Perumnas is a state-owned corporation which is a public company. Perum
Perumnas is also one of the government’ solution in providing decent and
affordable houses for the society of middle-classes and below. Their current
effort to fill those empty position seems to lead to another new problem which
are the lack of competencies and effective leadership. Meanwhile, Perumnas
also facing a challenge to keeping up with the production and sales target from
the government in order to fulfill national housing program. This research
aimed to assess the organization in order to identify and to get a thorough idea
on the factors that might hold back the organizational development in
Perumnas. Analysis method that were chosen to diagnose the problems in
Perumnas is Weisboard’s Six Box Model. The research data were taken from
distributing ODQ questionnaire to 120 respondents and interview. The result
from ODQ questionnaire then analyzed using ANOVA and the result shows
that there’s a significant difference in the aspects of ODQ (F = 5.727, p = .000,
p < .05). According to the qualitative and quantitative analysis, it can be sum
up that the aspect of rewards is a key aspect to gain focus from Perum
Perumnas. Therefore, it can be concluded that the intervention should be done
in Perumnas is a reward improvement program.
