documents containing the following to be
submitted along with the supply:
(i) Operation and maintenance manual for
both vaporizer and the tanks.
(ii) Approval letter along with the approved
drawings from C.C.O.E/PESO for inner
vessel.
(iii) Original copy of Rule 18, Rule 19 and
C.C.O.E/PESO license.
(iv) Certificate from third party inspection
agency for inner vessel.
(v) Mechanical properties test report of
materials used for inner and outer vessel.
(vi) Certificate of safety valve, pressure gauge
and level gauge.
(vii) Material composition certificate for both
inner and outer vessels from government
authorized material testing lab.
(viii) Hydraulic pressure test certificate.

(ix) Calibration test certificate for flow meter,
gauges and transmitters.
15.0 Guarantee:
Dewar and its complete accessories should be
guaranteed for trouble free operation against
defective material and workmanship for a period of
12 months from the date of Commissioning and
Acceptance.
16.0 Site inspection prior to quote:
Vendor can inspect the proposed site for installation
to estimate the approach, handling and positioning
and also the condition of the soil for design of the
foundation.
17.0 Inclusions (In the scope of supply of vendor):
17.1 Civil Works required for installation of 240 kL LN2
Dewars
17.1.1 All the civil works required for the foundation
including necessary earthing pit and earthing work
as per requirement of SMPV rule and mobile crane
facility with all handling provisions for unloading
and erection of the Dewar are in the scope of the
supply.
The civil work shall include design and complete
realization of proposed foundations with all
material and labour required for
(i) Dismantling existing structure up to
proposed foundation level.
(ii) Excavation where ever required.

(iii) Rerouting of service line if any.
(iv) Grouting of sub base below the existing
raft.
(v) Any anchorage required between old and
new foundation for stability of new
foundation.
(vi) Construction of new foundation, pedestals
with insert plates bolts etc.
(vii) Construction of retaining wall
between foundations to take up
the work in phased manner.
(viii) Backfilling and compaction in layers
with approved material up
to formed ground level.
(ix) Finishing ground level with 100 mm thick
concrete for the entire area at top etc, all
complete including disposal of debris.
(x) Any other civil work required for the
completion of project.
Vendor has to submit detailed design, drawing,
calculations, for approval before execution. The
foundation shall be designed considering
maximum safe bearing capacity of soil as 20 T/m2
at a depth of about 2.2 m from ground level.
17.1.2 Third party inspection in the scope of supply.
17.1.3 All arrangement required for C.C.O.E/PESO
inspection and certification, acceptance tests and
demonstration of performance of the installation

shall be carried out by the vendor till the final
acceptance of the Dewar and its accessories by
ISRO.
17.1.4 All the pipelines, its supports, Anchoring,
foundation, if any required shall be provided by the
Vendor.
17.2 For dismantling of 2 Nos of 1 ML LN2 Dewars
17.2.1 Site inspection should be done by the vendor before
starting the work, also entry and exit point should
be decided for bringing items in side/taking scrap
items outside the URSC premises. The procedure for
dismantling of Dewars has to be submitted by the
vendor along with the quote.
17.2.2 The job of dismantling work involves removal of
insulation material (perlite, Foam glass etc.). Vendor
shall be fully responsible for clearing and disposal of
perlite in a safe manner as per applicable norms. A
suitable procedure has to be followed by the vendor
for removal of Insulation material. Plan of removal
and disposal of perlite has to be submitted by
vendor along with the quote.
17.2.3 Removal of Outer vessel and its accessories (safety
valves, control and instrumentation).
17.2.4 Removal of inner vessel and its accessories (safety
valves, control and instrumentation).
17.2.5 Items pertaining to safety, control and monitoring
instrumentation to be removed and handed over to

ISRO prior to commencement of de-commissioning
activities.
17.2.6 The removed material pertaining to inner and outer
vessel shall be removed from the site leaving the
concrete base and columns intact. However ,
vendor has the liberty to decide whether the
existing concreate base and column scan be used
with some modifications of , it has to be removed
completely.
17.2.7 Dismantling of 2 Nos. of 1 ML liquid nitrogen
Dewars shall be done in such a way that the no
items which shall hinder the spacecraft movement
or movement of liquid nitrogen Dewars should be
kept in the route during installation.
17.2.8 Disposal and transportation of all the dismantled
items shall be done by the vendor.
17.2.9 Layout drawing of existing 2 Nos. of LN2 storage is
attached in Annexure-IV.
18.0 Exclusion:
18.1 LN2 required for the acceptance test for one time
will be arranged by ISRO. However, if there is any
fault in the tank decanting to alternate provisions
and LN2 refiling to the original level required for the
test is in the scope of Vendor.
18.2 Services provided by ISRO during installation and
commissioning
18.2.1 Pneumatic supply @ 6 Bar (g) pressure for operation
of the system will be provided by ISRO at one point

near to the storage area from where necessary
extension and distribution up to the equipment
shall be arranged by the vendor.
18.2.2 Electric Power supply of single phase, 50 Hz 230V /
3 phase, 50 Hz 440V AC will be provided by ISRO at
one point. Necessary extension board and cord shall
be arranged by the vendor.
18.3 Hard standing and fencing work will be done by ISRO
and not in the scope of supply.
19.0 Essential spares ( To be quoted separately-
Optional)
Vendor shall quote for the essential spares as per
the following list. However, the vendor can also
propose as an option list of additional essential
spare parts considered necessary for 10 years
operation of the Dewar as an option. Quote for
spare will not be considered for finalizing the
commercially lowest vendor (L1) as ISRO is at
liberty to decide on the type and quantity of
essential spares after warranty period also.
(i) Safety pressure relief valve on each
Dewar -2 Nos.
(ii) Bursting disc on each Dewar -2 Nos.
(iii) Pressure regulator on each Dewar- 2 Nos.
(iv) Digital Level gauge on each Dewar – 1 No.
(v) Differential digital pressure gauge on
each Dewar – 1No.
(vi) Cryogenic globe valve – 4 Nos. (1 no. on
each Dewar)

(vii) Flow control valves of each type used for
vaporizer – 2 Nos.
(viii) GN2 digital flow meter on each Dewar – 1

20.0 Vendor should ensure the complete safety of the
existing nearby LN2 Dewars and other LN2
equipment during foundation civil works, erection
and installation. However, if any damage caused to
existing Dewars and its accessories, vendor is liable
to pay compensation for the damage incurred.
21.0 Supplier’s experience and Heritage
21.1 The vendor shall have experience of fabricating and
supplying similar or higher capacity liquid nitrogen
storage Dewars for a minimum period of 5 years.
The vendor shall submit along with the offer, the
necessary technical details like PO copy,
specification and scope of work etc., to substantiate
their experience.
21.2 The supplied LN2 Dewars should have a proven
heritage for at least three years after installation
and commissioning. Details of LN2 Dewars, Year of
supply, acceptance/performance report and the

customer details like organization, end user
division/group and contact telephone/email
address shall be provided along with offer.
21.3 The vendor shall be Original Equipment
Manufacturer (OEM) of the Dewar and proof for the
same shall be enclosed.
21.4 The vendor shall manufacture the storage Dewar at
fabrication shop which should be recognized as an
approved manufacturer of unfired pressure vessel
in accordance with SMPV (U) rules by department of
explosive, Nagpur. However, imported storage
Dewars are also acceptable subjected to submission
of NOC from Chief Controller of Explosive
(CCOE)/PESO, Nagpur. A confirmation and
documentary proof in this respect shall be
submitted along with the quote.
22.0 Documents to be submitted along with the
technical bid (Part-1)
(i) Complete P&I diagram.
(ii) Complete dismantling plan of 2 Nos. of
1ML existing Dewars.
(iii) Procedure for removal and disposal of
perlite.
(iv) Foundation details /design drawing for
the Dewars, Pressure Building Unit (PBU)
and Vaporizer.
(v) Scheme for erection and installation of
the Dewar.

(vi) Supporting documents for heritage and
experience.
(vii) Catalogue /leaflets for Dewars and
vaporizers.
(viii) Make and model No. detail for the
components /equipments as per the
format given in the Annexure-III.
23.0 INSTRUCTION TO VENDORS FOR SUBMITTING
OFFER
Offer shall be submitted in two parts as following;
(i) Part-1 is “Techno-commercial part
(without price details)” and
(ii) Part-2 is “Commercial part (Price offer)”.
23.1 Part-1 : Techno-commercial part (without price
detail both in figure and word) shall include the
following:
23.1.1 The technical compliance statement should be given
in point-wise for all of our specification from 1.0 to
22.0. Merely writing “Complied” against each of the
specification points is not sufficient. Instead the
exact numerical values and relevant technical
information supporting documents shall be
enclosed such as product catalogue , data sheet etc.
23.1.2 One copy of commercial part without any price
details.
23.2 Part-2: Commercial part (Price offer) shall include
the following:
23.2.1 Cost of LN2 Dewars with all its accessories.

23.2.2 Cost of dismantling and disposal of the 2 Nos. of 1
million LN2 Dewars along with its accessories.
23.2.3 Cost of scrap value of the 2 Nos. of 1 million LN2
Dewars along with its accessories.
23.2.4 Break-up cost of spares as listed u/s 19.
23.2.5 Final price under Buy Back Scheme.
(Offers without Buy Back scheme price will not be
accepted.)
24.0 Pre Bid Meeting-There will be pre bid meeting
before the submission of the quote. During pre-bid
meeting clause no 17.2.1 and 17.2.2 will be
discussed. Vendors who will not attend the pre-bid
meeting are not eligible to quote.
25 Delivery Schedule
(In a Phased manner. Two LN2 tanks per phase)
25.1 1St Phase - Removal of 1 No. of 1 ML LN2 tank and
installation of 2 Nos. of 240 kL LN2 tank.
25.1.1 T0= Placing the order
25.1.2 T1=T0+1.5 months = For dismantling and removal of
1 no. of 1 ML tank.
25.1.3 T2=T1+1.5 months = For PESO layout Clearance.
25.1.4 T3=T2+2 months = Submission of Final Detailed
Design Review Document (FDDR).
25.1.5 T4=T3+1 month = Clearance of FDDR by URSC/ISRO.
25.1.6 T5=T4+3 months = Foundation Preparation and
Delivery of Tank.

25.2.5 T10=T9+1 month = Clearance of FDDR by
URSC/ISRO.
25.2.6 T11=T10+3 months = Foundation Preparation and
Delivery of Tank.
25.2.7 T12=T11+3 months = Installation, CCOE approval
from PESO and Commissioning.
25.2.8 Total 12 months after the Installation, CCOE
approval from PESO and Commissioning of the 1st
phase.
25.3 Total time required for completion of both the
phases will be 24 months from the date of Placing
the Purchase order.
