Chaired by Executive Director(Pipeline

Services), Shri Samir Kumar Das, the opening

session was attended by senior officials from

diverse fields of Pipeline Department. Under the

overall objectives of “innovative ideas”, the

participants discussed topics ranging from

operational challenges in Naharkatiya - Digboi

Pipeline to taking a look into a challenging

future that lies ahead of the Department. All the

young executives from across the pipeline

participated enthusiastically and shared ideas

to overcome the challenges ahead. The day

ended with a welcome dinner.

Conference inauguration

Welcome Address

Shri Samir Kumar Das, ED(PLS) in his address

expressed his pleasure in welcoming all the

guests present to the first ever Pipeline

conference of OIL. He stated that the main

purpose of this conference was to keep

learning and also said that it is the need of the

hour to bring together the executives posted in

remote locations, to expose them to a variety

of ideas and trends that could impact the

future. Further, he added that this kind of

conference will also provide exposure for

conducting the pipeline business in a more

productive way. He voiced that the main

focus of this conference will be to deliberate

on future challenges, lesson learned and

technological upgradation that has taken

place in pipeline operation and business. He

affirmed that the executives of pipeline

department are extremely competitive and

have tremendous potential for grabbing any

business opportunity in the horizon.

The technical session was inaugurated

and declared open with the lighting of

the ceremonial lamp by CMD, D(O),

D(E&D), ED(PLS) and other dignitaries

present. After playing of the corporate

song of Oil India Limited, the dignitaries

present were felicitated. This was

followed by welcome address by

ED(PLS) and D(O) and a keynote

address by the Chairman & Managing

Director.

praised the quality of

presentations and stated

that they were fantastic. He

said that each of them was

prepared immaculately, with

less of texts and more of

figures and remarked that

this happens when the

presenters are confident of

the topic they are

presenting. He also discussed

about the latest

advancement made by OIL

in Exploration and

development activities in

Rajasthan, Dibru-Saikhowa

and Arunachal Pradesh and

said that these are areas

overall growth of the

company.

Shri Utpal Bora, Chairman and

Managing Director, emphasized

that Pipeline is an integral part of

OIL and has been doing a

commendable job by feeding

refineries with crude oil since its

commissioning in 1962. He

mentioned that such

conferences energize

executives to work even harder

and sincerely at their workplace.

He further stated that for the last

60 years OIL has been producing

oil and gas from the limited and

existing fields and over the years

these areas got saturated. To

sustain the production, OIL has

bagged the maximum number

of areas on offer, winning 12

blocks in the latest OALP round.

He also congratulated all the

presenters and appreciated the

quality of content and insisted

that there should be follow-up

actions on the issues and

solutions discussed.

In his address, Director

(Operations) Mr. P.K Sharma

said that the presentations

engaged the audience

throughout the sessions. He

remarked that the

presentations were elaborate

and have managed to set a

standard for future pipeline

conferences. The Director

(Operations) urged the

young engineers to continue

working actively for better

performances in the future.

Further, he stated that

pipeline department should

take the advantage and feel

privileged that the size of the

project handled by pipeline

department is the maximum

in OIL, in terms of monetary

value. He mentioned that

Pipeline executives with such

experience would be in a

better position to handle

even bigger projects in future.

The paper presents the effect of induced voltages on underground

pipeline sharing a common right - of - way with overhead electric power lines. The largest induced voltage levels occur at locations along the pipeline where the electric field of power lines changes value due to some form of el ectri cal or physical

discontinuity. It discusses the effective way of mitigation i.e grounding the

pipeline at the locations of the induced voltage peaks.

TECHNICAL

SESSION

The majority of the failure mechanisms that significantly reduce the reliability and life of a ce ntrifugal

pump are caused by operation away from the pump best efficiency point

( BEP). To achieve best - in - class life and increase reliability of centrifugal pumps, predictive maintenance

should be done.

With the implementation of North - East Hydrocarbon Vision

2030 , business opportunities are in the doorstep for Trunk Pipeline Operators. Oil India Limited, being the leader in

Pipeline Business in North - East India for more than half - a - century, has the

prospect to expand its Pipeline Portfolio. This paper advocates to

project pipeline business as strategic growth area for the company and

presents number of pipeline Business Cases.

The topic of the presentation is petroleum sludge management

i.e to extract the oil part from the sludge and dispose of the sludge. The economic benefit of the same is also considerably

high The process may be later transformed to a full - scale Sludge

management unit for the entire northeast sector which will be able to process any sort of sludge (e.g tank bottom sludge,

pipeline pigging sludge).

The topics deal with the methodology that was adopted for carrying out pigg ing of Natural Gas gathering pipelines with the use of upstream natural gas pressure from

wells and describes selection of pigs, arrangement for controlling of

liquid driven out of the pipelines and the overall Gas field operation. Mohit Soni

Pipeliner must take extra care and precaution while going for hook - up job

with an existing pipeline, not only b ecause the existing pipeline is transporting hydrocarbon at

elevated pressure, but also due to risks associated with environmental damaged due to spillage. Pipeline Stopple can mitigate such risks to a high Pipeline stopple in conjunction

with existing block valves and isolation pigs can effectively reduce risks associated with

evacuation of hydrocarbon products from within the pipelines.

A geographical information system (GIS) is a framework for

gathering, managing and analyzing data. It analyzes spatial location and

organizes layers of information into visualiz ations using maps and 3D

scene . GIS at Oil India Ltd has been implemented at Pipeline department

which has provided another dimens ion for the maintenance of the assets and the pipeline Right of Way

( ROW). GIS has the potential to manage and responds to eve nts and

enabling the user to set priorities .

DRA has primarily been

used for increasing the flow

capacity of a system without

installing new pumping stations or

looping the line. This paper presents

economic impact of using Drag

Reducing Agent at PS10 Barauni and

PS8 Sonapur on cost of reverse

pumping operation. Financial analysis

has been carried out to show net gain

or profit after commissioning of

DRA System at both the

stations.

On 03 - 07 - 2017 a PIG was launched from IP2(Noonmati)

did not reach its destination at IP3(Bongaigaon) . The PIG might have got stuck somewhere in between. This unfortunate incident led to a series of events that eventually changed the

pigging philosophy of NSPL Pipeline.

Direct Assessment methodology is one of the options in validating Pipeline

Integrity. It is a non - intrusive and non - destructive technique which intends to address; i. External corrosion (EC) ii. Internal corrosion (IC) iii. Stress corrosion cracking (SCC)

DA utiliz es various NDE techniques and experience to identify both time dependent

and time independent defects in pipelines. DA may be used as a primary assessment method or as a supplement to other

methods such as ILI.

Methodology adopted for execution of NBPS Ph I project and Challenges faced during execution. Some of the case

study of jobs carried out in NBPS Ph I. The learning from

NBPS Ph I project.

Day 3 of the Pipeline Conference began with presentation of posters before the august

gathering of CMD, Functional Directors and Executive Directors of the OIL.

Poster Presentation was aimed at showcasing the core operational competencies of

Pipeline Department as well as highlighting important aspects of new technology

adoption in operation and maintenance of OIL’s pipelines. The first poster titled. ‘Benefits

of Up-gradation Project’ stressed on operational as well as financial benefits emanating

from adoption of new technology in ‘Up gradation Project’. This was followed by,

‘Pipeline Rehabilitation Project-Phase-I’ which touched upon the topic of coating

rehabilitation as well as CP augmentation undertaken in 575 KM of OIL’s pipeline under

Phase-I of the project. ‘Optical Fibre Communication & Telecom Business Strategy’ laid

out the details of operation of OIL’s long range communication as well as the revenue

generated from leasing of OIL’s OFC fibres to third parties. Following three posters on

‘Pipeline Maintenance Section’, ‘Mechanical Maintenance Section’ & ‘Electrical &

Cathodic Section’ dealt with the aspects of maintenance of crucial assets such as the

pipelines, mechanical equipment & ancillaries installed at Pump & Repeater Station as

well as cathodic protection of the pipeline system. The final poster titled ‘Advanced Cell

By-Pass feature for Pumping Operation’ underlined the importance of achieving

continuous operation of pumping units coupled with VFD’s even in case of cell failure

within a VFD.

CMD, along with Functional Directors actively engaged with the presenters of the posters

and provided valuable insights and suggestions on each of the poster topics.
