Table 1 International Affairs Request, FY 2007-2009Table 1 shows the actual appropriations levels for FY 2007, the discretionary new budget authority levels for FY 2008, and the request levels for FY 2009. The FY 2008 appropriated levels are post-rescission and include statutory transfers but does not include carryover, other transfers, or funds available under deobligation/reobligation authority.

Table 7 P.L 480 Title II Food for Peace, FYs 2007 – 2009USAID is responsible for the administration and implementation of P.L. 480 Title II. Table 7 shows actual program levels for FY 2007, estimated levels for FY 2008, and the FY 2009 budget request, including transport, voluntary agencies, the World Food Program, and the International Emergency Food Reserve. Non-emergency food aid is used for development purposes, such as agricultural productivity and maternal and child health. Emergency food aid is humanitarian assistance in response to natural disasters such as drought and floods.

FY 2008 Estimates represent preliminary levels at the time of printing and are subject to change prior to issuance of the report to Congress on allocations as required by section 653(a) of the Foreign Assistance Act of 1961

Additional FY 2008 rescissions in the following accounts, required by Title VI of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2008 (Division J, 110-161), will be taken from prior-year unobligated balances: Economic Support Fund ($133 million) and Export-Import Bank Subsidy ($25 million).
