PREAMBLE
FOUNDATIONS OF THE CONSTITUTION
WHEREAS, the students of MRI understand and believe that this institute plays its role
under the ministry of energy and mineral (MEM) which established the institute and that for
the institute to perform its function amicably it is necessary to have a representative organi-
zation of MRI
WHEREAS, we students believe, understand and much better satisfied that the diligent
students’ organization run democratically by the students themselves in such democracy;
students shall decide to say upon themselves without interference from the authorities and
hence serve their interest to its best level.
WHEREAS, experience has shown that a quasi-autonomous students organization will im-
prove to a greater extent, a coordinal relationship based on mutual ,understanding between
the students of the institute and other students inside and outsides of Tanzania
WHEREAS; being one of cardinal point of a society, a diligent student’s organization a
sober reminder of how big the challenge is;
WHEREAS; we students after being satisfied ourselves with diligent students organization
will positively serve the entire society with other legitimate organization on a web of logis-
tical and philosophical approach as well as economical difficulties;
NOW, THEREFORE, THIS CONSTITUTION IS ENACTED BY THE
CONSTITUENT ASSEMBLY OF THE MINERAL RESOURCES INSTITUTE STU-
DENTS’ ORGANIZATION, on behalf of MRI students, for the purpose of building such an
organization and ensuring that MRISO is governed by a Government that adheres to the rules
and principles of democracy and transparency and shall be a secular organization with powers
and functions as stated in this constitution.

CHAPTER ONE:
THE AIMS, STATUS, OBJECTIVES, FUNCTIONS AND MEMBERSHIP OF MRISO
PART I
AIMS, STATUS, OBJECTIVES AND FUNCTIONS
AIMS
1. The aims of MRISO shall be;
1) To facilitate cooperation among students of MRI regardless of their course, duration
of their programmers and nationalities.
2) To facilitate cooperation between MRISO and any other students organization with
familiar aims
3) To promote research ,training, extension, professionalism and the desire for
knowledge in accordance with the prevailing laws of the mining
4) To promote effective communication between the MRI managements and students
of MRI
STATUS
2. MRISO shall be a quasi –autonomous, on –governmental organization which shall en-
deavor to fulfill its objectives to the best interests of its members, in accordance with the
Tanzania government law and the mineral resources institute rules, regulations, by laws
and procedures.
GENERAL OBJECTIVES
3. The general objectives of MRISO shall be:-
1) To protect and promote students in all aspects of their lives during their stay at MRI
in accordance with by laws ,rules ,regulation and procedures set by MRI
2) To establish a proper organization basis for communication between the institute au-
thorities and students as well as maintaining harmonious relations between students
and academic members of staff ,the institute administration ,the workers and the in-
stitute community in general.
3) To express through lawful means the consensus of the students towards various ac-
tions of the government or any other organization or institution as entrenched in
their constitution ,guidelines declaration or any other pronouncements
4) To promote love and respect for leaning ,the pursuit of truth and to ensure that every
students understands his responsibilities to educate himself to the best of his capa-
bilities and to search knowledge for the betterment of mankind and in so doing,

cherish and promote academic freedom as an inalienable right of students of the in-
stitute in particular and in all higher learning institutions in Tanzania in general
5) To stimulate and promote the spirit and love of arts, sports ,music and other desira-
ble aspects of culture in order to make the institute of fertile ground from which best
talents are developed
6) To maintain and promote fraternal relations with other students of higher learning
institutions in Tanzania, Africa and the world at large.
7) To seek the advantage of a free and democratic national society basing on the prin-
ciples of human equality and justices, this upholds the basic principles of human
rights, freedom and liberty of individuals
8) To do all such other things as may be conducive to the attainment of the foregoing
objectives or any one of them and to question any other things whatever ,which ap-
pears to compromise the status of MRISO.
FUNCTIONS OF MRISO
4. MRISO, in pursuit of its objectives stated in article 3, may carry out the following func-
tions:-
1) Undertake academic, social and fund generating activities for the benefit of the students
of MRI.
2) To organize debates, seminars, workshops, conferences, congresses, study tours and
symposia to enhance intellectual and political awareness of the students’ community.
3) To seek funding and sponsorship to support students activities in consultation with the
MRI administration.
4) To communicate, coordinates and promote relations with the MRI administration and or-
ganizations which share objectives that are similar to those of MRISO.
5) To establish committees, commissions of any functional organs for the better carrying out
of the objectives of the organization.
6) To assist in the counseling of students with regard to their social and academic matters.
7) To lead students in the pursuance of their rights in conformity with the objectives and sta-
tus of MRISO.
8) To publish, broadcast and print through the mass media, to publish its own journal,
books, newspapers, leaflets, or otherwise through any other means of presenting infor-
mation to the public.
9) To undertake generally any other activity or function in conformity with MRISO status
and objectives.

PART II
MEMBERSHIP
5. - (1) Every person admitted to the institute as a students, shall automatically become a
member of MRISO
(2) Each and every member of MRISO shall pay annual subscriptions fee as may be de-
termined from time to time by the ISRC acting under the rules made under this con-
stitution
RIGHTS OF MEMBERS
6. - (1) Subjects to provisions of any other section of this constitution, every member of
MRISO shall be:
a) Entitled to participate in all activities of MRISO
b) Eligible to vote and hold office
c) Entitled to audience and freedom of expression before appropriate organs of
MRISO and its entire media
d) Entitled to receive publication of MRISO at a concessionary rate as shall be de-
termined by MRISO.
(2) Every member has right to petition to any relevant MRISO of this constitution
rule and regulation and the provision that in the course of enjoyments of the stated
in this constitution nothing shall be construed to entitle a member of MRISO to
hinder in any way other members to enjoy the same rights.
DUTIES AND OBLIGATION OF MEMBERS.
7. - (1)All members of MRISO shall endeavor uphold this constitution and each member shall
have the following obligation :
i. To use their education for the benefit of the humanity ;
ii. To educate him/herself to the best of his /her ability
iii. To pay fees and subscription when due;
iv. To carry out his/her assignment as a student,
v. To be exemplary in self –discipline and industriousness in execution of his responsibili-
ties,
vi. To participate as far as possible ,in all activities of MRISO
vii. To refrain from influencing MRISO or its office bearers in any manner, this will appear
to prejudice the status of MRISO.
viii. Promote and preserve the sanctity of this constitution
ix. Exhibit high self –discipline and ethics.
(2) The MRISO disciplinary authority/Committee shall deal with any member contravening
any of the above provisions.

GENERAL CONDUCT OF MRISO MEMBERS
8. - (1) Every MRISO members shall be obliged to observe the personal integrity dignity and
rights of other members, in any event when it is proved that any MRISO member has com-
mitted any misconduct he/she shall be deemed to have violated /provisions of this constitu-
tion.
(2) For avoidance of doubt misconduct means and includes:
i. Financial impropriety
ii. Sexual harassment
iii. Failure or refusal to respond when summoned by the disciplinary authority of
MRISO
iv. Use of scandalous abuse obscene of threatening language by any MRISO member
against any other person.
v. Using force for offering violence against or striking a fellow MRISO member
provided that such act occurs within the institute s campus
vi. Conduct ,which does or is likely cause damage ,defacement or violence to person
or property of a fellow MRISO member within the institute campus
vii. Any violent act and or conduct which is willfully intended to obstruct any of the
MRISO business in the ISRC or any of the MRISO meeting
viii. Any act or omission that severely diminishes or prejudices a status of MRISO or
its members.
CHAPTER TWO:
THE EXECUTIVE OF MINERAL RESOURCES INSTITUTE STUDENTS’ ORGANI-
ZATION
PART I
MRISO PRESIDENT
9. (1) There shall be a president of MRISO who shall be the head of MRISO government
and the chairperson of MRISO student BARAZA
(2) There shall be a permanent office of MRISO at the institute’s campus (es)
(3) The president shall be elected by all members of MRISO
(4) A candidate contesting for the presidential post shall name his /her running mate
who shall upon the successful election be the vice president.
(5) The president shall be representing MRISO to the Institute board meetings.
(6) Subject to other provisions of this constitution the office of president shall be
vacant. The election of the president shall be held otherwise in accordance with

the provisions of this constitution as the case may be upon the occurrence of any
of the following events;
a) Resignation of the president
b) Death of the president
c) Impeachment of the president by the ISRC
d) Discontinuation from studies
e) Postponement of studies
(7) A person shall not be entitled to be elected to hold office of president if
he/she is a finalist student.
(8) Any person who holds office of president shall be eligible for re-election to
that office
(9) All other matters concerning procedures for the elections of the president
shall be as provided for in rules promulgated by the ISRC in that behalf sub-
ject to this constitution
(10) Any candidates contesting for the office of president shall be declared du-
ly elected president only if he /she have obtained more votes than the other
contesting candidates.
10. (1) The president shall have power to appoint/select his/her vice president if he/she
discontinued from studies, he/she dies while in office, or he/she resigns to hold office
otherwise by-election shall be carried to cover the vacant posts.
(2) Without prejudicing this constitution The president have the power to establish
committee for the purpose of carrying out effectively ,MRISO social and eco-
nomic projects or any other special duties of the MRISO government, provided
that the committee heads or chairpersons and all the members are appointed by
the president and confirmed by ISRC ,and that the ISRC shall prepare a policy
proposal establishing the functioning of each of such committees for endorse-
ment by ISRC which without it the committees shall be considered as null and
void.
11. (1) The president of MRISO shall perform the following duties, functions
/responsibilities:-
a) The president shall be the head of MRISO and the chief spokesman and shall
preside over MRISO government meetings
b) The president shall have a responsibility of defending when questioned by any
or all of the members attending at any ISRC or STUDENTS’ BARAZA meet-
ing provided that nothing shall be construed and preventing any of his gov-
ernment office bearers from assisting the president in giving such a defense
and that there shall be a collective ministerial responsibility by such office
bearers or all resolution and proposals made.

(2) The MRISO president /chairman shall bound;
a) To be a link between the MRI management and the students
b) To supervise implementation of decisions made by the MRISO
council.
c) To perform any other duties conformity with MRISO objectives
for the benefit of the students and institute community to appoint
committee as the case may be
d) To make any declaration upon the recommendation of MRISO
e) The president shall be one of the signatory to the MRISO bank ac-
count
f) To attend MRI board meetings
(3) The president shall have such other functions as conferred upon him by this
constitution.
12. –(1) Unless he/she sooner resigns or be discontinued for studies or postpone studies
,the person elected as the president subject to the provisions for sub article (2) below
,shall hold office of president for a period of one academic year from the date of
which he /she was elected as president.
(2) The person elected as president shall hold the office of president until;
a) The day he/she succeed or assume office
b) The day he/she while in office
c) The day he/she resign from office
d) The day he /she cease to hold office of the president in accordance with the provi-
sions of this constitution.
(3) The president shall assume office upon taking oath before principal of MRI
13. – (1) In the event that the office of the president is vacant ,the duties and functions of
the president shall be discharged by the one of the following : that is to say
a) The vice president ,if his/he her office is vacant then,
b) The prime minister.
(2) Where any of the person specified in above discharge the duties and functions
of the president by reason that the person shall cease to discharge those duties
and functions immediately after that other person preceding his /her returns
and assumes discharge of the duties and function of the office on behalf of the
president
(3) If the office of both the president and the vice president are vacant by any oth-
er reasons than being absent ,the whole of MRISO cabinet shall be presumed
not be in existence and in the duration not exceeding elections, in such event
,the president and vice president are sworn to hold office.

14. -(1) The ISRC may pass a resolution to remove the president from office of a mo-
tion or to impeach the president, is moved and passed in accordance with the pro-
visions of sub article (2) of this article.
(2) No motion to impeach the president shall be moved, save only if it is alleged
that the president;
a) Has committed acts ,which generally violets any provisions of this constitution
b) Has conducted himself in a manner which lowers the esteem of the president
(3) The ISRC shall not pass a motion to impeach the president save only if, a
written notice specifying the wrong committed and signed by one third of the
ISRC members is served to the speaker in seven days prior to the sitting at
which intended to be moved.
a) Upon the receipt of notice by the speaker a special committee of inquiry shall be
formed and the names of the committee members shall be approved by (2/3) of
the ISRC members
b) The committee shall carry out investigations and shall submit its findings to the
speaker within fourteen days.
c) The speaker shall inform the president of the allegations and president shall be
given an opportunity to be heard after which the final report shall be submitted to
the speaker by the special committee of inquiry
d) After the speaker receives the report, he /she shall table it before the ISRC, which
shall vote, but before voting the president shall be given an opportunity to be
heard before the ISRC .the decision shall be by majority vote.
e) Where the majority vote is for impeachments, the speaker shall summon the ISRC
to which he shall present all the facts, findings and recommendations of the spe-
cial committee of inquiry for it to make a decision, which shall be two-thirds
votes of members attending.
f) Where the impeachment against the president is successful, he/she cease to hold
office immediately and the whole MRISO cabinet shall have been automatically
dissolved.
g) The President who has been removed from office under sub article (xviii) shall no
longer qualify to hold the office of the President, Vice President, Prime Minister,
speaker, Deputy Speaker, course coordinator or Hostel chairperson.
15. – (1) The MRISO government is here by established and it shall comprise all office
bearers as stated in this constitution.
(2) The MRISO government shall authority an responsibilities shall be as:-
a) The MRISO government shall be responsible to the ISRC in implementing
decision made by the ISRC and it shall handle all daily matters of MRISO

b) The MRISO government shall make recommendations to the ISRC on mat-
ters related to students academic ,social economic and political as well as cul-
tural welfare
(3) Meeting of the students government of MRISO;
a) There shall be a MRISO government meeting and the president shall be the
chairperson of the meeting.
b) All MRISO office bearers as defined in this constitution shall be members of
the MRISO government
c) Normally, the MRISO governments shall convene meeting in every month
d) At any meeting of the MRISO government two third (2/3) of its members of
the MRISO government shall constitute a quorum provided that the president
or vice president is present.
e) Decision of the MRISO government shall be by simple majority.
f) Notwithstanding the foregoing provisions, decisions may be made by the pres-
ident on behalf of MRISO government provided prior consent has been given.
PART II
THE VICE PRESIDENT
16. – (1) There shall be a VICE-PRESIDENT who shall be the principal assistant to
the president in respect of all matters concerning the students generally and in
particular shall
a) Assist the president in making a follow –up on the day –to –day activities
plans and programs of MRISO
b) Perform all duties and function assigned to him/her by the president
c) Perform all duties and function of the office of the president when the presi-
dent is out of office.
(2) The vice president shall perform his/her duties under the direction of the pres-
ident and shall be accountable to the president in respect of any matters or
functions to him/her by president
17. – (1) The vice president shall be elected in the same election together with the
president after being voted together on the same ticket ,when the presidential
candidates is elected the vice president shall have been elected.
(2) A person shall be nominated to contest for the office of Vice-President on the
basis of the principle that where the President of MRISO hails from one Cam-
pus of MRI, and then the Vice-President shall be a person who hails from the
either Campus of the MRI according to the present occasion.
(3) The vice president shall assume the office upon taking oath before the princi-
pal of MRI on the same day the president assumes offices.

(4) The Vice-President appointed in accordance with Article 10, shall take an oath
and assume office after his appointment is confirmed by the ISRC then Gen-
eral Assembly (ISB).
(5) The Vice-President shall, before assuming office, take and subscribe/sign the
oath of allegiance before the Executive director of institute’s electoral com-
mittee and Chief returning officer (CRO) and such other oath relating to the
execution of the functions of his/her office as may be prescribed by ISRC
rules.
18. – (1) Unless he/she sooner resigns or dies, a person elected or appointed in ac-
cordance with Article 10 to be Vice-President, shall, subject to the other provi-
sions of this Article, hold office for a period of One year from the day he/she is
elected Vice-President.
(2) The Vice-President shall hold office until :-
a) His/her tenure of office expires;
b) He/she dies while in office;
c) He resigns;
d) He/she is sworn in as president after the office of president falls vacant;
e) He/she is convicted of any criminal offence disclosing lack of honesty or
loyalty;
f) When another President is sworn in to hold the office of President together
with his Vice-President;
g) He/she is removed from office following his impeachment by the General As-
sembly (ISB) in accordance with the provisions of article 14;
h) He /she otherwise cease to hold the office of Vice-President in accordance
with the provisions of this Constitution.
(3) General Assembly shall have the same power to remove the Vice-President
from office as it has in relation to the President save that any motion to im-
peach the Vice-President shall be moved before the General Assembly only if
it is alleged that -
a) The President has submitted a certificate to the Speaker of ISRC stating that
the Vice-President has ceased or failed to discharge the duties and functions of
the office of Vice-President;
b) He/she has committed acts which generally violate this Constitution or the law
concerning the ethics of public or MRISO leaders;
c) He/she has conducted himself in a manner that lowers the esteem of the office
of President or the office of Vice-President, of the Mineral resources institute
students’ organization (MRISO), and no such motion shall be moved within
two weeks from the time when a similar motion was previously moved and re-
jected by the General Assembly (ISB).

d) In the event that the office of Vice-President is vacant pursuant to the relevant
provisions as sub article (2) or (3) of this Article as soon as possible and in
any case within a period not exceeding fourteen days after the Vice-President
has ceased to hold his office, the President shall appoint a person who shall be
the Vice-President and such appointment shall be confirmed by the ISRC then
General Assembly (ISB) by a majority vote of the Members of both ISRC and
ISB provided that Article 17 and other provisions of this Constitution shall
apply.
e) In relation to the President, also Vice-President who has been removed from
office under sub article (3) shall no longer qualify to hold the office of the
President, Vice President, and Prime Minister, speaker, Deputy Speaker,
course coordinator or Hostel chairperson.
PART III
PRIME MINISTER, CABINET AND THE GOVERNMENT
PRIME MINISTER
19. – (1) The prime minister of MRISO shall be appointed by the president and con-
firmed by ISRC as per article 33- (5) b of this constitution.
(2) In appointment of the prime minister, the president will be bound by ap-
pointment rules and regulation and in accordance to ISRC rules and regula-
tions.
(3) The prime minister shall be the chief executive officer of MRISO govern-
ment, and the leader of the government in ISRC.
(4) The prime minister shall in absence appoint from amongst office bearers a
person to act on his behalf.
20. – (1) The prime minister shall be responsible for the preparation of the MRISO
almanac and shall convince the MRISO government meeting i.e. Cabinet meet-
ing.
a) It shall be the responsibility of the prime minister to prepare and submit be-
fore MRISO a brief report of the events that occurred during the representa-
tion of MRISO to any tour ,symposium ,seminar ,workshop ,conference or
congress by any member or group of members of MRISO
b) The prime ministers shall be responsible for giving feedback to MRISO
members from meetings where students have represented the institute; this
shall be done promptly no more than one week after the meeting in question.
c) The prime minister shall be responsible in coordination of all activities of
ministers and other MRISO organization
d) The prime minster shall be one of the signatories to the MRISO account.

21. – (A) (1) Subject to the provisions of this Constitution, the Prime Minister shall be
accountable to the President for the exercise of his authority.
(2) The Executive of the United Republic, under the authority of the
President, shall be the organ having the power to determine the objectives of the
Government in general, and Ministers under the leadership of the Prime Minis-
ter, shall be collectively responsible in the National Assembly for the execution
of the affairs of the Government of the United Republic.
21. (B) (1) The prime minister shall hold the office until:
a) The day the president elect takes the oath of the office
b) The day he/she dies while in office
c) The day he/she resign
d) He/she ceases to hold the office of prime minister in accordance with the
other provision of this constitution
(2) Notwithstanding the provisions of Article 19 (1) or (2) of this Constitution, the
ISRC may pass a vote of no confidence in the Prime Minister if a motion in
that behalf is moved and passed in accordance with the provisions of this Arti-
cle.
(3) Subject to the other provisions of this Article, any motion for a vote of no con-
fidence in the Prime Minister shall not be moved in the ISRC if -
a) Either it has no relation with the discharge of the responsibilities of the Prime
Minister in accordance with Article 13 of this Constitution or there no allega-
tions that the Prime Minister has Contravened the MRI law, rule or regula-
tion or violated any provision of this constitution concerning MRISO leaders;
b) One month have not lapsed since he was appointed or six weeks have not
lapsed since a similar motion was moved in and rejected by the ISRC
(4) A motion for a vote of no confidence in the Prime Minister shall not be
passed by the National Assembly save only if -
a) A written notice, signed and supported by at least 20% of all Members of
the ISRC is submitted to the Speaker, at least Seven days prior to the day on
which the motion is intended to be moved before the ISRC.
b) The Speaker satisfies himself that the provisions of this Constitution govern-
ing the moving of the motion have been complied with.
c) A motion which satisfies the provisions of the Article shall be moved before
the ISRC as soon as possible in accordance with the Standing Orders or
rules of the ISRC.
(5) A motion for a vote of no confidence in the Prime Minister shall be passed
only if it is supported by a majority of the Members of the ISRC.
(6) In the event the motion for a vote of no confidence in the Prime Minister is
supported by a majority of the Members of the ISRC, the Speaker shall
submit that resolution to the President, and as soon as possible and in any
case within two days from the day the ISRC passes the vote of no confi-
dence in the Prime Minister, the Prime Minister shall be required to resign,
and the President shall appoint another Member of MRISO or ISRC to be
Prime Minister without prejudicing this constitution.

THE CABINET AND THE MRISO GOVERNMENT MINISTRIES
22. There shall be the MRISO cabinet which shall Constitutes of the president, vice
president, the prime minister and ministers. Subject to the provisions contained in
Article 34. (A) Of this constitution, the cabinet shall be the principal organ for ad-
vising the president in all matter regarding the exercise of his power in accordance
with the provision of this constitution.
23. There shall be a Secretary to the Cabinet who shall be the chief executive officer in
the office of the Cabinet, and he shall discharge the following functions, in compli-
ance with the general or specific directions issued to him by the President, that is to
say:
a) To work out a programme for Cabinet meetings and prepare the agenda
for each meeting;
b) To record minutes and maintain a record of Cabinet meetings;
c) To notify and explain the decisions of the Cabinet to MRISO Members
or other committees concerned with any such decision; and to discharge
any other duties and functions as shall be directed from time to time by
the President.
24. – (1) All Ministers who are members of Cabinet by virtue of Article 22 shall be ap-
pointed by the President after consultation with the Prime Minister and they shall be
responsible for such offices as the President may, from time to time, by writing un-
der his hand and the Public Seal, establish.
(2) In addition to the Ministers referred to in sub-article (1) the President
may, after consultation with the Prime Minister, appoint Deputy Min-
isters. All Deputy Ministers shall not be members of Cabinet.
(3) The President may appoint any number of Deputy Ministers who shall
assist Ministers in the discharge of their duties and functions.
(4) All Ministers and Deputy Ministers shall be appointed from among
Members of MRISO or ISRC.
25. A Minister or a Deputy Minister shall not assume office until he/she has first taken
and subscribed before the President, the oath of allegiance and such other oath relat-
ing to the execution of the functions of his office as may be prescribed by ISRC
rules.
26. – (1) The tenure of office of a Minister, or a Deputy Minister shall commence on
the date he is appointed to hold that office. The Office of a Minister or a Deputy
Minister shall become vacant upon the occurrence of any of the following:
a) If he/she resigns or dies;
b) Where the President revokes the appointment there by removing the
incumbent from office;
c) Where he is elected Speaker;

d) Where the Prime Minister, President or Vice-president resigns or his
office becomes vacant for any other reasons; immediately before the
President elect assumes office;
e) Where the disciplinary committee or ISRC confirming that he/she has
contravened the MRI rules, law or regulations MRISO constitution
provision concerning leaders.
(2) Ministers and Deputy Ministers shall hold office during the pleasure
of the President, and shall be paid an allowances and other remunera-
tion in accordance with a rule enacted by the ISRC.
THE MRISO GOVERNMENT MINISTRIES AND THEIT FUNCTIONS
27. (A) – (1) The MRISO government shall consist of ministries provided by this consti-
tution and will be subject to review by the MRISO president in the manner provided
by this constitution
(2) There shall be executive members in each ministry and course repre-
sentative members who shall be non executive members
(3) The president of MRISO who is also the head of the student govern-
ment may propose new ministries, combine or divide any ministry as
seen fit.
(4) The proposal of new ministry will go together with the proposal of
functions of the proposed ministries but combining of ministry of divid-
ing of ministry will amount to combining or dividing of function of
ministry respectively
(5) The power to formulate new ministry will not exceed three ministries
and power to divide ministry will not exceed three ministries present,
however power to combine ministry will have no limit if will be aiming
to minimize running cost of the government at the same time to allow
flexibility and efficient of government according to existing situation
(6) The MRISO government shall consist of the following basic ministries
a) The ministry of constitution affairs, justice and good governance
b) The ministry of academic affair
c) The ministry of finance and economic planning
d) The ministry of information and relational affairs.
e) The ministry of sports, games and cultural affair.
f) The ministry of health, food and accommodation.

27. (B) MINISTRY OF CONSTITUTIONAL AFFAIRS, JUSTICES AND GOOD GOV-
ERNANCE
(1) This ministry shall consist of Ministers, Deputy Minister as executive’s mem-
bers and programmed chairperson as non –executive members. The ministry
shall have the following responsibilities:-
a) To ensure that all MRISO members abide by the constitution in all activities
related to the organization.
b) To facilitate the growth of affiliation and registration of association and other
groups of interest lather than academic one at the institute
c) To encourage every MRISO member to understand his/her responsibilities in
the government.
d) To ensure that all MRISO members have access to the MRISO constitution
and all the students by –laws, rules and regulations
e) To ensure that all laws, by –laws, rules and regulations governing the institute
and the country in general which are supposed to be known to students for fa-
cilitation of their studies are accessed and known to students.
f) To ensure that all MRISO leaders fulfill their responsibilities according to
constitution
g) To organize seminars ,workshops public lectures and debates on constitutions,
laws and good governance both for institute and country’s affairs
h) To make preparation and supervision of election affairs and to advice accord-
ingly to MRISO organs however in discharging these responsibilities will not
intervene and discharge the functions and freedom of committee as stipulated
by rule governing the general elections.
i) To collect views on the conduct of MRISO leaders from MRISO members
j) To represent students to the institute body or committee which deal with mat-
ters which are subject or relate to the functions discharged by this ministry, if
being necessary.
k) To preserve all documents relating to oath of different functionaries of
MRISO.
l) To prepare budget of the ministry subject to directive of ministry of finance
and economic planning.
m) The ministers for constitution affair justice and good governance shall be the
chief protocol of MRISO.
n) Any other duties as seen fit by the president.

27. (B) MINISTRY OF ACADEMIC AFFAIR
(2) This ministry shall consist of a Minister, Deputy Minister as executive members and
programmed chairperson as non –executive members.
(3) The ministry shall have the following responsibilities
a) To deal with various academic issues.
b) To encourage and ensure that every student understands his responsibility to edu-
cate himself to the best of his capabilities.
c) To represent students to the institute body or committee which deal with academic
affairs, if being necessary?
d) To analyze and suggest improvements to existing teaching and learning environ-
ments, methods ,materials, conditions and equipments including assessment and
recommendation of students general performance in examination results
e) To prepare budget of the ministry subject to directive of the ministry of finance
and economic planning.
f) The ministers will be the chair person of MRISO ACADEMIC COMMITTEE
and he/she is responsible to summon the board to discuss academic affair, if being
necessary.
g) Any other duties as seen fit by the president.
27. (B) THE MINISTRY OF FINANCE AND ECONOMIC PLANNING
(4) The ministry shall consist of minister, secretary as executive member and program-
mers chairperson as non executive members
(5) The ministry shall have the following responsibilities
a) To layout plans ,administer and supervise all economic project of MRISO
b) To collect revenue due payable to the MRISO government keep and maintains ac-
counts and make such other payments out of the funds of MRISO as stipulated by
the financial regulation
c) To prepare budget or supplementary budget estimated and an annual balance
sheet and present to the ISRC, which will comprise general government budget.
d) To provide directives and ceiling of budget preparations to other ministries bear-
ing in mind the income budget of MRISO
e) Subject to approval of cabinet ,to make circular governing day to day financial
operations of MRISO
f) To correspond with all relevant authorities relating to financial matters and pro-
vided information t]relating to financial affairs to students where necessary
g) To represents to the institutes body or committees dealing with matters which re-
late to responsibilities of the ministry, if being necessary.

h) To make contract relating to rising of funds with any organ within or outside the
institute provided that such contracts shall have any approval of the cabinet and
ISRC after consultation to MRI management.
i) Any other duties as seen fit by the president.
27. (B) THE MINISTRY OF INFORMATION AND RELATIONAL AFFAIRS
(6) The ministry shall consist of minister, secretary as executive member and program
chairperson as non executive’s members.
(7) The ministry shall have the following responsibilities/functions:-
a) To coordinate all activities related to press at the institutes including press releases
on behalf of the president, cabinets or ISRC
b) To call for article from different sources for publication of MRISO newspapers,
magazines, journal and periodicals long before the publications are made.
c) To initiate, supervise and release publications, recording of other information on
matters of general concern in manner conducive to the promotion to MRISO ob-
jectives.
d) To ensure there is access to information to all MRISO members by designing ap-
propriate methods and means of conveyance of information to MRISO members
and to ensure and encourage availability and utilization of computer and internet
facilities
e) To initiate and run audio-visual/programmers of all kind of mass communication
including radio and television programme.
f) To enhance good relations and harmony among MRISO members and organs and
between MRISO and other organs in and outside the institute.
g) To receive and entertain official visitors of MRISO government
h) To establish MRISO documentation facilities for the custody of information pub-
lished by MRISO and that received from mother institute and individual
i) To enumerate any or all contribution /articles before they are publish in MRISO
papers
j) To prepare budget of the ministry subject to directives from ministry of finance
and economic planning
k) Any other duties as seen fit by the president.
27. (B) THE MINISTRY OF HEALTH, FOOD AND ACCOMODATION.
(8) The ministry shall consist of minister, secretary as executive members, programme
chairperson and hostel committee, as non-executive members.
(9) The ministry shall have the following responsibilities;

a) To ensure that the environment of the campus all the time is in state of sound and
satisfactory cleanliness.
b) To ensure that health services are provided to students on time and accordingly
c) To ensure that students are provided with satisfactory curative and preventive ser-
vices and campaigning for curative and preventive service, then the ministry will
ensure provision of satisfactory services
d) To ensure that students are provided with sound ,socially acceptable meals at all
time in a hygienically acceptable environment if such arrangement exists within
institutes campus
e) To represent students on institutes body or committees dealing with related affair,
if being necessary.
f) To prepare budget of the ministry subject to directives from ministry of finance.
g) Any other duties as seen fit by the president.
27. (B) THE MINISTRY OF SPORTS, GAMES AND CULTURAL AFFAIRS.
(10) This ministry shall consist of a ministry and secretary as executive mem-
bers, all games captains, cultural group leaders and programme chairperson as
non-executive members,
(11) The ministry shall have the following responsibilities,
a) To supervise and coordinate all sports activities in the campus including pre-
paring and assisting any or all of the game team competitions in or outside the
institute
b) To supervise, encourage and coordinate all arts and cultural activities in the
institute
c) To prepare and maintain for each semester timetable showing the dates on
which various arts and cultural performance shall be held provided that such
performance shall be for entertainment purpose and that revenue may be col-
lected to offset some expenses incurred
d) To prepare after each cultural performance organized by this ministry a finan-
cial statements to expenses incurred and revenue collected
e) Prepare budget of the ministry subject to directives from ministry of finance
and economic planning
f) Any other duties as seen fit by the president.
Meeting of ministries
Each of the ministries shall meet in ordinary session once in every month before cabinet meeting
according to MRISO almanac to be prepared by the prime minister provided that;
i) At any meeting of the ministry not less than 2/3 of the members shall constitute quorum

ii) All decision shall be made by majority vote of the members present.
iii) In case of matter of policy the minister shall have a veto vote.
CHAPTER THREE
MRISO ORGANS AND THEIR FUNCTION
PART I
MRISO PRINCIPAL ORGANS
The principle organs of MRISO at the institute level shall be;
1. The institute students BARAZA (ISB)
2. The institute students representative council (ISRC)
3. The cabinet/ministries committee.
THE INSTITUTE STUDENTS BARAZA (ISB)
28. (1) The institute students BARAZA (here in after referred to as the BARAZA is constituted
by all students of the MRI)
(2) The BARAZA shall be the supreme organ of the MRISO and it shall have power
to deliberate on any matter concerning MRISO or its member(s) subject to the
provision of this constitution.
29. (1) The BARAZA shall convene twice per semester on such a dates as provided for in the
almanac of MRISO provided that in case of special or extra ordinary BARAZA ,the prime
minister shall insure notice of such BARAZA when so directed or petition ,shall issue a two
day public notice for the BARAZA after seeking approval of MRI management
(2) The quorum of the BARAZA shall be at least (2/3) of its members.
(3) There shall be a permanent speaker who will be elected during the first meeting of
ISRC after the new governments elected ,and decision of the ISRC normally be ar-
rived at by consensus or acclamation, and shall be a secretary general during the
meeting.
(4) In circumstances of disagreements over any issue being discussed by the BARAZA,
shall be by voting in which case the simple majority rule shall be observed subject to
the provision of this constitution.
30. The functions of the BARAZA shall be
a) To oversee the activities of all organs of MRISO.
b) To discuss all matters of interest to students
c) To make final decision on recommendations from ISRC for votes of no confidence
to the presidents or vice presidents severely of individually.
d) To invite officials from within and outside the institute as the need arises.
e) To approve the appointment of a caretaker committee/government by ISRC.
f) And any other function as pursuit by any article of this constitution

ALSO: status of speaker will be like that ISRC incase of allowances and reimbursement of ex-
penses.
THE INSTITUTE STUDENTS REPRESENTATIVE COUNCIL (ISRC)
31. There is here by established an institute students representative council of MRISO
32. The ISRC shall composed of
i. The speaker
ii. The deputy speaker
iii. The prime minister
iv. Two class representatives from all programs/courses and NTA Levels (CR’s)
v. Ministers and secretary
vi. Hostel/unit chairperson and the secretary will represent the hostel.
vii. Programme chairpersons/course coordinators will represent the pro-
gramme/course
viii. One women students’ representative.
ix. Two members elected from each programme
LIFE OF ISRC, SITTINGS, FUNCTIONS, POWERS AND PRIVILEGES
33. (A) - (1) All ISRC members including office bearers shall hold office for one academic
year and shall be eligible for re-elections or re-appointment as the case may be
(2) The ISRC shall convene meeting on every semester at least 2 times such that twice
per semester according to the MRISO almanac
(3) Provided that the ISRC shall meet at any other time as the speaker determine upon
receiving a petition signed by 66% members of ISRC
(4) Subject to sub-article (3) above upon receiving a petition ,the speaker shall issue a
two day notice for the meeting unless emergence conditions demand, a shorter no-
tice release
(5) The ISRC shall have powers ;
a) To elect the speaker and deputy speaker of the ISRC
b) To confirm appointment of the prime minister
c) To review and approve or disapprove policies and actions of
MRISO whenever it consider if necessary or desirable to do so
d) To evaluate and make appropriate actions on the annual gen-
eral handover report and activities of MRISO submitted or or-
dered so to be submitted by office bearers

e) To make provisions for all matter relating to funds of MRISO
including but not limited to preparation of annual estimates of
income and expenditure accounting and periodical financial
statements
f) To approve budget estimate provided by MRISO government
during budget session
g) To make provisions in any appropriate manner for legal audit-
ing of boos accounts of all organs of MRISO to ensure sound,
proper and efficient administration of fund.
h) To discipline any MRISO office bearer, disciplinary officer
provided that at least two third (2/3) of the members attending
the meeting shall have voted for such suspension or removal
provided further that suspension of the president or vice presi-
dent or both shall have to be approved by the BARAZA
i) In case of disapproval such suspension of the president or vice
president or both by the BARAZA the ISRC will have to be
dissolved although its members will be eligible for re-election
j) To establish committees as may be found necessary for the ex-
ecuting of its functions
k) To summon any central government members either individually or col-
lective for the purposes of enhancing accountability of MRISO govern-
ment
l) To invite officials from within or outside the institute as the
need arises
m) To obtain and inspect copies of all MRISO documents upon
request to prime minister
n) To make rules and regulation of MRISO
o) To approve any MRISO projects, contracts, and publications.
p) To discuss budget for different ministries for the year ministers
for respective ministries shall present their budgets and answer
questions from the members of the ISRC ,however ,with except
to this ,deputy minister may represent a minister on answering
question and presentation of budget
q) To perform any other duties on the interests of MRISO mem-
bers and as the BARAZA may direct from time to time

FINANCE AND ADMINISTRATIVE ASPECTS
33. (B) – (1) All matters of finance shall be governance by the ISRC executive responsi-
bilities; liabilities and powers over MRI funds and other property shall be approved
by the MRI from time to time
SOURCE OF FINANCE
(2) Source of finance to the originations shall include
a) Annual membership subscription fees
b) Loans
c) Collections from various activities such as charity walk
d) Funds from donors
e) Proceeds from projects
f) Grants
g) Interest, divided from MRISO properties and investments
h) Any other source of finance approved by ISRC
COLLECTION OF REVENUE
(2) Subscription fee from members shall be collected in the institute registrar office.
(3) The minister or deputy minister of finance and economic planning shall make col-
lection of interest profits donations, grants loans and any other revenue
AUDITING OF ACCOUNTS
(4) The external auditor or auditors who will be appointed by ISRC shall audit the ac-
counts of MRISO one month before the MRISO general elections
(5) The audited accounts shall be approved and signed by the financial advisor before
being presented to the ISRC
(6) The audited income and expenditure statement and balance sheet shall be published
after being approved by the ISRC not later than one week before the MRISO gen-
eral election.

THE MANAGEMENT OF PROPERTIES
(7) The management of all properties shall be the responsibility of the students, gov-
ernment and therefore, the students governments shall be answerable in the first
place to the ISRC and finally to BARAZA for the proper accounting for all MRISO
properties.
THE CABINET/MINISTRIES COMMITTEE
34. (A) There shall be the MRISO cabinet which shall compromise of the president, vice
president, the prime minister and ministers.
34. (B) –(1) The president shall preside over cabinet meeting and in the events that the
president is absent ,the meeting shall be president over by vice president
(2) The appointment of ministers and secretaries to the ministries will bear in mind that at
least out of all members each course is represented by the members as office bearer
(3) Subject to any provisions of this constitution, the cabinet shall be the principal organ
for advising the president in all matter regarding the exercise of his power in accord-
ance with the provision of this constitution
(4) Prime minister will be a secretary of the meeting
(5) The cabinet shall make recommendations to the ISRC on matters related to the stu-
dent academic, social, economic and political as well as cultural welfare
(6) The meeting of the cabinet:-
a) There shall be the cabinet meeting and the president shall be the chairperson of
the meeting.
b) All cabinet members as defined in this constitution shall attend the cabinet meet-
ing
c) Normally, the cabinet meeting shall convene meeting in every month
d) At any meeting of the cabinet meeting two third (2/3) of its members of the cabinet
meeting shall constitute a quorum provided that the president or vice president is
present.
e) Decision of the cabinet meeting shall be by simple majority.
f) Notwithstanding the foregoing provisions, decisions may be made by the president
on behalf of the cabinet meeting provided prior consent has been given

PART II
OFFICE BEARERS OF THE INSTITUTE STUDENTS REPRESENTATIVE COUNCIL
(ISRC)
THE ISRC SPEAKER
35. - (1) There shall be the speaker who shall be elected by members of the ISRC from
amongst students who are members of MRISO or members of ISRC.
(2) The speaker of ISRC shall not be a MRISO cabinet member
(3) The speaker shall be convene and preside over the ISRC Sittings in accordance with
ISRC rules or standing orders.
36. - (1) The speaker or deputy speaker shall cease to hold office if he/she is removed
from office by resolution of the ISRC by votes of “not less than (2/3)” of all ISRC
members attending the meeting if he /she violets any provision of the constitution
(2) The post of speaker and deputy speaker shall fall vacant in case
a) He/she resign
b) Cease to hold office as per part (iv) of this provision
c) He/she Dies
d) Cease to be MRISO member
e) End of his tenure as per constitution
THE ISRC DEPUTY SPEAKER
37. (A) - (1) There shall be the deputy speaker of the ISRC who shall be elected from
among ISRC members and shall be the principal assistant to the speaker.
(2) The deputy speaker shall convene and preside over ISRC meetings in the absence of
the speaker and he/she shall not be a member of the MRISO cabinet.
(3) The deputy speaker shall convene and take minutes in ISB meetings as secretary gen-
eral in the absence of the speaker.
37. (B) – (1) The ISRC speaker and Deputy speaker shall be elected by members of
ISRC, and should be amongst members of ISRC or MRISO, there-by the election will
be supervised by Executive director and General Secretary of IEC,
(2) Then after both shall subscribe and make an oath before or sworn to execute of-
fice by Executive director or Secretary General of IEC.
(3) And all provisions of this constitutions concerning election shall apply

THE COURSE CORDINATOR/PROGRAM CHAIRPERSON
37. (C) – (1) There shall be the Course Coordinator who shall be elected by among the
members of the program/Course of all NTA Levels of a particular program/course.
(2) His/her responsibilities:-
a) The Course Coordinator shall represent the students in ISRC meeting
b) The Course Coordinator shall be non executive members of all ministries
c) The Course Coordinator shall represent the students program in a particu-
lar departmental
d) The Course Coordinator shall deal with various program issues
e) The Course Coordinator shall encourage and ensure that every student un-
derstand his/her responsibilities
f) The Course Coordinator shall perform any other duties as seen fit by the
program.
WOMEN STUDENTS’ REPRESENTATIVE
37. (D) – (1) There shall be a women students’ representative, who shall be appointed by
the president of MRISO, without undue influence of any kind. She must reside within
the campus hostel(s).
(2) The women representative shall have the following core functions:-
a) Shall represent all affairs pertaining to women in all ISRC meetings and
hostel assembly.
b) Shall have power to convene special meetings and presides over the wom-
en assembly where necessary.
c) Shall have power to delegate authority when it seems to be vital, whenever
she is out of the campus.
d) Shall be responsible to the President of MRISO government.

HOSTEL /UNIT ASSEMBLY
38. (A) –(1) There is hereby established a hostel at MRI
(2) Hostel assembly shall be constituted by all MRISO members resident in that
hostel
38. (B) – (1) Each hostel assembly shall elect a chairperson and secretary by taking into
account gender balance of hostel residents without prejudicing any part of this consti-
tution, who will represent the hostel in ISRC.
(2) The election should be carried together with all other MRISO Posts as for
provisions of this constitution and should include chairperson only who latter
on will appoint his/her Secretary.
(3) The hostel chairperson on his absence any other person elected for the purpose
shall preside over the hostel assembly meetings the quorum for which shall be
two-third (2/3) of the all members.
(4) The hostel secretary shall keep minutes and record of the meeting of the hostel
assembly
38. (C) The hostel assembly shall have the following function;
a) To discuss matter of interest to the hostel residents and make recommen-
dation to the ISRC or the MRISO government
b) To consider and adopt activities of MRI within the hostel submitted to it
by hostel committee
c) To appoint the hostel committee.
THE HOSTEL COMMITTEE
38. (D) There shall be a hostel committee composed of the hostel chairperson, secretary
and four other members appointed by the hostel assembly.
38. (E) The hostel committee shall have the following functions:-
a) It shall be responsible for carrying out decision of the hostel assembly con-
cerning the hostel
b) It shall convene ordinary at least once month and the quorum for the meetings
shall be two third (2/3) the number of its members
c) It shall supervise all activities relating to students welfare at the hostel
d) It shall be directed responsible to the hostel assembly
e) All campus students offered hostel accommodation shall be considered as hos-
tel members.
f) The hostel committee shall be accountable to the ministry of accommodation

DISCIPLINARY COMMITTEE
39. (A) – (1) There shall be and is here by established disciplinary committee as provided
for in this constitution and this committee will discharge its duties and functions in ac-
cordance with the MRISO
(2) The disciplinary committee shall be appointed by the president and shall be
among MRISO members.
39. (B) The disciplinary committee shall have the following functions;
a) To receive, investigate and deliberate on such matter or institute as may be re-
ferred to it by minister of constitutional affairs, justice and good governance
b) To summon and interrogate any student or students after student or students
failure and or refusal to show cause as to why any disciplinary action should
not be taken against him/her or them or for any alleged misconduct
c) To impose after, due investigation and determination of any fault or faults,
appropriate penalties on any students or students for any offences committed
under this constitution.
d) To do any other thing or things for the maintenance and promotion of good
discipline among students and between students and the general community
within and outside the institute
e) The disciplinary committee shall be reporting to the ministry of constitutional
affairs ,justice and good governance
ELECTORAL COMMITTEES
40. (A) –(1) There shall be and is here by established electoral committee as provided for
in the electoral rules of this constitution and this committee will discharge its duties
and functions in accordance with the MRISO.
(2) There is hereby established an electoral committee of MRISO for the purpose of con-
ducting elections of MRISO
(3) The electoral committee shall be appointed among MRISO members
(4) The electoral committee shall be composed at least ten (10) members, provided that
the appointed members shall not be office bearers
(5) Dean of students shall be a chief returning officer (CRO) but shall have no power to
vote
(6) Every course shall have at least one member in the electoral committee
(7) The appointment shall be effected at least within 14 to 30 days prior to the scheduled
elections
40. (B) – (1) the electoral committee shall elect its Executive director and secretary Gen-
eral in the first meeting after taking an oath.

(2) Executive director shall have power to fill any vacant post in Institute’s electoral
committee (IEC) after being affected.
(3) All members of electoral committee shall not qualify to be candidates.
LIFE OF THE INSTITUTE ELECTORAL COMMITTEE (IEC)
41. (A) – (1) The life of the institute electoral committee shall be one academic year
from a time it assume office, and should cease to perform its duties when the new
IEC is appointed,
(2) Any IEC member can be re-appointed, provided that other provisions of this constitu-
tion are not violated.
DUTIES OF ELECTORAL COMMITTEE
41. (B) The election period shall start immediately after the mid of the second semester
during which the electoral committee shall meet the following a notice by the chief
returning officer (CRO) in consultation with the Executive director of Institute’s
electoral committee and according to the following schedules;
a) Approximately one week before the proposed opening of the nomination to dis-
cuss the election timetable including what and when nominations may start when
and manifesto hall be submitted by .when the ballot boxes shall be opened, when
the counting shall be one; and the publicity required for election.
b) Immediately after the close of nomination to check the contestants if are bona fide
members of MRISO and have relevant qualifications; to nominate the candidates
who qualify to be voted for and disqualify the rest, to assess and decide on the un-
filled post ;and to confirm the exact time to begin campaigns
c) A day of opening of campaigns to introduce the candidate s to be voted to the en-
tire students’ community and to officially allow candidates to run/make their
campaigns.
d) After the closure of voting, to hear complaining against a candidates voter of elec-
tion officers irregular conduct during elections and make judgment
e) Other duties as required by Executive director of Institute’s electoral committee.
PRESIDING AT SITTINGS OF ELECTORAL COMMITTEE
42. – (1) At least twenty –four (24) hours notice must be given for all committee meet-
ings to persons required to attend such meetings
(2) The quorum for any meetings shall be two third of the members provided that the
Executive director or his/her representative shall among them

(3) All decisions shall be by majority of the members present and voting at the meet-
ing
(4) Minutes of the electoral committee meetings shall be kept for evidence purpose
up to when the ISRC rectifies the results of the elections during its meeting dis-
cussing the handing over, or during other time as case may be
(5) The electoral committee shall not commence its business unless all of its members
have taken an oath in the manner to be described by the ISRC
(6) The electoral committee shall have power to make by-laws governing the conduct
of elections subject to ISRC rectification.
PROCEDURES OF NOMINATION AND MANIFESTOS (CV)
43. – (1) Subject to MRISO constitution the post to be contested shall be the post for the
president and vice president, Speaker and Deputy Speaker (in the ISRC), course co-
ordinators and Hostel Chairpersons.
2) All nomination forms and manifesto shall be submitted according to the time set
by the electoral committee
3) All manifestos shall be typed to a standard specification given by the electoral
committee and shall include name, course of the candidates, proposed decoders, a
copy of Provisional results for his or her all previous semester(s) and post being
contested for, provided that no any additional material shall be typed once they
have been produced
4) At least 2 and not more than 3 candidates for post of president shall be nominated
for election.
ELIGIBILITIES OF CONTESTANTS
44. – (1) Without prejudice of MRISO constitution the electoral committee and the chief
returning officer shall have power to screen contestants/candidates in accordance with
electoral rules.
(2) The electoral committee and chief returning officer shall satisfy that; nominees
meet the following qualifications;
a) Contestants and their proposers /secondes and supporters shall be confide
active members of MRISO
b) Contestants shall be people of a sound mind
c) Contestants shall not be finalist students
d) Contestants shall not have criminal records of the past
e) Contestants shall be fluent in English
f) Contestants must have paid for the MRISO leadership application forms
g) Contestants shall be a person of good conduct

h) Contestants should not be holding a post in any political party
i) Contestants must have a stable academic background such that at least 2.5
GPA for his or her all previous semester(s) which shall prove that he /she
has ability to handle both academic and administrative activities.
CAMPAIGN OPENING MEETING
45. (A) – (1) The campaign –opening meeting shall be held at a time to be decided by the
electoral committee and shall be chaired by the Executive director of the Institute
electoral committee
(2) The electoral committee members shall attend the campaign –opening meeting
(3) All candidates shall attend the campaign –opening meeting
(4) Campaign opening date shall be on weekdays
PROCEDURES OF CAMPAIGN OPENING MEETING
45. (B) - (1) For each post there shall be a proposing speech by the chairperson followed by
the campaign speech by each candidates
(2) Every candidates shall be required to answer all questions asked by any of the
members attending a campaign meeting provided that the electoral committee
members shall not be eligible to ask any question
(3) The chairperson shall have power to answer and /or object any question which
he consider unnecessary ,scandalous ,irrelevant vexations ,incident ,offensive,
abusive or which any tend to prejudice or embarrass any candidates or candi-
dates or delay the fair campaign opening meeting
(4) Time to be taken by proposing and campaign n speeches and time to leave the
campaign –opening meeting after a warning for persistent interruption or rau-
cous behavior
INDIVIDUAL CAMPAIGN
45. (C) – (1) Immediately after the campaign meeting the candidates shall be allowed by
the chairperson to carry out their own campaign provided that no candidates shall make
use of money or use of abusive or scandalous language against his adverse candidate
and no candidates or campaign shall be allowed destroying another candidate’s publica-
tion.
(2) No candidates shall be allowed to withdraw from election after the delivery of
his campaign speech unless he adduces sufficient grounds for his withdrawn
or the satisfaction of the electoral committee.

BALLOT PAPERS AND BOXES
46. – (1) All election of office bearers shall be supervised by electoral committee and
voting shall be by secret ballot
(2) All ballot papers shall be printed by the chief returning officer in the manner
and design to be decided by electoral committee
THE POLLING PROCEDURES
47. (1) A voter shall before voting read the instructions given by the chief returning of-
ficer and shall follow them in the process of voting
(2) Ballot boxes during polling shall be located at previously decided stations
(3) Candidates or their supporters or observes may be present at the time of start-
ing voting at any voting station to satisfy themselves that no forgery papers
are in ballot boxes before voting starts and thereafter one observer for each
candidates may stay up to the end of voting to satisfy the candidates that no ir-
regularities have been done against him/her provided that the absence of the
observer shall not mean that the voting proceeding is invalid
(4) Election officers shall advice voters on matters of voting procedures but shall
not show support for any candidates or advice voters to vote against any can-
didates
(5) Candidates and their supporters may not canvas voters to the immediate vicin-
ity of ballot box
(6) Regulation to be observed by candidates
THE ICE’s RULES THAT CANDIDATES SHALL ABIDE
48. (A) - (1) Candidates shall be nominated and required to provide manifesto as provided
for by the rules
(2) Any candidates who think he/she may be away from the institute during elec-
tions and initial or part of their term of office shall nominate a deputy who
shall have power to perform the duties of the candidates both before and after
election.
OFFENSES
48. (B) – (1) When a candidate has been proved that he/she has committed any of these of-
fenses shall amount to his/her disqualification as stipulated in the rules

(2) Any candidates who maliciously or fraudulently tenders wrong manifestations
(CV) to the electoral committee shall have committed offense
(3) Any candidates who shall use bribe during campaign shall have committee
crime
(4) Use of abusive or scandalous language against his/her opponent shall among
to an offense
(5) No candidates shall use violence or destroy his/her opponent’s publication;
this shall amount to an offence.
CANDIDATES DISQUALIFICATION AND DISCIPLINARY PROCEDURES
48. (C) – (1) A candidates shall be disqualified at any stage of the elections for breaking
one or more of the regulations provided by the rules
(2) The case for disqualification shall be presented to the meeting or the electoral
committee by the chief returning officer in which case the electoral committee
shall determine its proceedings to the point of making a ruling
(3) Witnesses may be called and cross –examined by the electoral committee
(4) The decision to qualify a candidate s shall be taken by secret ballot and the
majority votes of the members present and voting shall be used
ANNOUNCEMENT OF RESULTS
49. – (1) The electoral committee shall examine the result of all candidates for posts of
president and if there is a candidate who as polled a highest number of votes and ex-
ceeding one third (1/3) of the total votes then the electoral committee shall declare that
candidate only as elected
(2) If there happens the elected candidate for a post of president have equal num-
ber of votes shall contest in the re-election provided that the electoral commit-
tee shall with a reasonable time not exceeding seven (7) days carry re election
in the manner to determined by the electoral committee
(3) If there happens that two candidates have got equal number of votes, such
that The 2nd

candidates )then the electoral committee shall be rational
but the rationality shall reflect on intended results

APPEALING (REVERSAL OF IEC DECISIONS), BY-ELECTION HAN-
DLING OVER AND INAUGURATION
APPEALING (REVERSAL OF IEC DECISIONS)
50. – (1) Any candidate for election or any MRISO member who prior to or after the
election feels dissatisfied of the manner in which the elections have been conducted
shall have the right to lodge his/her dissatisfaction with the electoral committee with-
in three days after the announcement of the election results
(2) The electoral committee shall consider the dissatisfaction and give ruling
(3) The electoral committee shall have power to revoke the election results within
three days (3) after the announcement of the same.
51. Any parts aggrieved by the electoral committee may appeal to the CRO and shall do
so at least seven (7) days before the announcement of the results. CRO shall be the fi-
nal appellate body on all matters related to election.
HANDLING OVER AND INAUGURATION
52. – (1) The outgoing government in collaboration with the dean of the student’s office
shall conduct handing over process within one week of announcing the results.
(2) The outgoing government shall cease to hold office as soon as the president is
inaugurated.
BY-ELECTION PROCEDURES
53. – (1) If a post of president, Vice-president, course coordinator, or hostel chairperson
becomes vacant, By-election shall be called to cover the vacancy.
a) In case of ISRC Speaker or deputy speaker post has fallen vacant, by-election
shall be called and supervised by IEC or chief director and general secretary
of IEC, Provided that contestants meets all eligibilities as per article 44 - (2)
of this article and without prejudice this constitution.
b) By-election in any post should be conducted/carried out without violating any
election rules according to article 48 or any other provisions of this constitu-
tion.
c) A by –election shall be advertised few days after the close of nomination and
at least (14) days after the post falling vacant, provided that a candidates shall
not be among the office bearers.

d) The electoral committee shall supervise by-election, provided that it is sup-
ported by the MRISO government in both materially and financially if neces-
sary.
CHAPTER FIVE
MISCELLANEOUS PROVISIONS
PROVISIONS RELATING TO RESIGNATION FROM VARIOUS OFFICES ESTABLISHED
BY THIS CONSTITUTION.
54. - (1) Any person holding any office established by this Constitution (Including the office
of Minister, Deputy Minister, except CR’s) may resign by giving notice in writing and
signed by him/her, in accordance with the following procedure:
a) If such person was appointed or nominated by one person, then such notice of resigna-
tion shall be submitted to the person who appointed or nominated him, or where he
was appointed, or nominated by a body of persons, then such notice of resignation
shall be submitted to that body of persons;
b) If that person is the holder of the office of President or Vice-president, then the notice
of resignation shall be submitted to the Speaker of ISRC and Executive director of
IEC;
c) If that person is the Speaker or Deputy Speaker of the ISRC, the notice of resignation
shall be submitted to the Executive Director of I EC.
(2) A person who has given notice of resignation pursuant to the provisions of subarticle
(1) of this Article shall be deemed to have resigned from the day the notice of resigna-
tion is received by the person or body or persons concerned, or when it is received by
any person authorized by a person or body of persons concerned to receive the notice
of resignation, but where the notice of resignation states that that person will resign
some later day after the receipt of that notice by the person or body of persons con-
cerned, then that person shall be deemed to have resigned from such later day.
(3) Where any person holding any office established by this Constitution (including the
office of the Minister, Deputy Minister) resigns, then, if he has all the necessary quali-
fications and is in every respect eligible, he may be reappointed, re-elected or re-
nominated to hold such office in accordance with the provisions of this Constitution.
(4) Nothing in the provisions of sub-article (3) shall preclude a person holding the office
of President or Vice-president from being re-elected to that office while he holds the
office of President.

PROVISIONS RELATING TO PROCEDURE OF SUCCESSION TO OFFICE IN SERVICES
OF MRISO GOVERNMENT
55. - (1) For the purpose of interpreting the provisions of this Constitution in relation to the pro-
cedure of appointment to the service of the MRISO Government, it is hereby declared that any
person having power pursuant to this Constitution to appoint or nominate another person to
hold a certain office has also the power to appoint or nominate a person to act in, or to tempo-
rarily perform the functions of, that office: Provided that these provisions shall not apply to
the offices of; Minister, Deputy Minister, Vice-president or Executive director to IEC.
(2) The following rules shall also apply for the purposes of interpreting the provisions of this
Constitution concerning the procedure of appointment to offices in the services of MRISO
Government:
a) Where pursuant to provisions of this Constitution a person is appointed to act in or to per-
form the functions of a certain office when the substantive holder of that office fails to
perform the duties connected with that office, then it shall not be permitted to inquire into
or to make any representations against such appointment on the ground that the substan-
tive holder did not fail to perform the duties connected with that office.
INTERPRETATION
56. -(1) In this Constitution unless the context otherwise requires –
“MRISO” Means mineral resources institute students’ organization by the MRI governments’
council as being the official representative of students of the institute.
“By laws” means by-laws made by MRI managements/advisory body
“By-election” means election, which are conducted to cover the vacant posts apart from the
main election which are held once in each academic year.
“Election officer” means a member of institute’s electoral committee who advice voters on pro-
cedures of voting.
“The president” means the head of MRISO government and the chairperson of MRISO stu-
dents’ BARAZA (ISB).
“The vice president” means the principal assistant to the MRISO president.
“The prime minister” Means the chief executive officer of MRISO governments and the leader
of the governments in ISRC
“Executive’s director to institutes electoral committee (IEC)” Means, the head of the insti-
tute’s electoral committee.

“Academic year” means the twelve consecutive months starting from august
“Students organization” means an organization approved by the MRI council as being an or-
ganization representative of the students of MRI
“Auditor” Means any person appointed by the institute students’ representative council (ISRC)
to carry out duties of verification and examination of MRISO books of accounts
“BARAZA” means the general meeting of MRI students, comprising all MRISO members, pres-
ident, ISRC speaker as general secretary of the meeting and other office bearers
“Dean” means MRI staff appointed or employed to execute the tasks of student’s welfare
“CRO” means chef returning officer adviser of mriso8 commissions, committees and ISRC
“Constitution” means MRISO constitution which is a body of fundamental principles and estab-
lished precedents according to which MRISO is governed
“Hostel/unit assembly” means an assembly/meeting held at hostel unit level.
“Political Party” means a political party which has been granted full registration in accordance
with the united republic of TANZANIA Political Parties Act, 1992; or its reference.
“Oath” shall have the meaning ordinarily ascribed to it and includes any formal declaration
permitted by law to be used instead of an oath;
“Oath of allegiance” means the oath to be loyal to MRISO and to the Government of MRISO;
“Ethics of Office” means ethical rules guiding the conduct of persons holding the office of
MRISO government;
“General Elections” or “MRISO election” means an election of a President, Vice-president and
of all other office bearers as stated in this constitution;
“Motto” Means a short sentence encapsulating a belief or ideal of MRISO which is “unity for
achievement”
“Name” The name of students organization shall be mineral resources institute students organi-
zation in short MRISO, MRISO shall establish and develop consultation and collaboration with
other student’s organization or union in all matters, which concern the common welfare and
property of its members.
“Headquarter” the headquarters of MRISO shall be within the area of mineral resources insti-
tute, p.o box 1696 dodoma.tel/fax+2552300472
“Office bearers” means the president, vice president, prime minister, ministers, secretaries as
elected or appointed under this constitution.

“Manifestos” means candidates particulars including his/her curriculum vitae (CV)
“Rules” means the electoral, managerial rules and financial rules established in this constitution
“Speaker” means any person who shall be elected by the ISRC to preside over meetings of the
ISRC as provided in this constitution and shall be a secretary general of ISB meetings.
“Special resolution” means resolution made by the BARAZA which is supported by at least two
–third 2/3 of the members presents by voting.
“Student” means any person admitted to the institute as a candidate for any award of the insti-
tute provided that such person stays at the institute shall not be less than one academic year.
“Institution students’ representative council” means the council established by article no. 16c
of this constitution (here in after referred by to ISRC)
“Record” means recording and keeping of information in form of written document radio tapes,
video tapes and photographs.
(2) The following rules shall be applied for the purpose of construing the provisions of this Con-
stitution, that is to say -
a) In this Constitution, unless the context requires otherwise, whenever reference is made to
the holder of a certain office by reference to the designation of his office such reference
shall be construed to include any person who is acting in, or who has been duly appointed
to perform the functions of that office;
b) In this Constitution wherever there is a reference to the power to remove the holder of an
office in the service of the Government of the United Republic, it shall be construed that
the power concerned includes the power conferred in accordance with any provisions
which requires or permits that person to retire:
TITLE, COMMENCEMENT AND APPLICATION OF THIS CINSTITUTION
57. - (1) This Constitution may be cited as the Constitution of Mineral resources institute stu-
dents’ organization.
(2) This Constitution came into operation on the 16th
of March, 2015, It will cancel the pre-
vious constitution established 2006 and its amendment of 2011 since it comprise all
amendments in those.

sentatives of MRISO Members, Principal of MRI and an authorized person as a constru-
