By CARRIE PRAZAK-GOURLEY The Waller Times On Saturday, December 5, several Waller County officials were attending an Awards Ceremony and lun- cheon for the Waller County Child Welfare Board at the Saltgrass Steak House, located in Katy at 21855 Katy Freeway. Nearly 100 people were in attendance, includ- ing Waller County Sheriff Glenn Smith, all Waller Coun- ty Commissioners-- Justin Beckendorff, Russell Klecka, John Amsler, Jeron Barnett, and Waller County Judge Trey Duhon-- along with County Clerk Debbie Hollan, and District Attorney Elton Mathis. While attending the event, Sheriff Smith’s and Commissioner Beckendorff’s vehicles were burglarized and in total eight handguns and two rifles were stolen. Sheriff Smith stated that his county vehicle, a black 2006 Ford F250 truck, was parked in the rear parking lot of the Saltgrass Steak House. Smith arrived at the location at 11 a.m. and departed the restaurant at 1 p.m. Smith noticed when returning to his vehicle that the driver’s side door lock had been tampered with and was pushed in. He said that the vehicle’s alarm did not work since the keyhole was punched and the key lock burned. Six handguns and two rifles were missing, including: (four county issued) Heckler and Koch UMP45 .45 Caliber sub-machine gun; Springfield TRP .45 Caliber; Heckler and Koch Compact 45; Smith and Wesson B&G Revolver; and four personal- Sig Sauer PM400 300 Blackout Rifle; Sig Sauer 1911 .45 Caliber; Bond Arms Derringer .45 Caliber; and a Heckler and Koch P30SK 9MM. Also, a Sheriff’s Office issued windbreaker jacket was stolen. According to Smith, after noticing the burglary, he immediately called the WCSO who then in turn notified Saltgrass Steakhouse about the burglaries. Smith then stated that he drove back to Hempstead because he be- lieved that the most important first step was to get the stolen guns’ serial numbers into the Texas crime data- base system, and he believed the fastest way to do that was at the WCSO. Waller County vehicles robbed during county luncheon By CARRIE PRAZAK-GOURLEY The Waller Times On Wednesday, December 9, the Waller County Commissioners Court met in regular session at 9 a.m. at the Waller County Courthouse. Commis- sioners Justin Beckendorff, Russell Klecka, John Amsler, and Jeron Bar- nett were present and Waller County Judge Trey Duhon presided. During public comments, local res- ident LaVaughn Mosley asked for the resignation of Sheriff Glenn R. Smith, and pledged to encourage students of Prairie View A&M University to boy- cott Hempstead if there is no resigna- tion. Mosley stated that a resignation was in order due to the Sandra Bland incident and due to the burglary of the sheriff’s gun’s which took place on Sat- urday, December 5 in Katy. See related story, this page. Rick Welch addressed the com- missioners court about his concerns on the proposed installation of cameras for uninsured motorists. According to Welch and to the State Attorney Gen- eral’s Office, revenue from a pretrial diversion program cannot be split be- tween a county and a private company, as had been suggested by the IX Group. He also discovered that Bowie Coun- ty’s District Attorney has submitted a request to the Attorney General to see if such a public/private arrangement for pretrial diversions is allowed by Texas State Law. Bowie County has also been approached by the IX Group for the purpose of installing cameras to detect uninsured motorists. Later in the session, the IX Group’s withdrawal of the proposed contract for uninsured motorists enforcement was spread upon the minutes (officially re- corded). Duhon stated the item was tabled, rather than brought up for a vote be- cause he was “gathering feedback and doing more research on the topic.” His main concern was that the Texas insur- ance database is not up to par and has a 10% error rate. Commissioner Amsler stated the issue should have come to a vote and should never have been postponed, and added that everyone on the court should have to “face the music.” Amsler ar- gued that the votes were never there to approve the cameras and there was no reason for the delay. He also noted that the withdrawal of the contract by the IX Group was received on December 3, the last day to prevent a vote on the contract from taking place at court. Although no vote could take place because no contract was on the table, Judge Duhon agreed to a show of hands and commissioners unanimously raised their hands in open court showing op- position to installation of cameras in Waller County, but it was not an offi- cial vote for the record. Afterwards, Duhon stated, “The is- sue, as far as I am concerned, is dead.” In other business, the court ap- proved the agreement between Waller County and the Waller County Fair Association and approved payment of $10,000, after receiving reassurance that the WCFA is in negotiations to ac- WallCo Commissioners drop cameras for uninsured motorist detection complish a full financial audit, to be avail- able in early 2016.     Waller County vehicles robbed during county luncheon

    On Wednesday, December 9, the Waller County Commissioners Court met in regular session at 9 a.m. at the Waller County Courthouse. Commis-sioners Justin Beckendorff, Russell Klecka, John Amsler, and Jeron Bar-nett were present and Waller County Judge Trey Duhon presided.

    During public comments, local res-ident LaVaughn Mosley asked for the resignation of Sheriff Glenn R. Smith, and pledged to encourage students of Prairie View A&M University to boy-cott Hempstead if there is no resigna-tion. Mosley stated that a resignation was in order due to the Sandra Bland incident and due to the burglary of the sheriff ’s gun’s which took place on Sat-urday, December 5 in Katy.     Rick Welch addressed the com-missioners court about his concerns on the proposed installation of cameras for uninsured motorists. According to Welch and to the State Attorney Gen-eral’s Office, revenue from a pretrial diversion program cannot be split be-tween a county and a private company, as had been suggested by the IX Group. He also discovered that Bowie Coun-ty’s District Attorney has submitted a request to the Attorney General to see if such a public/private arrangement for pretrial diversions is allowed by Texas State Law. Bowie County has also been approached by the IX Group for the purpose of installing cameras to detect uninsured motorists.

    Later in the session, the IX Group’s withdrawal of the proposed contract for uninsured motorists enforcement was spread upon the minutes (officially re-corded).

    Duhon stated the item was tabled, rather than brought up for a vote be-cause he was “gathering feedback and doing more research on the topic.” His main concern was that the Texas insur-ance database is not up to par and has a 10% error rate.

    Commissioner Amsler stated the issue should have come to a vote and should never have been postponed, and added that everyone on the court should have to “face the music.” Amsler ar-gued that the votes were never there to approve the cameras and there was no reason for the delay. He also noted that the withdrawal of the contract by the IX Group was received on December 3, the last day to prevent a vote on the contract from taking place at court.

    Although no vote could take place because no contract was on the table, Judge Duhon agreed to a show of hands and commissioners unanimously raised their hands in open court showing op-position to installation of cameras in Waller County, but it was not an offi-cial vote for the record.

    Afterwards, Duhon stated, “The is-sue, as far as I am concerned, is dead.”

    In other business, the court ap-proved the agreement between Waller County and the Waller County Fair Association and approved payment of $10,000, after receiving reassurance that the WCFA is in negotiations to ac-

    But May, remarried now with another child had financial difficulty and a lot of debt, due to his wife’s battle against cancer. Luckily for May, in 1947, Mont-gomery Ward signed the copy-right over to him, and May then licensed a commercial version of the book along with a full range of Rudolph-themed merchandise--puzzles, snow globes, mugs, view-master reels, and slippers.

    Then in 1949, his brother-in-law, songwriter Johnny Marks, set Rudolph’s story to music. Bing Crosby turned down the song, and singing cowboy Gene Autry was chosen to record it instead. The song was an instant hit, selling 2 million copies the first year alone, and remains one of the best-sell-ing songs of all time.

    The song’s royalties and mer-chandise sales allowed May to pay off his medical debts, and his mortgage, and allowed him to live

    comfortably, but did not make him rich. After leaving Montgomery Ward in 1951 to manage the Ru-dolph empire, he returned seven years later and continued to work as a copywriter until his retire-ment, at the age of 70, in 1971.

    An animated version of Ru-dolph the Red-Nosed Reindeer, created in 1964, is the longest-running Christmas special in tele-vision history, although the tele-vision version varies from May’s original tale, it is a most-beloved American classic to this day.

    “Rudolph the Red-Nosed Reindeer” has indeed become a piece of American folklore, and a metaphor for overcoming ob-stacles, embracing differences, and recognizing each individual’s unique potential.” After 75 years, it still teaches a powerful lesson to younger generations.

    According to May, he developed the theme for his story one morn-ing, as he peered out the window at the thick fog that had drifted over Lake Michigan. His idea was of a misfit reindeer, ostracized be-cause of his luminescent nose, but who later used the physical abnor-mality to guide Santa’s sleigh and save Christmas.

    May worked on “Rudolph the Red-Nosed Reindeer” through the summer as his wife’s health wors-ened. She passed away in July of 1939. Now a widower, he re-fused his bosses’ offer to give up the assignment. Saying that writ-ing helped to bury his grief, May continued the assignment and fin-ished the story in late August.

    May stated the storyline

    was inspired from his own child-hood. “Rudolph and I were some-thing alike,” the copywriter told Guideposts in 1975. “As a child, I’d always been the smallest in class. Frail, poorly coordinated, I was never asked to join school teams.”

    That Christmas, Montgom-ery Ward presented the 32-page illustrated booklet to all children who visited any of their 620 stores. Children snapped up near-ly 2.4 million copies of the paper bound book like hotcakes. When WWII began, plans to reprint the book were shelved for the dura-tion of the war, due to paper short-ages.     Long entrenched as an Amer-ican icon, the popular Christmas song “Rudolph the Red-Nosed Reindeer”, penned in 1939 by department store adman Robert May, recently celebrated its 75th birthday.

    In early 1939, at the Chicago headquarters of the Montgomery

    Ward Department Store, the ad department was set to work on developing its own Christmas-themed book, in house, just weeks after holiday celebrations had ceased.

    Robert May, a copywriter with a knack for limericks, was chosen for the task. But, May had difficulty summoning up holiday cheer that year. His wife was suf-fering from cancer, which had made his life a sorrow and daily strain. As a Dartmouth graduate, churning out a mail order catalog was far from his dream of writ-ing the Great American Novel. Yet, despite his reluctance, May agreed to write the book.

    Given the assignment to de-velop an animal story, May chose a reindeer, mostly because his 4-year-old daughter loved them and always wanted to see them first when they went to the zoo.

    I told her about searching the Social Security website – and even Google – and that I couldn’t find anything that even remotely fit the wording in the letter. I went on to tell her that I had also used the benefits calculator to deter-mine my Social Security benefits and got conflicting information.

    She nodded knowingly and said, “The website is good for some things, but not so good for others.”

    Okay, that was not reassur-ing.

    I asked her to please run the calculations for me so I could de-cide my next step. She cheerfully did and gave me the printout. It didn’t match anything I had got-ten on the website, but I suspected her numbers were more accurate than the website. I was beginning to realize that the website was not going to be a good resource for me in the future.

    She recommended that I file for Social Security now because of the sometimes-lengthy time it takes to process the benefits. She also suggested that I do it there in the office in case I needed help. She assured me I could cancel it if I changed my mind.

    Within 20 minutes, my task was complete and I was on my way home. My confirmation said

    I would get an email from Social Security … or I could email … or I might get a phone call. Oh, and that phone call could come day, night, or on a weekend.

    A week passed and I heard nothing. When I checked my ac-count, the message said my ap-plication was being handled in Birmingham, Alabama, and that “no decision has been made at this time.” What decision? I’m eligible. Let’s do this.

    Finally, after almost two weeks, I got “the phone call.” The kind lady asked me for all kinds of identifying information – date and place of birth. Various names used by my parents. Mailing ad-dress. Physical address. Social Security number. She didn’t ask my blood type, though.

    All my answers checked out, so we started the review of my application. It went well until we got to the amount of the benefit – how much will my check be. She told me how much. I told her that didn’t match anything from either the website or the Social Security office. We played “what if ” with dates and she gave me some other figures. I told her that I now have five different figures, which made it difficult – and confusing – to make a decision.

    We compared the original two figures I had against the three “what if ” figures she just gave

    me. They were close, but still … That’s when she remarked that the figures she was giving me were after the Part B insurance premi-um was taken out.

    See, that doesn’t make sense to me. I know I have to pay it, and I know it is automatically deducted. However, that premium is an ex-pense. The Social Security check is income, or revenue. I need to know what those figures are sepa-rately, because they are separate in a budget. They belong in differ-ent columns. I understand that the net result is zero, of course, but I want to do my own math.

    The Social Security lady laughed and said no one has ever made that point to her before, and that it makes perfect sense. She said, “I understand that!” Well, finally!

    And so, after two weeks, I had the proper information and was able to make a proper deci-sion. It’s going to be a lonnnng old age, I’m afraid.

    My nephew-by-marriage, Stephen Dominguez, will blow out his candles next Saturday. His sweet wife and my niece, Eliza-beth, will celebrate her special day two days later, on Monday. Knowing my sister, Betty Hart, they will have spectacular cakes upon which to perch their birth-day candles.

    got a letter from the Social Se-curity people a few weeks ago; looked like a form

    letter. At a “certain age,” I’ve dis-covered, one gets a good number of such letters.

    This letter announced – as if I didn’t know – that I have a birth-day coming up – okay, it’s a rather significant birthday – and that I need to take certain actions with Social Security. Other than advis-ing me of my birthday, I didn’t understand anything else in the letter.

    So, I did a logical thing – for me. I logged into my online Social Security account to see if I could untangle the message. Nope.

    The company chairman and I share a birthday, so I showed him the letter, assuming, of course,

    that he received the same let-ter. He didn’t (nor has he gotten one to this day). I also assumed that, because he is a lawyer, that he could interpret government-speak. Nope, he didn’t understand the letter either.

    I showed the letter to a co-worker 15 years my senior, and who understands Social Secu-rity much better than I. He just scratched his chin, shook his head, and said, nope, I don’t know what they’re trying to say.

    After learning a few years back that I won’t get accurate in-formation by phone, I took myself to the Social Security office. I ex-plained to the nice lady (really, she was nice) about getting the letter and how no one could interpret it. With an air of confidence, she took the letter and read it.

    She frowned. She laid the let-ter down on the desk and read it again … slowly. I know she read it slowly because she ran her finger along the sentences, sometimes backing up to read some of the words again.

    She frowned … again.She looked at me, and obvi-

    ously not wanting to admit it, said, “I don’t know what they are trying to say, either.”

    Waller Police Department Officers responded to 21 calls for service resulting in five in-cident reports and two arrests. Additional officers completed three motor vehicle accident reports.

    On December 4, Officer Zuniga was dispatched to the 40900 block of US 290 to inves-tigate a disoriented person. After further investigation, the person

    was placed in custody for pub-lic intoxication and transported to the Waller County jail.

    On December 8, Officer Prudente responded to the 2201 block of Alliance Street to in-vestigate a disoriented person. After further investigation, the person was placed in cus-tody for public intoxication and transported to the Waller Coun-ty jail.

    On December 8, Officer Prudente responded to the 1041 block of FM 2920 to investigate Criminal Mischief. The case was forwarded to the Criminal Investigation Division for fur-ther investigation.

    Manuel responded to the 19502 block of FM 362 to investigate a Burglary of a Motor Vehicle. It was discovered that two ad-dition vehicles had also been burglarized with several items stolen from all three vehicles. The case was forwarded to the Criminal Investigation Division for further investigation.

    Matthew, Nicole, and big sis-ter Brooklyn Landri, are excited to announce the arrival of Kyndal Lanae Bettis. Kyndal was born at 12:01 a.m. on November 12, 2015. She weighed 8 pounds, 8.5 ounces and was 20 and ¾ inches long.

    Celebrating Kyndal’s arrival are her grandparents Scott and Pat Blezinger and Barry and Laurie Bettis; great-grandparents Clinton and JoAnn Blezinger; and uncles and aunt Ross Blezinger and Jer-emy and Taci Bettis.

    “This is the first time this has ever happened to me in more than 35 years of law enforce-ment, “ Smith added.

    Smith also stated that the guns were not laid out in the open, but were secured. “Some were hidden under the seat and others in backpacks,” Smith said.

    Then, the sheriff requested that Chief Deputy Joe Hester contact Waller County Patrol Su-pervisor Corporal Bryan Mace, who was instructed to meet with the sheriff and complete an inci-dent report. Corporal Mace met with Sheriff R. Glenn Smith at the Waller County Sheriff’s Of-fice later that same afternoon.

    On the day the incident took place, Sheriff Smith also contact-ed the ATF, the Harris County Pct. 5 Constable, and the Texas Rang-ers, and all are currently working on the case. Although the Harris County Sheriff’s Office, where the incident took place, was not contacted until Monday morn-ing, the HCSO is also working on the case, along with a Waller County investigator.

    Some have cited the sher-iff ’s lack of judgment for not immediately notifying local law enforcement. Federal law states that licensed gun owners must report theft or loss of firearms “within 48 hours of discovery to the ATF and local a local law enforcement agency”, which in this case was done in accordance with the law.

    Also, contact was made with Wade Wilson, manager on duty at Saltgrass Steak House who stated that there are cameras in that area of the parking lot, but that the camera system is cur-rently not working, and that man-agement has contacted a service company for repair.

    Later that same evening, Commissioner Pct. 4, Justin Beckendorff noticed that his car lock had been tampered with, but since his packages were still in the backseat of his vehicle, he did not suspect a burglary.

    The next morning, he called the sheriff to find out what po-lice agency to contact about his lock. After talking to the sheriff, who informed him of his stolen guns, he checked for his two li-censed handguns and discovered they were missing from their seat pouches in his vehicle, a 2004 red Dodge Ram. The missing guns are a Glock 19 9mm with night sights, and a Kel Tec P-32 Cali-ber. Beckendorff then contacted the Harris County Sheriff’s Of-fice and filed a report.

    When asked why he had so many weapons, Sheriff Smith stated that he usually doesn’t carry quite that many weapons, but just happened to have a few more last week, and that some were newly received. Smith stat-ed that he always carries an as-sault weapon, however, in case of a SWAT incident, which he said can happen at any time. He

    Smith added, “My job is not an office job, and I am out on a regular basis from one end of the county the other, and the sher-iff’s office has to be prepared at all times.”

    Smith stated that he did not think when he arrived at the event that anyone would break into a police car in broad daylight, and added that he also had an alarm. “Most burglaries of police vehi-cles take place at night and in an urban area. Times have changed dramatically and more so every day. Twenty years ago an officer could leave his vehicle unlocked with the key in the vehicle and no one would dare enter.”

    Smith said that no finger-

    prints were available on his vehi-cle, only smudges, and Becken-dorff’s vehicle was used several times before the break-in was noticed, making fingerprinting impossible.

    Sheriff Smith has been under fire since Sandra Bland commit-ted suicide in the Waller County Jail last July. The Texas Commis-sion on Jail Standards cited the jail for not complying with state standards regarding staff train-ing and observation of poten-tially suicidal inmates. Protesters converged for several weeks last summer outside his office.

    Details on the stolen guns have been entered in national and Texas crime databases. Crime Stoppers is offering a $1000 re-ward or information on the theft of these guns. Anyone with in-formation should call 713-521-4600.

    The roberts road elementary fourth-grade class put on a fun program for attendees on No-vember 12. The students dressed in everything from poodle skirts to cowboy boots for the Dance! Dance! Dance! themed event. The show promised five super dance hits that will surely get you mov-ing, and the students delivered. The show gave a brief history of Rock and Roll through songs. Rock and Roll began in the American south in the 1940’s. Rock and Roll’s musical style was developed by combining R&B and country styles with a rhythmic beat and vocals, much like the Rock and Roll of today. The students sang and danced to At the Hop, Twist and Shout!, Down at the Twist and Shout, We Got the Beat and The locomotion.     The Gamma Omega Chap-ter of Delta Kappa Gamma So-ciety International met at 9:30 a.m. on Saturday, December 5, 2015 in the Fellowship Hall of St. Paul Lutheran Church in Phillipsburg, Texas with 46 members and two visitors in at-tendance.

    Shelley Nies lead the pledg-es and the Collect. The Mission Statement was read by Mary Keienburg. The meditation was given by Carobeth Bockhorn and a prayer was said by Cheryl DaBera.

    Burton members presented the program, Giving from the Heart. Mary Keienburg present-ed examples of people giving from their heart and how that generosity benefitted people from various walks of life. Eliz-abeth Jurica provided Christmas music while Shelley Nies led the members in making Christmas ornaments that will be donated to nursing home residents.

Lou Pruett of the Legislative Committee encouraged us to keep up with the presidential candidates and know what their platforms are to prepare us for the primary election in March. Sue Wiepre-cht reported that five individu-als will be receiving scholar-

    to combine Hempstead and Caldwell into one group and to keep Waller and Somerville as two separate groups for pro-grams.

    An Executive Board meet-ing to complete the biannual report has been set for Janu-ary 9, 2016 at Mobius in Bren-ham. The Area 7 Workshop has been set for August 27, 2016 in Marble Falls. Mary Keienburg volunteered to be the chapter representative at the Area Com-mittee meeting in Austin on January 16, 2016.

    Patsy Ashorn. Anna Breddin donated the Perfect Attendance prize won by Linda Pipes. The Burton members were thanked for serving as hostesses. The next meeting will be Febru-ary 6, 2016 at 9:30 a.m. at St. Paul Lutheran Church in Phil-lipsburg with Burleson County members serving as hostesses. Following adjournment, the members sang the Delta Kappa Gamma song.

    On November 20, the Main Street Theater of Houston put on the show, The Magic Tree House: A Night in New orleans for all students at roberts road elementary School. The show was based on the children’s book Magic Tree House: A Good Night for Ghosts by Mary Pope Osborne. The show was exciting and full of music that captured the student’s attention. The show was sponsored by the PTo, and was attained by a grant that PTo President Joanna alvarado received to bring the Fine arts show to roberts road elementary.     has been extremely busy this fall semester preparing for the numerous leadership contest that have been held.

    On November 16, 32 stu-dents attended the District IV LDE Contest held at Blinn Col-lege. Five teams advanced to compete at the Area III Leader-ship Contest held on November 21, with one team being for-tunate to advance to the State Leadership Contest held at Sam Houston State University.

    The following is a list of the students and the teams that they competed on along with their placement at the District, Area and State competitions: Katie Warneke, Cooper Hightower, Wyatt Pershall and Hannah Bey-er placed fifth in Public Rela-tions; Jenna Byer placed second at District and fifth at Area in

    Waller ISD Sets Public Hearingon TAPR Report

    The Waller Independent School District has scheduled a public hearing at the Monday, January 11, 2016 Regular School Board Meet-ing at 6:30 p.m. in the Waller ISD Board Room at 2214 Waller Street, Waller, TX 77484. The purpose of this hearing is to discuss the 2014-2015 Texas Academic Performance Report (TAPR).
