• A Job Safety Analysis, a Workplace Risk
Assessment,... what ever we call it, it is about
identifying the Hazards & assessing the Risks so
that you can implement suitable controls.
• But what happens when work activities involve
fluid activities or environments where individual
workers need to make quick mental assessments
& manage hazards & risks "on the fly"?
Beginning of the Story
• Why did I start to look at this,…. Because like
most other people, it takes a story close to home
to start you take more notice,…..

• Do some occupations have more or less
hazards,… higher or lower risks; can we even
break that down to tasks within the occupation,….
• For every occupation, there is a line of
reasonable risk as you perform the job / tasks.

Framework for the Tolerability of Risk
ALARP
The ALARP principle is that the residual risk shall
be as low as reasonably practicable.
• It has particular connotations as a route to reduce
risks SFAIRP (so far as is reasonably practicable)
in UK HSE, as well as in Canada.
When the reasonable risk shifts to an unreasonable
level, what do organizations & individuals do?

• As safety professionals we assist organizations to
proactively manage predicable risk.

• This must be balanced with the provision of
knowledge & the development of skills to adapt in
a dynamic manner.
– I realized for most occupations, & especially those in
the emergency services, that Dynamic Risk
Assessment is a key skill that is necessary.
– But does it apply to others as well,…

• Continuous assessment of the risk in the rapidly
changing circumstances of an operational task, in
order to implement the control measures
necessary to ensure an acceptable level of

Assessing Risk in Dynamic
Situations
• How does this apply to my son’s situation:
•The “Cop Shop” needs to communicate risk expectations clearly
to their officers when operating in dynamic environments.
•Officers should be trained to a consistent level to assess risk in
order for them to make risk decisions
