This paper provides a brief on the validation exercise and the FUA Training in India at ASM Level 2 and 3, which is currently in progress. 1. This paper detailed the preparation and adoption of the Manual on FUA, India, V1.0 by the NHLAPB in its fourth meeting. 1.3 In NHLAPB/2 a decision was taken to validate the Manual on FUA, especially to understand the real time action(s) required to be performed at ASM Level 2 by the AMC and ASM level 3 by the civil and military ATC Centres/ATSUs, including release of mock CDR(s) 2 created for the purpose, dissemination of information on Conditional route availability to the operating airlines, AO actions thereof, real time coordination, negotiations arising due to non- availability of the conditional routes and actions thereof. 1.4 The validation exercise was successful and all role plays by the AMC, IAF MLU, IAF MLC, Military ATS Units, AMC, Line Controllers at ASM Level 3, CNS engineers and the Airline Operators. 1.5 The National Airspace Management Advisory Committee (NAMAC) has accepted the recommendations of the FUA Secretariat and has ratified that the Manual on FUA, India V1.0 stands validated and has resolved further, to place this before the NHLAPB in its next meeting (NHLAPB/5), to be scheduled in near term.

FLEXIBLE USE OF AIRSPACE (FUA) IMPLEMENTATION IN INDIA VALIDATION OF MANUAL ON FUA, V1.0

SUMMARY

Whereas, in the second meeting of the National High Level Airspace Policy Body meeting (NHLAPB/2) it was decided that the Manual on FUA should be validated, in the fourth meeting of the NHLAPB (NHLAPB/4) the Manual on FUA, India, V1.0 was adopted. The validation of the Manual on FUA, India, V1.0 was conducted on 6th June, 2015 at the Delhi ATC Center, within the Delhi FIR with the active participation of Airspace Management Cell (AMC). The validation has been successful and the National Airspace Management Advisory Committee (NAMAC) in its sixth meeting held in June, 2015, has ratified this. This paper provides a brief on the validation exercise and the FUA Training in India at ASM Level 2 and 3, which is currently in progress.

1. INTRODUCTION

1.1 A detailed Information paper (IP 09) was presented by India in SAIOCG/4. This information paper is to showcase a milestone achievement in FUA implementation in India.

1.2 A working paper (WP10) was presented by India in SAIOCG/5. This paper detailed the

preparation and adoption of the Manual on FUA, India, V1.0 by the NHLAPB in its fourth meeting.

1.3 In NHLAPB/2 a decision was taken to validate the Manual on FUA, especially to understand

the real time action(s) required to be performed at ASM Level 2 by the AMC and ASM level 3 by the civil and military ATC Centres/ATSUs, including release of mock CDR(s) 2 created for the purpose, dissemination of information on Conditional route availability to the operating airlines, AO actions thereof, real time coordination, negotiations arising due to non-availability of the conditional routes and actions thereof.

1.4 The validation exercise was successful and all role plays by the AMC, IAF MLU, IAF MLC,

Military ATS Units, AMC, Line Controllers at ASM Level 3, CNS engineers and the Airline Operators.

1.5 The National Airspace Management Advisory Committee (NAMAC) has accepted the

recommendations of the FUA Secretariat and has ratified that the Manual on FUA, India V1.0 stands validated and has resolved further, to place this before the NHLAPB in its next meeting (NHLAPB/5), to be scheduled in near term.

2. DISCUSSION

2.1 The Validation exercise of Manual on FUA was conducted after several consultative meetings with all civil and military stakeholders. The Collaborative Decision Making (CDM) ensured that each stake holder was fully aware of their role play(s).

2.2 An SOP for the conduct of the validation exercise was prepared, providing the objectives of the validation exercise, the scenario(s), action(s) to be taken by the participating AOs etc.,

2.3 A consolidated report has been attached to this WP as an Annexure and this document contains inter alia, AMC, Air Headquarters and Airline reports, chronological events recorded during the conduct of the validation exercise and an SOP.

2.4 Airlines have reported their benefits 854 kilograms of fuel for five flights, during the conduct of the exercise.

2.5 A three day training on FUA at Delhi ATCC, conducted prior to the validation exercise, attended by 40 officers from Civil Military Air Defence, Air Traffic Services and Airline Operation background, including a desktop exercise was a huge trust builder.

2.6 The NAMAC/6 directed the FUA Secretariat and the Regional AMCs to conduct FUA Awareness programme and the training has been completed at Chennai and Kolkata by mid-July, with training at Delhi and Mumbai scheduled in the second fortnight of July, 2015.

2.7 The ATS Route Optimisation under FUA for the introduction of CDR2 has provided the much needed impetus for FUA and Civil Military cooperation and as many as ten (10) CDRs2 under consideration, are being established in a phased manner, with 5 already established and 5 under implementation in near term. New airspace structures being established on the request of the military, are flexible, i.e., TSAs or TRAs in line with the principles of FUA enshrined in ICAO Circular 330.

2.8 The significant strides made, with a top down approach, involving NHLAPB, NAMAC, FUA Secretariat, Regional AMCs and ASM Level 3 of both civil and military ATSUs, especially with an emphasis on enhanced awareness at all levels down to the grass root, shows an increased mutual trust between civil and military entities, the key to successful implementation of FUA.

3. ACTION BY THE MEETING

` The meeting is invited to:

a) note the progress made by India in the implementation of FUA;

b) discuss any relevant matters as appropriate; and

c) Share the experience of individual State best practices on FUA so that India can benchmark them or benchmark India to improve their processes.

1. INTRODUCTION

1.1 The National High Level Airspace Policy Body (NHLAPB) in its second meeting decided that the FUA Manual should be validated through a pilot project. In the fourth meeting of the NHLAPB, the FUA Manual, V1.0, prepared by a duly constituted subcommittee comprising of members from the ANSP, IAF, Indian Navy and DGCA was adopted unanimously.

1.2 The Validation of the Manual on FUA (V1.0) was conducted on the 6th June, 2015 at the Delhi ATC Centre. The period of validation was between 0900 to 1800 IST.

1.3 A three day training on FUA Concepts and Manual on FUA V 1.0 was conducted at the Regional Training Centre located at the NATS Complex, IGIA, Delhi ATCC. Forty Officers from IAF, Indian Navy, HAL, Coast Guard, AAI Nominees to the Airspace Management Cells (AMCs) at the 4 Metro ATC Centres (4 FIRs) attended the training programme. The training was a prerequisite to the conduct of the exercise and the course participants provided a collective feedback that the training was an eye opener. The Training also included a desktop exercise which was carried out effectively on the 5th June, 2015; this provided a perfect insight into the real time requirements that the validation exercise on 6th June, 2015.

2. VALIDATION EXERCISE

2.1 The Indian Airforce Air Traffic Services, Air Defence, Delhi AF Liaison Cell and field ATSUs inter alia Hindan, Gwalior and Chandigarh, participated from the IAF; the AAI Delhi AMC nominees at ASM Level 2 and the Watch Supervisory Officers & line controllers in Delhi Approach and ACC at ASM Level 3 participated from the ANSP; the Flight operations personnel of Indigo, Jet Airways and Spice Jet participate from the Airlines.

2.2 Three flights of Spicejet and Jet Airways participated in the validation exercise “Scenario 1” between Delhi and Dehradun. Two flights of Indigo Airlines participated in the validation exercise “Scenario 2” between Khajuraho and Jaipur.

2.3 The Document entitled “VALIDATION OF MANUAL ON FLEXIBLE USE OF AIRSPACE, INDIA, VERSION 1.0”, which provides the decision of the NHLAPB that led to the validation of the Manual on FUA, the objectives of validation and the roadmap

for validation which formed the basis for the exercise and the creation of an SOP at a meeting at Delhi ATCC (IGIA) between all stakeholders including AAI, IAF, Indian Navy and Airlines is appended as ANNEXURE A.

2.4 The report of the Delhi AMC on the validation exercise is appended to this report as ANNEXURE B, along with Annexures 1 to 9, thereof. Annexures 1 to 9 include, inter alia,

2.4 The report of pilot project for validation of FUA Manual from Indian Airforce is appended to this report as ANNEXURE B.

2.5 The validation exercise is “SUCCESSFUL” as confirmed by Delhi AMC, IAF (ATS & AD) and the participating airlines viz., Jet Airways, Spice Jet and Indigo Airlines.

3. SALIENT POINTS OF PARTICIPATING AIRLINES

3.1 The Reports from the airlines appended to this report as Annexure 6, 7 and 9 contain the following salient features. The overall feedback of the airlines points to an “extremely satisfactory” conduct of training and validation programme.

3.2 The dissemination of information regarding availability of the CDR, followed by issue of ADC Number by the IAF AD (MLU) and FIC number by Delhi ATCC and cancellation of RPL, acceptance by Delhi ATC of a revised flight plan following

the CDR were successfully completed and all agencies acted promptly and the transition was smooth and successful and in adherence to the plan in place.

3.3 The savings in terms of time and fuel burn reported by the flight crew/operations:

3.3 Jet Airways reported conformance of all activities by various agencies including the AMC, Delhi ATCC, IAF ATSU and IAF AD (MLU) and MLC Flight Crew and Airline Operations to all provisions of the SOP and reported a successful conduct of the validation exercise.

3.4 The savings in terms of time and fuel burn reported by the flight crew/operations:

3.5 Indigo Airlines had prepared a detailed check list, and their flight operations team and flight crew reported that the Briefing was appropriate, the flight plan provisions in the SOP adhered to, the contingent situation created by Gwalior IAF ATSU of declaring the non-availability of the CDR was communicated to the flight crew by Varanasi ATCC promptly and subsequently Delhi ATCC promptly cleared the flight in coordination with Gwalior ATSU. Their report points to smooth operations and coordination with AD (MLU) for issue of ADC number and Delhi ATCC for FIC number and furthermore timely dissemination of information from Delhi AMC and Delhi/Varanasi ATCCs.

4. SALIENT POINTS OF DELHI AMC REPORT

4.1 The Delhi AMC has reported successful validation and achievement of all goals detailed in the SOP and their report is appended as ANNEXURE B.

4.2 Dissemination of information to airlines, coordination with both Civil ATSUs (Delhi ATCC, Jaipur ATCC, Varanasi ATCC and Kolkata ATCC and Military ATSUs (Gwalior, Hindan and Chandigarh ATSUs), MLC and MLU (AD) as well as negotiations with various stakeholders are reported smooth and successful.

4.3 Delhi AMC reports that the exercise demonstrated the “effectiveness of proactive coordination and cooperation between all the stakeholders, which, in turn, translated into significant cost savings for the airlines and consequential benefits for the environment, through reduction in carbon emissions.”

5. SALIENT POINTS FROM INDIAN AIRFORCE REPORT

5.1 The IAF (AHQ) report, which is a combined report of ATS and AD, highlights that “the extensive briefing and coordination effected amongst the AMCs, ATCOs of Delhi, Hindan, Chandigarh and Gwalior at ASM Level 3 had significantly contributed towards the validation of the FUA Concept”.

5.2 The IAF (AHQ) report points to the general requirement, inter alia,

a. Establish direct and instantaneous real time communication between AMCs and IAF Units for activation/deactivation of CDRs, which in effect may be addressed through LoAs;

b. Finalise AUP/UUP format, procedures for dissemination and integration of these into systems and processes;

c. Render, in as much as possible, interoperability of systems and ensure proper flow of information;

d. Arrange Human Resource training and development, including ASM Level 2/3 training by AMCs at Metro ATCCs, for successful FUA implementation;

e. Incorporate suitable provisions in LoAs between IAF ATSUs and Civil ATCCs to address coordination procedures for CDRs in their airspace(s); and

f. Sensitise Airline Operators to file revised FPL in case of use of CDRs and obtain revised ADC number.

6. CONCLUSION

6.1 The National Airspace Management Advisory Committee (NAMAC) may consider ratifying the Validation of Manual on FUA and the provisions contained therein.

6.2 The NAMAC may consider, thereafter, to place in NHLAPB/5, the resolution that the Manual on FUA, V1.0 has been successfully validated.

VALIDATION OFMANUAL ON FLEXIBLE USE OF AIRSPACE, INDIA, VERSION 1.0

1. INTRODUCTION

The National High Level Airspace Policy Body (NHLAPB) in its second meeting decided that the FUA Manual should be validated through a pilot project. In the fourth meeting of the NHLAPB the FUA Manual, prepared by a duly constituted subcommittee comprising of members from the ANSP. IAF (both ATS and AD), Indian Navy and DGCA, further scrutinized by the National Airspace Management Advisory Committee and placed for the approval of the NHLAPB/4, was unanimously adopted. The “Priority Rules” have been finalized by a special meeting of NAMAC, with inputs from all stakeholders, and incorporated in the Manual on Flexible Use of Airspace India, Version 1.0, which is ready for validation.

Whereas, Civil Military Cooperation in India already permits the Flexible Use of Airspace to some extent, organized, structured and planned use of airspace is what is being aimed at through the FUA Implementation in India.

The NHLAPB and NAMAC have been constituted and have conducted 4 meetings each. Furthermore, two special meetings of the NAMAC was also convened to deliberate and finalize the draft FUA Manual. Various activities have been regularly undertaken at three levels of Air Space Management (ASM) i.e., Strategic, Pre-tactical and Tactical, even prior to FUA Implementation.

2. OBJECTIVES

The primary objectives for the validation of the Manual on FUA, India are:

1. To test and validate the operational effectiveness of ASM Level 1 planning and joint design of airspace.

2. Creation of Temporary Reserved Areas (TRA) and Temporary Segregated Areas (TSA) and their allocation (Temporary Allocation of Airspace) as well as notification/dissemination of information.

3. Creation of Conditional Routes – CDR1, CDR2 and CDR3 and notification of their availability and their effective use by Airline operators.

Whereas, Objective 1 and Objective 2 have already been achieved as a part of continuous and concurrent implementation of FUA as directed by the NHLAPB(2&3). Recent instances of validating Objective 1 include:

a. joint meeting of AAI CHQ, AHQ as well as ATCC Centre (ASM level 2 or Level 3) executives and IAF ATSU or Command Level Executives at respective ATCCs regarding the airspace proposals e.g., Additional Airspace for IAF Hakimpet at Hyderabad ATCC, Creation of TRAs TSAs for IAF Adilabad, which is expected to be operational by 2017 at the Nagpur ATCC and a meeting at Chennai to deliberate on the additional airspace requirement for SU 30 operations from IAF Thanjavur air base.

b. Two joint meetings at Chennai with Indian Navy, one for the creation of TSA/TRAs at INS DEGA (VIZAG) and INS PARUNDU (RAMNAD) and INS RAJALI (ARAKONAM) and another for the Remotely Piloted Aircraft (RPA) off INS GARUDA (COCHIN).

c. The joint terminal airspace design by the AAI Flight Procedure Design (FPD) team at Goa

d. A joint reiteration of the ATS Route realignment proposal for W30/W31/A466 & A589 which provided for lateral separation based on VOR (Amritsar AAR), which is pending at Western Air Command, the meeting was held at the O/O PD OPS ATS AHQ between AAI CHQ ASM, WAC and AHQ ATS representatives.

Objective 2 has been achieved both in terms of creation of TSAs/TRAs for use by Indian Navy and Indian Airforce and the promulgation of this information through AIP Supplements. The NOTAM action required to activate these areas are vested in the Metro ATCCs and major ACCs as appropriate and is similar to the way the Regional AMC will discharge these duties when the responsibility is vested in them in near term. The ASM Level 2 activities, when these areas are deactivated or not in use on a particular day of operations, and the consequent ASM Level 3 activities are already time tested.

CDR1 s have already been promulgated and there have been airspace closures of ATS Route closure sue to State requirements and the operations have been adequately smooth and effective both in terms of strategic planning (ASM Level 1) [AHQ and AAI CHQ] pretactical planning (ASM Level 2) [Metro ATCC and IAF] as well as tactical level [close to and prior to the activation and close to and post deactivation] (ASM Level 3). A new CDR 3 J1 has been established between KKJ VOR and JJP VOR and another is

being contemplated between Srinagar (SNG VOR) and Delhi (DPN VOR). However, the creation of CDR2, making it available, dissemination of the information on its availability and effective use by airline operators, a dynamic change in the scenario to effect closure is a Key Result Area (KRA).

We may conclude that a part of Objective No#3 is required to be tested and validated.

The goals to be achieved in the testing and validation, therefore are:

1. Create mock CDR(s) 2

2. Activate them based on information from IAF

3. Disseminate the information to participating airlines through CRAM/NOTAM

4. Disseminate information about the traffic planning to operate via the CDR 2 to concerned Civil and Military ATSUs and Air Defence (IAF MLU) as appropriate.

5. On receipt of a request from IAF to close the CDR 2 after a notice period, assess the requirement to negotiate for additional window (time period) to divert traffic and inform all participating airlines about the non-availability of the CDR 2.

6. Apply appropriate ASM Level 3 measures to ensure effective deactivation, thereafter inform all concerned stake holders regarding completion of dispersal action and closure of the CDR 2.

For effective testing and validation, the AMC shall maintain a check list of tasks involved for ASM Level 2 & ASM Level 3 tasks, including dissemination of all necessary information through appropriate means of communication.

3. SCENARIO

The following scenario is proposed:

1. The Delhi FIR shall be the test bed

2. The validation shall be conducted on either Nov 15, 2014 (Saturday) or Nov 16, 2014 (Sunday) or on any other mutually agreed date and time schedule.

3. Two CDRs 2 (mock) shall be created viz., SNG-DPN via IBANA & CHG –SNG DCT routing via Ambala and Halwara airspace. (map enclosed)

4. Any of the many airlines operating from Delhi to Srinagar & Chandigarh to Srinagar, may be candidates, subject their willingness to participate, as agreed to in advance.

5. The Regional AMC, Delhi Metro ATCC shall be the nodal agency carrying out the validation exercise. IAF, Navy, Airline Operators (AOC) may nominate suitable members to the AMC.

6. Mode and means of communication for coordination between concerned ATS Units (both Civil and Military) including coordination between AMC and AFMLU shall be laid down in detail.

4. REPORT

The Regional AMC shall prepare a detailed report on the entire exercise, with all events recorded chronologically and indicate the effectiveness of the following items in a five point scale:

1. Coordination between various ATS Units (both civil and military).

2. Immediate and reliable communication between AMC and MLU

3. Real time communication between Civil and Military ATS Units at ASM Level 3.

4. Dissemination of information to Airline Operators on availability of CDR2.

5. Dissemination of information on proposed flights operations on the CDR2 made available by IAF.

6, Dissemination of information from IAF regarding a sudden requirement to close the CDR 2 and the consequent negotiation, if any.

7. Dissemination of information to Airline Flight Operations about the closure of CDR 2 and dispersal plan.

7. ASM Level 3 effectiveness in implementing the dispersal plan prepared by the AMC.

8. Dissemination of the information on completion of activities and effective closure of the CDR2 to all stake holders.

This report and comments/debrief(s) of airline operators,, if any, shall be submitted to the National Airspace Management Advisory Committee. The NAMAC after scrutiny

shall submit its recommendations to the NHLAPB on the validation of the Manual on Flexible Use of Airspace, India.

5. ACTION PLAN

The following Actions are proposed to be undertaken as a part of the process:

1. The Manual of FUA in India, with the inclusion of Priority Rules shall be released and circulated. The FUA Manual may be released in the first week of November, 2014.

2. A training workshop of all stakeholders, i.e., the Airline Operator, Indian Airforce, Indian Navy, DGCA, AAI (ATM and CNS) shall be organized prior to the validation exercise. As a minimum, the AMC members shall be thoroughly trained in FUA in general and the validation exercise in particular. The training sessions may be arranged in the week staring on 10th November, 2014.

3. A detailed plan for the exercise shall be jointly prepared by the FUA Secretariat, AMC Delhi region and IAF (AHQ – ATS and AD) before the commencement of the training session.

DELHI ATC REPORT - FUA VALIDATION EXERCISE IN DELHI FIR 06/06/2015

To validate the principles of Flexible Use of Airspace (FUA), a simulation exercise was carried out

in real time scenario at Air Traffic Control Centre, IGI Airport, Delhi on 6th June 2015 from 0900 –

1800 IST. The validation exercise was preceded by three days of training to all the participants,

from 3rd June – 5th June 2015, which included a detailed presentation on the FUA Manual and a

desk-top exercise. The participants included representatives from IAF, Airline operators, Indian

Navy, HAL, Coast Guard and Air Traffic Controllers from AAI. List of participants is attached as

Annexure -1.

The goals to be achieved in the testing and validation, summarily, were:

i) Create mock CDR 2 routes

ii) Activate them based on information on availability from IAF ATSU

iii) Disseminate the information to participating airlines through CRAM/NOTAM

iv) Disseminate information about the traffic planning to operate via the CDR 2 to concerned

Civil and Military ATSUs and Air Defence (IAF MLU) as appropriate.

v) On receipt of a request from IAF to close the CDR 2 after a notice period, assess the

requirement to negotiate for additional window (time period) to divert traffic and inform all

participating airlines about the non-availability of the CDR 2.

vi) Apply appropriate ASM Level 3 measures to ensure effective deactivation, thereafter inform

all concerned stake holders regarding completion of dispersal action and closure of the CDR

For the purpose of validation exercise two CDR2 routes were simulated in Delhi FIR:

1 Scenario 1- ATS Route J3, CDR2 between Delhi and Dehradun, through Hindan Airspace.

2 Scenario 2- ATS Route J1 between KKJ and JJP, through Gwalior Airspace (to be treated as

CDR 2 for the purpose of validation).

Detailed Standard Operating Procedures (SOP) for the conduct of exercise were formulated and

distributed to all the stake holders.

Scenario 1:

Three flights participated in the validation exercise of Delhi- Dehradun route via Hindan airspace:

i) SEJ 2323; VIDP-VIDN; ETD-0420 UTC,

ii) SEJ2324; VIDN-VIDP; ETD-0531 UTC,

iii) JAI824; VIDP-VIDN; ETD-0535 UTC.

The flight plan details of the flights are attached as Annexure-3.

The participating airlines were informed about the availability of CDR2 route-J3, between Delhi

& Dehradun, via Hindan Airspace and accordingly the revised flight plan for the affected flights

were filed with Delhi ATC. IAF MLU was also informed of the CDR 2 route-J3, and the ADC no.

was issued, for the flight plans filed with routing via the CDR2 route-J3.

During the course of the exercise it was simulated that Hindan needs to close this CDR2 route,

due to some emergent requirement. The Airspace Management Cell (AMC) at Delhi was

informed and the affected aircraft were successfully re-routed, avoiding the airspace

requirement projected by IAF Hindan. Through effective coordination and negotiation between

AMC , Delhi and IAF, Hindan, it was possible to accommodate the participating aircraft on the

CDR-2 route, subject to the restrictions and conditions imposed by Hindan on a tactical basis.

Thus validating the applicability and efficacy of ASM level 3 functioning as laid down in the FUA

manual

Scenario 2:

Two flights participated in the validation exercise of CDR2 route from KKJ-JJP, via Gwalior

airspace, viz:

i) IGO208; VECC-VIJP; ETD-0855 UTC

ii) IGO237; VIJP-VECC; ETD-1210 UTC

The flight plan details of the flights are attached as Annexure-5.

Indigo Airlines was the only participating airlines for the validation exercise on this route. Indigo

Airlines was informed about the availability of CDR2 route-J1, between KKJ and JJP, through

Gwalior Airspace and accordingly the revised flight plan for the affected flights were filed with

Delhi ATC. IAF MLU was also informed of the CDR 2 route -J1 and the ADC no. was issued, for the

flight plans filed with routing via the CDR2 route-J1. Accordingly, IGO 208 departed from Kolkata

with CDR2 route-J1, as the planned route.

After flight IGO208 was airborne from Kolkata – Jaipur, Gwalior ATC informed AMC, Delhi that

the CDR2 route-J1, is not available due to some emergent requirement of fighter flying in

Gwalior airspace. On receipt of this information, AMC, Delhi, immediately coordinated with

Varanasi ATC to re-route the aircraft via alternate route due to the non-availability of CDR2

route-J1. Accordingly, Varanasi ATC instructed the affected flight to re-route via KKJ-W33-AGG-

W123-JJP, instead of its flight planned route of KKJ-DCT-JJP, in order to avoid the airspace

requirement projected by IAF Gwalior. Subsequently, when IGO208 came in contact with Delhi,

ATC, it was possible to accommodate the aircraft on the CDR2 route-J1, in coordination with

Gwalior, ATC, subject to the restrictions and conditions imposed by Gwalior, on a tactical basis.

This was possible due to effective coordination and negotiation between AMC, Delhi and

Gwalior, ATC, on a collaborative and proactive basis. After the airspace requirement of Gwalior

ATC was over, normal operations on the CDR2 route-J1, were resumed and Indigo Airlines was

able to make use of this route on Jaipur- Kolkata sector, for its flight no. IGO237.

Thus validating the applicability and efficacy of ASM level 3 functioning as laid down in the FUA

manual.

Summary:

The FUA validation exercise was successful with all the objectives that were mandated at the

start of the exercise being met during the conduct of the exercise on 06th June 2015. The rules of

engagement for the application of ASM Level 3 measures, as laid down in the FUA manual, were

thoroughly tested and validated. The key element in the successful conduct of the exercise was

the real-time coordination between the civil and IAF ATC units for the most optimal and efficient

use of the available airspace resources. The effective functioning of the Airspace Management

Cell (AMC) and the implementation of the ASM Level 3 measures on a tactical, real-time basis

resulted in economical flight trajectories for the airlines.

1. INTRODUTION

1.1 The National High Level Airspace Policy Body was constituted in August 2013, based on a GOI Cabinet Committee on Security decision to implement Flexible Use of Airspace in India and to constitute the NHLAPB as the apex body to oversee the implementation of FUA in India. Whereas, Civil Military Cooperation in India already permits the Flexible Use of Airspace to a great extent, an organized, structured and planned use of airspace is what is being aimed at through the FUA implementation in India.

1.2 NHLAPB/2 decided that the FUA Manual should be validated through a pilot project. NHLAPB/4 adopted Manual on FUA V1.0. The “Priority Rules” finalized by a special meeting of NAMAC, with inputs from all stakeholders, and incorporated in the Manual on Flexible Use of Airspace India, Version 1.0, which is ready for validation.

2. OBJECTIVE

2.1 The primary objectives for the validation of the Manual on FUA, India are:

2.1.1 To test and validate the operational effectiveness of ASM Level 1 planning and joint design of airspace.

2.1.2 Creation of Temporary Reserved Areas (TRA) and Temporary Segregated Areas (TSA) and their allocation (Temporary Allocation of Airspace) as well as notification/dissemination of information.

2.1.3 Creation of Conditional Routes – CDR1, CDR2 and CDR3 and notification of their availability and their effective use by Airline operators. Creation of Conditional Routes –CDR2 and notification of their availability and suspension and their effective use by Airline operators.

2.2 Whereas, ASM Level 1 planning and joint design of airspace and creation of TRAs and TSAs as well as notification/dissemination of information and creation of CDR1 and CDR3 and notification of their availability and their effective use by airline operators has been tested time and again and there exist numerous examples for these, the creation, promulgation of information on its availability and effective use as well as ASM level 3 tactical action when necessitated by a closure of CDR2 is required to be tested and validated.

1. ATS Route J3, CDR2 between Delhi and Dehradun, through Hindan Airspace. (Refer Annexure A)

2. ATS Route J1 between KKJ and JJP, through Gwalior Airspace (to be treated as CDR 2 for the purpose of validation). (Refer Annexure B) �

the aircraft shall be as per the SOP for coordination with Chandigarh.

v) The aircraft intending to fly via J1 shall establish VHF RT Contact with Gwalior ATC before entering Gwalior Airspace. Arriving aircraft shall be cleared for descent, subject to lower level of CDR J1 and traffic on crossing routes.

3.3 The CDR(s) shall be deactivated, after following the steps, detailed below:

i) On receipt of a message by the AMC from the military (IAF) ATS Unit regarding the cancellation of a CDR, and consequently based on the AMC ascertaining the lead time available, AMC shall notify Delhi ATCC.

ii) The aircraft flying on the CDR shall, thereafter, be tactically vectored by Delhi ATCC to establish the regular ATS route, in coordination with the military ATSU.

vii) The CPL (Current Flight Plan details) information shall be passed to the concerned military ATS unit, as appropriate.

viii) The information on the cancellation of CDR(s) and details of revised clearances to aircraft being vectored clear of the restricted (IAF LFA) area, shall be intimated to the concerned (participating) airline.

3.4 The Delhi ATCC shall inform the AMC and the military ATSU once all aircraft are clear of the area and shall not thereafter issue clearance to any other aircraft, which is yet to enter via the CDR(s) not available for use any longer.

4. INFORMATION MANAGEMENT/ COORDINATION PROCEDURE

4.1 Gwalior/Hindan ATC shall inform AMC (Delhi) by FAX or any suitable means, regarding activation of CDR2.

4.2 AMC (Delhi), shall inform AFMLU for onward transmission to AD.

4.3 AMC (Delhi) will initiate C-Series NOTAM for necessary promulgation latest by 1800 Hours (to be simulated).

4.4 AMC AAI shall fax the NOTAM to AFMLU, AFMLC and Gwalior/Hindan /Chandigarh/Dehradun ATC, as appropriate.

4.5 Participating airlines shall provide a list of all the flights planning to operate via the CDR and shall ensure completion of flight plan revisions in time.

4.6 AMC shall also issue circular regarding activation of CDR for sensitization of controllers.

4.7 Gwalior/Hindan ATC shall inform suspension of CDR by most expeditious means to AMC AAI.

4.8 On receipt of suspension information the AMC AAI shall intimate WSO ATC Delhi regarding suspension of CDR. Delhi WSO shall inform concerned ATS unit of Delhi ATC and adjacent ATS units (Chandigarh,Dehradun and Varanasi ATC) regarding the same. The AMC AAI shall also intimate concerned airlines and MLU (for information to AD) by most expeditious means. The withdrawal of NOTAM shall also be intimated to all concerned agencies, by most expeditious means (to be simulated).

4.9 The activation and suspension should be passed using the standard template.

5. MODE/MEANS OF COMMUNICATION

5.1 Hindan ATC:

Direct hot line between Delhi Approach and Hindan ATC shall be used primarily for instantaneous coordination between the two units. Subscribers Trunk dialing (STD) shall be the secondary mean of communication. The relevant numbers are as given below:

I would like to congratulate the AAI for conducting the Workshop on FUA in a very organized manner. TheWorkshop was organized under the leadership of ED(ATM) and GM (ATS, Delhi) successfully.

As per FUA process , Central AMC inform to the Airlines Operator at 1730 Ist that the following CDR 2 routeare available .

1. DEL-DED-DEL

2. CCU-JAI-CCU

a)Spicejet flight dispatch after getting the NOTAM information from C-AMC, cancelled its RPL flight plans forthe mentioned flights and filed the Direct Routing as advised for the sector DEL-DDN (DPN DCT DDN) andfor return sector DDN DCT DPN with Remarks as ‘RMK/FUA VALIDATION TRIAL’ IN THE Field 18 of theATC Flight Plan.

b) FIC/ADC was timely issued

c) The operating crew for the flight were briefed for this trial flight properly by the flight dispatch

d)The flight was operated successfully. After completion of the flight the debrief was taken from the operatingcrew and we were apprised that Spicejet saved around 100 Kgs of fuel and saved 03 minutes of flying timeon the sector DEL-DDN and 230 Kgs of fuel and 10 minutes of flying time on the return sector DDN-DEL.

What is FUA

As In whole Indian Airspace, only 60% airspace are with AAI for use of Civil Flights and due to this most ofthe Navigational routes are not straight. FUA mean Flexible Use of Airspace . AAI has constructed oneseparate Directorate under ANSP department, which will look the optimization of whole Airspace of India withcoordination Ministry of Defence (IAF, Navy and Army) which have 40% Airspace and civil flights are notallowed to flying as this airspace mostly restricted. The concept is based on three levels of AirspaceManagement which has been identified as

1. Strategic ASM –ASM Level 1

2. Pre-Tactical ASM – ASM Level 2

3. Tactical ASM- ASM Level 3

The FUA concept uses airspace structures and procedures that are particularly suited for temporaryallocation and / or utilisation of airspace considering Conditional Routes (CDRs) . There will three type ofconditional routes

1 CDR 1: Permanent route which can be used for flight planning

2. CDR2: Non Permanent but can be used for flight planning subjected to availability . Flights on this routescan be planned after getting NOTAM from FUA Airspace Management centre. By this country resources willbe benefited (Less burn of fuel/ Flight Time and less environmental hazardous due less carbon emission)

3. CDR 3 : this is non permanent and also cannot used for flight planning. This route can only be madeavailable by ATC controller to operating Capt after getting clearance from Defence Authority.

The work shop was organised to validation FUA manual and the One Central Airspace Management Centre(C-AMC) and Four Regional AMC has been set up to coordinate with respective regional authority ofIAF/Navy /Army and HAL for route availability . Availability of CDR-2 will be informed by C-AMC to allconcern Airliner Operators by 1400 UTC to plan their flights for next day.

If route will be taken back by agencies due to any exigencies will be informed before departure of the flights .

Last day of workshop i.e 6th June , the two routes was selected for validation as CDR 2 ie. DEL-DDN-DEL and CCU-JAI-CCU. and it is pride moment for SPICEJET as our flight was the first trail flight asFUA validation on sector DEL-DDN-DEL (flight no 2323/2324 ) . Flight Dispatch after getting notamfrom C-AMC , planned direct route and filed ATC plan and briefed same to Operating Captain KaranSingh Thakur. As per Captain , we saved

Sector :DEL-DED , fuel save – 100kg and 03 mins in time

Sector : DED-DEL , fuel save – 230kg and 10 mins in time.

After completion of Flight trail , all members appreciated Spicejet and AAI’s combined effort.

Dear Sir, Pls note the following sequence of events with respect to the subject flight validation for CDR route, 1.CRAM message was received at 0530IST regarding the Conditional route availability for VIDP- VIDP route.

2. Based on the CRAM message ,9W-824 DEL-DDN standard route RPL was cancelled. 3. Fresh plan was filed for DEL–DCT-DDN and the same was cleared by MLU, FIC and ADC Nos wereissued without any delay. 4.OFP's were prepared for both the routes and fuel was catered for longer route for the flight to meet any lastminute deviation. 5.The operating crew were briefed about the conditional route availability and also entire flight planning. 6. Delivery cleared the 9W-824 via waypoint DP405 (part of SID) direct to DDN. 7.Total fuel saving was 74Kgs and 5min less flying time when compared to the standard route.

1. Route VECC-VIJP:

a) Expect route via “X” N2413.7 E08114.0 (115°/80NM from KKJ) when planned between KKJ and JJS.

b) Before reaching KKJ contact request Varanasi to coordinate for “DIRECT” KKJ to JJP. c) As well contact Gwalior Tower on 122.7MHz and Agra Tower on 122.3MHz. Contacting

Gwalior is possible by 80 to 90NM from KKJ. d) Request Gwalior to accord approval to follow Conditional Route 2 “DCT” from KKJ to JJP e) Once the route is approved inform Jaipur on 123.5MHZ and Delhi on 120.9MHz or

124.2MHz. f) In case unable to reach Delhi, contact any other Aircraft on this channel to request relay

the information. g) In case CDR2 “DCT” is not approved, follow as directed by Gwalior or Varanasi. h) Expect saving of 250Kgs of fuel. i) Landing weight must be verified accordingly.

2. Route VIJP-VECC: a) 30 minutes before EOBT from Jaipur contact Jaipur Approach on 123.5MHz and request

accord approval to fly CDR 2” DCT” till KKJ. (Preferably before landing into Jaipur for next sector)

b) In case departure is not approved on “DCT” then it will be approved as JJP W123 AGG W33S KKJ……….

c) Immediately after departure from Jaipur contact Gwalior on 122.7 MHz and request Gwalior to approve Direct route from the present position to NOBOM. Inform Jaipur and Delhi accordingly.

d) Expect route via “X” N2413.7 E08114.0 when planned between KKJ and JJS. e) Expect saving of 250Kgs of fuel. f) Landing weight must be verified accordingly.
