Session Objectives
• Understand approach to completing amendments to Consolidated Plan and Action Plan in IDIS
• Identify process for completing amendments for program changes such as Housing Trust Fund
AMENDMENT REQUIREMENTS
Amendments
• During the course of Con Plan cycle, grantees may need to amend CPs and/or AAPs
– Substantial Amendments
– Minor Amendments
• Grantees still must complete entire amendment process (including Citizen Participation requirements) outside of IDIS; IDIS used to inform HUD of amendments
• Substantial Amendments are defined by the regulations in 24 CFR Part 91.505 AND a grantee’s Citizen Participation Plan
– Change in allocation priorities or method of distribution
– Carrying out new activities with CPD funds
– Change in purpose, scope, location or beneficiaries of activity
Substantial Amendments
• Citizen Participation Plan should:
– Identify what constitutes a substantial amendment
– Process for amending the plan
– Opportunity for public engagement during amendment process

“The jurisdiction may submit a copy of each amendment to HUD as it occurs, or at the end of the program year.”
(24 CFR Part 91.505(c)

• Complete amendment in the posted version of the plan AND the eCon Planning Suite
• Submit all amendments in the administration screen
• Amendments should be completed ANDmarked as “Review Completed” prior to creating the CAPER or any future amendments/AAPs

• All amendments as part of HTF allocation plan must be submitted by August 16, 2016
• This REQUIRES amendments to the Consolidated Plan for State grantees
• Required edits include:
– Executive Summary
– Strategic Plan (Geographic Areas, Needs, Goals, Resources, Affordable Housing, Market Conditions)
Housing Trust Fund Amendments
• HTF grantees are also required to amend the 2016 Action Plan as described in the Sample Form.
• HTF Grantees must clearly explain how it will allocate HTF funds

CON PLAN AMENDMENT PROCESS
• Examples of when you may need to amend your Consolidated Plan:
– Change in community needs requiring significant changes to Strategic Plan goals
– Addition of a new grant program (such as HTF or CDBG-DR)
– Changing the method of distribution for State CDBG program
Con Plan Amendments
1. Make note of the Version and Start Year of the Plan you would like to amend
2. Click “Copy” in the Con Plan sub-menu

3. Enter the New Version and Start Year (should be the same)
4. Indicate that the Copy is an Amendment
5. Click “Copy”

3. Change the Plan’s name on the AD-25 Screen
4. Complete the Amendment in the copied plan
5. Submit the Amendment via the AD-25 Screen

• Examples of Action Plan Amendments:
– Adjusting funding amounts due to changes in program income
– Revising projects to change funding, location or GOIs

• Key Tips
– Con Plan amendments should be done before creating corresponding Action Plans
– Amendments to the Year 1 AAP require amending the Con Plan
– All Amendments should be done near the end of the program year and before the CAPER is created
– For Consortia, only lead grantees can initiate the amendment process for all members
