Household Maintenance: It is a type of functionality which will be used by the treasury

officer as per the requirement from time to time.

Bill Distribution Logic : Before processing of the bill in a treasury, the bills need to be mapped to a particular Dealing Assistant/Head Accountant with DDO[s].This mapping would be

done by Bill distribution process.

Monthly Closing Master: Using this functionality, the various processes like account

verification and submission, and closing of account are done before actually sending the

accounts to the authorities.

Bank- Branch Master: Using this functionality, the bank branches can be added/modified in

the Treasury. It will be treated as module specific masters.

Overview of Bill Processing

� Bills are of different types depending upon Treasury forms[Like Pay Bill, Works

& Forest Bill, AC bill, etc] with specific validations as per the specific Treasury

Forms/ Head of Accounts.

� Front Office Assistant (FOA) will inward the bill after receiving the physical bill

from Drawing and Disbursing Officer (DDO). Simultaneously, the system will

generate a unique Token number, which will be unique throughout the current

financial year.

� Proposed system automatically distributes the bill to Dealing Assistant (DA)/

Head Accountant (HA) according to pre-defined mapping with the DDOs.

� Dealing Assistant, Accountant and Treasury Officer (TO)/Assistant Treasury

Officer (ATO) check the bills thoroughly as a part of Back Office activity.

� Bills can be objected from lower to higher level based on the workflow

hierarchy.

� During bill processing, allotment against Head of Accounts are always available

for crosschecking with the bill’s amount and objection is raised if the sanctioned

fund is not available.

� If Treasury Officer (TO)/Assistant Treasury Officer (ATO) finds the bill according

to the rules and validations, then the TO/ATO will approve the bill, and pay

order and will generate the pay mandate.

� If any objection were raised then Drawing and Disbursing Officer (DDO) would

be intimated with reasons of objection for rectification by sending the bill back

from treasury.

� Payment for the bill starts after the bill have been processed at the treasury

end. After generating the Advice the amount will be credited in 8670(Major

Head)(Cheques and Bills). The RBI will pay the bill amount to the respective

beneficiary by following the IFSC and Account No. basically.

� The RBI will send the e-scroll with the successful and failed payment details to

the treasury. Amount not credited to the recipient bank account is called Failed

transaction. The amount will be credited in 8658 Major Head (Suspense

Account) until the DDO rectifies the bill.

� It can be failed due to the mismatch of the given account details. Amount paid

will be shown credited in the payment side of the govt account i.e. 8675 Major

Head.

� After getting the failed transactions report from treasury, the DDO will rectify the

account number and IFSC code. The treasury will then generates the

repayment bill for failed transaction and sends e-advice to RBI for payment.

� For cheque payment, cheque is prepared by the cheque writer and signed by

the Treasury/Assistant Treasury Officer.

� DDO through its messenger will receive the cheque and present it to the DDO,

who makes payment to the beneficiaries.

� System will generate e-mail/SMS alert (as applicable) and send it beneficiaries

wherever applicable and needed.

� Bill Redistribution: Bills can be redistributed again after prior distribution if the TO feels

that some Dealing Assistant/Head Assistant is overloaded or any DA/HA is absent or for any

other valid reasons. It can be redistributed by DA wise and HA wise.

� Bill Processing and Pay Order Generation : Role based bill is processed in

workflow hierarchy. The Dealing Assistant (DA)/Accountant (Acct.) and finally the Treasury

Officer/Assistant Treasury officer will verify, process and approve the bill. If all the

validations, rules and regulations of bill are correct, the Treasury Officer/Assistant Treasury

Officer will generate the pay order in CFMS for payment processing.

� Payment Processing: This functionality enables auto consolidation of all the bills and

bifurcate the bills based on selection of mode of payment, that is, e-payment mode and

cheque payment mode. Treasury generates pay mandate for one DDO or for all DDO.

Each pay mandate has a payment mandate (advice) ID. Treasury Officer will send it to RBI/SBI

through Secure-FTP Server.

� Bill Deliverables: Through this process, where there is no payment is involved, all Nil Bill

Statement, Cheque Generation(Printing), Cheque Reject/Cancel and Objection memo will

be generated.

� Bill Status Search: This is screen by which the status of a particular bill can be checked

by any of the Treasury users.

� Bill Query with Including Facility for Pay Mandate: This functionality is used for

adding a bill if it is not showing in the Pay Mandate Generation.

� Approval for Overruling FIFO : The approval of overruling FIFO process will be used,

when the DDO has to pass a bill quickly due to some valid reasons. The Treasury officer will

approve/reject it with proper comments. The overruled token no. will be in the top of order

[Priority based] to the user on which the token no was lying.

� Failed Transactions

� Bill against Failed Transaction:

Treasury will receive e-scroll regarding successful payment and failed payment. DDO

will rectify and send it to treasury, after that Treasury Officer will generate the

repayment bill against the failed transaction.

� Cancellation of Failed Transaction:

On request from the DDO, the treasury officer can also cancel the bill as

reduction in expenditure and challan will be generated. In this case the amount will

be refunded in the Debit Head.

Overview of Cheque Management

� The Cheque management module deals with process flow from cheque

requisition to delivery of cheque to the DDO messenger. Below mentioned

flowchart shows all the steps involved in the cheque management process.

The process steps involved in Cheque Management are mentioned below:

� TO will raise a request for cheque indent and send it to Nodal/Cyber treasury.

� Nodal /Cyber Treasury will send cheque indent to Govt. of India press if no

cheque is available for a given treasury.

� On invoice of cheque, the Nodal /Cyber Treasury will distribute the cheque to

respective treasury office.

� The treasury officer will distribute the cheque to cheque writer.

Cheque Management

� Cheque Indent Capture: The cheque indent requests raised by the treasury is

maintained using this functionality.

� Cheque Invoice Capture: Based on the indents received from the treasuries, the

Government of India (GoI) press/Nodal treasury sends cheque to the requesting treasury.

Cheques are sent to the treasury as per the indent placed based on the stock available with

the GoI press/Nodal Treasury.

� Cheque Distribution

Blank Cheque Issue: This functionality is used to issue blank cheques by TO/ATO to

cheque writers.

Cheque Redistribution: Using cheque re-distribution functionality cheques are

redistributed from the lot that has been allocated to some cheque writer but remaining unused

with allocated cheque writer. This enables the flexibility to re-assign cheques to a cheque

writer who needs it from another cheque writer who has surplus number of cheques.

Mutilate Cheque : This functionality is used to destroy/cancel cheques, which has been mutilated and cannot be printed and used.

� Cheque Status Query: This functionality is used at the Treasury for checking the status of a cheque.

� Cheque Generating(Printing)-Through Bill Deliverables : Using this functionality,

Cheque can be printed or re-printed by the cheque writer.

� Cheque Delivery-Through Front Office : Using this functionality, Cheque can be

delivered to the DDO. Voucher No will be generated after delivery of the cheque.

� Cheque Reject/Cancel : In case of any discrepancy in the generated cheque or

because of time lapse after delivery of cheque or loss of the cheque, the cheque can be

rejected or cancelled through this functionality. Cheque rejection is available before the

delivery of the cheque whereas cancellation is applicable after the delivery.

� Cheque Receiving: Cheques issued by PL/PD administrator to the treasury are

capture in the system using this functionality. This is a temporary provision to capture

the details of PL/PD cheques at the treasury. Once the PL/PD module gets online this

functionality will be retired.

� Approval/Objection of PL/PD Cheques : This functionality is used by TO/ATO

to Approve/Object the PL/PD cheque received at the treasury.

� Cheque Transfer To Administrator : This functionality is used to transfer and

approve the cheque amount issued by particular PL/PD administrator to other

administrators within the treasury for a particular scheme.

� Administrator to Administrator : This functionality is used to transfer the cheque

� Pension Database

� PPO Entry and Approval- Will enter the PPO Details sent by the AG. TO

will approve it. In case of any discrepancy ‘Sent for Revision’ facility is

available.

� Sanction- Enters the sanction related information.

� Classification- Fills the one time payment option.

� Family Nominee- Enters the family details along with the account details.

� Pensioner Status- Facility to check the status like running, suspended or closed.

� Life Certificate Capture- A process to capture the life certificate.

� Conversion of Service Pension to Family Pension- Provides the facility to

convert the service pension into family pension in case of death of the main

pensioner.

Pensioner’s Detail

� Conversion of Family to Family Pension- Provides the facility to convert the

family pension into family pension in case of death of the family pensioner.

� Book Transfer Entry - Book Transfers (BT) to be deducted from pensioners can

be captured using this functionality. These BT amounts are required primarily for

deduction of Income tax from pension amount or any other reasons such as in

cases of recovery of loans or other dues from the pensioner, which could not be

settled during his/her service period.

� Additional Beneficiary Payment- Pensioner’s pension amount can be

transferred to the other beneficiary. Like for some penalty to a pensioner to

provide some amount to a third party. This can be one time or for some duration.

� Age Calculation – An additional pension (as percentage of basic pension) is given

to pensioner/family pensioner on attainment of 80 years of age. The calculation in

such additional pension is done through Age Calculation in Pension module.

� Restoration of Commuted Value of Pension [CVP] : A pensioner may commute a

certain portion of his/ her basic pension at the time of retirement to get a lump sum

amount called commuted value of pension. The amount commuted is deducted

from basic pension to calculate the monthly pension amount. After 15 years, such

commuted amount is restored and deduction of commuted amount from basic

pension is discontinued. This restoration of CVP amount is done through this

functionality.

� EFP to NFP: If a Pensioner deceases within 7 years (within the EFP up to date as

capture) from the commencement of the Pension, the family is entitled for

Enhanced Family Pension only up to 7 years (up to the EFP up to date as capture).

After the EFP up to date the basic pension is reduced to NFP amount such

conversion of EFP to NFP amount is done through this functionality. To perform

each task the user needs to click on the appropriate radio button.

� Pension Transfer and Approval

• Bank Transfer- PPO can be transferred to the same bank branch or the other

bank.

• Treasury Transfer- PPO can be transferred from one treasury to other

treasury.

• State Transfer- PPO can be transferred from the current state to other state.

For this a transfer certificate will be provided to the AG.

� Revision of Components - Using this functionality the user can revise the rates

of various components payable to a pensioner. Thus, user may capture a new

component, which is applicable for a particular pensioner or, a new rate for a

particular component from a specific date like Basic Pension, Dearness Allowance,

Recovery etc.

� Bill Print- Using this functionality the office can take the print of the various bills.

Pension Bill Generation and Approval

� First Pension: In this form three different bills will be generated with respective

heads. Category Bill, CVP Bill and Gratuity Bill.

� Monthly Pension : In this bill will be generated upon the selection of the category

type

of a month. In the same month the bill can not be generated of the same category.

� Arrear Pension: Any type of amount that is not given can be paid with this bill.

� Life Time Arrear: One time amount to any pensioner can be provided with this

type of bill.

Pension Grievance

The Pensioner may have a grievance related to his/her pension. Pension

Grievance facility for a pensioner will help him to submit his complain.

Following are the main features in respect to Pension Grievance:

1. Pensioner will register in the portal against the complain.

2. Pensioner will get a grievance id against the complain.

3. The Grievance will be accepted by the Grievance cell.

4. The Grievance will resolved by the respective person.

5. The pensioner will be able to see the status of his/her grievance.

6. Finally the grievance will be resolved and disposed.
