Carlos Rubinstein, chairman of the Texas Water Development Board, will address Texas Water’s Opening Session at 9 a.m. Tuesday, April 15. Rubinstein was appointed chairman of the TWDB by Gov. Rick Perry on Sept. 1, 2013. His term will expire Feb. 1, 2017. Rubinstein served as a commissioner of the Texas Commission on Environmental Quality from 2009–2013. He is the Texas representative to the Western States Water Council; the Border Governors’ Conference Sustainable Development worktable; the Good Neighbor Environmental Board, an independent federal advisory committee that assists the President and Congress on environmental infrastructure needs along the U.S. border with Mexico; the Governmental Advisory Committee, which advises the EPA Administrator on environmental concerns regarding NAFTA, the North American Agreement on Environmental Cooperation; and the Commission for Environmental Cooperation. Rubinstein is a former member of the Texas Environmental Flows Advisory Group. He has also served as deputy executive director of TCEQ and as Rio Grande Watermaster. He is the past Texas representative to the Border Governors’ Conference Water worktable and a former city manager for the City of Brownsville. Rubinstein received a bachelor’s degree in biology from Pan American University.

Garry Macdonald will represent WEF at TW14. He is a member of the WEF Board of Trustees and is a principal and technical director for the Beca Group, Ltd. in New Zealand. For more than 15 years, Macdonald has also worked in the undergraduate and graduate recruitment

programs in New Zealand’s engineering schools. He has been part of WEF since 1989, serving in multiple leadership and committee roles. He currently serves as the vice chair of the Hot Topics/Emerging Issues Symposium Committee, was chair of the WEF Globalization Task Force and past chair of the International Coordination Committee. He is also a past member of WEF’s Executive Committee and International Program Committee. Also an active member of the New Zealand Water & Wastes Association (NZWWA), he is a Life Member and currently serves as a WEF Delegate for this WEF Member Association. Macdonald has also served as the NZWWA President, Vice President, Board Member and WEF Director. His other professional affiliations include Fellow Institution of Professional Engineers New Zealand (IPENZ) and Fellow Institution of Engineers Australia, and he is the Immediate Past President of IPENZ. He has been a recipient of the WEF Richard S. Engelbrecht Award for International Services. He received a Bachelor of Engineering and a Master of Engineering from the University of Canterbury in Christchurch, New Zealand.

AWWA at TW14. Simpson, who currently serves as a Vice President for AWWA, is the CEO of M.E. Simpson Company, Inc. He oversees the company as a whole, concentrating on financialmanagement and business development. Simpson began his career with the company as a technician, testing and repairing large water meters. He implemented the company’s leak detection program which has now developed into the company’s Water Loss Control and Water Distribution System EvaluationPrograms. Simpson joinedAWWA in 1983 and is involved in the Indiana Section AWWA, as well as the Illinois Section AWWA and the Arizona Water Association. He has taught classes on water loss control and water distribution system evaluations throughout the United States. Simpson serves on AWWA’s Water Loss Control Committee, is a member of AWWA’s Manufacturers Associates Council and AWWA’s Diversity Committee. He also serves as a liaison to the Membership Engagement and Development Committee. Simpson lives in Valparaiso, Ind., with his wife Sharon.

TEXAS WATER DODSON’S DRIVE FUN RUN TUESDAY, APRIL 15, 6:30 A.M.Texas Water 2014 Dodson’s Drive 5K Fun Run/Walk will depart Wednesday, April 15 at 7 a.m. from the west wing parking lot of the Hilton Anatole and features a scenic run/walk through the Trinity River Greenbelt Park, alongside the brand new Trinity Strand Trail. Please arrive 15-20 minutes early for pre-run snacks and team check-in. Funds raised will benefit WEAT/TAWWA Young Professionals activities around Texas. This event is FREE. The winning team will be awarded the 2014 Annual Texas Water Dodson’s 5K Fun Run Trophy, and announced at the YP Reception. See Page 31 for route map.

In its 10th year, the Women of Texas Water Lunch welcomes Dr. Peggy Glass to celebrate the important con-tributions of women in the Texas Wa-ter Community. Admission is free, but a ticket, included in Full Registration and Wednesday-Only Registrations,

is required for a box lunch. Dr. Glass is the Executive Vice President for Alan Plummer Associates, Inc.

Dr. Glass has more than 40 years of technical and managerial experience. Since 1988 she has been with Alan Plummer Associates, Inc., an environmentalengineering firm that specializes in projects related to water quantity and quality, water supply, wastewater management and stormwater management.

Prior positions include leadership roles at the predecessor agencies to TCEQ and at the engineeringfirms of CH2M Hill and Forrest and Cotton, Inc. In addition, for seven years she had her own firm, Glass Environmental Consultants, Inc., which provided environmental and engineering services.

A member of WEAT, she has served as President of the Texas Water Conservation Association and has served on the Board of Directors of the Western Coalition of Arid States. During her service with the State, she served as national President of the Association of State and Interstate Water Pollution Control Administrators, Water Quality Management Planning Section.

Along with her distinguished career in the water industry, Dr. Glass has two daughters and two grandchildren. She is an active participant in her church, where she has participated in mission trips to Nicaragua, Cuba, and Zambia. In addition, she has served as Chair of the Board ofDirectors of Austin Samaritans, a nonprofit that supports medical, educational, and rescue organizations that serve the needy in Nicaragua.

CONFERENCE HIGHLIGHTS

CONFERENCE NIGHT OUTWEDNESDAY, APRIL 16, 6 TO 8 P.M.TICKET REQUIREDTexas Water 2014 invites you to enjoy air flight history when you attend the Wednesday evening Conference Night-Out at the Frontiers of Flight Museum. Along with a buffet barbeque dinner and beverages, you’ll be able to see the collection that includes over 30 aircraft and space vehicles and the stories behind them. Early biplanes, historically important military and general aviation aircraft, the Vought V-173 “Flying Pancake” and the Apollo 7 command module can all be seen when you tour the exhibits at the museum.

The Southwest Airlines exhibit features displays, a video theater, interactive video kiosks with a wide array of artifacts that tell the story of the success of this airline. Memorabilia, original art and items from the personal collections of Southwest co-founder and former CEO Herb Kelleher and former President and COO Colleen Barrett are also included.

For even more nostalgia, Texas Water attendees can tour the Braniff Airlines Gallery’s extensive photo display that details the five-plus decades of Braniff history. The most popular part of the gallery continues to be a fashion show of flight attendant uniforms, especially the colorful designs from the 1960s.

One Conference Night-Out ticket is included with each Full Registration and Guest Registration.

TransportationBuses will depart from the Jade Entrance of the Hilton Anatole Hotel starting at 5:30 pm. Shuttles will run continuously to carry attendees to and from the Museum. The last bus will leave the Museum at 8:30 pm. For those who prefer to drive, there is plenty of free parking around the Museum. The Museum is located at 6911 Lemmon Ave., just past Love Field. Turn off Lemmon Avenue at University Avenue and take the access road to the Museum entrance.

STUDENT DESIGN COMPETITIONTUESDAY, APRIL 15, 10 A.M. TO NOONTRAVERTINEThe WEAT Student Design Competition gives students the opportunity to design and present a project, based on the master plan for a real-world wastewater treatment plant dealing with increased flows and nutrient limitations. INFORMATION ABOUT HOURSEarning TCEQ Operator Training Certification Credit Hours has always been a part of Texas Water conferences, but this year, there’s something new.

TCEQ has approved Texas Water 2014 for a maximum of 11.5 hours of Operator Training Certification credit for water and wastewater personnel.

Credit hours will be available for attending some technical sessions. Before you leave a technical session, make sure that a proctor initials the box on the credit application form. TCEQ this year is requiring that a proctor certify your attendance to receive hours.

Competitors in WEAT’s Operator Competition and in TAWWA’s Top Ops contest may also receive ten and five hours of credit, respectively.

Forms are available at the registration counter. Complete the forms indicating the technical sessions you attended. Forms must be returned to the registration desk before TW14 ends. You must have your TCEQ Operator ID number for credit.

Engineers may also receive licensing CE hours for attending on a self-reporting basis (NOTE: We will not have Engineering forms on-site). The Professional Ethics Workshop for Engineers course offered on Thursday satisfies the Professional Ethics requirement.

Walter W. Chiang, Chairman of CP&Y, Inc., will be the featured speaker at the

Gloyna Breakfast at 7 a.m. Thursday morning. Tickets for the breakfast are $35 and are sold separately.

Chiang was born in China. His family relocated to Hong Kong in 1951 and later to Taiwan. He came to Texas in 1968 and was an engineering research assistant under Drs. Gloyna, Malina, and Eckenfelder. He received his Master’s degree in Environmental Engineering in 1970. He has more than 40 years of design and project management experience in both environmental and civil engineering projects and is the Chairman of the Board and Principal at CP&Y, Inc.

He was first employed by URS (formerly Forrest and Cotton, Inc.) from 1971 to 1976 as a civil/environmental engineer and then later as a project engineer. He has also served as an adjunct faculty member of the Civil Engineering Department at The University of Texas at Arlington since 1975, teaching water and wastewater treatment design and industrial wastewater treatment.

Now headquartered in Dallas, the firm is known today as CP&Y, Inc. and has offices in McKinney, Fort Worth, Austin,Houston, San Antonio, Oklahoma City, and Phoenix. Under Chiang’s leadership, the firm has earned a reputation for performing high quality engineering and planning work.

Chiang specializes in water quality assessments, process design, treatability studies, pilot plant studies, and alternative treatment technologies for water and wastewater treatment. He has been involved with projects throughout Texas, other parts of the U.S., and in China, Hong Kong, Taiwan, Puerto Rico, and Mexico.

Chiang is a member of AWWA, WEF, and was inducted into the Civil, Architectural and Environmental Engineering Academy of Distinguished Alumni at the University of Texas at Austin in 2009. He has conducted lectures and authored/coauthored numerous technical papers and books in the Water, Wastewater, and Solid Waste areas.

TRANSPORTATIONTransportation will be provided to the following Texas Water 2014 events:

Note: All buses will arrive and depart from the Anatole Hotel Jade Entrance which is located in Atrium II at the south end of the hotel. There will be a sign located at the bus stop area.

The Environmental Event scheduled for Monday, April 14, will have a bus arrive at 7:30 am, with departure at 8 am. The bus will return from the event at noon.

The Guest Programs on Tuesday, April 15, and Wednesday, April 16, will have bus arrivals at 8 am with departures at 8:30 am. The program also includes a lunch destination for each day. The buses will arrive at the Anatole Hotel at 3:30 pm each day.

Buses will be available for the Wednesday evening conference event at the Frontier of Flight Museum located at Dallas Love Field Airport. Attendees may

board the buses between 5 and 5:30 pm for departure. The conference will also provide small shuttle buses to run continuously between the Anatole Hotel and the Flight Museum for any attendee wishing to leave early. The last bus will leave the Museum at 8:30 pm.

On Thursday, there will be two facility tours presented. The Bachman Lake Water Plant and the Southside Wastewater Plant. For both tours, the buses will arrive at 7:30 am and depart at 8:30 am. The buses will return to the Anatole Hotel at noon.

A panel of celebrity judges grades the samples. Along with Texas bragging rights, the winning entrant competes at the AWWA Annual Conference and Exhibition in June.

Dallas Water Utilities Southside Treatment PlantNew Dewatering Facility TourWe are very excited to offer the first public conference tour of the Dallas Water Utilities, Southside Treatment Plant’s new dewatering facility. This tour will appeal to all that are interested in “state of the art” wastewater operations technology. Attendees who participate in this tour will see the new $40 million dollar facility that was completed and placed into operation during the Fall of 2013. The 46,000 square foot facility currently has 12 belt filter presses installed with room for two additional presses in the future. The facility was designed to handle an average of 146 dry tons per day (DT/day) with a peak capacity of 176 DT/day. The facility includes a separate environmentally controlled operator mezzanine to improve worker comfort & safety and a separate Silver LEED Certified solids operation building. This tour is limited to 25 attendees and closed-toe shoes are required.

Dallas Bachman Water Treatment Plant: 1930 to State-of-the-ArtWe invite you to join us for a tour of the Bachman Water Treatment Plant that was originally built in 1930 at a capacity of 30 MGD. To meet the treatment goals of the Enhanced Surface Water Treatment Rule, the Plant was modernized during a final expansion from 2003 through 2010. During this expansion, six separate construction contracts were awarded to accomplish these goals while maintaining production to meet system demands. The newest system in the facility is the Ozone Disinfection Facility that blends modern with classic architecture. This facility also includes a new control room converted from a lime slaker room, and provides an excellent example of what can be accomplished in a very limited space. This State-of-the-Art facility now has a capacity of 150 MGD while maintaining its original charm and historical appearance. This tour will last about an hour and a half and will include a presentation by Michael Graves, P.E., with CP&Y and a tour led by Ken DelRegno.

GUEST PROGRAMTUES., APRIL 15 – WED., APRIL 16Guest Program participants will visit four great sites featuring science, sustainability, nature, history and art. The program fee includes venue entry, transportation, breakfast and lunch for both days, and a ticket to the Wednesday evening event. Tour participants will meet for a light, continental breakfast at 8 a.m. at the Counter Offer in Atrium II of the Hilton Anatole. Departure will be from the Jade Pavilion at 8:30 a.m. on both days.

Tuesday, April 15The George W. Bush Presidential Library and Museum features exhibits about the events and issues of the eight-year term of our 43rd president. The architectural signature of the museum is Freedom Hall, which includes a video wall that depicts a montage of the 44 U.S. Presidents. The museum also features Decision Points Theater, a piece of steel from the World Trade Center, a full-sized replica of the Oval Office and a Texas Rose Garden. The Nasher Sculpture Centeris home to the modern and contemporary Nasher Collection. The Collection features the work of many sculptors, with pieces from Matisse, Picasso, Moore, Miró and Giacometti. The Nasher Sculpture Center has a rotating selection of works from the Raymond and Patsy Nasher Collection in both its indoor galleries and outdoor sculpture garden.

Wednesday, April 16The Perot Museum of Nature and Science is a living science lesson, illustrating engineering, technology and conservation. The museum features five floors with 11 permanent exhibit halls and the building includes sustainable and environmentally-friendly features. The museum has achieved Green Globes® highest ranking of four Globes.

The Texas Discovery Gardens is the first public garden in Texas to be certified 100% organic by the Texas Organic Research Center. The gardens are maintained using sustainable methods that conserve water and help protect the environment and feature native plants and plant species from around the world. In the Rosine Smith Sammons Butterfly House, visitors can see hundreds of butterflies while learning about the butterfly life cycle, and the interrelationship between plants and insects.
