Post of Research Officer

Relationships and ReportingRequirements

Works under the supervision of, and reports to the Permanent Secretary;

Required to respond whenever necessary to the Minister on matters related to work in progress.

Duties and Responsibilities:

Conducts research and analysis on matters related to the mandate of the Ministry;

Provides guidance/clarification/advice on issues relating to the work of the Ministry;

Prepares policy papers, briefs, addresses, presentations, information notes and memoranda as required;

Liaises with other Government Ministries/Departments as required;

Interfaces with Statutory Organizations, Non-Governmental Organizations and Private Sector groups to collect or disseminate information;

Basic knowledge and understanding of Government and administrative procedures.

Evaluation Method

Work performance will be evaluated on the basis of the following:

Proven knowledge and understanding of, and the effective application of civil service administrative rules and regulations;

Compliance with departmental guidelines and standard operating procedures;

Effective implementation of duties and responsibilities and assignment as defined in the job description;

Ability to plan and organize work;

Timely completion of assigned work and meeting task deadlines;

Qualifications and Experience:

A Bachelor’s Degree in a discipline with strong research and or/analytical components plus one (1) year experience in a post at Grade 12.

Or

A Bachelor’s Degree in a discipline with strong research and/or analytical components, plus four (4) years experience in a post at Grade 10 or four (4) years post qualifying experience.

Experience in conducting research and preparing reports and position papers is essential.

Experience or proven ability in conducting risk assessments and analysis, and developing recommendations would be an asset.

Salary

The position has a minimum salary at Grade 11 and a maximum salary at Grade 15.

Salary is being offered at the rate of EC$56,079.20 per annum (Grade 13, step I). However, the successful applicant will be appointed at an appropriate level commensurate with qualifications and relevant experience.

Fulfills other duties and related tasks as may be assigned from time to time by the Permanent Secretary.

THE Government of Saint Lucia (GOSL) intends to undertake the construction of the Micoud Primary School Extension. This will comprise of the construction of a three storey school block with a total floor area measuring approximately 8,084 square feet (751 sq.m).

The GOSL intends to apply funds from the consolidated fund to cover eligible payments under the Contract for The Construction of the Micoud Primary School Extension. Bidding is open to all interested bidders.

The Government of Saint Lucia herein represented by the Ministry of Infrastructure, Port Services and Transport invites sealed bids from eligible bidders for The Construction of the Micoud Primary School Extension. The time for completion is eight (8) months from the date of possession of the site.

Bidding will be conducted through standard National Competitive Bidding (NCB) procedures and is open to all eligible bidders.

Bidders shall have the following experience and capabilities requirements:

Minimum average annual turnover of EC$2.5 million, calculated as total certified payments received for contracts in progress or completed over any three (3) years between the years 2008 and 2012. In case of Joint Ventures (JV), JV members should jointly meet the requirement, at least one partner must meet at least forty percent (40%) of the requirement, and all other partners must meet at least twenty five percent (25%) of the requirement;

Bidders must demonstrate access to, or availability of financial resources such as liquid assets,

unencumbered real assets, lines of credits, and other financial means, other than any contractual advance payments to meet: (i) the following cash flow requirement: EC$0.5 million and (ii) the overall cash flow requirements for this contract and its concurrent commitments. In case of JV, JV members should jointly meet the requirement, at least one partner must meet at least forty percent (40%) of the requirement, and all other partners must meet at least twenty five percent (25%) of the requirement;

The bidder must have experience under contracts in the role of contractor, subcontractor, or management contractor for at least five years prior to the applications submission deadline. In case of JV, each partner must meet the aforementioned requirement;

Participation as contractor, management contractor, or sub-contractor, in at least one (1) contract within the last ten (10) years, with a value of at least EC$2.5 million that has been successfully and substantially completed and is similar to the proposed works. In the case of JV, JV must meet all requirements.

For the above or other contracts executed during the past ten (10) years a minimum experience in the following key activities: Erection of a reinforced concrete frame structure. In the case of JV, JV must meet all requirements.

A margin of preference for eligible national contractors/joint ventures shall not be applied.

The similarity shall be based on the physical size, complexity, methods/technology or other requirements as described in Section VI, Employer’s Requirements. For the above or other contracts executed during the past three years a minimum experience in the following key activities: Rehabilitation Works including construction of roof, fencing and drainage. In the case of JV, JV must meet all requirements and at least one partner must meet the requirements for one characteristic.
