HIV case first occurred in 1981 and ithas spread throughout the world in 20 years.About 39.5 million people are at risk ofHIV/AIDS in the world. Altogether 4.3 mil-lion individuals were infected with HIV dueto its rapid spread and some 2.9 millionindividuals have died of AIDS this year.

Since the impact of HIV and AIDSgoes beyond the health sector, it graduallyaffects social, economic and developmentaspects of the nation. Therefore, the na-tions of the world have given priority to theprevention and control of HIV and AIDS.

Myanmar has been launching anti-AIDS campaign in cooperation with notonly UN agencies but 18 local social or-ganizations and 17 international social or-ganizations and it is also actively takingpart in the ASEAN work programme onHIV and AIDS, Mekong Regional HIVand AIDS projects and regional and cen-tral level projects being undertaken by UNagencies.

With the multi-sectoral and multifac-

eted efforts, the spread of HIV in Myanmar

has declined since 2000. The adult HIV

prevalence came down from 1.5 per cent in

2000 to 1.3 per cent in 2006. Such achieve-

ments have been made due to the correct

policy and encouragement of the govern-

ment, full implementation of the National

Health Plan and public cooperation.

For the interest of the nation and its

people, the government has determined to

fight against AIDS threatening the man-

kind in order to be AIDS free Myanmar

and AIDS free world in cooperation with

international societies.

Medical treatment given toinmates of Mandalay Central Jail

YANGON, 3 Dec—Physicians and specialists of pri-vate infirmaries and clinics have been giving medicaltreatment to inmates of Mandalay Central Jail sinceNovember.

Altogether 44 inmates were given medical treat-ment—18 inmates on 10 November, 11 inmates on 17November and 15 inmates on 24 November.

AIDS kills 950 S Africans every day JOHANNESBURG, 1 Dec— HIV/AIDS kills an average of 950 people in South Africa every day, and 71 per

cent of these deaths occur among people aged from 15 to 49, a new study has indicated. About two million

South Africans had diedfrom AIDS-related illnesssince the start of theepidemic in the early1990s.

This year, deaths due to

AIDS accounted for350,000 of the estimated740,000 total fatalities,which was equivalent to950 AIDS-related deathsa day, according to thestudy conducted by the

Actuarial Society of SouthAfrica (ASSA), incollaboration withscientists from theMedical Research Counciland the Centre forActuarial Research

(CARE) at the Universityof Cape Town.

The scientistssuggested high rates ofAIDS-related mortalitywere likely to continue forat least the next 10 yearsin the country of 47 millionpeople.

The new studyestimates 5.4 millionSouth Africans, or 11 percent of the population,were infected with HIVby June this year,compared with the 5.5million estimate for lastyear given by governmentand the United Nations,national newspaperBusiness Day reported onThursday.

The study also warnedthat young South Africanswere hardest hit by HIV/AIDS.

Of six us, I am the first man to read out our proposal.Mr Chairman,

Holding free and fair elections is a fundamental factorfor the establishment of a democratic human society.According to the democracy system, a government is vestedwith the State power only through the votes of the peopleconcerned. A free and fair election can convert the votes intothe State power of a government in accordance with theexisting law and State Constitution. By this means, ademocratic government that represents the people comesinto existence. In this regard, the people should value andcorrectly use the right to vote. The people can serve theinterest of the nation by means of casting their votes withconsideration rather than with emotion.Mr Chairman,

Regularly holding elections gives a good opportunityto the people to vote for a sort of Hluttaw member with asense of duty for the next time and to remove a sort ofHluttaw member with incompetent discharge of duties bymeans of not voting for him. Every democratic countryholds elections, but not every election is helddemocratically. Some leftist governments and somegovernments exercising a single-party system make theirrule legal through elections. In such an election, there is alist of only one candidate or a few candidates with theintention that the representative nominated by thegovernment or the party concerned can be elected. Ademocratic election is a competition of various politicalparties along with the right to canvass the people in a freeand fair way for votes, the right of eligible citizens to vote,practice of fair election rules and electoral functions, andoccasional holding of elections.Mr Chairman,

All candidates for elections in the democratic countriesare responsible for upholding democratic concepts and theState constitution. They are to be convinced of the fact thatthey are vying each other for shouldering important duties ofthe nation. After the elections, losers are to be pleased withthe results and the winners, to implement the feelings anddesires of the people.

Mr Chairman,Every citizen in a nation exercising the multi-party

democracy system shall be vested with the right to elect apeople’s representative who will represent them, and tostand for election in accord with the law. The right to electa people’s representative who will represent them covers allcitizens who have the right to vote. The voting age should befixed at 18 years. A person at this age is intellectual andmature enough to distinguish between bad and good. Allcitizens eligible to vote should be bestowed with the right tovote freely irrespective of sex, educational qualification,wealth and qualification.

So, regarding the right to vote, the point:“Every citizen who has turned 18 on the date on

which elections commence, who is not disqualifiedby law, who is eligible to vote, and who has the rightto vote under the law, shall have the right to vote.”

Under the detailed basic principles adopted by theNational Convention, Hluttaw members are to be elected to:

(a) Pyithu Hluttaw;(b) Amyotha Hluttaw; and(c) Region or State Hluttaw.In this regard, at a constituency, a voter shall cast only

a vote for a Hluttaw at an election. In a Region or State andexcept those who have already got the Self-AdministeredArea, each of the remaining national races that has apopulation which constitutes 0.1 percent and above of thepopulation of the State should be vested the right to elect anational race representative. That shows recognition of theright of ethnic minorities and Union Spirit.

Therefore, regarding the election of people’srepresentatives to the Hluttaw concerned, the point:

(a) “Every citizen who is eligible to vote and whohas the right to vote by the law shall cast only a votefor a Hluttaw each at a constituency.

(b) “In addition, people of national racesconcerned who are eligible to vote in accordancewith the provisions of the State Constitution shallhave the right to vote in electing representatives ofnational races to the Region or State Hluttawconcerned.”

In the democracy system, the people should be vestedwith the right of ballot to enable them to vote freely and toprotect them being threatened. Moreover, polling boothsand ballot boxes are to be under protection and the votes castare to be counted in the public of the people. Only then willthe government win the trust of the people.

Therefore, regarding ballot, the point:“Ballot shall be exercised.”

All those who have the right to vote should be entrustedwith the right to elect people’s representatives who representthem. But, that right should not be vested in certain sorts ofpersons.

Therefore, the point:“The following persons shall have no right to vote—(a) members of the Religious Order;(b) persons serving prison terms;(c) persons adjudged to be of unsound mind as

provided for in the relevant law;(d) persons who have not yet been cleared from

being declared destitute; and(e) persons who are banned from voting under the

election law.”should be adopted as a detailed basic principle.Mr Chairman,

In the interests of the electorate concerned, a candidateshould stand for election at the constituency only he hasalready planned, rather than doing so again at anotherconstituency.

Therefore, the point:“At an election, a candidate—(a) shall be elected to one Hluttaw only.(b) shall stand for election at one constituencyonly.”

should be adopted as a detailed basic principle.Mr Chairman,

The voters living in a Union territory are going toelect members to the Pyithu Hluttaw and the AmyothaHluttaw because the Union territories will be under directrule of the President, and the Pyidaungsu Hluttaw will haveto prescribe necessary laws for Union territories. So,electorate of the Union territories no longer need to electHluttaw members to the Region or State Hluttaw. After aRegion or State Hluttaw member from a township orconstituency in a Region or State is elected, and that townshipor constituency is prescribed under extraordinarycircumstances as a Union territory by the Pyidaungsu Hluttawwith respect to national defence, security, administration,and economic affairs, the said township or constituency willbe under direct rule of the Union President. In addition, saveas otherwise provided by this Constitution, such Region orState Hluttaw member should no longer be allowed to standas a Region or State Hluttaw member.

Therefore, regarding elections for Union territories, thepoint:

“(a) Electorate living in the Union territories, or theUnion territories designated by the PyidaungsuHluttaw under the law, shall elect members of thePyithu Hluttaw and the Amyotha Hluttaw only.

(b) Save as otherwise prescribed by the Constitution,a Region or State Hluttaw member elected in aconstituency that the Pyidaungsu Hluttaw hasdesignated as a Union territory shall no longerstand as a Hluttaw member”

Every citizen should be bestowed with the right to voteand to stand for election in accord with the law.

Therefore, regarding the right of citizens to stand forelection, the point:

“Every citizen who is not disqualified by theprovisions of this Constitution and the provisions of thelaw regulating elections shall have the right to stand forelection to a Hluttaw”should be adopted as a detailed basic principle.Mr Chairman,

The electorate concerned should be vested with theright to recall the Hluttaw member they have elected if hehas betrayed the State, violated a provision of the Constitution,committed a misbehaviour, is no longer capable ofdischarging duties assigned to him, or lacks qualificationsprescribed in the Constitution for a Hluttaw member. In thisregard, the maximum number of the voters necessary torecall a Hluttaw member should be at least one per cent ofthe initial number of the voters. And, the complaint about theHluttaw member should be submitted to the ElectionCommission.

After receiving such complaint document, the ElectionCommission should conduct an investigation into the case inaccord with the law and entrust the Hluttaw member with theright to rebut the accusation in person or through arepresentative.

Therefore, the point:“(a) A Hluttaw member may be recalled for any of

the following reasons—(1) treason;(2) violation of any provision of the

Constitution;(3) misbehaviour;(4) lack of qualifications prescribed in the

Constitution for a Hluttaw member;(5) incompetent discharge of duties.

(b) Complaint about the Hluttaw member endorsedby at least one percent of initial number of thevoters of the constituency concerned shall besubmitted to the Pyidaungsu ElectionCommission.

(c) Pyidaungsu Election Commission shall conductinvestigation into the case in accord with thelaw.

(d) While the case is under investigation, the Hluttawmember concerned shall have the right to rebutthe accusation in person or through arepresentative.

Another important point to introduce democracy is theholding of elections. Now, many other countries have madethe system of setting up a large constituency to elect morethan one Hluttaw member, and designating the number ofHluttaw members in proportion to the votes. So, necessarylaws should be prescribed in accord with the resolutions ofthe Pyidaungsu Hluttaw.

Therefore, regarding election and recall, the point:“The Pyidaungsu Hluttaw shall prescribe necessary

laws on election and recall.”should be adopted as a detailed basic principle.Mr Chairman,

A Pyidaungsu election Commission should be formedto implement functions on election as well as the laws onpolitical parties. Our nation is going to exercise thediscipline-flourishing democratic system, so electionsfor the Pyithu Hluttaw, the Amyotha Hluttaw, and theRegion or State Hluttaw will be held from time to time,

and tasks for holding elections will be carried outcontinuously. In addition, there will be many tasks suchas formation of sub-commissions at different levels tosupervise the work, designation of constituencies, takingarrangements, making lists of voters. Therefore, apermanent Pyidaungsu Election Commission should beformed and a chairman and members should be appointedto the Commission in accord with the law. The commissionshould be entrusted with the duty to supervise electoralwork and scrutinize and assess notes of electoralcomplaints. Moreover, political parties should be undercontrol by means of prescribing laws, rules and proceduresin accord with the provisions of this Constitution. Withrespect to assigning duties to the chairman and membersof the Pyidaungsu Election Commission, the Presidentshould appoint at least five members including thechairman of the Pyidaungsu Election Commission inaccord with the provisions relating to the appointment ofa Union minister stated in the Constitution. The chairmanand members of the Pyidaungsu Election Commissionshould have due qualifications. Having to carry outdemanding tasks, such persons should be the ones withsecurity outlook, political outlook, legal outlook andadministrative outlook. And they should be the ones whoare well-experienced with prestige and good characters.Besides, such persons should be the ones age above 50years. And they should not be members of a politicalparty. They should not accept any other positions throughwhich they can enjoy salaries and allowances.

Therefore, regarding the formation of PyidaungsuElection Commission, the points:

(a) The President shall form a Pyidaungsu HluttawElection Commission. In the process, he mayappoint at least five members including thechairman of the Pyidaungsu ElectionCommission in accord with the provisions onappointment of Union minister stated in theConstitution.

(b) The chairman and members of the PyidaungsuHluttaw Election Commission shall be the oneswho —

(1) have turned 50 years of age.(2) meet, except age limit, requirements set for Pyithu

Hluttaw members.(3) (aa) have served in the post of Union Chief Justice or

Union supreme court judge; Region or State HighCourt judge or in a position equivalent to the postof Region or State High Court judge at least fiveyears; (or)

(bb)have served in the post of judicial officer or lawofficer that is not lower than Region or Statelevel for at least 10 years; (or)

(cc) have practised law as the advocate for at least 20years; (or)

(dd) are deemed to be celebrities with prestige by thePresident.

(4) are well-experienced with good characters.(5) comply with provisions, with which they have no

right to stand for election as Pyithu Hluttawmembers.

(6) are loyal to the State and the people.(7) are not members of a political party.(8) are not Hluttaw members.(9) do not accept any other positions from which theycan enjoy salaries and allowances”should be adopted as detailed basic principles.

Under the future State constitution, the people willhave to elect members to the Amyotha Hluttaw, the PyithuHluttaw and the Region of State in accordance with the law.In the process, 12 Amyotha Hluttaw members will beelected from each Region or State including Union territories.And 330 members from across the nation will be elected tothe Pyithu Hluttaw in accordance with the law based on thepopulation and situations of the township concerned. Inaddition, two members each from the townships will beelected to Region of State Hluttaw who will represent thenational race concerned.Mr Chairman,

The election commission should be vested with theduties to form sub-commissions at different levels of thePyidaungsu Election Commission, to designate and arrangeconstituencies and to make lists of voters to ensure free and

fair elections.Mr Chairman,

The Pyidaungsu Election Commission should be givenduties to put off the elections that cannot be duly held in afree and fair way in some constituencies due to naturaldisasters or regional security. It will have to prescribenecessary laws on election and political parties. It shouldalso be assigned duties to issue necessary laws, proceduresand directives on election and political parties in accordancewith the provisions of this Constitution.Mr Chairman,

It is natural that despite correct and effective supervisionof the Pyidaungsu Election Commission, some losers in theelections complain about the results. So, electoral benchesare to be formed in accord with the law to approach suchelectoral disputes. The commission will have to dischargeelectoral procedures and duties prescribed from time to timein addition to its original duties prescribed in the Stateconstitution. So, regarding the designation of duties of thePyidaungsu Election Commission, the points:“Duties of the Pyidaungsu Election Commission are as

follows:(a) holding Hluttaw elections;(b) supervising Hluttaw elections, and forming and

supervising sub-commissions at all levels;(c) designating and arranging constituencies;(d) making and arranging lists of voters;(e) putting off elections that are not in a position to

be held in a free and fair way in someconstituencies due to natural disasters or localsecurity;

(f) issuing necessary laws on elections and politicalparties in accordance with the provisions of thisConstitution and procedures and directives inaccordance with the laws concerned;

(g) forming electoral benches to resolve electoraldisputes;

(h) discharging duties assigned under a law.”should be adopted as detailed basic principles.

Mr Chairman,If the chairman or a member of the Pyidaungsu Election

Commission commits any of the reasons:(1) treason;(2)violation of any provision of the Constitution;(3) misbehaviour;(4) lack of qualifications prescribed in the Constitution for a

Hluttaw member;(5) incompetent discharge of duties,the President shall blame or charge him in accordance withthe provisions prescribed in the State constitution on blamingthe Union Chief Justice or any of Union Supreme judges.

Therefore, regarding matters on blaming or chargingthe chairman or a member of the Pyidaungsu ElectionCommission, the point:

“If the President has to blame or charge the chairmanor a member of the Pyidaungsu Election Commission, heshall do so in accordance with the provisions prescribedin this Constitution on blaming the Union Chief Justiceor any of Union Supreme Court judges”should be adopted as a detailed basic principle.Mr Chairman,

If the chairman or a member of the Pyidaungsu ElectionCommission in service wishes to resign of his own accorddue to his health condition or any of other reasons, he shouldhave the right to do so.

Some national people may have gone abroad for furtherstudy under the permission of the government, on business

or on personal affairs. Such stay in foreign countries shouldbe deemed to have settled in the Union.

“having settled in the Union of Myanmar for at least10 consecutive years up to the time of being elected asPyithu Hluttaw representative”should be adopted as a detailed basic principle.Mr Chairman,

In a democratic country, voting means that the peopleuse their rights and duties for the emergence of a governmentthat will rule the nation on their behalf. The people shouldhave access to ballot so that they can vote freely and avoida situation of being threatened in casting votes. In someconstituencies in border areas, the votes cast are countedpolling booth-wise. In consequence, armed insurgents canguess who won at a village or ward. And they may torch thevillage or ward and torture the dwellers for not electing theone for whom they asked the people to vote. So, votes shouldbe counted constituency-wise instead of poling booth-wise.Mr Chairman,

In every democratic society, there is rivalry betweenone political party and another along with victory and lossand disagreements. So, it is important that political partiesand politicians should take electoral tasks in line with theState constitution through discussions and seekingagreements. If so, the parties and groups with differentopinions and stances will be able to push the nation on thepath toward democracy. The Union of Myanmar had been launchingindependence struggles continuously since she lost herindependence and fallen under subjugation. The strugglesdid not gain success at first as they were led by individuals.But in the later periods, the emergence of national schoolshad awakened the people who formed many organizationsincluding the GCBA. Some organizations evolved intopolitical parties and the struggle continued with the slogan“independence first; independence second; independencethird” till independence was regained. But during the post-independence period, splits occurred among the politicalparties to the level of waging armed battles against oneanother. Hence the nation further lagged behind development.Future political parties should take those past events asvaluable lessons.Mr Chairman,

Politics is a cause of the citizens of the nation. It coversall the public education, economic and social affairs. Politicalparties formed with the persons who are interested in politicshave the duty to further improve all the conditions ofcitizens. Political parties should be set up after seriouslyconsidering the questions — “Does the political partyconcerned have qualified members?” “If not, how is itgoing to nurture its members?” “Does the political havefirm political programme and fundamental principles?”“How is it going to accomplish its tasks?”Mr Chairman,

If the parties solely aim at garbing power, they will notbe able to serve the public interest. We have bitter experiencesof the past during which power was the prize for politicalleaders and the privileges were the gifts for supporters. Froman organization that is within the domain of a leader or agroup of people, a political party can be able to change itselfinto a fully democratic organization representing its members,who have the right to participate in making decisions. All themembers have the duty to develop their party to reach thesaid level.Mr Chairman,

A political party is a place where leaders at differentlevels for the nation are nurtured and produced. The tasks ofthe parties are to gather and nurture young men and womenof all strata of life and levels of qualification who are eagerlyinterested in politics and organization duties and to elect andassign them to various duties democratically they are qualifiedfor. By doing so, those young persons will be able tounderstand the essence of democracy and discharge theState duties well at various levels. And when the partiesselect and produce candidates in this way, the people willhave greater opportunities to assess those candidates andelect them. Political parties as well as the persons who haveno interest in and oppose politics will be held responsible forthe failure to find first-class leaders. The emergence ofbrilliant leaders depends on public interest in politics and

Now, I will discuss the explanations of the Chairmanof the National Convention Convening Work Committeebased on the facts I have presented in the above paras.

The following detailed basic principles has beenadopted in the chapter “Citizenship, Fundamental Rightsand Duties of Citizens”.“Every citizen is under a duty to uphold:

“(a) Non-disintegration of the Union“(b) Non-disintegration of national solidarity“(c) Perpetuation of sovereignty.”Hence, the point “Political parties set the objective

— non-disintegration of the Union, non-disintegrationof national solidarity and perpetuation of sovereignty”should be adopted as a detailed basic principle.Mr Chairman,

Of the six objectives of the National Convention,the two objectives — flourishing of genuine multipartydemocracy system; and further burgeoning of noblestand worthiest of the worldly values, namely, justice,freedom and equality. There can be genuine multipartydemocracy system in the nation only if it enjoys theburgeoning noblest and worthiest of the worldly values— justice, freedom and equality. The noblest andworthiest of the worldly values will flourish only ifgenuine multiparty democracy system flourishes in thenation. If election is like the heart of democracy, politicalparties are the foundation of genuine multipartydemocracy system. For the foundation to be strong, thepolitical parties should be firmed, disciplined andqualified.

Hence the following point should be adopted asdetailed basic principle.

“A political party shall:“(a) accept and practise discipline-flourishing

genuine multiparty democracy.“(b) abide by the Constitution and the existing

laws.“(c) be legally registered as a political party.”

Mr Chairman,The foremost and most important part of a political

party after its establishment is organizing task. It willhave to constantly launch organization campaigns for itscontinued existence. Here, I will present a quotation ofa famous writer, which says, “Politics means makingenemy friend”. If a political party always keeps in itsheart the quotation in conducting organization taskeffectively, it will have less enemies. There will be onlypersons with different opinions with it. It cannot assumethe persons with different opinions as enemies. It willhave to organize them to accept its opinion and stand,while giving consideration to different opinions withrespect. In this situation, the number of conflict-likepolitical problems will decrease. The right to organizefreely is the basic requirement of political parties, andthere should be a systematic law for the matter.

The method of election must be practised to measurethe degree of success or failure of the organizing tasks.Results of an election indicate the degree of success orfailure of the organization campaign. An elected personsshould not only respect the interest and opinions of thepersons who vote for him, but also those of the personswho do not vote for him. Because he is the representativeof his constituency.

We agree to adopt the following detailed basicprinciple.

“In accordance with the law, a political party shallhave the right to:

“(a) organize freely;“(b) to stand for elections.”

Mr Chairman,Political parties abusing the stipulation “In

accordance with the law, a political party shall have theright organize freely” for giving priority only to self-interest may appear. The nation cannot witness theflourishing of genuine multiparty democracy system itshe permits the existence of such parties. Without the

flourishing of genuine multiparty democracy system, thenoblest and worthiest of the worldly values, namely,justice, freedom and equality will not burgeon further.Instead, nation’s stable political climate will disappearand the people will not be able to uphold Our ThreeMain National Causes — non-disintegration of Union;non-disintegration of national solidarity; and perpetuationof sovereignty. The nation may fall to the level of losingher independence. The occurrence of such parties shouldbe prevented with the Constitution. Only then will thepeople of the entire Union be able to live with peace ofmind as the citizens of a peaceful and stable nation.

Thus, we would like to suggest that the followingpoints should be adopted as detailed basic principles.

“1. The continued existence of a political partyshall not be permitted if :

“(a)it has been declared as an unlawful associationin accord with the existing law.

“(b)it contacts or abets the insurgent groupwaging the armed rebellion against the Stateor the association or persons determined bythe State to have committed terrorist acts orthe association declared to be unlawfuldirectly or indirectly.

“(c) it directly or indirectly receives financial,material and other assistance from thegovernment or a religious association, or anyother association or an individual person ofa foreign country.

“(d) it abuses religion for political purpose.“2. If the body having the authority to register

political parties finds that political party is connectedwith anyone of the points stated in the above-mentioned sub-paragraphs (a), (b), (c) or (d), theparty’s registration shall be revoked.”Mr Chairman,

One of the detailed basic principles adopted for theChapter “The State” says “Sovereignty power of the Stateis derived from the citizens and is in force in the wholecountry”. The Pyidaungsu Hluttaw formed with thepeople’s representatives who are elected by the people,the righteous owner of the State power, will have to electthe President who will exercise the executive power inaddition to the legislative power. It is the highest organ ofState sovereignty. The majority of the members to thePyidaungsu Hluttaw are from political parties. So, incarrying out tasks such as forming an organization andtaking organizing measures, the parties and individualsshould enjoy equal right, and the rules and regulations setfor the political parties are to be at the same levels. ThePyidaungsu Hluttaw is the most responsible organ toprescribe necessary laws for the political parties.

So, the point:“The Pyidaungsu Hluttaw shall enact necessary laws

concerning the political parties.” should be adopted as adetailed basic principle.Mr Chairman,

Therefore, the points proposed for the Chapter“Political Parties”—

1. Political parties set the objective — non-disintegration of the Union, non-disintegrationof national solidarity and perpetuation ofsovereignty.

2. A political party shall:(a) accept and practise discipline-flourishinggenuine multi-party democracy.

(b) abide by the Constitution and the existinglaws.

(c) be legally registered as a political party.

3. In accord with the law, a political party shallhave the right to :(a) organize freely;(b) to stand for the elections.

4. The continued existence of a political party shallnot be permitted if —(a) it has been declared as an unlawful

organization in accord with the existing law;(b) it makes connections with or provides support

and assistance to insurgent groups waging anarmed rebellion against the State,organizations or persons the State hasannounced as the ones committing terroristacts or organizations the State has declaredunlawful;

(c) it directly or indirectly receives financial,material and other assistance from thegovernment or a religious organization, or anyother organization or an individual person ofa foreign country;

(d) it abuses religion for political purpose.5. If the body having the authority to register political

parities finds that a political party is connectedwith any one of the points stated in the above-mentioned subparagraphs (a), (b), (c) or (d), theparty’s registration shall be revoked.

6. The Pyidaungsu Hluttaw shall enact necessary lawsconcerning the political parties.should be adopted as detailed basic principles.Mr Chairman,

The political parties will have to serve as importantsources to adopt laws, policies and plans connecting withthe people. The political parties are to convert the people’srequirements, desires and uncertain hopes into reliable laws,policies and stands through coordination and discussions.

Such policies will be more beneficial to the peoplethan the policies and work programmes laid down sector-wise by experts. The views of the experts are to betaken into consideration as important points. The lawsand policies the political parties have laid down shouldbe under consideration nationally, not for a single sector.So, the policies, stands and work programmes set forvarious sectors should be harmonious with each other.The political parties are capable of assessing the desiresand stances of the people. So, they should implementthe policies and programmes that are appropriate forfulfilling the aspiration, hopes and desires of the people.In fact, a qualified political party is a small union.Mr Chairman,

I simply hope that there will emerge politicalparties that are capable of producing qualified Stateleaders for the future nation, realizing the laws andpolicies that reflect the people’s desire, avoiding politicaltricks, and fully exercising democracy in the partyconcerned. I would like to exhort the political parties toinculcate the entire people with democracy andconsideration. The Union of Myanmar has been participatingin the noble activities for human race carried out by theUN. The nation holds the ceremony to mark the Inter-national Day of Disabled Persons on 3 Decemberyearly to enhance the dignity and morale of disabledpersons and to strive for them to be able to enjoy equalrights. The ceremony held today is the 13th of its kind,he added.

He said that according to traditions and cultureof Myanmar ancestors, parents, sons and daughtersand grandchildren have been living together in a fam-ily through thick and thin. It was a Myanmar traditiondeeply rooted in Myanmar society that Myanmar peo-ples in a family take mutual care of one another,regardless of age and disability.

Therefore, there is no such incident in Myanmarsociety that older and disabled persons have beenostracized but they are being taken care of in one wayor another.

The government believes the fact that disabledpersons are a national force. This being the case, it hasbeen making efforts in all seriousness for disabledpersons to enjoy equal rights with others, to createopportunity of improving their socio-economic lifeand to boost their morale and capability.

He said the State Peace and DevelopmentCouncil has been making efforts to enable Myanmar tobecome modern and developed one with the objectivefor all citizens to enjoy social happiness in peacefulatmosphere and to fully enjoy the fruits of development.

Systematic arrangements are being made forelderly people, mothers and children and the disabledwho need special social care services in accord withthe objectives, he said.

The government is also undertakingrehabilitation projects for the disabled at differentlevels through medical treatment and social activities,he added.

He said preventive measures, giving oral poliovaccine and vitamin A to children, distribution ofiodized salt and leprosy and trachoma controlprogrammes are being carried out nationwide.

National rehabilitation hospitals are beingopened in Yangon and Mandalay. Besides, people’shospitals in states and divisions are also providingtreatment for the disabled. The government has openedschools for the blind, schools for the deaf, schools forthe disabled adults and schools for the disabled chil-dren to care for the visually impaired, the hearingimpaired, the physically disables and the mentallyretarded and is conducting programmes for their edu-cation, vocational training, social dealings and jobsunder centre based system.

Mary Chapman School for the deaf in Yangon, schoolsfor the blind in Yangon, PyiOoLwin, Pakokku,Myitkyina and Meiktila, Eden School for the disabledchildren and Taunggyi School for the orphans anddisabled children. With the system of inclusive educa-tion being practised, all the blind, deaf and disabledchildren all over the country have now a good oppor-tunity to pursue their education. As a result, 13 stu-dents from the schools for the disabled passed thematriculation examination in 2005 and 15 others in2006. They are now studying at university. It is a greathonour for the disabled persons to know that thephysically handicapped Ma Su Pon Chit who passedthe 2005 matric exam with four distinctions is attend-ing Yangon Technological University and the blindMa Aye Chan Aung who passed the 2006 matric examwith three distinctions and won the whole Myanmarfirst in the arts combination.

With the advancing information and communi-cation technology, knowledge based societies havebeen built across the world. In order for the disabled

Over 700 disabled students who have been takingpart in the International White Cane Day yearly canincrease the appreciation of the people. As part ofactivities in commemoration of the International Dayof Disabled Persons 2006, the National Sports Compe-titions for the Disabled was held with the participationof about 500 disabled athletes. Likewise, skills demon-strations were organized with the participation of over360 disabled students at the schools for the disabled inYangon.

At the ceremony, prizes will be awarded notonly to outstanding athletes from various sports com-petitions but to 17 outstanding students from the schoolsfor the disabled and other outstanding persons fromorganizations. Disabled persons were nurtured asthe persons of lacking physical strength in the past.Nowadays, it is necessary to set sights on nurturing the

India’s GDP inches toward 9%growth in 2006-07, up 9.2% in Q2

NEW DELHI, 1 Dec — Raising hopes of an overall 9-per-cent growth in2006-07, Indian economy grew by a robust 9.2 per cent in second quarter onthe back of strong manufacturing output while shrugging off a slowdown infarm sector.

The economyadvanced by 9.1 per centin the first six months ofthis fiscal, the highest forthe April-Septemberperiod in any year since1991-92.

The gross domesticproduct of India, Asia’sfourth largest economy,had recorded an 8.4 percent growth in the secondquarter of 2005-06.

Manufacturing, whichcontributes 17 per cent inthe GDP, rose at a briskpace of 11.9 per cent inJuly-September 2006 asagainst 8.1 per cent in thesame period of2005-06.Growth in theagriculture sector,

however, slowed down to1.7 per cent during thesecond quarter of thisfiscal compared to 4.0 percent in the correspondingperiod of last fiscal.

Agriculture accountsfor about a fifth of theIndian economy andemploys more than 60 percent of the population.Within services, trade,hotels, transport andcommunications grew at13.9 per cent during thesecond quarter against11.0 per cent during Q2of 2005-06.

Financing, insurance,real estate and businessservices grew 9.5 per centagainst 10.5 per cent last

year, while community,social and personalservices slowed down to6.9 per cent against and8.0 per cent in secondquarter of 2005-06.

Rate of growth inconstruction sectordeclined to 9.8 per centfrom 12.3 per cent duringthe same period last year.

Dozens killed in Iraqibombings

BAGHDAD, 2 Dec—At least 50 people have beenkilled in three car bomb blasts in the centre of the Iraqicapital, Baghdad, police say.

More than 80 were wounded when the three carsexploded in quick succession in a busy shopping areaof the city.

The violence came as Iraqi and US forces raidedguerilla strongholds in the city of Baquba, arrestingmore than 30 suspected guerillas.

Botswana “snake rock” may showStone Age religion

OSLO, 1 Dec — Carvings about 70,000 years old ona snake-like rock in a cave in Botswana indicate thatStone Age people developed religious rituals far earlierthan previously believed, a researcher said on Thursday.

Ancestors of Botswana’s San people apparentlyground away at a natural outcrop about 2 metres highand 6 metres long (6 by 20 feet) to heighten its similarityto a python’s head and body, said Sheila Coulson, anassociate professor at Oslo University.

“We believe this is the earliest archaeological proofof religion,” Coulson, a Canadian expert in Stone Agetools, told Reuters of findings made during a trip in mid-2006 to the Tsolido Hills in northwestern Botswana.

The previous oldest archaeological evidence ofreligious worship is about 40,000 years old fromEuropean caves. The Botswana find bolsters evidencethat modern humans originated in Africa, along withreligion and culture.

Coulson said the python-like rock had 300-400carved indentations. In flickering firelight, the patternsmight have seemed like scales and given the impressionof movement to the rock as part of some sacred rite.

Scores of carved stone items, including 115 pointsand 22 burnt red spearheads, were abandoned on the

floor of the cave beneath the snake-like rock. Many hadbeen brought more than 200 kilometres (125 miles)across the Kalahari Desert.

“The snake symbol runs through all the mythologies,stories, cultures, languages of southern Africa,” Coulsonsaid. The cave, with a floor of 26 square metres (280square feet), was not known to archaeologists until the1990s.

In San mythology, humankind descended from apython, and ancient streambeds nearby were believedto have been created by a shake slithering around thehills in search of water.

The archaeologists, with Coulson leading a teamfunded by a Norwegian research programme andTromsoe University and Nick Walker heading a teamfrom the University of Botswana, found stone toolswhen they dug a pit two metres deep below the snake.

They estimated that the artefacts were 70,000 yearsold, based on comparisons with carved stones found inother well-dated sites in Botswana.

“In the upper levels there is a distinct change toobjects from the Late Stone Age” which began 40,000years ago, Coulson said. The scientists were working toget more precise dates. — MNA/Reuters

Sui Guorong, a surgeonwho extracted the artificialcrystals from ten cataractpatients at the Suzhou CityHospital on 11 Decemberin 2005, was sentenced tosix years in jail and fined300,000 yuan (38,217 USdollars) for practisingmedicine without alicence.

His brother Sui Guo-

liang who operated theultrasonic emulsificationapparatus was sentencedto five years in jail andfined 200,000 yuan(25,478 US dollars) for thesame reason.

Another surgeon whoperformed the eyeoperations, named XuQing, from the No 9People’s Hospital ofShanghai, however, willnot be severely punishedbecause investigators didnot think the accidentswere caused by hismalpractice.

Although the reasonswhy the victims’ eyes were

infected with Bacilluspyocyaneus have not beenfound out, the brothers’actions directly lead to theeyeball removals of ninecataract patients, said thelocal court.

China’s first biomass-fired power plant goes into operation JINAN, 3 Dec —China’s first biomass-fired power plant, with an installed generating capacity of

25,000 kilowatts, went into commercial operation in east China’s Shandong Province on Friday. Located in Shanxian

County, the 300-million-yuan (35.7 million USdollars) plant burns150,000 to 200,000 tonsof cotton stalks, treebranches, orchard andforestry waste annually.

It can generate 160million kilowatt-hours of

electricity a year, savingthe equivalent of 400,000tons of coal. Local farmersand biomass enterprisescan earn about 40 millionyuan from the project eachyear. The amount ofcarbon dioxide producedby a 25,000-kilowattbiomass-fired power

plant annually is 100,000tons less than thatdischarged by a thermalpower plant with the samecapacity. The ash of theburned biomass is highquality potash fertilizer.

The Chinese Govern-ment has attached greatimportance to the deve-

lopment of clean energyprojects in recent years,including wind power andsolar power and biomass-fired power plants.

The government hasapproved the constructionof over 30 biomass powerplants, some of which areunder construction andsome will begin con-struction by the end of theyear.

The Shanxian plant isfunded by the NationalBio Energy Co Ltd, asubsidiary of the StateGrid Corporation ofChina, which is in chargeof the power grid coveringnorthern China, or theareas to the north of theYangtze River.State Gridhas been given the greenlight by the governmentto build 22 biomass powerplants, including 15 witha combined installedcapacity of 350,000kilowatts that are underconstruction.

Its waterstorage capacity is 56,000acre feet and it can irrigate10,000 acres. A total of 95per cent of the construc-tion task of conduit canal,spillway and control towerwere completed and12,182 acre feet of waterhave been stored in thedam. The remaining tasksare being implemented atfull capacity. The irriga-tion facilities will contrib-ute a lot to summer paddyplantations.
