AT A GLANCE

Empower successfully conducted Training of Trainers workshop on Procurement and Supply Chain Management

(PSM) of health commodities in Sudan with the Federal Ministry of Health & WHO and funding from OFDA (USAID)

from 15th to 19th July 2018. The aim of the workshop was to contribute to reduction of avoidable mortality and

morbidity amongst conflict and disaster affected population in Darfur, Blue Nile and South Kordofan states by

ensuring uninterrupted availability of medicines in the health facilities run by OFDA funded INGOs and other partners

working in Sudan. The training focused at equipping the medical coordinators with basic and modern techniques to

manage procurement and supply chain of health products as well as Rapid Response Kits (RRK) at central stores and

facility level.

The training was attended by a total of 29 participants. The participants were medical coordinators of INGOs

(International Medical Corp, Care International Switzerland, Save the children, GOAL, Relief International, World

Relief, Catholic Relief Services and World Vision) in addition to Federal and State Ministry of Health staff of

procurement and logistics department. The trained participants will be facilitating series of workshops at

downstream level of the project areas in their respective states and districts.

One of the key benefits of the Training of Trainers technique is that as we build capacity of the trainers, they become

trained subject matter experts. They gain the ability of conducting more trainings, thus building capacity of more

health professionals. The training methodology was based on Adult Learning Principles, which emphasize on self-

direction, intrinsic motivation, and immediate value in learning objectives. These objectives were achieved through

effective didactic techniques in combination of adequate activities, scenarios, puzzles and assessment.

HIGHLIGHTS OF THE WORKSHOP

◼ Participants’ profiles: 29 participants from 11 organizations including international NGOs and Ministry of

Health attended the workshop

◼ Trainers: Faculty with over 30 years of experience working in Public Health, Procurement and Supply Chain

and Access to Medicines, conducted the sessions and moderated the group work

◼ Mode of delivery: 5-day face-to-face workshop with theory-driven and program-based sessions along with

field visit

◼ Competency Assessment Tool: As a part of the training program, participants were briefed regarding

Empower Competency Assessment Tool. It is a self-administered questionnaire that sought to gather

information regarding personal details, educational qualifications, work experience, soft skills and

professional orientation and PSM domain competency. These assessments were then analyzed individually

as well as collectively to provide an overall picture of the current scenario

• Introduction to Procurement and Supply Chain Management – from beginning to end and back beginning

• Product Selection, Overview of Quantification and Supply Planning

• Forecasting methodologies and application to specific product types

• Principal and methodology for procurement

• Fundamentals of receipts, storage and distribution of goods as per WHO GSP and GDP

• Quality Assurance, processes across the entire supply chain, Rational Use of Medicine

• Training on soft skills and “Train-the-Trainers”, Andragogy Techniques, Non-Verbal Communication
