CONFERENCE PROCEEDINGS FIRST SITTING
The third annual conference of the Arizona District of the Pilgrim Holiness Church convened July 11, 1958 at 9:1.5 a.m. in the tabernacle of the Church of God (Anderson) Camp Ground at Prescott, Arizona.
The session was called to order by Reverend L. W. Quinn, District Superintendent. Mr. Denzel Clouse led the congregation in singing, "The Solid Rock" and "I am Thine, 0 Lord." Mrs. Garth Shay presided at the piano. Rev. Garth Shay led in prayer.
Superintendent Quinn then presented Secretary of Church Extension Dr. R. C. Hawkins who gave appropriate remarks and presented the Senior General Superintendent and our Con-ference Presiding Officer, Dr. William H. Neff.

chapter of Philippians. Highlighting the fact of the redemp-tive ministry that has been passed on to us and the great joy of the soul winner in heaven, he urged a wholehearted spiritual unity that will dissipate hurtful divergencies over marginal matters and give us one mind in the Lord to get out the Gospel. He urged that moderation or "sweet reasonableness" be prac-ticed in all things.
The roll was called. A motion carried that the left side of the tabernacle and the
platform serve as the conference bar. It was decided by common consent to adjourn the present
sitting at 11:45 and reconvene at 1:30. District Supeerintendent L. W. Quinn presented a splendid
resume of last year's work and accomplishments throughout the district. The report was received with a rising vote of ap-preciation.
Two new churches, Phoenix, Calvary and Yuma were pre-sented to the Conference. Reverend Howard W. Rogers and the lay delegate from the Calvary Church along with Reverend Charles L. Cooper and the Yuma Delegate were introduced to the Presiding Officer and the conference as they were welcomed by the Secretary of Church Extension.
A motion carried that the lay delegates from the above two churches be seated in the conference bar.
New ministers and their wives in the persons of Reverend and Mrs. Richard Miller, Tucson, Parkview; Rev, and Mrs. Andrew Amos, Tucson, Trinity; and Rev, and Mrs. Gaylord Jordan, Flagstaff, were introduced by the Reception Committee and welcomed by Dr. Neff. A motion carried to receive these ministers as members of the conference.
Rev. S. I. Emery, Camp Evangelist was also introduced. By motion he was given an honorary seat within the Confer-ence bar.
A motion carried to have the report of the District Trea-surer after the lunch hour.
The excellent report of District Statistician Denzel Clouse was accepted with a hearty "Amen".
It was moved, seconded, and carried that Brother Clouse be given the full privileges of the Conference Bar.
Reverend Herman E. Underwood was introduced to the conference as the new pastor at Apache Junction. A motion carried that he be received by the Conference as an ordaind minister and that the Apache Church be taken into the Con-ference.
Rev. Charles L. Cooper gave an outstanding report of the Sunday School and Youth work in the District. It was received with a strong "Amen".
The District Superintendent presented awards of appre-ciation to Reverends Seelig, Shay, and Cooper for their fine leadership in the fields of sign publicity, Advocate subscriptions, and Sunday School and Youth work respectively.

The Report of the EducatiOnal and Examining Board as ratified by the District Council was read by the District Secre-tary. By motion the report was adopted.
Charles L. Cooper, Secretary of the Ways and Means Committee, read Ways and Means Numbers I through IV to the conference.
Ways and Means No. I, creating a District Budget on the same basis as last year, carried.
Ways and Means No. II, clarifying the matter of traveling expense for the District Superintendent as listed in Ways and Means Number 2 for 1957, was carried by motion.
Ways and Means Number III, increasing the mileage rate for travel to council meetings, was carried.
Ways and Means Number IV providing a $5.00 budget per member for Western Pilgrim College was adopted. It was noted that the District averaged close to four dollars per member last year.
Ways and Means Number V (a new item), providing for a special offering from each church, for the 'operation of the camp meeting, carried.
The Chair called for the reading of appointments and the election of officers.
The District Superintendent appointed Dick Hawkins and Paul Hamilton as tellers.
The Secretary of Church Extension announced the reap-pointment of the Executive Officers of the District: L W. Quinn, Superintendent; Harold R. Crosser, Secretary; B. Ivan Williams, Treasurer.
An open ballot for two advisory members to the District Council resulted in the election of Howard W. Rogers with 13 of 23 ballots.
A motion carried to vote on one of the next two highest [or the second advisory council member. These were Charles L. Cooper and Richard Miller. Brother Miller was elected with 12 of 23 votes.
Howard W. Rogers and Gaylord Jordan were presented as District Council nominees for the Educational and Examining Board. Brother Rogers was elected with 12 of 23 votes.
Elwood Hunter was elected to a three year term on the Board of Trustees by acclamation.
The sitting was adjourned by expiration of time.
SECOND SITTING General Superintendent Neff called the afternoon session to
order. Denzel Clouse led the conference in singing, "My Burdens Rolled Away," while Sr. Quinn presided at the piano. Reverend Herman E. Underwood petitioned the throne of grace.
General Superintendent Neff commented briefly on a short portion of scripture found in II Corinthians 3 ". . . but our sufficiency is of God." He pointed out that this is our genius of success and basis of operation.
The conference prepared a ballot to select a member of

the Board of Directors of Western Pilgrim College. Harold R. Crosser was elected with 14 of 22 votes. The report of the Auditor was read and accepted by motion.
The District Treasurer, Reverend B. Ivan Williams, read the financial report. It was moved, seconded and carried to accept this good report.
The Resolutions Committee reported Resolutions I, II, and III through its secretary, Garth Shay.
Resolution I establishing a Camp Committee carried. After an attempt to amend Resolutions II was lost, the
resolution carried as presented by the committee. Resolution Number III was lost. The Ways and Means Committee presented another report.
Ways and Means Numbers VI and VII were read after which they were adopted by separate motions carried.
Brother Elwood Hunter, a District Trustee, gave a warm-hearted talk on financial loyalty to district and local church projects.
The Sunday School awards were presented. The Yuma Church, Reverend Charles Cooper, pastor, had the highest per-centage gain and Tucson, First, Reverend Harold R. Crosser, pastor, the highest numerical gain.
Superintendent Quinn read the committee appointments after which the Conference was informally adjourned with a prayer of benediction by the presiding officer.

CONFERENCE REPORTS
District Superintendent's Report
To our chairman, General Superintendent Dr. William H. Neff, our General Secretary of Church Extension Dr. R. C. Hawkins, pastors, licensed ministers, delegates and friends of the Third Annual Conference of the Pilgrim Holiness Church of the Arizona District, greetings in the Name of Jesus our Saviour, our example and our coming King!
I want to thank each of you for your prayers and cooper-ation that you have given me. We have been conscious through-out this year of the abiding presence of the Holy Spirit.
New Churches Organized Three new churches were organized this past year and are
ready to be formally received by this Conference. Apache Junction:
Rev. Herman Underwood is the capable paster. We or-ganized with eight members in the midst of the fast growing area of Apache Junction. Some would drive through Apache act. and fail to realize that there are 1,980 families in this area. Our membership is alive, aggressive, and desiring to grow.

They have purchased a beautiful one acre location just one block off the highway. Cash was paid for this location and the people have plans to build their new church this Fall. Finances have been arranged for by the local people. We appreciate this fine group for their initiative. Phoenix Calvary:
After prayerful consideration the Lord made it possible for us to purchase our Calvary church with its large parking lot, three auditoriums and eleven classrooms, a masonery build-ing only 9 years old, for the sum of $10,500. The Lord has done a wonderful work this year through our very capable pastor Rev. Howard W. Rogers. Our thanks and appreciation goes to Detroit First Church for supporting Miss Nellie Linder who has been such a blessing in the Calvary church.
We organized the church this Spring with thirty-one mem-bers, a Sunday School averaging 75 for the year and the local congregation carrying all of their own load except a partial pastor salary underwrite. Yuma:
Rev. Charles L. Cooper has done an excellent job for the Pilgrims in Yuma. Rev. Cooper has been able to get a hold of the city through more free radio and newspaper advertising than any man that I have ever met. The church was organized this Spring with fifteen members. Everyone seemed so glad that they could be an organized church. We are looking to Yuma to be one of our stronger churches in a few years. Tempe:
We have a beautiful new brick tile 33X72 building with a lovely three room apartment and four fine lots for future ex-pansion. We are located in the midst of a large new housing unit. We are ready' for growth. Rev. G. L. Keene is the pastor.
Sunday Schools Our Sunday Schools are making good gains. Our average
net gain for the entire district is 18%. Some of our schools have made phenominal gains. These will all be recognized as our very capable District Sunday School Secretary, Rev. C. L. Cooper reads his report.
District Youth Work Rev. Charles L. Cooper is also our Youth Secretary. Rev.
Cooper led our District into a very splendid Youth Camp pro-gram with sixty-four campers plus the staff. Each night's evangelistic service was characterized by a real visitation of the Spirit and some of the most glorious altar services we shall always remember. Our Youth work is showing good response to its leadership.
New Camp Ground Our 20 acre camp grounds have been built on this year.
We now have seven buildings up, 10 large trusses for the taber-nacle, and 6,000 ft. of lumber. Interest is mounting in the churches to build their cabins. The quicker we build the quicker we can have services on our own camp grounds.

Church Improvements Tucson First:
Rev. Harold R. Cresser pastor has led his people to pay $500. extra on their debt retirement. This has given us an ex- cellant credit rating with the Tucson Federal Savings and Loan. Tucson Parkview:
Rev. R. S. Miller has done a fine job this year. They have done a landscaping job at their lovely new brick church. Phoenix First:
Rev. B. Ivan Williams as pastor has purchased new blonde pews and pulpit desk, remodeled their nursery. They have also launched a very successful 30 minute radio broadcast over KHEP every Sunday at 4:30 p.m. Phoenix Westside:
Rev. G. A. Shay pastor has secured a fine building lot to build a new parsonage. The present parsonage would be sold or turned into a Sunday School annex. The church owes ap-proximately $200.00 on their fine lot. Cottonwood:
Rev. Robert Seelig has done well at Cottonwood. They have placed hi-way signs around their church until it would be impossible to go through their city without seeing the Pil-grim signs.
Special Committees 1. Rev. Robert Seelig Hi-way advertising: Rev. Seelig has
done a real job. We have 29 new signs up over the state. 2. Rev. G. A. Shay — Advocate subscription chairman:
Rev. Shay has given leadership to increase our subscription list from 60 to 125.
3. Rev. H. W. Rogers — Newspaper Advertising: Rev. Rogers has given much aid to some of the brethren in revival planned advertising.
District Parsonage
We now have a very adequate District parsonage with three bedrooms, one and a half baths. The material used is brick tile, plastered throughout. The evaluation is $11,500. and built at a cost of $9,500.
New Works Flagstaff:
Rev. Gaylord Jordan is our pastor. The district bought a three year old home for the Jordon's to live in and also worship in the living room. We have been in operation four weeks now with 26 in Sunday School. The future is very bright for us in Flagstaff. Tucson Trinity:
Rev. Andrew Amos is our pastor. We have purchased an acre of land and a six room house to worship in. Believing for a strong new church in the Northwest section of Tucson.
Church membership gain 102-; Sunday School membership gain 18%; Pastor's salary increase 30%; Equity increase $10,000.00.

Sunday School and Youth Report Sunday school and youth greetings to the assembled! It affords your secretary a great deal of pleasure to submit
the following report to the 3rd annual conference of the Arizona District of our beloved Zion. However, before giving a summary of the activities of these departments, I quote a statement made by Dr. William H. Neff: "This is our day, not yesterday, not tomorrow." I firmly believe this is our dty in the great state of Arizona. Thus, if we will establish solid foundations relative to Sunday school. and youth work, only God knows the actual fruitage we shall he reaping in just a few years.
During the conference year 4 district Sunday school and Youth rallies were conducted. The General Secretary of Sunday Schools and Youth of the Pilgrim Holiness Church, Dr. Paul F. Elliott, was the speaker at the first rally held in the Phoenix 1st church. He was not only pleased with the 134 in attend-ance, but his personal remarks also inferred that he was strong-ly impressed with the fine attitude in the district toward Sun-day school and youth work. Also during the year the District Superintendent and I visited all the churches in which rallies we strongly emphasized that these are days of FORWARD MOVEMENT in our district, and to enlarge our borders we must use visitation, organization, and conservation coupled with a deep passion for lost souls. -
In January the first issue of "Arizona's Sunday School Reporter" was sent to the churches. This is a mimeographed monthly report which is divided into 4 sections: monthly Sun-

day school averages, news notes from the schools, choice bits of advice from "masters" in the field of Sunday school work, and editorial remarks either dealing with a general church promotional request or information concerning a particular month's activities.
From September to May church headquarters launched the Sunday School Enlargement Campaign in which 5 of the 6 eligible schools in the district were enrolled. This church-wide contest was a promotional blue print to help all schools to show a 10% or more gain in Sunday school attendance for the 7 month period. A blue print of activities were used month per month and points were computed on the basis of compliance with a month's activities. Tucson, Parkview, accumulated a total of 869 points for the 7 months, thus receiving the general conference certificate for churches in the "D" classification. May I also add here that the conference awards for the schools showing the highest numerical and percentage gains are res-pectively, Tucson, First and Yuma.
The Sunday school department of the district shows an 18% gain. Although this only means that the average monthly attendance was 458 or a numerical gain of 69, it is a gain! Con-sidering the recent flu epidemic and current fluctuation in popu-lation, the gain bespeaks of the fact that Arizona is showing signs of becoming, or better still, it is one of the fastest growing and strongest districts in the entire Church Extension Depart-ment. Personally I would like it referred to as the model home missionary district!
Now, in regards to the youth department, I merely express the feeling of the district when I say that our 1st district youth camp was a fine accomplishment. We enrolled 64 campers who thoroughly enjoyed the schedule of the day which consisted of excellent meals, good classes, recreation, clean entertainment, and wonderful evening services.
The district was highly complimented by Dr. Elliott for its good response in securing 50 Pilgrim Youth News subscriptions. Mrs. Elwood O'Neil, president of Tucson, 1st, youth society, was the district winner having received 22 of the total 50 sub-scriptions. As an award Dr. Elliott sent her a $5.00 gift certificate to be used as she wishes in the purchase of merchandise from the Pilgrim Book Store. Your secretary was given a $7.50 certi-ficate for exceeding the goal of 35 subscriptions for the district.
The district youth project, to erect an evangelist's cottage on our new camp grounds, has not been accomplished due to the lack of funds. According to the district youth treasurer, Jack Conn, the total receipts were $139.85. I sincerely wish we would make a special effort during the ensuing conference year to finish this project and begin preparations to send a charted bus load of district youth to the national youth con-vention which meets in two years.
In the light of preceeding accomplishments, then, I believe by God's help our district can comply with the wish of the dis-

trict council that we have this next year 125 new Sunday school members, average 750 in attendance in April and 1000 scholars in attendance on Easter.

Ways and Means BE IT RESOLVED, that the district budget be computed on the basis of $1.35 per member per month for all mem-bers of voting age.
II. BE IT RESOLVED, that the District pay S75.00 per month on salary of the District Superintendent; BE IT FURTHER RESOLVED, that the District Superintendent be paid 5 cents per mile for travel involving district matters and that he be remunerated for meals and lodging incidental to this travel.
III. BE IT RESOLVED, that each council member be paid 5 cents per mile for traveling expense to and from council meetings.
IV. INASMUCH, as Western Pilgrim College is now set up as a zone college with the Arizona District being given equal representation on the board of directors, and INASMUCH as the college board of directors has asked an assessment of $5.00 per member per year as a school budget, THERE-FORE BE IT RESOLVED that we accept this budget obli-gation and FURTHERMORE that we pledge our moral support through our prayers and urging our young people to attend the school.
V. WHEREAS, there have been no monies available at the beginning of the district camp to make initial purchases of supplies, THEREFORE, BE IT RESOLVED that we ask the churches of the district to raise the following amounts and to forward them to the district treasurer 30 days preceeding the opening of district camp:

ference year and 25 each succeeding year until the dis-trict is paying its budget in full BE IT THEREFORE RESOLVED that each pastor strongly urge his members to pay their share, and furthermore, that each church set up a systematic method of raising the budget.
vii. INASMUCH as the paying of the tithe is the divinely ap-pointed method of financially supporting and advancing the kingdom of God on earth, BE IT THEREFORE RESOLVED that 50 of the min-isterial tithe be sent monthly to the district treasurer de-signated as ministerial tithe for district budget.

Resolutions Committee Report BE IT RESOLVED that the District Conference organize a Camp Meeting Committee to facilitate the handling of responsibilities preparatory to the Annual Camp Meeting. Said committee shall consist of the following members:
1. CHAIRMAN—whose responsibility viil he to direct the operations of said Committee.
A. PURCHASING AGENT—whose responsihilty will be to purchase supplies necessary for opeation of the dining hail and the lunch stand.
B. ADVERTIZING AGENT—whose responsibility will be to publicize the Camp.
C. CAMP GROUND SUPERVISOR—Whose responsi-bility will be to have oversight of the dining room, kitchen help and tabernacle.
D. CAMP CLERK—whose responsibility will be to prepare rooms and receive room reservations.
II. INASMUCH as there is no designated time for working on the District Camp grounds—be it resolved that there be two work weeks per year. one in the fall and one in the spring. Each work week shall begin on Tuesday morning and end on Friday afternoon. Each church may send one man to work, or the equivalent of one week's wages which amounts to $40.00.
III. Not adopted by the Conference.

In Memoriam
The following members of Phoenix First Church departed from their earthly homes during the past conference year: Mrs. Breakbill, Mrs. Henrietta Wooden, and Mr. Edward R. Johnson.
Brother Edward R. Johnson was employed as a postal clerk until his retirement. He was a member of Phoenix First Church since 1948. For some years before coming to Arizona he had served on the Council of the Wichita Holiness Camp. He had been a faithful Christian since early youth, faithful to all res-ponsibilities.

General Resolutions 1. BE IT RESOLVED that each pastor be granted the priv-
ilege of conducting at least one revival each conference year. (1956)
2. BE IT RESOLVED that ministers coming to this district from other denominations be interviewed by the district council before their credentials are presented to the conference. (1956)
3. BE IT RESOLVED that the Educational and Examining Boards be combined for the coming conference year, and that said Board consist of three members, one being elected for a period of three years, one for a period of two years and one for one year. (Revised 1957)
4. INASMUCH as the District Camp Grounds are being pre-pared for future camp meetings, BE IT RESOLVED, that each local church shall finance, build and furnish a cottage on the district camp grounds for the local pastor and his successor. (1957)
5. BE IT RESOLVED, that the local churches shall provide modern cooling, cooking and heating facilities for the parsonage, the type of facilities to be suitable to the locality where the par-sonage is situated. BE IT FURTHER RESOLVED, that all churches in the conference pay the utilities for the parsonages. (1957)

6. BE IT RESOLVED, that each local church be urged to raise a subscription list to the Pilgrim Holiness Advocate equal to its total membership. (1957)
7. BE IT RESOLVED, that the local churches pay the travel-ing expense and entertainment of their pastor and delegate for the Conference business sessions. This does not include camp meeting. (1957)
8. In order that the relatives and friends may know the set time for the ordaining of ministers, BE IT RESOLVED, that the Ordination Service take place at 4:00 p.m., the first day of Conference. (1957)
9. WHEREAS, during the conference year the district may bear the loss of those who have gone on to their heavenly re-ward, BE IT RESOLVED, that the District Superintendent be permitted to appoint a committee on Memoirs who in turn will secure the name, date and city of the deceased to be printed in the Conference Journal. BE IT FURTHER RESOLVED, that a picture and a brief sketch of the labors of a deceased minister be placed in the conference minutes. (1957)
WAYS AND MEANS 1. BE IT RESOLVED, that the district budget be computed
on the basis of $1.35 per member per month for all members of voting age. (1957)
2. BE IT RESOLVED, that the District pay $75.00 per month on the salary of the District Superintendent; BE IT FURTHER RESOLVED, that the District pay for the utilities of the District Superintendent plus telephone expenses incurred by District obligations. (Revised 1958)
3. BE IT RESOLVED, that each council member be paid 5 cents per mile for going to and from council meetings (Revised 1958)
4. BE IT RESOLVED, that each church be assessed on the basis of $5.00 per member per year for Western Pilgrim College, our zone school. (Revised 1958)
Standing Rules 1. The conference year of the Arizona District shall begin
June 1 and end May 31 the following year. 2. The district council and the following committees and
boards shall meet one day prior to the Annual Conference to take care of such work as they have at hand: Resolutions Com-mittee, Ways and Means Committee and the Educational and Examining Board.
3. Before licensed or ordained ministers coming from other churches shall be received into the local church, the pastor shall consult with the District Superintendent and Council re-garding said minister.
4. Each pastor is to be granted a two weeks vacation with full salary.
