Vision for the Real Makers of Delhi

Department for Poverty Alleviation of Urban Poor

Congress ruled MCD will establish a separate department dedicated to improving the

livelihoods and living condition of poor people involved in various types of work in

the informal sector. With the aim to integrate the urban poor as an important

constituent in the development process, the department will integrate all the services

meant to improve the condition of poor. A dedicated task force will be

created for this department that will specialize in delivery

of services to the poor.

The department will act as a hub through which central and state government’s social

welfare policies would be channelized to facilitate labours working in unorganized

sectors so that they can avail benefits of policies like Rashtriya Swasthya

Vima Yojana (RSVY), Pradhan Mantri Jeevan Jyoti Veema

Yojana (PMJJVY) etc. Registration will be mandatory to

get benefits.

1. Health insurance for sanitary workers, street vendors, construction workers

and domestic workers. Delhi CM Arvind Kejriwal had promised “Cashless

Health Cards”, last year in his Safai Karamchari Sammelan. But nothing was

delivered to them.

2. Accident insurance for labours working in hazardous occupation like

construction site with a minimum regular contribution from the potential

beneficiaries. Earlier, Congress governed MCD used to provide jobs to the

next of kin, but BJP ruled MCD stopped this practice, we will again continue

this provision.

3. Unemployment Security Fund: A fund will be created for construction and

domestic workers, where each potential beneficiary voluntarily contributes an

assigned sum per month. MCDs will contribute three times more than the

prescribed sum into the kitty. A person suddenly losing job will be paid three

months salary from the fund.

4. The Department will collaborate with Central and State Govts on various

social welfare schemes, NGOs, private enterprises to bring in CSRs for

various projects

5. Dearness Allowence for Safai Karamcharis was reduced to 2% from 10%

(during Congress period), Congress will again increase it to 10%

Special Focus Categories of Unorganized Labourers

1. Street Vendors: There are around 5 lakh street vendors in Delhi

Special Vending Zones will be created with toilet and sanitation facilities.

Street vendors will be given license with monthly license fee of Rs. 1000/- so

that they may earn their livelihood with dignity and without getting hassled by

MCD officials and police.

MCDs can earn Rs. 600 crore annually from the licensing fee

MCD will promote weekly bazars and flea markets to enhance the income of

the vendor

2. Domestic Workers: There is no correct estimate of domestic helps in Delhi

that includes full time and part time domestic helps. Many of them, especially

female domestic helps staying and working full time in houses are subject to

potential threats of abuse from their employers. Similarly, many employers,

especially the elderly people are sometimes victims of crimes like robbery and

murder. Congress ruled MCDs would address this serious issue by

Ensuring registration of both part time and full time domestic helps in each

ward

Establishing grievance cells in every ward for domestic helps for prevention of

any potential abuse

Create a system via Department of Welfare of Urban Poor in each ward

through which they can avail benefits of Central and State Govt welfare

policies like RSVY

Through registration and regular monitoring at ward level, ensure safety for

both employers and employees

Security against unemployment for 3 months through Unemployment Security

Fund

Every Ward will be provided with a MCD kiosk

wherein the local residents can approach for availing

services of registered construction workers, domestic

helps etc. in the local area for a minimum fee.

3. Construction labourers

Development of labour Chowks with sheds and sanitation facilities, to be run

and managed by civil society organizations.

Registration of construction labourers through Department for Welfare of

Urban Poor in each ward

Job facilitation

Security against unemployment for 3 months through Unemployment Security

Fund

4. Auto rickshaw drivers and Rickshaw pullers

Would be brought into purview of social welfare schemes through Department

for Welfare of Urban Poor

Would be eligible for Accident Insurance

5. Unauthorised and Resettlement Colonies & Slums

Approx. 40 lacs people live in 1639 unauthorised colonies in Delhi. Previous

Congress Government in Delhi had spent Rs 4200 crore for the development of

unauthorized colonies, and had regularized 895 unauthorized colonies. But after the

exit of the Congress Government, all development works in unauthorized colonies

were halted. Despite tall promises by Aam Admi Party, not a brick was laid, and not a

single unauthorized colony was regularized.

Congress ruled MCD will earmark Rs. 2000 Crore development fund for

unauthorized colonies.

Congress party will sanction the layout plans of unauthorized colonies within

six months after coming to power in the MCDs

Congress party will strengthen the financial condition of the MCDs within two

months after coming to power

Sanitation workers would be appointed as per the established yardsticks in

unauthorized colonies

Separate funds for Councilors for unauthorized colonies would be setup

Schools, dispensaries, community centres and parks etc would be provided on

the vacant lands lying in these unauthorized colonies

Participation of RWAs would be increased

Extended population of Lal Dora villages would be regularized

6. Resettlement Colonies and Slums

Congress party started the process of the resettlement of the poor and the migrant

people in Delhi, as the Delhi Development Authority was unable to meet the growing

housing demands of the people due to the migration of more and more people from

other parts of the country.

Congress government set up resettlement colonies, and

provided funds for their developments. Congress was the

only party that initiated projects to provide flats/plots to

those living in JJ Clusters so that they could live in dignity,

with proper amenities .

In-situ rehabilitation for slums in MCD lands

7. Safai Karamcharis

Preference will be given to release the pending salaries and arrears for Safai

Karamcharis

Within 6 months, all pending arrears from all the 3 corporations will be

released.

Equipment will be provided Safai Karamcharis, and conducive environment

will be created for their work, especially for women Safai Karamchirs

Dearness allowance for Safai Karamcharis which was 10% during Congress

period, and was reduced to just 2% during BJP, will again be provided as 10%

All women Safai Karamcharis will be given a break of 1 hour in a day, so that

they can take their children to school

Every contractual employee would be made permanent after 2 years of

continuous service to the MCD.

Health Insurance would be provided along with Safai Health Cards to Safai

Karamcharis.

Safai Karamcharis would be provided with Accidental

Insurance and in case of accident, a job to the next of

the kin in the family would be provided.
