Hon’ble Prime Minister’s Independence Day Speech on 15th

August 2007 announcement regarding Skill Development Mission,

Ministry of Human Resource Development, Govt. of India, New

Delhi launches a Scheme of Sub-Mission on Polytechnics under Coordinated Action for Skill Development.

One of the components of above scheme is to encourage enrolment of Women students in Polytechnics by providing facilities of hostels wherever there are inadequate facilities for hostel and accommodation.

There are 26 Govt. Polytechnic Colleges in the State of

Rajasthan out of which 07 are exclusively for Women and 19 are

Co-ed Polytechnics with various Engineering and Non-engineering

branches. There is a 25% horizontal reservation for Women in

these co-ed Polytechnics. Thus there is a lot of opportunity

available for women to facilitate themselves from technical

education by taking admission in Polytechnic Colleges.

The hostel facility for Men is available in many of the Govt.

Co-ed Polytechnic Colleges but there is a limited hostel facility

available for Women students in few institutions.

Geographically, Rajasthan is the biggest state of India. The

Women literacy ratio of India is 53.67 while Women literacy ratio of

Rajasthan is 43.85 as census of 2001. Thus the Women literacy

ratio is too lower in comparisons with national scenario.

The Gross Enrolment Ratio (GER) of Women for Higher Education is 5.25 and 9.37 of Rajasthan and India respectively, whereas the Drop – Out rates of Women from Class I – X is 81.80 as compared to 63.56. These data strongly

indicates that there is a strong need to encourage women of

Rajasthan for more and more enrolment towards education

specially towards Technical Education (Polytechnics) and there is

a strong need also to take necessary steps to prevent them from

drop out so that Gross Enrolment Ratio (GER) may raise up to

national ratio and the Drop – Out rates may be bring down.

Govt. of Rajasthan taking necessary steps to encourage the

enrolment of Women students in Polytechnics by facilitating them

with reservation, waive of tuition fee, relaxation in upper age limit

and other relaxation.

A study shows that many of Women students enrolled

themselves as a student in Polytechnics but couldn’t continue their

study due to lack of hostel facility. It was also observed that the

women students of nearby districts, towns and villages also want

to take admission in Polytechnics to get technical education but

they couldn’t take admission in these polytechnics as there is no

hostel facility for them in these institutions.

Therefore it is proposed to establish a hostel for Women in

every Govt. Polytechnic College to encourage the enrolment of

Women students in Polytechnics. It is also proposed to enhance

the capacity of hostel in existing Women hostel at Govt. Women

Polytechnic Colleges of Rajasthan.
