INTRODUCTION 1.1 PURPOSE The purpose of this plan is to outline CONTRACTORS major interfaces with other Companies, Governmental Bodies and Entities required during the execution of the NGL4 Works on the Ruwais Facility site and the building and operation of the Project Camp.

1.2

OBJECTIVE The plan identifies the names of the major interface parties, brief scope and reason for the interface plus the interface contact details. This document will be treated as a live plan which will be maintained and up dated as necessary.

SCOPE This plan addresses the major interfaces required to support CONTRACTORS scope execution as agreed under the Contract. The scope in broad terms will cover the following categories:

The location and Camp construction / operation. Security Access to the Ruwais Facilities for manpower, plant, equipment and materials. GASCO controlled areas within the Ruwais Facility Other Stakeholders within the Ruwais Facility e.g. Takreer, Borouge, etc. CONTRACTOR Operations within the Ruwais Facility Other Contractors Utilities Companies Etisalat and ADEWA Vendors Licensing and Governmental requirements

Within each category there will be requirements to be met by the CONTRACTOR involving formal processes and specific deliverables which will be confirmed and provided in line with the individual interface needs. The CIM will be tasked with ensuring all the necessary documentation has been identified, submitted and approvals obtained from the relevant party(s) in order that the scheduled execution of the Works is not affected.

RESPONSIBILITIES

1.6.1 Construction Director Contractors Construction Director will be the main contact and focal point for all interfaces with the COMPANY onsite representatives. He is the focal point of the site and responsible for all the Construction activities on the site. He will ensure this procedure is implemented on the Project. 1.6.2 Construction Manager Will be responsible for the execution of works associated with the Temporary Facilities including the Camp through the designated SUBCONTRACTORS.

1.6.3 Construction Interface Manager (CIM) Will be the main contact and focal point for all CONTRACTOR interfaces. The CIM will be tasked with ensuring all the necessary documentation has been identified, submitted and approvals obtained from the relevant party(s) in order that the scheduled execution of the Works is not affected. Provide daily / weekly / monthly liaison as required by the requisite scope. Regular meetings will be required and the CIM will be responsible for the coordination all meetings and ensuring the attendance of the necessary personnel from its party to review / discuss all interface needs. The CIM shall maintain and an action list capturing all actions arising from the various meetings especially those with external bodies. Actions will have agreed due dates for closure. This action list will be up dated and distributed on a weekly basis to CONTRACTOR, attendees and COMPANY. The CIM will maintain the live list of contact information for all interfaces. CIM shall as soon as practicable prepare a meeting schedule and issue to COMPANY for comment.

1.6.4 HSSE Manager Will provide assistance to the Administration Manager on the HSE topics as covered by this procedure. 1.6.5 Administration Manager The Administration Manager is responsible for human resources, government interface, personnel and transportation administration and site office administration. He will be directly responsible for the administrative topics contained within this procedure and their compliance with the GASCO standards / procedures and the Governmental Bodies as identified within the procedure.

1.6.6 COMPANY Interface Coordinator Will provide assistance to the CONTRACTORS CIM on all interface matters. 1.7 CORRESPONDENCE All official correspondence, both in and out will be through the CONTRACTORS designated representative The Construction Director.

LIST OF CONTACTS Attachment A is a listing of the personnel and contact details where CONTRACTOR has identified an interface requirement.

GASCO PROJECT MANAGEMENT TEAM The CONTRACTOR will require to interface with the PROJECT MANAGEMENT TEAM typically on the following but not limited to: 1. Contractual matters concerning execution of the works 2. Assistance with identified interfaces within this plan 3. Access to operational areas such as Trains 1, 2 & 3 for scope execution. 4. Document review process 5. HSE & Security requirements 6. QA / QC requirements 7. Plans and procedures 8. Progress / Performance 9. Invoicing / Payments 10. Completions work 11. Testing 12. Turnover of Works

GASCO MAJOR PROJECTS GROUP The CONTRACTOR will require to interface with MAJOR PROJECTS GROUP typically on the following but not limited to: 1. Access to the COMPANY Existing Operating Facilities personnel, plant and equipment 2. Access to operational areas such as Trains 1,2 & 3 3. Assistance for Security of CONTRACTORS Areas with relation to GASCO plant 4. H2S monitoring 5. HSE Inductions 6. Permit to work system 7. Vehicle Checks for compliance with GASCO requirements 8. Early work demolition isolations 9. Early work fencing / emergency gate installation acceptance

CONTRACTORS E&P / SUPPORT LOCATIONS The CONTRACTOR from its site location will require to interface INTERNALLY with typically the following but not limited to: 5.1 SEOUL 1. CONTRACTOR will maintain the interface with the Project head office during the Engineering and Procurement execution period. 2. This will be by means of telecommunications initially until the IT link provides connectivity for direct transfer / email between the site and Seoul. 5.2 ABU DHABI 1. CONTRACTOR will maintain a group in the Abu Dhabi Office which will support Construction during the execution of the Project. This office will provide liaison with the head office. 2. This office also provides support to the head office.

SUBCONTRACTORS CONTRACTOR will have a number interfaces with key SUBCONTRACTORS performing the execution of part of the Works in accordance with Contract requirements. They will be fully supervised, controlled and they will comply with all the Contract requirements. The major SUBCONTRACTS typically will be as follows but not limited to: 1. Pioneer Camp 2. Site Temporary Facilities and Early Works 3. Topo & Geotech Surveys 4. Civil & Buildings 5. Mechanical two (2) : East and West Scope split 6. E&I 7. Seawater Intake including offshore 8. Structural Steel Pre-fabrication two (2) : East and West Scope split 9. Piping Pre-fabrication two (2) : East and West Scope split 10. Catering & Camp / Office Services 11. Camp / Infrastructure Operation

OTHER CONTRACTORS The CONTRACTOR will require to interface with OTHER CONTRACTORS typically on the following but not limited to and listed in the Tie-in and Interface Schedule & DGS 5208 ADD1300-100/003 Piping Tie-ins: 1. CB & I who is responsible for the tanks and associated works in WBS areas 601 / 602 / 603. CONTRACTOR is required to tie-in to the CB & I works. 2. NGL3 CONTRACTOR identified in case demobilisation has not been completed or otherwise with GASCO end user operating NGL3 at that time.

CNIA The CONTRACTOR will require to interface with CNIA typically on the following but not limited to: 1. CONTRACTORS camp location approval 2. CONTRACTORS personnel oil field passes 3. CONTRACTORS vehicle oil field passes 4. CONTRACTORS camera oil field passes 5. CONTRACTORS designated camera / photographers oil field passes

POLICE The CONTRACTOR will require to interface with POLICE typically on the following but not limited to: 1. CONTRACTORS vehicle rental and purchasing program 2. Identification of the access gates to be assigned to the Project (in case there will be a dedicated one). 3. Photography process on site 4. Security issues 5. Traffic / Logistical land transportation

MUNICIPALITY The CONTRACTOR will require to interface with THE MUNICIPALITY typically on the following but not limited to: 1. Provision of Camp location and approvals. 2. Waste management approvals

HEALTH AUTHORITY ABU DHABI The CONTRACTOR will require to interface with HAAD typically on the following but not limited to: 1. HAAD will be inspecting and provide approvals on the use of the completed Clinic in the Camp. 2. HAAD will be inspecting and provide approvals on the use of the completed Clinic in the Site Temporary Facilities. 3. HAAD has to approve any medical personnel to be used on the Project (typically doctors and nurses).

HOSPITAL(S) CONTRACTOR will establish arrangements with both local hospitals and Abu Dhabi City hospitals for use in case of emergency situations during the life of the Project.

13.

CIVIL DEFENCE The CONTRACTOR will require to interface with CIVIL DEFENSE typically on the following but not limited to: 1. Inspections / approvals of the Site Pioneer Office Compound prior to use. 2. Inspections / approvals of the Site Temporary Facilities (Offices and all support buildings including Fire and Gas systems) prior to use. 3. Inspections / approvals of the Camp prior to use.

TAKREER The CONTRACTOR will require to interface with TAKREER typically on the following but not limited to: 1. Setting up of the Temporary Facilities 2. Utilities supply for Temporary Facilities water and power 3. Demolition of Avenue B 4. Erection of the new East boundary fence 5. Installation of the new out fall line

6. Installation of the new HP Flare line under the existing lines which run to the TAKREER jetty 7. Permits to work 8. Cooling water works All the above will require utilization of the TAKREER PTW system. All necessary personnel will be trained accordingly in advance of any work.

15.

BOROUGE The CONTRACTOR will require to interface with BOROUGE typically on the following but not limited to: 1. Transportation of permanent equipment received via the Ruwais Port, through, adjacent or over the Borouge existing facilities depending upon the final agreed Ruwais Facility internal routing. 2. New piping work that will be executed to the south of WBS area 403/001 which will affect CONTRACTORS access to the East scope.

16.

IRSHAD The CONTRACTOR will require to interface with IRSHAD typically on the following but not limited to: 1. Offshore works related to the Seawater Intake and associated subsea lines. 2. Transportation of permanent equipment received via the Ruwais Port

17.

ADNOC The CONTRACTOR will require to interface with ADNOC typically on the following but not limited to: 1. Supply of the CONTRACTORS fuel cards.

RUWAIS PORT The CONTRACTOR will require to interface with RUWAIS PORT AUTHORITY typically on the following but not limited to:

ABU DHABI PORT AUTHORITY The CONTRACTOR will require to interface with ABU DHABI PORT AUTHORITY typically on the following but not limited to: 1. Port passes 2. Customs clearance 3. Onward shipping to Ruwais where necessary 20. AIRPORT(S) The CONTRACTOR will require to interface with CUSTOMS AUTHORITY typically on the following but not limited to: 1. Custom clearance of air freighted items. 2. Shipment of items to site. 21. ABU DHABI ELECTRICITY & WATER AUTHORITY The CONTRACTOR will require to interface with ABU DHABI ELECTRICITY & WATER AUTHORITY typically on the following but not limited to: 1. Supply from the main grid power for the JV and GASCO Camp. This will be by the Camp provider but is ultimately the responsibility of the CONTRACTOR. 2. Supply of water for both the camp and the Site Temporary Facilities. This will be by the Camp provider but is ultimately the responsibility of the CONTRACTOR.

22.

TRAVEL POLICE DEPARTMENT The CONTRACTOR will require to interface with the TRAVEL POLICE DEPARTMENT typically on the following but not limited to:

ETISALAT The CONTRACTOR will require to interface with ETISALAT typically on the following but not limited to: 1. Supply of the IT and Communications connectivity for the JV and GASCO Camp. 2. Supply of the IT and Communications connectivity for the Site Temporary Facilities.

24.

VENDORS The CONTRACTOR will require to interface with VENDORS typically on the following but not limited to: 1. Vendors required assisting construction in the physical completion of systems ready for turnover to Pre-Commissioning / Commissioning. 2. Vendors required assisting the completions group in reaching systems readiness for Start up and Performance Testing as per Exhibit 4. 3. CONTRACTOR will develop a Vendor Schedule covering the requirements of items 1 & 2.

25.

LOCAL SUPPLIERS The CONTRACTOR will require to interface with LOCAL SUPPLIERS typically on the following but not limited to: 1. CONTRACTOR will have purchase orders for office supplies draw down. 2. CONTRACTOR will have purchase orders and service agreements for office equipment 3. CONTRACTOR will perform local purchasing as necessary.
