1 . ThIs visit v.,L s the culr,lination of a series of visitsover the last 18 months which have been designed prii:l:rilyto de.acnstrate our support for Pakistan and to encourageher to stand firm against Soviet pressures, as well askeeping world opinion focussed on the !afghan problem( paragraphs 1-3 .

2. Trip progra:r:ie was therefore designed to give thePrime .,.mister the ooportunit to deliver these messagesin public in front of the v;orld .ress (paragraph Q. 3. The talks pith General %ia therefore assumed a lesserimportance and concentrated mainly on ref hariistan and !ran(par•agra ph 6). General Zia accep cd without cue: tion thePrime i=inister's account of what had happened at iaelbourneabout Pakistan's ,i sh to re-enter the Com. ionwealth (par_b

ztGraph 7). General Zia raised a few bilateral ointsFlis object cle=arly was to keep the atmosphere friendly anduncontroversial (paragraph 8).

4. The major part of the programme was the Prime iJini st er'svisit to the frontier and this was a drar.tic and movingoccasion, with her pov rful speech to the Afghan refugeesfolloti-red by the scene at the fronti er post where she lookedinto E,fghanistan (paragraphs 9 and 10).

5. It was a pity that the Prime i,iinister's main contactduring the day was with two Generals, who are pleasant butnot very intelligent and that she had no opportunity tomeet sortie of the tectrnocrats in the government and to seethe more modern industrial and business part of the J-'akistanpicture (naragraph 11). But for all its shortness, thisvisit must. be accounted entirely successful in terms ofwhat we set out to achieve and crust have contributed greatlyto our objective of adding to Pakistan's self-confidence(paragraphs 12).
