Phase 1: Operational Assessment

• Information Review: Review and compile existing information regarding City collection services.

• Operational Assessment: Conduct on-site assessment of City collection operations.

• Community Engagement: Develop a web-based survey to be distributed by City and participate in public meetings.

• Define Potential Collection Scenarios: Identify scenarios for improved residential garbage, recycling and trash collection.

• Assess Scenarios: Identify options to improve operational and financial performance and identify achievable performance metrics.

• Technical Memorandum: present and discuss results of the assessment.

Phase 2: Strategic Plan for Solid Waste Services

• Preliminary Plan Development

• Community Engagement: Meetings with public, Sustainability Advisory Board, and City Commission

• Final Plan Development

Garbage and Recycling:• Maintain and Improve Backyard Service.• Increase Recycling and Reduce/Eliminate Contamination.• Implement Recycling Containers Large Enough for Cardboard, With

Lids to Keep Materials Dry, and That Do Not Trap Water Where Mosquitos Could Breed. Proper Size of Containers to be Determined in Process.

Bulk Trash:• Institute Training Programs and Policies to Eliminate and Prevent

Any Future Creation of Unsightly Holes in Swales.• Reduce or Eliminate Illegal Dumping.• Separate Bulk Waste from Vegetation/Landscape Waste• Change Billing Process for Oversize Bulk Trash Piles from Annually

(Included in Annual Garbage Bill) to Immediately Upon Incident, and Increase Fees per Cubic Yard to Cover the Dumping Fees and Costs Incurred by the City.
