South Africa consists of nine (9) official “Provinces” and these are further broken down into fifty two

(52) “Districts”.

The nine provinces are:

DEFINITIONS

SAPF South African Powerlifting

Federation

The SAPF is the only Powerlifting Federation recognised and

registered with SRSA and SASCOC.

As such the SAPF IS the only Powerlifting organisation authorised

to issue South African sporting colours (the Protea) to Powerlifters

representing the country in an international event.

The SAPF is one of 87 member nations of the International

Powerlifting Federation

IPF International Powerlifting

Federation

The IPF is an international governing body for the sport of

powerlifting.

The IPF is a drug-tested powerlifting Federation that restricts

supportive equipment in both equipped and raw competitions to an

approved list, which is updated from time to time.

SASCOC

South African Sports

Confederation and Olympic

Committee

SASCOC is South Africa’s national multi-coded sporting body

responsible for the preparation, presentation and performance of

teams to all multi-coded events, eg. the Olympic Games,

Commonwealth Games, All Africa Games, etc.

SASCOC also looks after all our various National Federations who

are affiliated, together with the various provincial sports councils.

SASCOC are also responsible for the awarding of National Protea

Colours to athletes / officials who have met the criteria to represent

South Africa in different sporting codes and arenas and they

endorse the applications for Bidding and Hosting of international

events.

SRSA Sports and Recreation

South Africa

SRSA is the national government department responsible for sport

in South Africa.

IOC International Olympic

Committee

The International Olympic Committee is an international, non-

profit, non-governmental organization.

The IOC organises the modern Olympic Games and Youth

Olympic Games, held in summer and winter, every four years.

GAISF

General Association of

International Sport

Federation

SportAccord is the umbrella organisation for both Olympic and non-Olympic international sports federations as well as organisers of international sporting events and in this case provide expertise in, for example, anti-doping, integrity, social responsibility.

By establishing multi-sports games that group together similar sports, the SportAccord aims to promote the members and the members visibility.

WADA World Anti-Doping Agency

The World Anti-Doping Agency (WADA) was established in 1999

as an international independent agency composed and funded

equally by the sport movement and governments of the world.

Its key activities include scientific research, education,

development of anti-doping capacities, and the monitoring of the

World Anti-Doping Code – this document harmonises anti-doping

policies in all sports and all countries.

OMT Out of Meet This is to allow for drug testing officials to know where an athlete

may be found should they wish to do the necessary drug tests.

Section A: Rules And Regulations

1. FEDERATION CONTEXT

1.1. The South African Powerlifting Federation is the only recognized governing body of all

Powerlifting in South Africa and is registered with Sport and Recreation South African

(SRSA), South African Sports Confederation and Olympic Committee (SASCOC) and

the International Powerlifting Federation (IPF) and its affiliates.

1.2. The term "Federation" means the "South African Powerlifting Federation (SAPF).

1.3. The term "IPF" means the "International Powerlifting Federation”.

1.4. The term "Powerlifting" means "Competitive Powerlifting.

1.5. Unless specifically stated otherwise, the terms “President” “Technical Committee” and

such like shall mean the “SAPF President” “SAPF Technical Committee” etc.

1.6. Unless specifically stated otherwise, the terms “he”, “him”, “his” and “President” shall

refer to persons of either sex.

2. OBJECTIVES

2.1. The union of all eligible athletic clubs, organizations or other groups active in

powerlifting throughout the country.

2.2. Maintain a system for recognizing and approving records.

2.3. Establish administrative and technical committees from its own members.

2.4. Enforce rules for the government of powerlifting in South Africa.

2.5. Promote, support and encourage drug free powerlifting.

2.6. Promote, sanction and supervise national development programs and competitions.

2.7. To further the cause of powerlifting.

2.8. To maintain membership of the IPF and its affiliates and take part in International

Competitions.

3. FUNDS FOR THE REACHING OF THE STATURORY TASKS

To the fulfillment of the Federation tasks, the necessary financing will be raised by:

3.1. Membership fees of the provincial and provincial Federations and lifters.

3.2. Income of competitions.

3.3. Sanction Fees.

3.4. Donations.

3.5. Income from advertisements.

3.6. Miscellaneous income.

4. AUTHORISATION

4.1. The SAPF emblem may not be used without the SAPF`s authorization.

4.2. Only the SAPF may authorize the fabrication of its emblem, badges, medals, etc within

the criteria as approved by SASCOC.

5. GENERAL PROVISIONS

5.1. The SAPF is recognized by the IPF and its affiliates.

5.2. In its activities, the SAPF follows the Olympic ideal and principles and support and

maintain the ideals and objectives of the Olympic movement. The SAPF accept and

recognize the States and aims of the International Olympic Committee (IOS), the

General Association of International Sport Federation (GAISF) and those of the World

Anti-Doping Agency (WADA).

5.3. All political and religious discussions or demonstrations are forbidden in the SAPF.

5.4. The SAPF supports all initiatives by power lifters for peace and understanding.

5.5. No distinction is made between provinces, regions or individuals for reason of race,

colour, gender, religion or politics.

6. OFFICIAL LANGUAGE OF THE SAPF

6.1. The official language of the SAPF is English.

6.2. All the publications and reports of the SAPF are English.

6.3. The proceedings of the meetings of the Executive and the Committees will be held in

English.

7. MEMBERS

7.1. Membership

7.1.1. The membership of the SAPF consists of 9 provinces as prescribed by

SASCOC and 52 recognised districts. Only lifters who are members of their

respective Provincial Associations can be considered for membership.

7.1.2. Provincial Associations consist of affiliated clubs. All Provincial Associations

shall register their official competitive lifting clothing: this shall include colours

of the lifting suit, colour of the T-shirt if worn, colour and design of socks and

official badge, and colour of tracksuit. No Province or club shall be allowed to

adopt a costume of which green is the ground colour. No Province or club shall

be allowed to use or adopt the national badge, namely the Protea.

7.1.3. A suspended Province may not organize National Competitions or events.

7.1.4. Officials from suspended Provinces may not take part in any competitions as

jury members, referees, technical controllers etc.

7.1.5. All Provincial Associations shall annually submit to the Secretary General the

minutes of their Annual General Meeting as well as a copy of their approved

Income & Expenditure Account.

Establishment of a new Province: Application must be made to the SAPF

Executive.

After acceptance, the Province must submit their constitution, which

should be in line with the SAPF Constitution.

The Executive of the new province must be submitted to the SAPF.

7.2. Representation

Executive Committee: The SAPF is governed by an Executive Committee which consists of

one or more delegates from each affiliated provinces and the Management Committee

members.

Management Committee: The management committee will consist of the President, two (2)

Vice Presidents, Secretary General and Treasurer. They will be responsible for the day to day

running of the Federation

The Executive and Management Committee shall hold and continue in office for a period of

four (4) years.

8. SAPF BODIES

The SAPF is composed of the following committees:

8.1. The Executive Committee.

8.2. Management Committee.

8.3. Technical Committee.

8.4. Selection Committee.

8.5. Athletes Committee.

8.6. Coaches Committee.

8.7. Disciplinary Committee.

8.8. Woman's Committee.

8.9. Disabled Persons Committee.

9. GENERAL PROVISIONS

9.1. The Executive Committee is the supreme governing body of the SAPF.

9.2. The Executive Committee shall meet at least once per annum.

10. MEETINGS OF THE EXECUTIVE

10.1. The Executive Committee may meet for the dispatch of business, adjourn or otherwise

regulate their meetings, as they think fit.

10.2. Until otherwise determine in an AGM, four (4) members shall form a quorum, provided

three (3) of these present represent different provinces / districts.

10.3. At least twenty one (21) days’ notice of meetings shall be given to all members.

11. SUBSCRIPTION

11.1. Each affiliated province shall pay to the Federation in advance an annual affiliation fee

as determined at the AGM.

11.2. These fees shall be due and payable before end of February each year in respect of

the calendar year then next ensuing.

11.3. All provinces will be required to register their members.

11.4. Membership fee to be determined at the AGM each year will become due and payable

before end of February of each year.

11.5. No lifter or officials will be permitted to participate in competitions or attend any

meetings if they are not affiliated members of the SAPF.

11.6. Provinces permitting non-affiliated members to participate in competitions or meetings

will be liable to suspension by the Executive Committee of the SAPF.

11.7. Non Competitive Referees and Officials (non – lifters) will pay a nominal registration

fee as determined at the AGM.

12. FORFEITURE OF ANY SEAT

12.1. Any member of the Executive Committee who is absent from two consecutive

meetings, without leave or apologies provided beforehand, shall be deemed to have

vacated his seat.

12.2. In the event of a vacancy occurring due to the non-attendance or any other reason, the

representative to fill the vacancy must be elected and submitted by the Provincial

Association concerned. Failing which the vacancy may be filled by the SAPF

President.

13. POWERS OF THE EXECUTIVE COMMITTEE

13.1. Without prejudice to the power conferred on the Executive Committee under any

sections of these rules, they shall be vested with the following further powers and

discretion’s namely.

13.2. In the event of vacancies by reason of resignation or otherwise to appoint a Secretary

and other officials.

13.3. To control expenditure.

13.4. To hear and decide upon appeals from the decision of the Provinces.

13.5. To summon, at least once a year, a General Meeting of the Federation.

13.6. To prosecute, or take such action as they may deem fit against any person who may

attempt to, or obtain a price in a fraudulent manner and against any person

fraudulently making use of the name of the Federation.

13.7. To suspend for a time, or permanently, as they may deem expedient, anyone proved

guilty of misbehavior or unfair practices connected with Powerlifting.

13.8. To deal with any infringement of the rules of the Federation.

13.9. To make arrangements to hold Powerlifting Meetings at such times and places as may

be decided upon a majority of votes at the previous Annual General Meeting, provided

that Championship meetings shall only be held at such venues where there are proper

facilities and in the opinion of the Executive Committee are suitable for the purpose.

13.10. To regulate and define from time to time the duties, powers and functions of the

Executive of Provincial / Provincial Associations.

13.11. To open a banking account in the name of the Federation and to draw, accept and

endorse cheques, bills of exchange and promissory notes in connection with the

Federation.

13.12. To appoint referees and such other officials, as may be deemed necessary..

13.13. To appoint a technical committee and disciplinary committees whose roles are in

accordance with the constitution and technical rules of the IPF.

13.14. To alter the rules governing Powerlifting Meetings, so as to remain in conformity with

the alterations made by the International Federation and to make such as may in their

opinion be deemed necessary and to temporarily suspend any such rules, provided

that such alterations and additions are approved by the IPF.

13.15. Not with standing anything contrary in these rules, the Executive Committee shall have

the power to sanction the payment of traveling and hotel expenses of any lifter should

in their opinion exceptional circumstances of any case warrant this being done.

13.16. To maintain running control of the expenditure of the SAPF, in accordance with the

budget approved at the Annual General Meeting.

13.17. It shall prepare a budget for the forthcoming year for presentation to the Annual

General Meeting.

13.18. Vacancies. In the event of the death, resignation or in case of inattention to duty by

recommendation of the Disciplinary Committee, the various offices are to be filled as

follows:

13.18.1. President: the one (1) Vice President will be designated by the Executive

Committee to succeed the President until the next AGM, the presidential

successor shall then be elected.

13.18.2. Vice President: The Executive Committee shall appoint a successor to serve

until the next AGM.

13.18.3. Secretary General and Treasurer: The Executive Committee shall appoint a

successor to serve until the next AGM.

13.19. To appoint the non-executive officers specified hereunder. The Executive Committee

shall also have the power to remove non-executive officers from office.

13.20. To implement the IPF Anti-Doping rules.

13.21. To establish the commissions and panels as specified in the IPF Anti-Doping Rules,

and to appoint the Chair and other members of each commission and panel

established under this rule.

13.22. The SAPF Executive Committee shall have invited the Chair of the SAPF Committee /

Commissions to the discussion of issues that fall within the competence of their

particular Committee / Commissions

13.23. Management Committee: The management committee will consist of the President,

two (2) Vice Presidents, Secretary General and Treasurer. They will be responsible for

the day to day running of the Federation

13.24. Patrons: It shall be competent for the Executive Committee to submit to the Annual

General Meeting of the Federation the names of such persons, as they think desirable

for election as patrons and life members of the Federation.

14. ANNUAL GENERAL MEETING

14.1. Unless otherwise determined by the Management Committee the AGM of the SAPF

will be held one day before the start of the Raw Classic South African Powerlifting

Championships held in March every year.

15. STANDING ORDER

15.1. Order Of Business

15.1.1. An agenda shall be prepared by the Secretary General and circulated to all

Executive Committee members, committee chairpersons and provincial

chairpersons at least 21 days prior to the SAPF AGM.

15.1.2. No items not stipulated on this agenda will be discussed at the meeting.

15.2. Minutes

15.2.1. The minutes of the previous meeting, having been circulated, shall be taken

as read.

15.2.2. No motion or discussion shall be permitted. The only exception to this rule

will be in regard to the accuracy of the minutes.

15.2.3. After confirming the accuracy of the minutes, the President shall sign them,

and the delegates at the AGM shall be at liberty to ask questions with regard

to matters arising from the minutes.

15.2.4. No such questions shall be permitted for alteration to the minutes once

accepted unless written notification had been received and acknowledged

by the Secretary General within 14 days since the AGM agenda had been

distributed.

15.3. Selection Of Speakers

15.3.1. The President shall decide the order of speakers.

15.4. President's Ruling

15.4.1. The ruling of the President on any question under the Standing Orders or

any point of order or explanation shall be final.

15.4.2. If there is a difference of opinion on a point of substance, a vote shall be

taken and two-thirds majority required to the ruling.

15.5. Speeches

15.5.1. No member shall speak for more than five minutes at any one time

15.6. Motions And Amendments

15.6.1. The first proposition on any particular subject shall be known as the original

motion.

15.6.2. All succeeding propositions in that subject shall be called amendments.

15.6.3. Every motion or amendment must be proposed and seconded by members

actually present at the meet before they can be discussed.

15.6.4. It is permissible for a member to make a speech first and conclude with a

motion.

15.6.5. When an amendment is moved to an original motion, no further

amendments can be discussed until the first amendment is disposed of.

15.6.6. Notice of any further amendments must be given before the first amendment

is put to the vote.

15.7. Substantive Motions

15.7.1. If an amendment is carried, it displaces the original motion and itself

becomes the substantive motion; whereupon any further amendment

relating to any portion of the substantive motion moved, provided that it is

consistent with the business and not been covered by an amendment or

notion moved or previously rejected.

15.7.2. After the vote on each succeeding amendment has been taken, the

surviving proposition shall be put to the vote as the main question.

15.7.3. If carried, it shall then become a resolution of the meeting.

15.8. Voting

15.8.1. Except when the President at his absolute discretion, authorizes a vote to be

by secret ballot, the voting shall be by show of hands or colored cards, if

these are available.

15.8.2. On particularly sensitive matters, such as a vote, which is concerned with

members, or prospective members who are present at the meeting, such

person may be asked to leave the room before voting takes place.

15.8.3. Each affiliated province will receive the following number of votes based on

their number of affiliated members:

All first (1st) time lifters will be excluded from the above calculation.

Development lifters who have not paid the respective membership fees and who are being fully funded by

the SAPF will not be counted as affiliated members for the above calculation.

15.8.4. An “affiliated” lifter is defined as follows:

A lifter who has registered with the SAPF and has fully met the

following criteria:

Completed and submitted SAPF registration forms.

Completed and submitted drug testing form.

Paid all memberships fees in full (as per their age and weight

category).

Is not suspended.

Is not registered with any other Powerlifting Federation / Body /

Association in South Africa.

Non lifters who have paid the full membership fees will be counted as a

full member.

Development lifters who have paid the full membership fees for their

respective age and weight category will be counted as affiliated

members.

15.9. Delegates Do Not Take Part In Meetings If Their Subscriptions Are Unpaid

15.9.1. No delegates of any Provincial Association shall be allowed to take part in

proceedings of any General Meeting unless the subscriptions of his

Provincial Association for the current year are paid in full.

15.9.2. Members of any Provincial Association, Clubs, or

Federations affiliated thereto, may be present at any AGM but they cannot

take part in the proceedings unless specially invited by the President to do

so.

15.10. Matters Of Procedure

15.10.1. At the AGM, the President, shall decide all matters of procedure, which are

not covered under these standing orders.

15.11. Privileged Immunity Of The Annual General Meeting

15.11.1. Anything said at the SAPF AGM and / or /Special Meetings, committees or

subsequent documentation will be without prejudice and may not be used in

any form of litigation against the Executive Committee or the SAPF.

16. SPECIAL MEETINGS

16.1. Special meetings of the SAPF are scheduled at the request of the President or at the

written request of two thirds of the members of the Executive Committee.

16.2. Specific matters can be considered at Special Meetings.

16.3. Amendments to the constitution and resolutions from an AGM can only be done at a

Special Meeting.

17. NOTICES

17.1. Time is of the essence. Not less than 21 days notice must be given of any special or

AGM meetings of the SAPF.

17.2. The Secretary General will communicate via e-mail/fax, the notice and agenda to the

Provincial Presidents who will be responsible for the circulation of the agenda in their

respective provinces.

17.3. A notice sent to the last address known to the Secretary General complies with this

requirement.

17.4. The official agenda for the SAPF General Meeting must be received by all members at

14 days before the AGM meeting takes place.

17.5. Items not on the agenda cannot be considered at the AGM / Special meeting.

18. ORDER OF BUSINESS

At all annual meetings of the SAPF the following will be the order of business:

18.1. Roll Call.

18.2. President's Address.

18.3. Minutes of the last General Meeting.

18.4. Treasurer's Report – Auditor's Report.

18.5. Secretary General's Report.

18.6. Committee Reports.

18.7. Provincial Reports.

18.8. Elections.

18.9. Action on proposed amendments.

18.10. Future Championships.

18.11. Any other business.

18.12. Adjournment.

19. QUORUM

At all meetings of the SAPF, a quorum will consist of two thirds (66%) of the regions in full paid

membership.

20. PROCEDURES

The following are the procedural rules for all meetings of the SAPF:

20.1. The Standing Orders of the SAPF are the supreme documents for all SAPF meetings

except when they are in conflict with the provisions of the Constitution. In such cases,

the Constitution prevails.

20.2. All amendments to the Constitution must be submitted to all national affiliates and the

appropriate committee before it can be acted upon at a special meeting of the SAPF.

Such proposed amendments must be in the hands of the Secretary General at least

(30) days prior to the date of the Special Meeting. A Provincial Federation or the

appropriate committee can submit all such amendments. The Secretary General shall

send out all such amendments at least 21 days prior to the date of the Special Meeting

for the attention of all provincial affiliates

21. CREDENTIALS

The following is required:

21.1. The names of all the delegates who will be attending the AGM must be sent to the

Secretary General not later than 7 days before the AGM is to take place.

21.2. Provinces may designate a maximum of two delegates, preferable the President and

the Secretary General.

22. EXECUTIVE COMMITTEE TITLES FOR THE SAPF

22.1. The titles of the officers of the SAPF are: President, Vice-President, National Vice

President International, Secretary General, Treasurer, and Executive Members.

22.2. Executive officers can be nominated from any province and may include 2 or more

from the same province.

23. DUTIES

23.1. President

23.1.1. He/she orders meetings of the SAPF.

23.1.2. He/she presides as President at all meetings of the SAPF.

23.1.3. He/she has the right to exercise all the duties pertaining to his/her office in

accordance with the SAPF Constitution.

23.1.4. He/she is an ex officio member of all committees.

23.1.5. The President provides leadership in the long-term and day to day

activities of the SAPF, delegating responsibility for completion of tasks, and

making necessary contact with outside agencies to conduct SAPF business.

23.2. Vice Presidents (International and National)

The Vice Presidents shall have such duties as assigned to them by the President.

Should the President not be able to perform his/her duties for whatever reason, and

then either the National or International Vice Presidents will take up this function as

agreed between themselves. In the event that there is a deadlock, the Executive

Committee shall decide on which Vice President should assume the Presidents duties.

To manage the roles, responsibilities and deliverables of the Non-Executive

Committees.

23.3. Secretary General

23.3.1. To make proper arrangements for keeping the required SAPF records.

23.3.2. Keep a complete record of competitions held under the auspices of the

SAPF. These records shall include the results of the National

Championships, newsletters and magazines.

23.3.3. Issue all official notices for all of the National SAPF meetings.

23.3.4. To serve as Secretary of the SAPF Meetings and at any Special Meetings or

hearings of the SAPF.

23.3.5. Delegate any of the aforementioned duties to an "assistant secretary"

appointed by the Executive Committee or to such assistant as may be

provided by the SAPF to assist the Secretary General.

23.3.6. To ensure that the Non-Executive Committees keep adequate records of

these committees.

23.3.7. The Secretary General shall assist the Vice Presidents by ensuring that the

respective Non-Executive Committees are delivering as agreed.

23.4. Treasurer

23.4.1. Receive all monies due to the SAPF and deposit it to accounts in the name

of the SAPF.

23.4.2. To sign all cheques, notes and drafts together with one other signature as

approved by the SAPF AGM.

23.4.3. Pay all bills approved by the duly authorized officer or by the AGM, provided

it is within the authorized current budget of the SAPF.

23.4.4. When requested, hand over to the Auditor for audit or other purposes, all

monies, accounts, books, papers, vouchers and records pertaining to the

Treasurer’s Office.

23.4.5. To present an audited balance sheet to the AGM.

23.4.6. To be responsible for collecting all fees due the SAPF.

23.4.7. To be responsible for issuing an invoice and collecting any penalties.

24. ELECTION OF THE SAPF OFFICERS

24.1. Election

24.1.1. Elections for all officers will be held every 4(four) years, falling on “even

number years for e.g. 2016, 2020. 2024, 2028 etc”

24.2. Term of Office

24.2.1. All officers shall be eligible for re-election.

24.2.2. A person may be nominated as an SAPF officer by any Provincial

Association, provided that the candidate is in good standing and not

suspended or banned from participating in any SAPF or IPF Federation

activities.

24.2.3. A member in good standing shall be defined as a fully paid up or honorary

member within his Provincial Association, who is not under suspension by

that body or by any other recognized sport organization.

24.2.4. A member who is currently serving in any position as an SAPF Officer, or is

nominated by their Provincial Association to serve as an SAPF Officer on

the national committee may not, either directly or indirectly, sell or be

involved in the sale of any new Powerlifting equipment or gear.

24.2.5. The SAPF Secretary General shall receive nominations of candidates for

each SAPF officer at the latest 14 days prior to the date of the AGM where

the election shall take place.

24.2.6. Later nominations shall not be accepted, except where there is no

nomination for a SAPF officer for that role.

25. BIDS FOR WORLD CHAMPIONSHIPS / INTERNATIONAL COMPETITIONS

25.1. Any bids to host an International Championship in South Africa, will be regarded as

done for and on behalf of the Executive Committee of the SAPF.

25.2. No individual / province / region / club / organization will be allowed to bid for

International Competition unless given written permission by the General Secretary to

act on behalf of the Executive Committee.

25.3. Where a bid to host World / International Championships in South Africa is successful,

the following nonnegotiable rules will apply:

a. The SAPF will retain any and all equipment obtained specifically for the use at

said championship.

b. The SAPF will ensure that all weights used during the championship is both

legal and of competition standard.

c. The SAPF will receive R50 of every entry fee to said competition.

d. The SAPF will further cover all costs related to customs clearance of the

competition weights.

26. GIFTS / DONATIONS TO EXECUTIVE MEMBERS AND OR MANAGEMENT COMMITTEE

MEMBERS

26.1. All gifts and / or donations received by members of the Executive Committee or

members of the Management Committee, through their alliance with the IPF, SAPF or

Provincial Associations must be declared in writing to the General Secretary within 14

days of receipt of the gift and must indicate the market value of said gift/s.

27. NON-EXECUTIVE OFFICERS

27.1. Titles

The titles of the non-executive officers of the SAPF are:

27.1.1. Media Liaison Officer

27.1.2. Web Master

27.1.3. Records Registrar

27.1.4. Referee's Registrar

27.1.5. Technical Officer

27.1.6. Affiliation Officer

27.1.7. National Development Officer

27.2. Appointment and Rights

27.2.1. The Executive committee shall appoint non-executive officers.

27.2.2. By invitation of the President, they may attend meetings of the Executive

Committee but without a vote and may only speak on matters relating to

their respective offices.

27.2.3. Executive Officers or Executive Members may hold dual positions as both

Executive Officers and Non-Executive Officers simultaneously.

27.3. Duties Of The Non-Executive Officers

Duties of the non-executive officers are those duties mandated by the Executive

Committee including:

27.3.1. Media Liaison Officer (tba)

27.3.2. Web Master

­ Maintains the SAPF internet site and publishes the information provided

by the Executive Committee and Non-Executive Officers, such as:

o The Domain.

o Constitution and by Laws.

o Drug testing rules, results and protocol.

o Technical Rules and the "Rules Interpretation" appendix.

o National Records.

o Calendar of Events.

o Invitations and details on forthcoming national events.

o Result of national events.

o Authorized material from the President or Executive Committee.

o Provide links to IPF and sponsorship websites.

o Other than replies to routing enquiries he shall not post any

other material without the written consent of the Secretary

General.

27.3.3. Records Registrar

­ To keep updated records of the statistical evaluation of lifters and their

performance in competitions.

­ To undertake any other tasks as requested by the Executive

Committee.

­ Shall certify all national records and maintain an up to date register of

all categories for both equipped and unequipped championships.

­ National records can only be confirmed if the IPF drug testing

requirements for the acceptance of national records have been

complied with.

­ Pending the confirmation of a negative drug test by the analyzing

laboratory records shall be shown on the register as being “pending” for

a period of not more than three months from the date of the

performance.

­ If the record is not confirmed within this period is shall be erased from

the register.

­ Provides certificates electronically for each record achieved.

­ Furnish the webmaster on an ongoing basis with records and rankings.

27.3.4. Referee's Registrar

­ Keep referees register.

­ Set referees exams at designated national championships.

­ Manage the exam testing system.

­ Maintains a complete register of all referees registered by their

respective affiliated provincial Federations.

­ Administer examinations for national referee status.

­ Provides each national region with a current list of accredited referees.

Updated annually.

­ Provides each national region with a list of referees who need to re-

register in order to remain accredited.

­ Keep grading list up to date.

27.3.5. Technical Officer

­ Agree the content for the referee’s exam in conjunction with the Referee

Registrar.

­ Convener of Technical Committee.

­ Convener of Selection Committee.

­ Must be a Category 1 Referee in good standing with the IPF.

­ Sets and agrees the incentive badges for the SAPF.

­ Sets and agrees the national records standards.

27.3.6. National Development Officer

­ Set and monitor the National Development plan.

­ Liaise with National Sport bodies re development.

28. COMMITTEES

28.1. General Provisions

28.1.1. Each committee shall consist of a President elected by the AGM and a

maximum of three (3) members from the 9 provinces who shall be appointed

by the Executive Committee in conjunction with the Committee President.

28.1.2. A province may have more than one member elected to be on a committee.

28.2. Disciplinary Committee (DC)

28.2.1. The Management Committee with the President of the Athletes' Committee

will form the Disciplinary Committee

28.2.2. Disciplinary Hearing

The following provision shall apply to Disciplinary hearings:

The Disciplinary Committee shall investigate the case of any affiliated

province, lifter or official accused of any of the following:

a. Bringing the SAPF or the sport of Powerlifting into disrepute.

b. Acting in a manner that is contrary to the best interest of the

SAPF.

c. Contravening any of the provisions of the Constitution.

d. Contravening any of the rules or regulations governing the

acceptable behavior of members of the SAPF.

e. Following such investigation it may impose an appropriate

penalty.

28.2.3. Representation

a. The province, the concerned lifter or official has the opportunity to

let himself be represented at the Disciplinary Committee by an

authorized person e.g. lawyer

b. The cost for the representative has to be paid by the province, the

lifter or the official himself, regardless of the outcome of the

hearing.

28.2.4. Duties

a. The Disciplinary Committee shall be entrusted with the

examination and decision of disciplinary cases within the SAPF.

b. The Secretary General mandated by the Executive Committee

shall send such cases to the Disciplinary Committee.

The Executive Committee may also send disciplinary cases to the

Disciplinary Committee.

c. The Disciplinary Committee shall further collect all relevant

information as required to deal with the case as mandated in the

various parts of the Constitution.

d. The parties involved shall treat all sensitive information as

confidential.

28.3. Technical Committee

28.3.1. The Technical Committee consists of 3 members, who must at least be

Category 2 referees in good standing with the IPF, plus the Technical

Officer.

28.3.2. Will liaise with the Referee Registrar to set the referees exam.

28.3.3. Update and inform the SAPF Federation of changes to the rules.

28.3.4. Appoint referees at all National Championships.

28.3.5. The Technical Committee shall be entrusted with the examination of all

requirements and proposals of a technical nature submitted to the IPF by

affiliated Federations.

28.3.6. The decisions of the Technical Committee are subject to approval of

Executive Committee.

28.3.7. Trains and instructs referees who wish to acquire international qualifications.

28.3.8. Organise courses for referees before important competitions such as the

National and World Championships.

28.3.9. The Committee can propose that the Executive Committee withdraw a

referee's national card and terminate his appointment if it deems such action

is appropriate or necessary.

28.3.10. The Committee may, subject to the approval of the Executive Committee

publish material of a technical nature, which deals with methods of training

and performance of the different lifts.

28.3.11. Such material shall be sent to all affiliated provinces.

28.3.12. Establish procedures for training of officials in the conduct of the

competitions and prepare job briefs for the use of officials appointed to

specific duties during competitions.

28.3.13. Establish a code of ethics and good behaviour for the use of all officials.

28.3.14. Infringements of the code may be referred to the Executive Committee for

appropriate action.

28.3.15. Ensure that the equipment used by provinces at National / Provincial

Championships conforms to the specific detailed requirements of the IPF.

28.4. Coaches Committee

28.4.1. The Coach Committee is composed of a member of each of the 9 provinces

who must be in good standing with the SAPF.

28.4.2. One of them is appointed as President by the Executive Committee

28.4.3. To be eligible a coach must be internationally active in the last two seasons

before elections.

28.4.4. The Coaches Commission represents the interest of the coaches.

28.4.5. It has the right to bring the points of view of the coaches and proposals to

the Executive Committee and its Committees, in particular to the Technical

and the Athletes Committee.

28.4.6. A representative is entitled to take part at the meetings of the Executive

Committee.

28.4.7. It reports to the Executive Committee.

28.4.8. The duties of the Coaches Committee will be:

a. To represent the coaches in the decision making bodies in the

SAPF.

b. To act as mediator between coaches and the SAPF.

c. To represent the coaches in the meetings of the Technical

Committee’s if invited by the committees chairperson.

d. To form the official opinion of the coaches concerning actual

issues.

e. To work for the coaches representation in the National

Federations.

28.4.9. The Coaches Committee shall have the following term of reference:

a. To seek improvement of the qualifications and knowledge of

coaches.

b. To advise the provinces on the setting up of provincial

programmes aimed at improving the qualifications of the

provincial coaches.

c. To supervise the organization of courses and conferences aimed

at preparation of coaches and authorize the issuing of certificates

at the appropriate level.

d. To set up and submit to the Executive Committee the rules for

courses.

e. To co-operate with the Technical Committee when necessary in

the preparation for audio-visual teaching materials such as

manuals, slides, video tapes, film etc.

f. To supervise in consultation with the Technical Committee, the

preparation and organization of symposia and other meetings

aiming to discuss or analyze the technical findings and new

experiences, and to offer the needed support to the organizing

province.

g. To monitor and follow-up and report individual, national and

international scientific research as well as investigating studies

and demonstrations aimed at improving the methods of lifting and

training.

28.5. Athletes Committee

28.5.1. The Athletes Committee is composed of one member from each of the

affiliated provinces.

28.5.2. Any athlete who has represented their province at the South African Seniors

Championships in the last 2 years will select the representative, and this

representative shall hold the post for a term of two years.

28.5.3. The representative shall be present at all executive meetings.

28.5.4. One representative will be allowed to annually address the AGM – he/she

shall not have a vote.

28.5.5. No lifter who has been suspended for illegal substance abuse in the past will

be allowed to serve on the athletes committee.

28.5.6. One of them is appointed as President by the Executive Committee.

28.5.7. To be eligible an athlete must be nationally ranked in the last two seasons

before elections.

28.5.8. The Athletes Commission represents the interest of the athletes.

28.5.9. It has the right to bring the points of view of the athletes and proposals to the

Executive Committee and the Committees, in particular to the Technical,

and the Coaches Commission.

28.5.10. A representative is entitled to take part at the meetings of the Executive

Committee.

28.5.11. It reports to the Executive Committee.

28.5.12. The duties of the Athletes Commission are:

a. To represent the athletes in the decision making bodies in the

SAPF.

b. To act as mediator between active athletes and the SAPF.

c. To represent the athletes in the meetings of the Technical

Committee and in the Coaches Committee if invited by the

committee chairperson.

d. To form the officials opinion of the athletes concerning actual

issues and to pass resolutions of the athletes.

e. To work for the athletes representation in the National

Federations.

f. To represent the athletes during the SAPF competition as a

spokesman / spokeswoman.

28.6. Woman's Committee

28.6.1. Consist of the chairperson (female) elected by AGM and a sufficient number

of members appointed by the Executive Committee for the woman's

representative of the provinces.

28.6.2. Shall work to promote female powerlifting and recruit women into bodies

within powerlifting.

28.6.3. The Chair of the Women's Committee is not a member of the Executive, but

may be invited to the Executive Committee meetings where she has a right

to speak but not vote when questions are of matters applying to the activity

of the Committee.

28.7. Selection Committee

28.7.1. Shall consist of 3 members who must all hold at least a Category 2 referee

card and be in good standing with the SAPF / IPF and the Technical Officer

as convener.

28.7.2. More than one member from any one province will be permitted to serve on

the selection committee at any one time.

28.7.3. The provinces must send nominations to the Secretary General not later

than 21 days before the election is held at the AGM.

28.7.4. The duties of the selection committee will be as follows:

a. Select South African teams to compete in International events.

b. Set standards for South African Colours in line with SASCOC

guidelines.

c. Set standards for National Championships.

d. Once a team is selected, the Convener must inform the Secretary

General in writing thereof.

e. The Secretary General will inform the selected members in writing

and will inform the webmaster as well.

29. HONORARY LIFE MEMBERSHIP

29.1. The Executive Committee of the SAPF may decide, upon the recommendation of the

province concerned, to bestow Honorary Life Membership on Administrators, Coaches

or Lifters who have complied with the following minimum criteria:

29.1.1. Has been an active lifter or official, registered member of the Federation for

20 consecutive years.

29.1.2. Has made outstanding contributions to Powerlifting in South Africa.

29.2. Should a member bring the SAPF into disrepute by his/her actions:

29.2.1. He/she shall automatically be disqualified from ever becoming a Honorary

Life Member.

29.2.2. If he/she is already an Honorary Life Member of the SAPF then he/she shall

immediately have their membership terminated and the member will be

informed in writing.

29.3. If a member has tested positive in the past, he cannot be recommended for the

Honour.

30. VOLUNTARY DISSOLUTION OF THE ORGANISATION

Dissolution of the SAPF shall only be possible by decision of the Executive Committee of the SAPF.

For this purpose, a written request stating the reasons for such dissolution shall be handed over to

the presiding SAPF President. After discussion of the request, the presiding SAPF President will

then put the request on the agenda at the next Executive Committee meeting.

In order for the dissolution to become valid, a three-quarters majority of all votes cast is required.

In the event of such dissolution of the SAPF and provided the SAPF still holds assets, and having

covered any liabilities, the Executive Committee of the SAPF shall also decide on whom to transfer

the remaining assets. These assets shall, if possible and permitted, be transferred to an

organisation having the same or similar interests compared to the SAPF, or shall be allocated to

good causes.

SECTION B

RULES GOVERNING COMPETITION

1. THE TECHNICAL RULES

The technical rules of the International Powerlifting Federation shall be adhered to and be

the competition rules of the Federation.

2. COMPETITIONS UNDER FEDERATION RULES

a. All displays, competitions, contest and any kind of powerlifting championships, must be

under the rules of the Federation and all advertisements, entry forms, programs, tickets

and official notices must contain the following words:

"AUTHORISED BY THE SOUTH AFRICAN POWERLIFTING FEDERATION"

b. All Provincial and National Competitions arranged under the SAPF Federation banner will

include as part of their entry fees the following:

Federation fee of R50 per lifter entered into the competition.

Competition t-shirts.

c. Any banquets or post competition social events will be excluded from the original

competition entry fees and may be charged as an over and above fee.

3. DISPLAY ADVERTISEMENT

a. No clubs or bodies shall advertise competitors lifting at their display under misleading and

incorrect titles.

b. The word “Champion” shall only be used when stating the Championship won.

c. No competitor shall be styled a champion unless recognized by the SAPF, or in case of

club championships by the club committee concerned.

d. Federation officials shall be authorized to withdraw their services and that of all

Federation competitors, from any displays when such misleading advertisements have

been published.

4. LIFTERS SHALL BE REGISTERED

All members must be affiliated as members of Provincial Associations of the SAPF or as an

individual member of the SAPF, before being allowed to compete in any competition or

championships.

Lifters who are members of any other non-SAPF Federations may not compete and/or participate in

any SAPF affiliated competitions, unless, they can provide the Meet Director with the following

evidence:

a. Formal written resignation confirming that they have terminated their membership with

their non-SAPF association.

b. Have completed and submitted all SAPF membership forms, including the drug-testing

forms.

c. Paid in full their respective membership fees for their age and weight category.

New members who have formally resigned from their previous association and met the above

criteria will not be suspended for any period due to their moving across to the SAPF.

New members must note that once they are full members of the SAPF, they may NOT in any

way compete or be associated (either directly or indirectly) with any non-SAPF affiliated

organisations or associations. Failing to adhere to this requirement may result in the member

facing disciplinary action, which may include their temporary and/or full suspension from the

SAPF.

5. MEET ORGANISING COMMITTEES

a. It shall be the duty of the province organizing a meeting to appoint an organizing

committee who will be responsible for conducting all the required business of the meeting

and to adjudicate on any points not provided for.

b. They shall have the power (except in the case of National Championships) to make any

alterations in the program they may deem necessary, but a competition shall not start

before the advertised time without the consent of all the registered competitors.

c. The Meet Director of the competition will be responsible for providing a list of names of

the referees who officiated at any competition/s being held in the province. The list of

referee names must also include the full results of all the participants and the official

results of the competition. The results of the competition must be signed by all officiating

referees.

The results must be submitted either by email or fax to the following SAPF Officials:

Proof of submission must be retained for record purposes by the Meet Director.

6. SECRETARY OF THE MEETING

It shall be the duty of the secretary of the competition, under the direction of the committee to see

that the various officials are at their respective posts before the first lift takes place, to provide for

any contingency which may arise and generally to co-operate with the director of the competition for

the proper conduct of the meeting

7. PLATFORM AND STAGE

a. None but the officials of the meeting and the competitors shall be allowed around the

platform and the stage, except by special permission.

b. Any member of the Executive Committee of the Federation shall be admitted to the

platform and the stage at all competitions held under the rules of the SAPF.

c. It is the responsibility of the Meet Technical Director to ensure that the lifting platform

meets all the requirements as specified by the IPF Technical Rules.

8. COMPETITORS

a. Are not allowed to compete at any powerlifting competition as an "UNATTACHED" except

in "NOVICE" / Development Competitions.

b. Competitors may compete in more than one age category, with the following restrictions

being applied:

This rule only applies in joint age group competitions.

Sub - Junior lifters: may lift in the following categories simultaneously:

a) Sub - Juniors

b) Juniors

c) Open

Junior Lifters: may lift in the following categories simultaneously:

a) Juniors

b) Open

All other category age groups:

a) Open

b) Masters I / II / III / IV

9. RECOGNISED PROVINCES IN SOUTH AFRICA

The Federation will recognize only those provinces as legislated by the South African

government and who are registered with the SAPF. The 9 recognised provinces are:

a. The Eastern Cape

b. The Free State

c. Gauteng

d. KwaZulu-Natal

e. Limpopo

f. Mpumalanga

g. The Northern Cape

h. North West

i. The Western Cape

10. EXCESSIVE TALKING

a. Between competitors during the lifting is strictly forbidden.

b. Foul language will subject the competitor to a fine or disqualification as the Chief Referee

may decide.

11. ABUSE OR BAD LANGUAGE

Any competitor or attendant being abusive or using bad language to any official or person

in the enclosure or disobeying officials or miss behaving themselves in any manner, may

be disqualified by the Chief Referee for the remainder of the competition and be reported

to his Provincial Association.

12. NOVICE

A novice or person eligible to compete in a "Novice" competition is a competitor who up to

the competition has never competed in a National Championship or having ever achieved

a 1st, 2nd, or 3rd place in a Provincial Championship.

13. FIRST – TIME LIFTER

Any person who has never competed in a powerlifting competition.

14. AGE LIMITS

Of the International Powerlifting Federation as set out in paragraph of the Technical Rules,

apply AT ALL COMPETITIONS.

15. PROTEST OR OBJECTION

Any protest or objection by one competitor against another competitor or against any other

competitor's qualification to compete, shall be made to the Secretary of the meeting before

the start of the competition or soon as possible after the competition is decided and before

prizes are presented.

16. IN THE EVENT OF A PROTEST

In the event of a protest or objection being lodged against a successful competitor, his/her

prize shall be withheld until the protest or objection has been fully disposed of as per the

rules. If, within a period of one month from the date of competition the protest of the

objection is sustained, the prizes will be awarded to the competitors based on the placing’s

as if the competitor against whom the objection was filed, had not been competing.

17. ANY PROTEST OR OBJECTION

Any protest or objection which has reference to the conduct of a competitor in an actual

competition, shall be decided by the Organizing Committee on the spot and their decision

shall be final.

The Organizing Committee may also decide any other protest or objection falling within

their powers. If however the objection is against the decision made by the Organizing

Committee, then the objection must be referred to the Executive for a final decision.

18. THE RIGHT TO PROTEST

Every competitor has the right to lodge a protest or objection. However, any presiding

official at the competition may intervene to resolve the protest or objection.

19. EQUIPMENT STANDARDS

a. The Technical Committee is responsible for evaluating the minimum standards of all

equipment to be used at all National Championships. The IPF technical rules will apply.

b. All competitors will ensure that their equipment complies to the technical standards as per

the IPF Technical Rules Book as stipulated under the IPF Rules for Classic

(raw/unequipped) lifting and Equipped Lifting.

c. The SAPF will not at this time restrict equipment in terms of brand as long as the

equipment used by the lifters is legal from a technical perspective.

d. All lifters will only be allowed to compete if they are wearing a singlet.

20. FAILURE TO USE IPF APPROVED EQUIPMENT AT NATIONAL CHAMPIONSHIPS

If the province does not use the IPF recognized bars and equipment at the competition

platform, they will be fined a sum of R1500 and any National records broken by the lifters

at the National competition will not be accepted.

21. FACILITIES AND EQUIPMENT DIFFERING FROM THOSE SPECIFIED IN THE

TECHNICAL CHECKLIST

If the equipment and/or other facilities are not according to the rules as specified on the

Technical Checklist, the region will be fined a sum of R1500, and the SAPF will not grant

any National Championship to this region for a period of two years after the event where

the deviation took place. The Technical Checklist specifications are in line with the IPF

rules.

22. DISABLED ATHLETES COMPETING IN ABLE BODIED DIVISION - PROCEDURES

FOR WEIGH IN

Bench press Championships shall be organized without a special division for disabled

lifters. Disabled lifters can compete within the non-disabled classes, if they fulfill the IPF

rules as for non-disabled lifters pertaining to the actual lift. Lifters who are visually impaired

(either partially or fully) or mobility impaired, may be assisted to and from the bench with

the aid of the “coach” or/and with the aid of crutches, or sticks.” For lifters who have an

amputated lower limp, a prosthetic device shall be considered the same as the natural

limb. The lifter shall be weighed in without the device, with compensatory weight added

according to the established fractional charts in the IPF Technical Rules book. For lifters

with dysfunctional lower limbs that require leg braces or similar devices for walking, the

device shall be considered as part of the natural limb and the lifter shall be weight in

wearing the device.

23. NON-DISCRIMINATION IN IPF COMPETITION

No one is to be denied access to competition on the grounds of race, gender or creed.

24. JURIES AT PROVINCIAL COMPETITIONS

a. A jury must consist of a minimum of three (3) Category 1 referees and must have higher

qualifications than the referees on the platform at the time of the competition.

b. If three (3) Category 1 or higher referees are not available or are of lower qualifications

than the referees currently on the platform, then the competition must remove the jury

and the competition will be run with no jury at all.

SECTION C

NATIONAL CHAMPIONSHIPS

1. BIDS BY PROVINCIAL ASSOCIATIONS

a. The Championships shall be carried out by the Provincial Association unless

otherwise decided by the FEDERATION, which shall in conjunction with the

General Secretary of the FEDERATION, manage all local details and appoint

officials for the meeting with the exception of Referees. The Provincial Association

will, as far as possible, retain control of all the arrangements, and will ensure that

there is a sufficient number of its committee members in attendance at all times.

b. Provincial Associations applying to organize National Championships must

complete the official “Bid form” and send it to the General Secretary no later than

30 days before the AGM. After acceptance by the Annual General Meeting, there

shall be no alterations without the written approval of a duly constituted General

Meeting called for this purpose.

2. REFEREES

Championships, each Provincial Association shall be entitled to nominate one Referee per

division. The Technical officer will appoint the Referees for each division, from the

available Referees.

The following minimum standards must be met by the referees:

a. He must be at least 19 years of age.

b. He must have been a provincial Referee for a minimum period of one year.

c. He must be recommended by his Provincial Association.

d. He must satisfy the Referees Examination Board in a written examination as

defined in the constitution.

e. He must not be suspended.

f. He must have been active as a referee in the past 12 months.

A National Competition shall have a minimum of three (3) suitably qualified referees on

the platform during the completion, which may consist of the following:

a. Three (3) National Referees (as per Section H point 1.2.), or

b. Two (2) National Referees (as per Section H point 1.2.) and One (1) Provincial

Referee (as per Section H point 1.1.)

3. JURY MEMBERS AT NATIONAL COMPETITIONS

higher qualifications than the referees on the platform at the time of the

competition.

b. If three (3) Category 1 or higher referees are not available or are of lower

4. DUTIES

Of those managing the Championships include amongst others:

The proper arrangements of platform and hall.

Providing all the necessary apparatus for the proper conduct of the Championships.

5. QUALIFYING FOR NATIONAL CHAMPIONSHIPS

a. A lifter who wishes to be considered for the National Championships must record

an official total as determined by the Executive Committee from time to time. This

result must be sent to the Secretary General and record keeper within 21 days of

the date of the competition having taken place.

b. A lifter who has not qualified according to the minimum qualifying criteria will not

be permitted to compete at the National Championships.

c. A lifter who is deemed to have qualified will have recorded the minimum total as

per his weight and age category.

d. A copy of the results where each lifter qualified must be attached to the entries.

e. A lifter may register and compete to lift in more than one age category on the

following conditions only:

He must pay the entry fees for each lifting category that he enters in full

prior to the completion.

This rule only applies in joint age group competitions

Sub - Junior lifters: may lift in the following categories simultaneously:

1. Sub - Juniors

2. Juniors

3. Open

Junior Lifters: may lift in the following categories simultaneously:

1. Juniors

2. Open

All other category age groups:

1. Open

Masters I / II / III / IV

6. PRE NATIONAL CHAMPIONSHIP INSPECTIONS

The Executive Committee of the Federation may send two of its members to inspect the scene of

the Championships with a view to seeing that the regulations are provided for and that the

general arrangements are satisfactory.

7. NOMINATION

Nomination of lifters and officials to National Championships shall be received by the

SAPF Championships General Secretary with a copy to the Meet Director within following

time limits:

a. Preliminary nomination not later than 30 days prior to the championships

b. Final nominations must be submitted not later than 14 days prior to the

championship and must be made from those nominated in the preliminary

nomination.

c. A provincial association taking part in a national championship must pay the

participation fee for each lifter nominated and entered on the final entry form.

d. No such fees are to be paid for nominated reserve lifters if not replacing any of the

nominated lifters.

8. NATIONAL CHAMPIONSHIPS

The following competitions are regarded as National Championships:

a. SA Equipped Powerlifting Championships & SA Raw Powerlifting Championships.

b. SA Equipped Bench Press Championships & SA Raw Bench Press

Championships.

c. Inter-Provincial Bench Press / Powerlifting Championships.

Latest date of withdrawal of any lifter from the nomination list, to avoid paying the fees, is 7 days

prior to the competition.

A copy of the result where each lifter qualified to compete at a national championship must be

attached to the primary entry.

9. SELECTION COMMITTEE

At least one member of the selection committee shall as far as possible attend Provincial

Championships and all members shall be present at the South African Championships

10. PROFITS OF CHAMPIONSHIP MEETINGS

a. The provincial associations, to which the Annual Championship Meeting is

allocated, shall get all profits (or losses) and shall take charge of any responsibility

for such meeting.

b. The Executive Committee of the SAPF will provide oversight responsibilities for all

championships. The administration of a championship may be ceded to the

Executive Committee on the following grounds:

Financial mismanagement.

Operational and/or procedural mismanagement.

Insufficient progress in terms of the planning and execution of a

championship.

c. The decision to place a championship under the administration of the SAPF

Executive Committee will be based on the judgment of the Executive Committee

and will be determined by the majority vote of the said committee.

d. The Executive Committee shall have the power to call for any particulars deemed

necessary in connection with receipts and expenditure of the South African

Championships.

e. Any banquets or post competition social events will be excluded from the original

competition entry fees and may be charged as an over and above fee.

11. PRIZES FOR ALL CHAMPIONSHIP EVENTS

a. The prizes for all championship events shall be as agreed by the SAPF in a

General Meeting assembled from time to time.

b. The trophy presented for first prize shall be adequate in the opinion of the

Executive Committee.

c. The SA National Championship trophies may be exhibited wherever the

competitions are held, the cost of the transporting of the trophies to be charged

against the profits of the SA National Championships.

d. The SAPF shall purchase one set of floating trophies.

e. If a lifter who has won the floating trophy wishes to keep the trophy, the SAPF can

arrange for a copy to be made and this will be for the lifters personal cost.

Section D

ANTI DOPING

1. SANCTION AND CONSEQUENCE FOR ANTI DOPING RULE VIOLATION

a. In case of violation of the IPF anti doping rules, the lifter or other person involved shall be

imposed in an appropriate period of ineligibility as defined under article 10 of the IPF Anti

doping rules and shall be subjected to other consequences as defined under article 9 and

10 of the IPF anti doping rules.

b. Sanction and cost assets against national Federation shall as defined under article of the

IPF anti doping rules.

2. OFFICIAL DEFINED

The term official where ever it may appear in this section shall be deemed to include all persons

described as such in the IPF technical rules or appointed by the organizing Committee

championship, to act in any official capacity during the hall or any part of that championship.

3. IPF ANTI-DOPING RULES

Scope of the IPF anti-doping rules:

a. The IPF anti doping rules shall apply to the IPF, each national Federation of the IPF, and

each participant in activities of the IPF or any of its national Federations by virtue of the

participants membership, accreditation, or participation in the IPF, its national Federation,

of their activities or events.

b. It is the responsibility of each national Federation to insure that all national level testing on

the national Federation athletes complies with the IPF anti doping rules. In some countries

the national Federation itself will be conducting the doping control described in the IPF anti

doping rules in other countries, may of the agreement to a national anti doping

organization. In those countries, references in the IPF anti doping rules to the national

Federation shall apply, as a appropriate, to the national anti doping organization.

c. The IPF anti doping rules shall apply to all doping controls of over which IPF and its

national Federation have jurisdiction.

SECTION E

REGULATIONS FOR MAKING SOUTH AFRICAN NATIONAL /

PROVINCIAL & PROVINCIAL RECORDS

1. The Executive of the Federation will adjust upon all records claim within the meaning of its

definition and rules, but it shall be in the discretion of the Executive to decline to accept any

claim where they consider that the interest of the sport would not be promoted thereby.

2. Any person wrongfully claiming a record renders him/her liable to be dealt with under the rules

of the Federation, and shall be the duty of the official present to report to the Executive of the

Federation, any circumstances they may consider an infringement of such rules.

3. No claims to any record shall be adjusted upon unless the record has been made in the

presence of three referees approved by the Executive Committee of the Federation. All of

them shall be National Referees.

4. Any protest or objection which has reference to the conduct of a competitor in an actual

competition shall be decided by the referees on the sport and their decision shall be final. The

referees may also decide any other protest or objection coming within their powers, but if their

decision is objected to at the time, they shall refer the matter to the Provincial Association for

final decision.

5. A record shall be claimed in 14 days of the event with respect to which it is made.

6. The person performing same, (unless an official of the Federation submits the claim), can only

make a claim to a record on the recognized forms of this Federation (in writing), to the

Secretary of the Provincial Federation.

7. All proofs in respect of claims will be forwarded by the Provincial Association, after due enquiry

and consideration, to the Secretary of the Executive Committee, for consideration by the

Executive Committee.

8. The onus of applying for records is placed with the Secretary of the competition at which such

records was made. The entire onus of proof shall rest upon the competitor making the claim, if

the claim is made by him, but the Provincial Association may produce and use evidence

bearing upon the event in question.

9. The margin of increase for a National Record shall be 0.5kg.

10. Any lifter who breaks a South African Record while competing in a recognized International

Contest shall be awarded the record without having to supply the proof as mentioned above.

11. A national record can only be broken at International and National championships that have

been approved by the SAPF.

12. Drug testing: In order to ratify a National record the lifter must be drug tested in accordance

with the IPF, WADA and SAIDS drug testing requirements and be found negative. If SAIDS

were informed of a championship and did not show up all records will be accepted.

1. The IPF recognizes world records in the following categories: Equipped, Open Men and

Women, Juniors Men and Woman ,Sub-Junior Men & Women, Master Men 1- 4 and Woman

1 - 4, Single lift Bench press: Open Men & Woman’s, Junior Men & Women, Sub-Junior Men &

Women, Master’s Men 1 -4 and Women 1 – 4. Unequipped Raw Classic - Open Men &

Women, Junior Men & Women, Sub-Junior Men & Women and Master Men 1 – 4 & Women 1

– 4, W, Single lift RAW Bench press: Open Men & Woman’s, Junior Men & Women, Sub-

Junior Men & Women, Master’s Men 1 -4 and Women 1 – 4 and the Federation will comply for

this.

2. World records will only be accepted and registered within the categories listed in this item.

3. Records will only be accepted if applications are made strictly in accordance with the

requirements of the IPF Technical Rules and include a copy of the relevant score sheet.

Claims to be sent to the Records Register.

Recognition of World Records

World records will only be accepted if done at an IPF Competition, World Games All African

Champs and World Championship and where drug testing was carried out and the lifter returns a

negative drug test. This must be done strictly in accordance with the IPF Anti-Doping Rules

including the analysis of samples in a laboratory accredited at the time of analysis of samples in a

laboratory accredited at the time of analysis by WADA. World record cannot be accepted if done

at a national competition or Inter-Provincial competition.

Paragraph 104.9.2 of the IPF By-laws is applicable regality the World records of lifters that may

test positive.

SECTION F:

SELECTION POLICY

INTRODUCTION

The selection policy and the selection criteria institute and applied by the SAPF is to ensure that

each lifter is afforded a fair chance of representing South Africa at international events.

1. GUIDING PRINCIPLES

The SAPF supports SASCOC and other organs of administration associated with it and as such

ensure that teams selected will comply with the following:

Promotes inclusivity as it pertains to elite athlete developing

Gender equity

Development

The promotion of fair, ethical and equitable participation for South Africa in international

events

Selection policy based on a financially feasible and sustainable team size quota will be followed,

utilizing precise criteria for merit selection based on proven performance indicators (medal

potential at games and other events, quality performance at world championships and ongoing

development) as the determinates of team size in order to achieve efficient and quality

deliverables at international events.

For the successful implementation of the selection policy, close and ongoing co-operation will be

sought from all participating provinces. Within the broad and accepted framework of sport

transformation, it will be expected from Provinces to themselves, seriously strive for the

attainment of inclusivity and a fair ration of representivity which encompass gender and

historically disadvantaged as it pertains to all members of the team: athletes, coaches and team

officials.

2. ELIGIBILITY

Only athletes, who are eligible, according to the rules and regulations stipulated by the

SAPF and IPF, will be considered for selection.

Discrimination against any person on the grounds of race, colour, gender, religion or

politics will not be tolerated.

Compliance of athletes with the rules and regulations (including anti-doping regulations

in respect of current prescribed and techniques) of the IPF governing our sport as well

as that of the SAPF.

Only athletes who are not currently under suspension or disqualification under the rules

of the SAPF and IPF will be considered for selection.

Only athletes who qualify as a citizen and are in possession of a valid South African

passport will be considered for selection.

Lifters who have qualified in terms of the weight and age minimum criteria in a higher

category, may apply to the selection committee, to be selected to participate at

International competitions in a lower weight category on condition that:

­ They have lifted the minimum qualifying total required for that weight and

age category.

­ That there is a vacancy for a lifter in that weight and age category.

­ That a lifter who has already qualified in that weight and age category is not

displaced by the applicant being considered. If an existing lifting in that

weight and age category has already qualified, then they will be given

automatic preference over the higher category lifter applying.

The selection committee will only consider a maximum of two (2) lifters from a higher

weight category for selection to a lower weight category for any International

competition.

Any additional lifters being considered will be chosen based on the “Wilke’s Formula”.

3. OTHER PROTOCOLS

The SAPF is committed to send a well prepared, well presented and in all aspects a winning

team to international event. Due to financial constraints, the point of departure is one of a

quality and disciplined approach where the province must buy into this philosophy and where

the input must measure up to the results achieved, i.e. final medal count and a high

professional credible performance.

4. GENERAL PRINCIPLES

All team members must be a credit to the country both on and off the platform

All team members will be obliged to enter into such agreement as might be expected

by the SAPF from them.

No team member who conceals an injury or illness of any kind that could possibly

influence his/her performance will be considered for selection. The aspect also

includes the principle that a “dope-free” (clean) team will represent South Africa.

The obligation rest on the respective Province to ensure in co-operation with the SAPF,

that the selection process (trails, etc) the provision of equal opportunities without any

form of discrimination is upheld.

The team will be selected by the Selection Committee with final approval by the

Executive of the SAPF who will then announce the team.

All team members will give consent to the SAPF Executive to undergo a

medical/fitness test, as may be required.

Athletes selected must meet the criteria as set out in this policy as well as that of

SASCOC.

No family members of candidates up for selection shall form part of the committee.

SECTION G:

INTERNATIONAL PARTICIPATION

1. Competitors to represent South Africa will be selected by the Selection Committee and

approved by the Executive of the Federation.

2. A lifter representing South Africa must hold a valid South African passport.

3. No lifter or official may complete or act individually abroad in powerlifting without written

approval by the SAPF.

4. Coaches, managers and officials representing South Africa must be registered National

Referees or have done the IPF Coaching Clinic at Lamange Spain

5. Selection of managers, assistant coach, or manager/assistants coach; should a South

African team consist of more than 4 lifters, and funding is available, the Provinces will be

asked to nominate candidates for the above position/s. All candidates must be National

referees. Coaches need to be active in the sport. The SAPF Executive Committee will

make final appointments.

SECTION H:

REFEREES

1. RECOGNISED CLASSES OF REFEREES

The Federation recognises four classes of Referees

1.1 Provincial Referee

a. He/she must at least be 16 years of age.

b. He/she must have at least one year’s experience as a lifter and totaled as per

the blue grade award on the Incentive Scheme.

c. He/she must be conversant with the rules to the satisfaction of his/her Provincial

Association.

d. He/she must be appointed by his Provincial Association of which he/she is a

member.

e. He/she must be registered by his Provincial Association with the SAPF.

f. He/she must forward the registration fee (amount will be decided upon each

AMG).

g. An administrator may write the exam after 2 years service and on

recommendation of his/her association.

1.2 National Referees

a. He/she must at least be 19 years of age.

b. He/she must have been a provincial Referee for a minimum period of one year.

c. He/she must be recommended by his Provincial Association.

d. He/she must satisfy the Referees Examination Board in a written examination as

defined in Article 4 of this section.

e. Should the applicant fail the exam, he/she will be required to wait 6 months

before re-applying.

1.3 International Referee Category 2

a. He/she must have served as a national referee for at least 2 years.

b. He/she must be recommended by his/her Provincial Association to, and be

accepted by the Executive Committee.

c. The Federation must recommend him to, and have him accepted by the IPF.

d. He/she may be required to pass a practical / written / oral examination as

described by the IPF.

2. SUSPENSION OF REFEREES

A referee may be suspended on the following grounds:

a. On the recommendation of the Provincial Association.

b. Should he be inactive for 12 months or more.

c. Should he not have remained conversant with the IPF Technical Rules.

d. Should he be found to be incompetent

3. REFEREES EXAMINTIONS AND TECHNICAL COMMITTEE

a. The Committee shall consists of President, Secretary and one other member, all

of whom shall at least be Category 2 Referees

b. At the end of the examination period the test answer paper must be sealed in the

envelope provided and sent directly to the technical officer

c. Should the candidate be successful the technical officer will present him with a

printed certificate

4. REFEREE’S DRESSCODE

a. No referee will be allowed to referee at a National Championship if he don’s wear the

procured uniform.

b. The uniform consist of

Grey pants, White Shirt, Black shoes and dark socks.

International/National / Provincial blazer & tie.

Referee which as arranged by Technical Officer.

No tracksuits.

5. GENERAL

All provincial President and Technical officer must be at least a National Referee.

6. RE-INSTATEMENT OF SUSPENDED REFEREES

Any referee, who has been inactive for twelve or more months must rewrite the national referee’s

examination and do a practical test as well. Experienced candidates will be dealt with on a case-

by-case basis to determine his/her status in terms of being a Provincial National Referee.

7. THE REFEREES EXAMINATION

a. The examination shall be held annually at the SA Championships. Candidates must obtain

a pass mark of 80%.

b. The examination shall be set by the Technical Committee using the IPF Technical basis of

the exam.

c. An exam fee is payable before or at the time of taking the exam. The fee is per exam

sitting.

SECTION I

CODE OF CONDUCT

The SASCOC code of conduct is applicable to any athlete or official representing South Africa at

international competitions, home or abroad.

The following rules are banned to the conduct:

Inciting of team members into the breaking of conditions of the code of conduct will not

be tolerated.

No official other than the Media Director or appointed person shall make any press

statement regarding policy. This shall be done after a full discussion at Executive level.

A lifter shall only address the media on his/her own performance.

Any member who makes personal attacks on officials of the Federation shall be

summoned to appear before the DC of the SAPF Executive Committee.

No Province, club or individual member may approach SASCOC or SRSA directly. All

communication must be addressed via the SAPF Executive Committee.

The penalties imposed for an offence of the above could range from suspension to expulsion from

the SA Federation. Different penalties will be applied to whether the lifter or official was wearing

casual dress or South African colours at the time of the offence.

Preamble

This code of conduct indicates the standard of behavior expected of a member of an association.

It is a formal statement of the values and ethical standards that guide individuals in sport. It is a

set of principles, and norms to which sportspeople can be held accountable when representing

South Africa at any sporting event as well as in their everyday duties. This can also be used as a

point of reference when dealing with disciplinary procedures against members.

Introduction:

With the number of incidents of unacceptable behaviours and illegal actions we have experienced

in sport in the past, a mechanism on how to eliminate these actions has been sought. This is why

a code of conduct has been drawn up to hold all sport persons accountable for their actions.

Values Statement:

The Purpose of this code is:

To outline incorrect and unacceptable actions/behaviors within sport and to encourage ethical

behavior within sport, so that when the code is contravened the appropriate disciplinary action

can, with consistency be taken, thus responding to offence and preventing re-occurrence.

To help to resolve conflict.

To make ethical behavior infringement easy to identify.

To enhance the ethical reputation of sports persons.

To promote respect for human dignity, rights and social justice.

Provide a framework for all sporting persons to conduct their sporting

­ Refraining from any racial, gender, verbal, physical or emotional abuse or

harassment.

­ Always making a positive contribution and refraining from destructive criticism.

­ Always acting in the interest of South African sport.

Success of a Code of Conduct This code of conduct can only be successful if:

The athletes, officials, coaches and administrators familiarize themselves with the content

of the Code of Conduct.

Anyone who fails to conform his or her conduct to the following Code of Conduct will be

subject to disciplinary action according to constitution or disciplinary of the SAPF.

Before Going Against The Code Of Conduct, A Person Should Ask The Following Questions:

Is it legal and constitutional?

What does the code of conduct say?

How would it look in tomorrow’s newspaper?

Does it comply with the Federation’s rules and regulations? How does it make me feel?

Is it against my Federations or professional standards? Will it reflect negatively on my

Federation or me?

Who else could this effect?

Would I be embarrassed if others knew I took this course of action?

Is there an alternative action that does not pose an ethical conflict?

What would a reasonable person think?

Administrators: I pledge to:

Do my best to ensure that all athletes are given an equal opportunity to participate,

regardless of gender, ability or ethic background.

Discourage any sport program from becoming purely entertainment for the spectators.

Ensure that all programmes, equipment and facilities are safe and appropriate for the

spectators.

Make sure that the age and maturity levels of the children are considered in program

development, rule enforcement and scheduling.

Remember that participation is done for the athletes own sake and ensuring that winning is

kept in perspective. Ensure that the code of ethics is distributed, understood and agreed

upon by, coaches, athletes and officials.

Ensure that coaches and officials are capable of promoting fair play as well as the

development of good technical skills, and encourage them to become certified.

Promote and developed the game by sharing knowledge and experience.

Administer all issues relating to the sport in the best interest of the sport and not for my

personal gain.

Educate and ensure that high standards of risk management are maintained.

Display high standards of behavior that promote a positive image for the game.

Respect my opponents.

Respect the officials and their decisions.

Be gracious in victory and defeat and remember that winning is not everything.

Give my team mates positive inputs and feedback.

Compete fairly.

Refrain from the use of profane, insulting, harassing or otherwise offensive language on

the other hand, behavior on or off the field. Strive to maintain a sense of self-control and

dignity at all times. Thank officials and opposing teams after every game/match.

Remember to maintain a sense of integrity.

Respect the facilities and equipment.

Do my best to try and be a true team player.

Never advocate or condone the use of drugs or other banned performance enhancing

substance or methods. Reject corruption, drugs, racisms, violence and other dangers to

the sport.

Help others to resist corruption pressures.

Denounce those who attempt to discredit the spot.

Honour those who defend the sport’s good reputation.

To the best of my ability abstain from the use of tobacco products and alcoholic beverages

in public when representing my country.

Never provide under age participants with alcohol.

Participate in all team testing and satisfy all team program-testing objectives. (Drug

moreover, High Performance).

Communication and co-operate with registered medical practitioners/testing center in the

diagnoses, treatment and management of medical problems and respect the concerns

these medical people have when they are considering my future health moreover, well

being and when they are making decision regarding my ability to continue to play or train.

Never behave myself in an obscene manner in public.

Respect other athletes and officials cultures and beliefs.

At no time become intimately and/or sexually involved with any athlete.

Never advocate or condone the use of drugs or other banned performance enhancing

substances or methods.

Never provide under age athletes with alcohol, or encourage its use.

To the best of my ability abstain from the use of tobacco products and alcoholic beverages

in public when officiating and in the presence of the athletes.

Refrain from the use of profane, insulting, harassing or otherwise offensive language or

behavior in the conduct of my duties.

In the case of minors, communicate and co-operate with the athlete’s parents or legal

guardians, involving them in management decision pertaining to their child’s development.

SECTION J

NATIONAL TEAM MANAGEMENT / COACHING

1. IDENTIFY COACHES AND MANAGERS

a. The Chairperson of the selecting committee will assign the Head Coach and assistant

coach(s) for the team. In addition, manager(s), if needed, will be named by the

Chairperson of the selection committee.

b. These appointments should be done before the National Meet so a member of the

National Team Staff can be present at the National Meet.

c. The Chairperson may select any person with suitable experience and knowledge as a

Team Coach / Manager. These members do not need to be qualified referees in order to

be selected.

2. IDENTIFY TEAM MEMBERS

a. Team Members:

A National Team consists of the number of people listed in the first section. Ideally

there would be one person per weight class, but this is not always the case. There

can be no more than two people in a single weight class.

National Team members are chosen from the National Meet(s), timing of which is

summarized in the table below. Each weight class winner is given the first choice of

being on the National Team to compete in the World Competition.

Ideally one of the coaches or managers is present at the National Meet to contact

winners that day to get a commitment to attending the World Competition, and have

a packet of paperwork and information for those who do accept.

Contact information for potential team members can be obtained.

3. PAPERWORK

a. The Team Manager of the team should get a verbal confirmation at the National Meet

from the class winners, which is to be followed up with a written confirmation of intent

within a couple weeks. Lifters who are genuinely interested in participating as a member

of a national team will respond quickly.

b. Those who are unsure or unable to respond within the time specified should be dropped

from the team.

c. This allows sufficient time to allow alternates to be notified and for them to make

arrangements to attend.

d. Examples of forms from various World Meets are included in the appendix. Please feel

free to adapt them.

4. CHECKLIST

a. After persons have confirmed their intent a packet of papers should be sent to each

athlete. (Note, this can all be sent electronically, e-mails may be obtained through the

Team Managers Office).

b. The packet will include a Checklist, Out of Meet Testing information, Accommodation

Form, and Goals/Training Form.

c. A checklist with example timing follows; the actual form examples can be found in the

Appendix at the end of this document.

d. Realize most people will not make the deadline, and will need to be reminded. With that

in mind, set the deadlines early enough that the necessary paperwork can be submitted

in time to the SAPF President.

4.1 Team Fees

Each team member is required to pay a R3500 team fee (guideline only), which covers

entry for the competition as well as Doping at that championship, Banquet and Transport.

Team Fees are paid directly to the National Office and can be paid by internet only. Set the

Team Fee deadline early, if a team member does not pay their fees, it will give you ample

time to follow-up with them, or elect to move onto an alternate to fill their slot.

4.2 Best Lift information

A couple different forms for this information are located in the Appendix. The National Team

Coaches determine timing for this information as this is for the benefit of the coaching staff.

In most cases, this will be the first time the coaches have worked with the lifters, and it is

helpful in giving the coaches an idea of what the lifter can do.

4.3 Athlete Locator Form (ALF)

The Athlete Locator Form is located on the SAPF Website:

Team members are to complete this form no later than one week after accepting their slot.

The coach must confirm each team member has submitted their form. It is the team

member’s responsibility to keep their whereabouts up-to-date so the OMT Chair can

perform Out-of-Meet testing.

4.4 Accommodation Information

The deadline for reserving rooms is determined by the World Meet Director. The National

Team Managers will have to have the arrival and departure dates and times as well as the

roommate preferences well before that time to assure proper reservations are made. If a

lifter has other family or friends attending and need additional rooms, that information is also

included in the reservations.

4.5 Team Uniform Information

The ordering procedures will be covered under a separate section, but the timing of this

step should be ASAP. The sooner the uniforms can be ordered, the sooner they get

embroidered and sent out to the lifters. It is mandatory that each lifter has a team uniform.

4.6 Itinerary Photocopy

This information is important so the coaches know who is due in and at what time. In the

event that an athlete does not come in, it gives the staff a starting point to determine why.

4.7 Passport Photocopy

This information is for the Managing staff and is not required by the world meet director.

This is requested for two reasons. First to assure the coaches the lifter has a valid passport

and will be able to make the trip. Second, to have on hand when at the meet should

something happen and a lifter loses his/her passport, the photocopy will allow the Embassy

to issue a new passport faster.

4.8 Passport photo for lifter ID

The photos need to be sent to the Team Manager by a date determined by that director.

These photos are used for lifter and coaching ID badges for entry to the lifting event. The

photo does not have to be a passport photo, but does need to be a head shot 2”x2” in size.

These can also be sent electronically.

4.9 Goals and Training information

A copy of this form is located in the Appendix. This is used by the National Team Coaches

at a meeting prior to the start of the event in the host city. It gives the coaches an idea of

how this past training session has gone and will be helpful when determining 3rd attempts

during the meet.

5. MANAGERIAL DUTIES

Organization is the key to successful National Team Management. It may be helpful to

construct a spreadsheet

5.1 Submitting nominations to the Meet Director

The IPF only accept nominations done by the President. The IPF website will have a link to

the Meet Invitation, which should contain the timing for nominations. Print out the forms

needed from this site and submit the paperwork on time. When submitting names, birthdates

will also be needed.

Nominations must be sent via email to the Technical Secretary. It is good practice to request

a reply confirming receipt of the email.

5.2 Travelling Visa

Some destination countries require Visas. A letter from the host country will be sent to you via

the SAPF President for each traveler (including family members). This letter will be forwarded

to the lifter to obtain their visa. Visa application requires mailing your passport; therefore it is

important to apply for your visa as early as possible.

Team Manager must verify if the destination country requires a Visa. If so, the Visa portion of

the Nomination Form will need to be completed when submitting the list to the SAPF

Secretary.

5.3 Coordinating Travel

It is difficult to travel as a team due to the varied locations the lifters will be coming from. With

the National Team Manager getting everyone’s itinerary he/she can communicate where

schedules overlap and where athletes may find other athletes on a flight.

5.4 Submitting Hotel Reservations

The IPF website will have a link to the Meet Invitation, which should contain the timing for

room reservations. For those lifters with family members attending the meet, list those people

on this form too, being sure to have arrival and departure information for everyone.

Sending the hotel reservations via email to the Team Manager, it is good practice to request a

reply confirming receipt of the email.

The SAPF does not have an official travel agency, although the SAPF President has several

travel agents to help World teams. There is no requirement of the athletes to use their own

agency, but the purpose of an agency for our organization is to help offset the cost of SAPF

Officers travelling to National Meets and to assure that team travel is coordinated.

5.5 Ordering Uniforms

Uniforms should be ordered with an expectation of 6 weeks for delivery. Each team member

is responsible for ordering their own uniform, but the Team Manager should track that it has

been ordered. Uniforms are purchased from Burger Broers, in Johannesburg, after the

Treasurer has sent a letter.

5.6 Team Sponsors

Team T-shirts are SAPF shirts with sponsorship, event information and often team member's

names printed on the back. It is the Team Managers responsibility to coordinate team t-shirt

design and ordering. When a sponsor is obtained, they generally cover the cost of one t-shirt

per lifter. If the lifters wish to order extra, they must be paid for in advance. In the past a

National Team Manager has paid for the shirts upfront, and had the athletes reimburse

him/her. The Manager is not obligated to do this however. When a sponsor is not obtained,

the team may decide to design their own shirts and pay for the cost of printing

5.7 Communication

Communication is one of the most important jobs the manager does. For some of the lifters

on the team this may be their first World Competition, and possibly their first time overseas.

With the advent of email it is fairly easy to keep in contact with the lifters. If the lifters were not

contacted in person at the National Meet, email can be used to contact them about their

position on the team. In addition to the introductory email, the paperwork and checklists can

be sent electronically as well.

It’s a good idea to send out reminders before the deadlines come up to let people know what

information is needed and by when. Also, once the uniforms and team t-shirts are ordered,

the manager should keep the team apprised of timing when to expect them. Other information

to convey such as information about the meet country, venue, or language may also be

helpful.

6. OTHER HELPFUL HINTS FOR TEAMS INCLUDE:

When/where to exchange currency and a guideline of how much may be needed.

Supply entire team with itinerary spreadsheet so they know when to expect other teammates.

Carry on your lifting gear; do not allow the airlines the opportunity to lose it.

You may want to bring some food, depending on the country you are going to.

You may have to pay for the hotel in cash.

Date and time of meeting.

Bring passport, IPF Acknowledgement Form and Goal Sheet to weigh-ins.

Date and time of team photo.

Bring souvenirs or extra SA t-shirts to trade with other countries.

The last evening will be a banquet, this has a nominal fee, and is a dressy occasion (No shorts, t-

shirts or team tracksuits, only National uniforms, with blazer).

7. COACH DUTIES

a. The team coach is responsible for ensuring the lifters are in peak condition and perform at

their optimum at World Championships.

b. To liaise with the team manager and offer assistance where needed with arrangements.

c. To contact all team members during the build up to departure to the World Championships

to check on training programmes and generally offer assistance.

d. On arrival at the destination, check out the lifting venue; weigh in facilities and competition

arrangements.

e. Ensure lifters are informed of dates and times of weigh in and lifting and on the day ensure

the lifters are at the venue with you at least 30 minutes before weigh in.

f. On the day of lifting, accompany the lifter to the weigh in and equipment check.

g. Find a suitable warm up platform and chairs for the lifter.

h. Check on lifting flight and order.

i. Assist with warm up and suiting up and ensure lifter is ready for first attempt timeously.

j. Keep an eye on opposition lifters and submit next lifts accordingly.

k. Make sure attempt cards are completed and submitted within 2 minutes of completion of

the lift.

l. After completion of lifting if the lifter has to undergo Dope Test accompany the lifter to act

as witness.

m. Don’t be bullied or pushed around on the warm up platform.

n. Keep an eye on equipment between lifts; apparel has a tendency to disappear without you

noticing very quickly.

o. A clipboard or note pad comes in very handy to monitor warm up weights or other lifters

weights.

p. A calculator is essential.

8. REPORT BACK

a. The Manager / Coaches or Manager and Coaches must furnish the Secretary General

within 10 days from returning from any international competition with a comprehensive

report regarding the competition.

b. This report will be forward to SASCOC and SRSA and will be discussed by the Executive

Committee at the ensuing AGM.

c. Any person that doesn’t comply with the provisions of paragraph 7.a. above will not be

elected to accompany a South African team for a period of 3 years from the date of the

competition and may be summoned to appear before the Executive Committee and/ or

disciplinary committee.
