Safe Access to Transit – Issues,

Challenges and Imperatives Dr. Sanjay Gupta

School of Planning and Architecture, New Delhiconnectkaro.org

Introduction

• Transit stations are an important component of an integrated public transport network

• Good station area has the potential to

- maximises transit ridership

- creates vibrant public space

- service community needs and provide affordable

mobility options

- contribute towards parking management

- enhance sustainable mobility environment, and

- help realise economic benefits of transit investments

Need for Safe Access

• In India about 10 metro rail systems and 19 BRT systems are in different stages of planning, construction, operations etc.

• However existing MRTS stations are not being perceived as places of connectivity

• Very limited public participation with key stakeholders in planning and development of MRTS

• Attempts of station area improvements in some cities (Delhi, Mumbai, Bengaluru etc.) vary in their approaches

• Need to provide improved connectivity, accessibility, safety etc. at transit stations in an integrated manner

Strategies to integrate safe

access

• Provide sustainable last mile mobility mode options(low carbon modes such as walking, cycling, NMT)

• Ensure comfortable transition through an integrated feeder network for seamless transfer

• Enhanced safety and security• Evolve an effective parking management

environment• Create an enhanced public realm through innovative

place making

connectkaro.org #CK2015

Challenges

• Lower level of enforcement and limited public participation for effective station area development

• Uncoordinated multiple institutional structures

• Absence of requisite knowledge and technical capacity

• Absence of guidelines for station area -planning, implementation and evaluation

connectkaro.org #CK2015

Opportunities

• Higher urban densities• Higher NMT modal share• Availability of informal employment• Renewed interest in low carbon modes amongst

public• Recognition for promotion of sustainable mobility

options amongst policy planners and decision makers

• Availability of vast pool of knowledge and experiences across the globe

connectkaro.org #CK2015

Imperatives

• Need to incorporate station area access plans in city Master Plans/Zonal plans/LAP’s

• Need to sensitise public, policy makers and decision makers on safe access to transit

• Need to create a unified Station Area Authority- SPV• Need to evolve and test guidelines for station area

planning, implementation and evaluation through pilot studies

• Need to promote research on evolving a comprehensive approach to evolve safe last mile connectivity to transit stations
