The conference also offers a program for youth, aged 15 to 22, featuring specialized sessions to address the challenges faced by young victims and survivors.

For Geoff Leckey, the conference provided a community which understood the grief and loss following the death of his daughter Emma in an impaired driving crash in 2018.

“As soon as you walk into the conference, you are surrounded by people who understand,” said Mr. Leckey said. “You never have to try to explain, and you have an automatic bond. You will never be in another community

like it or experience a feeling like it.  Nobody ever wanted to attend this conference, but it helps.”

New Alberta Monument Creates Lasting Legacy For Victims of Impaired DrivingMADD Canada is establishing a Memorial Monument to pay lasting tribute to Albertans who were suddenly and senselessly taken from their family and friends as a result of impaired driving.

The Alberta Memorial Monument, to be built on the grounds of the Parkland RCMP Detachment in Spruce Grove, will be unveiled in September. It will be etched with the names of victims of impaired driving. The location of the monument was made possible through a partnership with the City of Spruce Grove and the Town of Stony Plain.

“This monument illustrates the tragic toll that impaired driving takes,” said Gillian Phillips, MADD Canada Victim Services Manager for the Western Region. “Every name that we put on that monument represents a family, a circle of friends and a community that has suffered a devastating loss. It is all the more heartbreaking when you think about the fact that impaired driving is entirely, 100%, preventable.

For Lynda McCullough, the monument is an important and meaningful way to honour her daughter, Jennifer

Leigh, who was just 21 years old when she was killed by an impaired driver in 2003.

“We never want our child’s name or memory to be forgotten” Ms. McCullough said. “This monument will be such a beautiful tribute to her, and to all of the people who have lost their lives in such a senseless manner.  It stands as a tribute to all of them and to all of us who have lost them.”

MADD Canada currently has Memorial Monuments in Newfoundland and Labrador, New Brunswick, Nova Scotia, Manitoba and Saskatchewan.

Honoured To Step Into Role Of National PresidentHello everyone. I am honoured and humbled to write my first message to you as MADD Canada’s new National President.

To share a little of my story, I was born and raised in Sudbury, Ontario, and I am a labour and delivery nurse. I am also pursuing my Master of Science in Nursing (Nurse Practitioner). I love my work. Even after witnessing hundreds of births, the privilege I feel when I see another new life being brought into the world never ceases.

Like so many of you, I am here with MADD Canada for a deeply personal reason.

My family’s world changed on the night of August 21st 2014 when my brother Dean Jr. (DJ) Hancock was struck head-on by an impaired driver. He had just left a hockey try-out. He was pinned in his car for over an hour before succumbing to his injuries. He died on the scene just after midnight on August 22nd 2014. My parents, who were just minutes behind DJ, were on scene and witnessed these tragic events unfold. I decided very soon afterward that my brother’s senseless death would not be forgotten. I have made it my mission to bring awareness to the cause, and try to prevent this tragedy from happening to other families.

I have spoken at conferences, schools and events to talk about DJ’s death, and the impact it has had on my family. I participated in MADD Canada’s 2016-2017 School Assembly Program, where my parents and I

shared our story. As a family, we were honoured that DJ was the face of MADD Canada’s Project Red Ribbon campaign in 2016.

I am proud of those efforts to educate and raise awareness. But I wish with all my heart that I didn’t have to do it.

DJ was just 18 years old and was looking forward to starting university in just a few short weeks. It breaks my heart to think about all the things he will never experience or achieve, for the simple and tragic reason that someone got into their car and drove while impaired.

I am committed to working with all of you to help advance awareness and education initiatives and promote public policies to prevent this horrible crime.

Most importantly, I will be a voice for my brother and for all victims of impaired driving.

I want to thank everyone who has so warmly welcomed me. I look forward to meeting the incredible volunteers, members and supporters who are achieving MADD Canada’s mission in communities all across this country.

Last, but certainly not least, as I embark on this role, I want to recognize and thank our last National President, Patricia Hynes-Coates and all the incredible people who have held this role before her. You all inspire me to bring the same strength, energy, persistence, dedication and passion to this role that you have all brought.

Allstate Canada Is A Proud Supporter Of Project Red Ribbon MADD Canada’s Project Red Ribbon was a great success due, in part, to our Title Sponsor – Allstate Insurance Company of Canada. Employees of the insurance company were present during the national and Halifax Regional launches of our annual campaign. The national launch of Project Red Ribbon took place at the Waterloo Regional Police Service Headquarters. Allstate Canada Waterloo and Stratford Agency Manager Sarah Langis was present where she, along with MADD Canada Chief Operating Officer Dawn Regan, Waterloo Regional Police Chief Bryan Larkin

and Ontario Provincial Police Sergeant Kerry Schmidt kick-started the campaign with the traditional red ribbon cutting and tying of red ribbons on police and emergency vehicles.

MADD Canada’s Halifax Regional Chapter held its launch of Project Red Ribbon at the Halifax Bridge Commission. Allstate Halifax Agency’s Mark Creelman, Matt Conrad, Morgan Spicer and Joy Potter participated in the event along with Halifax Regional Police Chief Dan Kinsella and representatives from the Halifax Bridge Commission. Allstate employees were stationed at the Halifax Bridge Tolls, handing out red ribbons to those who passed by.

Expanding Our Online Support ServicesMADD Canada is expanding its online support services with the addition of new web-based reflection sessions for victims and survivors of impaired driving. Four online reflection sessions are currently being offered for: parents who have lost a child, people who have lost a sibling, people who have lost a spouse or partner, people who have been seriously injured. A fifth session – for those who have lost a parent – is being planned for later in the spring.

Led by MADD Canada’s Victim Services

Managers, the online reflection sessions give participants the opportunity to talk about their experiences and support one another.

“Knowing that there are others who have gone through similar experiences and understand what you are facing on a daily basis can bring some comfort to those who are experiencing such great loss or devastating injury,” said Steve Sullivan, MADD Canada’s Director of Victim Services.

Campaign 911 – Keeping Canadians Safe, On The Roads And On The WaterwaysMADD Canada’s Campaign 911 will be kicking into high gear in the late spring and summer months, encouraging the public to contact police if they see a driver or a boater that they suspect is impaired. Initially launched in 2007, Campaign 911 has spread to towns, regions and provinces across the country. The program encourages Canadians to treat impaired driving as the emergency it truly is by calling 911 if they see a driver they suspect is impaired.

The campaign has been successfully extended to the lakes and waterways, with nearly 1,400 Report Impaired Boaters – Call 911 signs installed at harbours, marinas and boat launches across Canada in the since 2010.

The marine signage and related collateral materials and information have been generously supported with funding from Transport Canada.

While the program runs all year round, it is promoted heavily through the summer and over long weekends, when the risk of impaired driving is high. MADD Canada Chapters and Community Leaders across the country, in partnership with police and other local and provincial stakeholders, use signs, billboards, public service announcements and other materials to inform the public about the possible signs of an impaired driver or impaired boater, and tips on what to do if you spot one.

As a result of public health and safety precautions in the midst of the COVID-19 outbreak, MADD Canada’s Strides for Change events are being reviewed and rescheduled. Our Chapters and Community Leaders around the country usually plan their local events for the late spring, summer and early fall periods. Events will be rescheduled once public health authorities lift the current restrictions on public gatherings. MADD Canada will be sharing information on www.stridesforchange.ca on new dates as details become available.

Strides for Change is MADD Canada’s signature walk/run, offering a great day with events and activities for all ages. The event raises crucial funds and awareness to end impaired driving and to support local victims/survivors. Those who can’t participate in person, can be a virtual walker from anywhere at any time.

Strides for Change Events To Be Rescheduled

MADD Canada’s 2020 National Strides for Change event is joining the Mississauga Marathon.  

The Marathon was originally scheduled to take place on May 3, in conjunction with a Health and Wellness Fair scheduled for May 1-3. That event has now been postponed in light of the COVID-19 outbreak. Organizers are monitoring the situation and will reschedule the event when it is safe to do so. All

registered participants will automatically be deferred to the new date once confirmation has been received from the City of Mississauga.

MADD Canada and our National Strides for Change sponsor, Alcohol Countermeasure Systems look forward to details on the new date for the marathon and will share information with members, supporters and past participants as it becomes available.

The theme for this year’s Volunteer Week, running April 19 – 25 is “it’s time to applaud this country’s volunteers.”

MADD Canada joins Volunteer Canada and all Canadian charitable organizations in applauding this country’s 12.7 million volunteers, and we especially want to recognize the incredible volunteer team that is the heart and soul of our own organization.

Bursary Program Helps Victims/Survivors Pursue Post-Secondary Education MADD Canada’s Bursary Program, which supports victims and survivors of impaired driving as they pursue their educational dreams, is accepting applications until May 31, 2020. Canadian students who have been severely injured, or who have had an immediate family member (mother, father, legal guardian, sister or brother) killed or severely injured in an impairment-related crash, and who are pursuing a full-time, post-secondary educational program that is approved by a provincial Ministry of Education are eligible to apply.

Several $4,000 bursaries are awarded to qualifying students each year, as well as an $8,000 Leadership

Bursary in honour of Louise Joanne Twerdy, a former MADD Canada National President and staff member.

Special thanks to all donors who earmark their contributions for this program, including Garth William Hazlitt of Winnipeg, Manitoba, who donated an incredible $25,000 to the Bursary Program in 2018 to create an annual $4,000 bursary for one deserving student to follow their educational dreams each year.

Youth Let Their Creativity Shine In Multi-Media Contests If you have a talented young artist in your family, please be sure to let them know about MADD Canada’s National Poster and Multi-Media contests. Every year, MADD Canada enlists the help of young people to advance the sober driving message in a creative way.

Multi-Media ContestOpen to students under 24 years of age, the Multi-Media Contest offers three categories:

The productions should focus on youth taking action and realizing they have the power to stop the damage caused by impaired driving.

Matthew Paul Carvalho Poster ContestMADD Canada’s poster contest is named in honour of Matthew Paul Carvalho, who was killed by an impaired driver in 1990. Entrants are encouraged to express their concerns about the dangers of impaired driving in a creative way. The contest is open to students in two age categories: 10 Years and Under, and 11 to 14 Years.

Details and application criteria are posted on the Youth Services page of our web site at madd.ca. The deadline for entries is May 1, 2020.

More than three-quarters of Canadians surveyed earlier this year favour the addition of testing technology in vehicles to prevent impaired driving. Of the 1,000 Canadians surveyed by Ipsos for MADD Canada in late January, 785 (78%) said they would be ‘very’ or ‘somewhat’ willing to have technology integrated into vehicles, at no cost to them, to prevent the engine from starting if the driver is impaired. 

“The hundreds of deaths and thousands of injuries caused by alcohol and/or drug-related crashes each year are 100% preventable. We would like to see 100% support for the technology that can stop these terrible tragedies,” said MADD Canada’s new National President Jaymie-Lyne Hancock.

Andrew Murie, MADD Canada’s Chief Executive Officer, notes that Canada has not seen a large sustained reduction in impairment-related crash deaths in more than a decade. “This technology will end impaired driving. The current level of support is high, but as this technology comes available over the next few years, we would like it to have the backing of all Canadians.” 

The development of in-vehicle technologies to detect alcohol has been underway for several years. The various systems being explored include: breath-based testing to measure a driver’s exhaled breath for ethanol alcohol levels; and touch-based measurement of ethanol levels in skin tissue using infrared light. In both systems, if the tests detect a pre-determined level of alcohol in the driver, the car will not start. There is also development happening with computer vision algorithms that track the visual attributes of the driver to detect drowsiness that may also be adaptable for signs of impairment.

Similar technology to detect cannabis is also on the horizon. Roadside oral fluid screening tests for cannabis are already in use by police, and numerous entrepreneurs and researchers are looking at additional technologies, including some of the breath and vision-based detection measures, that could be adapted for in-vehicle use. 

“These technologies will be invisible to drivers,” Mr. Murie said. “Accuracy is key of course, but these systems also need to be completely seamless. They have to be unobtrusive and fast. Sober drivers must be able to get in and start their car with no delay.”

MADD Nelson organized an impactful and interactive booth at the local mall. It was a great opportunity to speak to people in the community about the dangers of impaired driving and to hand out red ribbons.

The City of Vancouver collaborated with MADD Metro Vancouver, Preventable B.C. and Easy Park to promote extended prepaid parking hours at various Easy Park parkade locations. The campaign encouraged drivers to leave their cars at an Easy Park location if they had been drinking alcohol or consuming cannabis. MADD Canada joined Uber for the official kick-off of ride-sharing services in British Columbia in January. Having safe, convenient and accessible transportation options available to people – including ridesharing – is crucial to the efforts to prevent impaired driving. Uber provides a safe, sober and reliable ride home at the push of a button. In partnership with the Government of Alberta, MADD Edmonton & Area unveiled the province’s second roadside memorial sign. This sign honours Thomas Spinks, who was killed in an impaired driving crash in 2017. It is located on Highway 2, just south of highway 41, in the southbound lanes, where it will serve as a reminder to motorists about the devastating impact of driving impaired and the importance of always driving sober. MADD Grande Prairie hosted a booth at the very busy ‘Thriving in the City’ event at Grande Prairie Regional College (GPRC). The event was a great chance to connect with GPRC students to let them know about the Chapter, its services and programs, and all the great opportunities for students to get involved in the effort to end impaired driving. MADD Lethbridge President Anita Huchala was honoured to recognize Lethbridge Police Cst. Dillon Rochon during the Police Commission meeting for his efforts in taking a total of 96 impaired drivers off the road in 2017 and 2018. We thank Cst. Rochon for his commitment, time and effort in making our roadways safer.

MADD Parkland participated in several checkstops over the holiday season distributing red ribbons to hundreds of drivers. Thanks to the amazing volunteers who braved the cold weather and a special thank-you to the dedicated police officers who keep our communities safe.

MADD St. Paul had the chance to thank the students of École du Sommet, École Elementaire St. Paul Elementary School and Glen Avon School for their wonderfully imaginative and creative messaging on hundreds of liquor store bags, reminding people not to drive impaired. MADD Brandon had a very busy Project Red Ribbon season. Volunteers participated in several checkstops, distributed red ribbons throughout the community, and created a spectacular float for the annual Christmas parade. The Chapter also partnered with many first responders – including Brandon’s Police Services, Fire Department and EMS, as well as the Melita Fire Department – who all wore the Project Red Ribbon pins this season.

MADD Meadow Lake volunteers hosted a fun booth at Extra Foods to raise awareness, getting the chance to meet many supportive community members and hand out lots of red ribbons. MADD Hamilton sold 50/50 tickets in partnership with the Hamilton Bulldogs Hockey Club on January 26 at the First Ontario Centre in Hamilton. They raised $1,550 in two hours. Here, Tom Kolarec, Chapter President, and Melissa Rodrigues, Chapter Secretary, show us how it was done!

MADD Saskatoon volunteers have had a very busy past few months, including attendance at several checkstops with police and kicking off their Project Red Ribbon campaign. One of the many highlights of their activities was participation in the Santa Claus parade with the SmartWheels travelling classroom.

MADD Norfolk County participated in the Delhi Santa Claus Parade on December 7. The Chapter partnered with the County, SOS Towing and Thompson-Mott Funeral Home and won best float in the music and sound category. Volunteers walked behind the float handing out candy canes and Project Red Ribbon bookmarks/red ribbons.

MADD Montreal members, partners, volunteers and supporters met at the office of Projet Point Final, a partner providing services to help offenders avoid committing repeat offences. Projet Point Final is managed by Kim Miller who also sits on MADD Montreal’s Board of Directors. Along with the launch of the Chapter’s Project Red Ribbon campaign and a very memorable cake, Chapter members unveiled a new memorial bench dedicated to all victims of impaired driving that will now be a reminder to anyone who comes to Point Final of the terrible consequences of making irresponsible decisions and the importance of sober driving. MADD Charlottetown & Eastern PE held a very successful Night of Music and More at Fortune Community Centre near Souris, PEI. Guests were treated to performances by well-known Island musicians Jon Matthews, Sheila MacKenzie and Maxine MacLennan, along with local young performers Keira Loane, Charlie Coffin, Becky & Brad, Camden Jenkins, and Tammy & Scott. The evening included a 50/50 draw, door prizes and raffle draw with amazing items, as well as snacks and canteen service.

MADD Charlotte County has found a very creative way to engage students at Fundy High School in St. George New Brunswick – a permanent message to ‘plan ahead for a sober ride’ written on one of the school’s parking spots. By sponsoring the space in the parking lot, the Chapter keeps the safe driving message front and centre for students who drive to school every day.

MADD Fredericton hosted a Volunteer Training Day in January for Chapters in New Brunswick. This volunteer development day provided an opportunity for newer members to network and learn more about the campaigns and programs of MADD Canada.

MADD Exploits Valley collaborated with the Town of Grand Falls-Windsor for the 9th annual Newfoundland Premier Snowmobile Culinary Festival Mid-Winter Bivver. Newly-elected President Lynn Skanes coordinated Chapter volunteers to assist with the MADD Canada Awareness Booth, and with handing out hot chocolate, red ribbons and Campaign 911 information to snowmobile riders who attended a luncheon set up at the half way point on the trail.

MADD Yarmouth County have recently hosted a Community Information Night to recruit new members. Acting Chapter President Candice Phibbs participated as Master of Ceremonies for the evening. Guest speakers included Cst. Steeve Plamondon, Crime Prevention /Victim Services Policing, RCMP Yarmouth Town Detachment.
