Welcome from the Conference ChairHello and welcome to the 2008 Nevada Association of Land Surveyors (NALS) Conference & Technology Exposition. It is with pride that as the State President of NALS, I also have the honor to serve as Conference Chairman. NALS is a membership association dedicated to promoting the profession of land surveying. We do this by providing college scholarships, presenting professional development seminars throughout the year, monitoring legislative activity, and by hosting an annual conference. You will see as you peruse through the preliminary program, your 2008 Conference Committee has been busy putting together a phenomenal program for you to enjoy and a very applicable “NALS Goes Green” theme. Of course this has a double meaning, since not only will we hear on ways our profession can help preserve the environment, we will celebrate St. Patrick’s Day during the conference. National, state and local presenters will bring intriguing seminars to you along with

opportunities to earn up to eighteen and a half Professional Development Hours. An added element to this year’s conference is the Technician Track and Certified Survey Technician (CST) Exam.

For those of you who have attended our conference in the past; and those of you we encourage to attend this year, your conference registration includes: all general sessions, your choice of workshops and our wonderful social activities such as the Exhibitor Cocktail Reception, Scholarship Auction, Exhibitor Box Lunch, Keynote Speaker Luncheon, Past President’s Breakfast and Surprise Group Activity, not to mention the exhibits, games and break snacks. This is largely due to the rising global awareness of the urgent need to reduce greenhouse gas emissions in the face of climate change. The World Green Building Council is a union of national councils whose mission is to accelerate

the transformation of the global property industry towards sustainability. Mr. Hydes’ presentation will highlight the environmental impacts of buildings, recent trends and policy shifts in the building industry triggered by global concerns, and the challenges that the green building industry is currently facing. He will then take a closer look at the success of the green building industry in terms of rating tools, policy instruments and green building projects.

3:00 p.m. – 5:00 p.m. Opening Session Kenneth Stigner, LS, PPWorld Trade Center Recovery Efforts – A Surveyor’s PerspectiveFrom the viewpoint of a New York land surveyor, hear a rivoting discussion of the recovery efforts undertaken at the World Trade Center following the attacks on 9/11/01. Vollmer Associates, LLP was one of three surveying firms engaged by the New

York City Department of Design and Construction to monitor the remaining debris, the slurry wall which surrounds the site, to ensure safety of recovery teams and rescue workers. This course will discuss various datums that were handled and the methods employed to carry out the tasks assigned. Learn the issues addressed in the last two years regarding conveyances that have occurred at the site and the adjoining properties, and the interests held by the various agencies involved in recovery and revitalization efforts.

Palatiello, Executive Director MAPPSThe Environment, Infrastructure & Quality of Life: Roles and Issues for the ProfessionSurveyors, Photogrammetrists and other geospatial professionals play an important role in the environment, infrastructure and other important issues affecting the quality of life of all Americans. This session will discuss national policy issues facing Congress, the President, and state and local government, and outline how role the geospatial profession plays can be enhanced for the National interest, as well as the practitioners’ interests. 10:00 a.m. – 11:30 a.m.General Speaker Session John M. Palatiello, Executive Director MAPPSSurveyors & Other Geospatial Practitioners Role in Public PolicyThere is a long list of public policy issues in which surveyors and other geospatial professionals can benefit, or be harmed. Congress and the State Legislatures consider legislation every day that impacts the profession. From climate change to agriculture, from coastal management to aviation, from market competition to taxation, from licensing to flood mapping, from highways to dams, from water/wastewater to community planning, the list

goes on and on. What are these issues? How is the geospatial community affected? How can the profession use its power and expertise to affect legislation and decision-makers in a way that benefits both the public and the profession? This detailed 3-hour session will be part informational and motivational speech, part classroom instruction that will provide the audience the data and tools they need to be citizen/professional/activist.

Afternoon Schedule 1:00 p.m. – 5:00 p.m. Breakout SessionsTrack 1 – John “Steve” Parrish, PLS A 13-Year Boundary Dispute - Case Study of a Boundary Line Dispute Between Private and Federal Lands.This is a case study of a boundary dispute between private and federal lands. The workshop will layout the sequence of surveys, describe and found evidence, discuss the discovery and settlement issues and conclude with an open discussion about how the court “might have” deliberated this case if it had been heard in a formal boundary dispute case before the Judge.

Track 2 – Donald Falken, LS, CST IV Certified Survey Technician Program - National Society of Professional Surveyors (NSPS) This course will be in two parts. Part 1: The presentation will include a detailed overview of the Survey Technician Certification Program and all of its testing levels. The presenter covers topics such as how and who is using the program and answers the question “Why should I use the CST Program?” Basically everything that an examinee would need to know in order to take one of the CST exams will be explained. This presentation also is for those who what to use the CST Program in their organization as a training or career advancement tool.

Part 2: The second part of the program is a “Train the Trainer” presentation in which the presenter covers topics such as: Organizing a Survey Technician Training and Testing Program, Test Preparation, Test Taking Skill Review and Selecting Appropriate Study Material.

1:00 p.m. – 2:30 p.m. Track 3 – Kenneth Stigner, LS, PPLaser ScanningThe introduction of this session will provide an overview of Scanning and some samples of products. Laser Scanning History and Types of Technology will be given depth through a demonstration of a scanner at work. How site selection for setup is determined, Interval spacing for data collection, registration of data sets and dimensioning within cyclone.The next section will be on post processing and will cover, cleaning/ eliminating “noise” from surfaces, line structuring, development of CAD files and development of profiles/ sections/ building footprints.Closing out the presentation will cover scanstation traverse & discussion of reports, other application & samples (volumes, The Met, the Bridge G.I.S. & Modeling). 3:00 p.m. – 5:00 p.m. Track 3 – Hal Taylor, Esq. What does Ethics have to do with land surveying? I’m a Land Surveyor, not a philosopher. What does “Ethics” have to do with land surveying? Good question. During our breakout session we will try to answer it. In particular, we will cover some common problems that get land surveyors in trouble with clients and with the licensing board. This will also be a chance to discuss among ourselves developing problems in the industry that may lead to licensing complaints. We will also tackle the knotty problem of how land surveyors should address complaints filed with licensing and other agencies.

Tuesday, March 18, 2008Morning Schedule8:00 a.m. –11:30 a.m. Breakout SessionsTrack 1 – Dr. James Elithorp, Jr., PLSLand Management and Cadastral SurveyingThe impact of new technology promises to reopen parcel management issues originally visited in the landmark publication, “Need for a Multipurpose Cadastre” published in 1980. This seminar retraces the history of land management in the United States from 1980 to bring awareness of the potential impacts of current parcel management efforts and the latest realization of NAD 83 on the practice of land surveying.

Track 2 – Jan Van Sickle, PLS – CoordinatesCoordinates? Press a few buttons on a computer and they are automatically imported, exported, rotated, translated, collated, annotated and served up in any format you choose with no trouble at all. There really is nothing to it. Why have a seminar about coordinates?

It’s a good question really. Computers are astounding in their ability to make the mathematics behind coordinate manipulation transparent to the user. This seminar is not much about that sort of mathematics. But it is about coordinates and coordinate systems. It is about understanding how these systems work, and how they sometimes don’t work. It is about how points that should be in New Jersey end up in the middle of the Atlantic Ocean even if the computer has done nothing wrong. And that is, I suppose, the answer to the question from my point of view. Computers are currently very good at repetition and very bad at interpretation. People are usually not so good at repetition. We tend to get bored. But we can be very good indeed at interpretation, that is if we have the information in our heads to understand what we are interpreting. This seminar is about providing some of that sort of information on the subject of coordinates and coordinate systems. Track 3 – David Morlan, PLS BLM Topic – Cadastral Survey in the 21st CenturyThe 21st Century is becoming a century of change for the Bureau of Land Management (BLM) Cadastral Survey Program. Nationally and in Nevada, a catalyst to get the increasing Public Land Survey workload completed has become the “Private Surveyor”. Over the last few years, new initiatives as well as old ones are being utilized/created to meet the increasing survey demands and facilitate collaborative survey efforts between BLM and the Private Sector…more recently the Certified Federal Surveyor Program (CFedS).

This workshop will discuss these efforts but more specifically, dive into the CFedS Program to give you an idea of what it is about…what it means to the “Private Surveyor”…provide you an overview of the program and course…identify benefits within the program…demonstrate course interaction…as well as provide training to some of the topics within the course, i.e. Indian Country, Lotting and Areas, Curvature (Bearings and Azimuths), and an added topic Field Note Writing, etc.

Afternoon Schedule1:00 p.m. – 5:00 p.m. Breakout Sessions Track 1 – Joseph Betit, PLSLand Boundary Determination Using GNSS RTN Positions – Legally Defensible in U.S. Land Surveying?Traditionally, our geodetic control services develop and realize the national geodetic datum onto physical control monuments for use by

surveyors. Starting from these monuments and by using accepted survey methodologies and data recordation processes a surveyor can produce a well understood (by a jury) fabric of measurements and quality assurance outcomes that support the surveyor’s opinion of location in court.

The surveyor’s dilemmas associated with GPS RTN: What is the legal standing of the coordinates provided by the system?; In the eyes of a court, what distinguishes the positions provided by the professional land surveyor from those of the layman?; What additional burdens of proof will a judge expect from a land surveyor as compared to the layman?; Do the current systems provide what the U.S. land surveyor will need to win their case in court?

Track 2 – Jan Van Sickle, PLSPublic LandsSome assert that the Public Land Survey System, PLSS, is a coordinate system. Others strongly maintain that it is certainly not. Suffice it to say that for more than 200 years it has been, and continues to be, a system to divide land and describe property across most of the United States The system has always been adaptable. It had to be. It needed to be able to apply to a variety of conditions on the land and be capable of changing with the times. It also needed to be as unambiguous as possible to prevent misunderstandings and boundary disputes It has achieved these goals remarkably well.

The Public Land Surveying System is a huge subject. The small portion of it that will be presented here is intended to offer just a basic understanding of a few elements of the topic Even though the application of the system can be complex, the design has always been straightforward and practical. And it is that design, as currently practiced, that will be the emphasis here. Track 3 – Curtis W. (Curt) Sumner, LS ALTA/ACSM Standards as a Risk Management ToolThis course focuses on the elements of successful client relations through the effective communication of the expectations of both the client and the surveyor. In addition to discussing the basic elements of Risk Management, the use of the ALTA/ACSM Land Title Survey Requirements as a tool in developing a scope of work, and thus establishing clear expectations, will be addressed.

Topics to be discussed: Establishing Effective Client Relations, Various Forms of Communication, Defining Risk Management, ALTA/ACSM standards a Risk Management Tool.

His passion for birds and saving the environment he called his “crusade”. “If we do not solve the issue of conserving our wild areas it will do us no good to solve any other issue- it is the most important issue of our day.” This morning will be very interesting as we discuss hunting in Africa, exploring unknown areas in Brazil, riding wild horses, engaging in fisticuffs with a pistol waving bad man, and all sorts of tales of animals and wild places.

The real evidence of Theodore Roosevelt’s passion for the environment is in the numbers, by the time he left office; TR set aside 230 million acres through 51 wildlife sanctuaries, 150 national forests, 18 national monuments, and 5 national parks! I am sure his journey was just as spectacular as his imprint on our environment.

9:00 a.m. – 10:00 a.m. Breakout Sessions Track 1 – Paul Burn, PLSCondominium Mapping Trends in the 21st CenturyThis session will address the “coming-of-age” of the condominium map in Nevada. The advent of vertical living began to expand in the latter 90’s, and has grown into luxury condos, timeshares, mixed use developments and more, in this century. We will explore trend, discuss comparisons of mapping approach in different counties, and speculate on the future.

Track 2 – Bartlett Dalton, PLS – (Continued)This presentation will cover the following topics: The legal and practical requirements of a description. What makes a description “legal”. The commonly used elements of a description with emphasis placed on controlling descriptions in the 4th dimension. How to clearly describe curves in descriptions? Types of descriptions. Common words and phrases used in descriptions. Recognizing and calling for senior rights and previous conveyances. What the NRS has to say about descriptions and what happens when these rules aren’t followed.

Track 3 – Mike Buschelman, PLS Water Rights and the Land SurveyorWater is a limited resource and directly influences the ability of our clients to improve and/or subdivide parcels of agricultural, residential, commercial, industrial and municipal land.

The subdivision of land is a major component of the Land Surveyors work load. The creation of new parcels of land requires water to serve agricultural needs, residents, commercial businesses, industrial processes and municipal services. City and county governments will not approve parcel maps and subdivision maps without adequate water service to these new parcels. The goal for this water right seminar is to provide the Land Surveyor with the ability to obtain information and assistance to respond to the water right dedication requirements of the cities and counties for the continued processing of subdivision and parcel maps.

10:00 a.m. – 11:00 a.m. Breakout Sessions Track 1 – Matt E. Gingerich, PLS Static Control Networks – A Practice ApproachThis technical session will focus on a practical approach to building a static control network. A recent project will be presented and analyzed from a control perspective. The necessary steps will be cover from start to finish including; preplanning, recon, field work, and office computation. Specific focus will be paid to the logistical planning and processing of the network using Trimble Geomatics Office.

Track 2 – Bartlett Dalton, PLS Real Property Descriptions: Tips, Techniques and Timely Suggestions (Continued) Track 3 – Robert Carrington, PLSLand Surveyors and the Legislative ProcessEvery 2 years as required by law, the Nevada Legislature meets for 120 days to create and amend the laws that govern the citizen of Nevada. As with any legislative branch, special interest and lobbyist help shape the views and determine the voting for or against laws by our elected officials. The Nevada Association of Land Surveyor has actively been involved with the legislative process and therefore is protecting the interest of Professional Land Surveyors. This session will be an overview of the laws that were adopted during the 2007 Legislative and how they affect the practice of Land Surveyor’s.

GPS Basic Theory including: general characteristics, system components, principle – range & position, selective availability, error sources and dilution of precision with a summery. GPS Basic Geodesy will cover: the definition and real earth (Geoid), the ellipsoid, world geodetic system 1984 and heighting. Understanding Real Time will contain: the definition, point positioning, real time differential code & phase, real time requirements and procedures. GPS Types & Applications will comprise of static and rapid static applications, accuracy and observation times, recommended recording intervals and real time applications.

Higgins, PLS Field Techniques, Field Notes & Safety ProceduresPerhaps no other phase of surveying is as important as the proper recording of field data, whether electronically or in a field book. No matter how much care is used in making field measurements, the effort may be wasted unless a clear and legible record is kept of the work. Field and office technicians also need firm understanding of proper field and safety procedures to increase efficiency and productivity and to decrease costly errors and liability exposure. This session will explore field techniques, safety procedures and proper methods for recording field data.

3:00 p.m. – 5:00 p.m. Martin J. Crook & Michael S. Grill Field Equipment Care and OperationAuto Levels to GPS, knowledge of the proper operation starts with understanding how it works. With the knowledge of how to troubleshoot the equipment, care and transport it, a technician can insure a successful and accurate application. Through our experiences we will show and explain the most common and troublesome areas in the survey equipment and accessories.
