Network security and design is significantly more complex than it was even just a few
years ago, and the pace of rapidly evolving threats shows no sign of slowing. Managing
network security can be extremely difficult when you layer in the additional complexities
of compliance mandates, Bring Your Own Device (BYOD) and mobility, lack of visibility
and the requirement to quickly solve problems.
We provide a wide range of network security services and solutions to help you decipher
new technology, understand which improvements are right for your infrastructure and
separate real threats from security noise.
Problems
First, the New Jersey Superintendent Salary Cap implemented in 2011 has caused a mass
exodus of experienced, veteran chief school administrators which led to a rapid shallowing
of the chief school administrator talent pool. A talent pool that was once deep with seasoned
and experiences chief school administrator candidates is now a shallow pool of less
experienced candidates and retirees.
Second, the 2% tax levy limit has forced several school districts to reduce their payrolls.
Rather than cut essential instructional staff, many districts have made infrastructure cuts
that include IT staff and middle level administrators.

Consequences of Inexperienced or Interim Administrators
x With its leadership team constantly in flux, no school district can possibly function
in a productive and lawful manner. This type of turnover can have a direct impact
on the quality of educational services provided to students and the lawful
management of the school district’s operations.
x Chief School Administrators are sometimes not up to the job. Perhaps they are a
less experienced, yet ambitious administrator who has been promoted beyond their
level of confidence. Maybe they are a retiree who does not have a vested interest in
leading the district. Sometimes the ground has moved beneath them so they find
themselves in confusing new territory. Whatever the cause, they are not giving
enough and they are not minding the shop. The consequences can be devastating.
x High turnover at the chief school administrator position has the potential to cost the
district more than 2 times the annual compensation package of that administrator
in legal and remedial measures for non-compliance and unlawful practices enacted
by an inexperienced or interim chief school administrator.
Pitt Bull IT and Educational Audit Services will provide newly appointed Chief School
Administrators with Peace of Mind at the onset of their appointment.

THE GENESIS OF PITT BULL
Our Journey
The first phase of our company was in the realm of Information Technology Security for
corporations and school districts. Our company evolved to include outsourcing of IT
services to corporations and school districts and then comprehensive audits for
corporations and school districts. Our IT and Educational audit of the Englewood Public
Schools made national news and led to a comprehensive investigation by the New Jersey
Department of Education Office of Fiscal Accountability and Compliance.
Pitt Bull now serves as the leading IT and educational auditor for New Jersey and
Pennsylvania school districts.
Our Mission Our mission is simple: to provide superior IT and educational services to our clients. We
don't sell gimmicks; we sell success! PBST is a family owned and operated company based
on providing outstanding customer service in everything that we do. Whether our client is
a small non-profit organization or a large school district, we respond to our client requests
with the same outstanding support that has allowed us to grow our company's regional
operations.

PROBLEM AREAS IDENTIFIED IN
SCHOOL DISTRICTS High Superintendent Turnover Rates
Since the enactment of the salary cap policy, there has been a significant increase in the
mobility rate of experienced superintendents in many districts – either to retirement or out-
of-state positions. It is true that superintendent mobility and its impact on the continuity of
school leadership has been a growing problem since superintendents lost their tenure
protections in 1991; however, in our experience, the salary cap instituted in February 2011,
has significantly exacerbated this problem.
The unintended consequences have been the over-reliance by boards of education on the
hiring of interim superintendents, estimated at over 40% of current sitting superintendents.
Interim superintendents are usually retired superintendents who are hired on a temporary
basis with an initial contract term of up to one year with option to renew for one additional
year in a district (N.J.S.A. 18A:66-53.2). By virtue of their limited contract term, an interim
superintendent generally does not have the continuity in the district or strength of position
to impact the growth of a district on a long-term basis. This can have an impact on long-
term planning, performance and reform.
New Jersey School Boards Association Survey, 2014
403 districts (71.8%) responded out of 561 contacted.
219 districts (54.3% of the responding districts) experienced a change in superintendents
since the cap came into effect February 2011. In fact, the responding districts experienced
295 total changes of superintendents since January 2011 as a result of multiple changes in
the position.
9 Pitt Bull Secure
97 districts (44.3% of districts experiencing superintendent turnover or 24% of the
responding districts) cited the CSA salary cap regulations as the reason for the
superintendent leaving the district.
At least 18 (13.2%) out of the 136 retired superintendents sought employment as interim
superintendents in New Jersey.
64 (29.2%) of the 219 districts experiencing superintendent turnover employed interims
after their superintendent left.
19 (9.1%) of the 219 districts experiencing superintendent turnover since February 2011
have yet to hire a permanent superintendent. Of the 89 districts that have hired a permanent
replacement, 56 did not have prior experience as a superintendent (62.9%).
Information Technology Audit
Why is security important?
21st Century cyber threats evolve daily, making it increasingly challenging to protect
investments, data and identity. As news headlines have made clear, these attacks are
increasingly the work of nation-states and sophisticated criminal networks. It is a global
problem that affects everyone, in every industry, even down to small businesses and the
household. If you are not currently proactive in safeguarding your network, technology,
and usage habits, then you are unfortunately behind and vulnerable. PBST can help you
address the cyber threats of today, while preparing for what lies ahead tomorrow.

OUR SOLUTIONS
Pitt Bull’s Peace of Mind Program Our Peace of Mind Program provides newly appointed Chief School Administrators with
the ability to conduct a thorough third party audit of all information technology systems,
student information systems and educational systems.
Why Peace of Mind?
With so much turnover and inconsistent leadership, it is natural for school districts to be at
risk for non-compliance and implementing outdated policies and practices. This is why it
is critical for newly hired Superintendents to schedule a Peace of Mind audit for their
district—to ensure that they do not inherit problems that they did not create and that they
may not become aware of until it is too far into their tenure to not take ownership. At Pitt Bull, we do not simply identify problems, we work with our clients to develop a
comprehensive corrective action plan to remediate problematic areas and to prevent future
incidences of non-compliance. We don’t want to return to a school district—we want to
identify and solve the problem the first time. We are committed to work closely with our
clients until they have the Peace of Mind to release us from their service.
We provide comprehensive IT Security Services, IT Outsourcing and Educational and
Administrative Outsourcing to ensure that your district receives the full support required
to maintain its ability to operate at a high level of efficiency and effectiveness. With Pitt
Bull, your district’s areas of non-compliance and inefficiency will quickly be transformed
to a best practice model of compliance and efficiency.

CONCLUSION
We are driven by our mission to provide superior IT and educational services to our clients.
Far too many school districts find themselves on the front page of the local newspaper and
the lead story on local news broadcasts because of the actions of one or two inept or
immoral staff members.
It is our goal to help our clients predict, prevent, detect. respond to and remediate areas of
non-compliance and inefficiency. Ideally, we prefer our clients contract our services prior
to the revelation of nefarious acts, but not all do, and that is why we provide crisis response
and preventative services.
Either way, we are committed to provide our clients with Peace of Mind in knowing that
Pitt Bull Secure Technologies is at their beckoning call.
