Civic Center Master Plan
Connect US is a community-driven action plan for connecting people with L.A. Union Station, the 1st/Central Regional Connector Station and the historic neighborhoods that surround them. It began as a “Linkages Study” in 2013 through a joint effort by Metro and Southern California Association of Governments (SCAG). Connect US will transform streets into safer and more beautiful places to walk and bike. The project concepts link the historic/cultural neighborhoods of El Pueblo, Chinatown, Cornfield Arroyo Seco, Boyle Heights, Arts District, Little Tokyo, Civic Center and, when implemented, will truly “connect us.”

Pedestrian Safety Fundamentals
Provide essential improvements for pedestrian safety as projects are implemented. Improvements include sidewalk repairs, adequate sidewalk width, reduced driveway width, directional curb ramps at corners, continental crosswalk markings, mid-block signalized crosswalks, and all-cross signals at intersections where feasible.

Los Angeles St. Esplanade
On Los Angeles St. create a beautiful walk-bike route from Union Station/El Pueblo to 1st and Central/Little Tokyo. Expand east sidewalk to achieve a 30’ esplanade from the Plaza to 2nd St. with a 10’ pedestrian walkway and a 12’ bicycle path. Improvements include double rows of shade trees, ornamental street lights and medians with pedestrian refuge adjacent to City Hall.

2nd/Traction Gateway
Design a new gateway to Little Tokyo and Arts District at Alameda. Close slip lane at 2nd/Alameda for new plaza. Move DWP’s fence on Alameda and paint mural on wall. Widen sidewalks, add curb extensions and close Traction east of Alameda for a “People Street”. Make Rose a flexible street for special events.

N. Broadway Main Street & Promenade
Enhance Chinatown’s “main street” to serve businesses, pedestrians and cyclists. Improve pedestrian access/safety by restriping to one lane each way, center turn lanes and more full time curbside parking with bike lanes or cycle track from Cesar E. Chavez Ave. to Central Plaza and a walk-bike promenade over looking the L.A. State Historic Park from Central Plaza to the L.A. River.

3rd Street Walk-Bike Street
Make this westbound thoroughfare to Downtown safer for walking and cycling. Add a new signalized crossing at 3rd and Omar Sts. to help seniors cross safely. Eliminate a travel lane and add a two-way cycle track with street parking both sides (Alameda to Spring St.).

Cesar E. Chavez Streetscape
Improve walking environment of Cesar E. Chavez Ave. by providing new shade trees that won’t uplift sidewalk, bus stop illumination and ornamental lighting. Integrate bicycles per LADOT design from Grand Ave. to Mission St. Enhance bus stops serving Union Station per the Master Plan. Longer term: consider alternative ways to bicycle between Boyle Heights and Chinatown north of Union Station (like a walk-bike bridge over L.A. River).

Little Tokyo Streetscapes
Make Judge John Aiso/San Pedro St. (Temple St. to 3rd St.) and Central Ave. (1st St. to 3rd St.) more inviting to walk between Civic Center and Little Tokyo with streetscape improvements. Refine streetscape on 2nd St. as appropriate. Bike facilities to be provided by LADOT.

Los Angeles Crossing
Reinforce connection between Union Station and El Pueblo as the first step in walking/cycing to many destinations. Provide wide crosswalk (sidewalk level) from Union Station’s center entrance island across Alameda. Close part of Los Angeles St. to create an enlarged walkway to the Plaza. Improve intersection function and retain two-way traffic on Los Angeles St. in the near term. The street could be closed (Arcadia St. to Alameda) in the future.
Alameda Esplanade
Transform this historic thoroughfare into a tree-lined avenue from Little Tokyo and the Arts District to Union Station and north to the L.A. River, with separate walk-bike paths north of Union Station and south of US 101; a shared use path along Union Station (created by eliminating one travel lane each way); and a widened bridge over US 101.

Paseo Luis Olivares & N. Main Street
Make streets in the heart of El Pueblo safe to walk and bike with clear paths to Chinatown, Ft. Moore Pioneer Memorial, Grand Park and Civic Center. Transform Luis Olivares into a walk-bike esplanade. Close slip lane at N. Spring St. and Cesar E. Chavez Ave. for esplanade and bus stop plaza. Make N. Main St. more comfortable for walking and cycing and re-establish merchant loading north of bus zone.

1st Street Main Street
Calm traffic in Little Tokyo so this “historic main street” is safe to walk/bike between Civic Center and Boyle Heights. Provide bike lanes (San Pedro St. to Alameda) by restriping to one lane each way, center turn lanes, and more full time street parking with protected intersection walk-bike crossings. Replace curb travel lanes with raised cycle tracks (Alameda to Mission Sts.). Plant street trees and infill ornamental street lights.

Santa Fe-Alpine Spine
Create a continuous walk-bike street with traffic calming and streetscape improvements from the Arts District to Chinatown via Union Station. Add cycle tracks (Alameda to just south of US 101) and 2-way cycle track or bike lanes south to 7th St. Install reverse angled parking at SCI-Arc.

N. Main & N. Spring Streetscapes
Make both streets comfortable to walk/bike between Chinatown, El Pueblo and Civic Center and Grand Park with enhancements that include shade trees and ornamental lighting. LADOT is planning to convert bike lanes to cycle tracks. Open up west door of City Hall onto N. Spring St. to provide access to Grand Park and Civic Center Metro station.

Arts District Streetscapes
Make 2nd and 3rd Sts., Traction Ave. and 4th Place more inviting to walk within the Arts District and to connect with Little Tokyo and the future 1st/Central Regional Connector Station. Streetscape improvement include shade trees, ornamental lighting, and furnishings reflecting the character of the neighborhood.
This poster illustrates projects the community considers most important to fund and implement as soon as possible. Each neighborhood and its community partners will be central in guiding projects towards implementation by public entities. The projects will be realized in phases by the City of Los Angeles in partnership with L.A. County, Caltrans and Metro. Each project will be described in greater detail in the Connect US Action Plan available in late 2014.
