Consequently, we have considered the option of a commuter ban to deal with your current on-street parking problems. Residents can give their tradesperson a visitor voucher permit to display. They can then park in a permit holder bay. If the builder or tradesperson needs to park outside your house and they can demonstrate clearly that there is a need for the vehicle to be parked in close proximity to your property, it may be possible to either suspend a bay or to issue a dispensation to park on yellow lines. This usually only applies to commercial vehicles and a daily or weekly charge is made. What about parking for shops and businesses in the area? Around the Cassiobury shops we are proposing to include 1 hour FREE parking bays so that customers can pop into the shops at any time during the working day. We will also provide 3 hour parking bays but parkers will need to ‘pay and display’ a ticket. The charge will be £1 per hour. Outside the Cassiobury Veterinary Practice we are also proposing similar 3 hour pay and display bays. What if I am a business and I need to park an operational business vehicle? Businesses may qualify for a business permit which will allow them to park in permit bays and shared use bays. These are shared with permit holders and those paying and displaying a ticket. One permit is allowed per qualifying business. Up to two registration numbers can be printed on it provided that both are operational vehicles. Only one vehicle can be parked in the zone at a time. The cost of the permit is £150 per annum. Qualifying businesses will have to demonstrate that they have no space to park vehicles within their premises, that the vehicle is registered to the business and the business is registered for business rates. Watford Football Club and Saracens Rugby Club fans Many fans who support Watford’s football and rugby clubs park their cars in nearby residential roads and continue their journey on foot. Matches can take place on weekday evenings, Saturday, Sundays and bank holidays. The CPZ scheme proposals do not operate at these times. How- ever, should a scheme be introduced then as part of a review of the CPZ, the Council could add these controls at a later date. Please note that Option 4 does provide a restriction on Saturdays from 10.30am to 2.30pm. If residents support this option it will provide a deterrent for those looking for spaces to park up to 2.30pm on a Saturday. There will be a local neighbourhood forum on Tuesday 10 November, starting at 7.30pm at the small hall of Watford Colosseum where you will have the opportunity to clarify any questions that you may have about the proposals. The detailed proposals are on display from 9-27 Novem- ber at the Town Hall and there are informal drop in sessions at Cassiobury Infant and Nursery School on 17 and 21 November 2009. This informal consultation closes on 29 November 2009. Please ensure you return your questionnaire so that your views can be taken into account. The decision will be made by Watford Borough Council’s Cabinet on 14 December 2009. The Cabinet meeting, which the public are able to attend will be held in Committee Room 2 at the Town Hall, at 7.30pm. The public cannot speak at this meeting however the Cabinet will consider the feedback from the consulta- tion and decide whether or not the scheme should proceed to the next stage which is a statutory con- sultation. If a decision is made to proceed then the statutory consul- tation will take place in Spring 2010 and if the scheme is supported the anticipated implementation will be during the late Summer 2010. To qualify you would need to prove residency and would have to be the registered keeper, or permanent user of any vehicle nominated. Company cars, lease cars or hire cars may also qualify. You would need to provide one of the following docu- ments with your current address: vehicle registration document insurance document official bill of sale or invoice Official company letter for company cars, or a recent and valid lease or hire agreement. Vehicle sizes are limited to 5.25 metres long and/or 2.3 metres high. How much would a permit cost? Current permit charges are £20 per year for the first permit, and £40 for the second permit. Fees in Watford aren’t designed to produce profit but cover the cost of parking attendants and managing the scheme. The first permit is free for drivers who are Blue Badge Holders. Motorcyclists would also require a permit.These cost £20 for either the first or second permit per household. What about family and friends? Residents would be able to buy books of vouchers for visitors to use. Each council tax household would be entitled to purchase 400 hours of vouchers per year. Pensioners (those over 60 years of age) would have double the allowance. In addition, there would be an allowance of 2 one-week voucher permits and 15 four-hour voucher permits for each council tax household per year, to cater for longer visits. Pensioners would have double the allowance. The voucher permits are scratch cards and would need to be validated by scratching off the relevant day/date/time sections. This would mean parking bays are shown by white road markings and the remainder of the kerbside is subject to parking restrictions. The process of controlling where people park allows us to keep roads free from dangerous and obstructive parking. Normally CPZs operate to give residents and their visitors priority over the available parking space on the roads. Proposals on display at the Town Hall Residents have told us that inconsiderate commuter park- ing is resulting in parking problems within the estate. In some roads residents have difficulty entering or safely exiting their driveways because cars are parked too close to driveway entrances which obscures visibility. A similar situa- tion occurs in places where cars are parked too close to road junctions. We have carried out some survey work and after carefully considering the concerns in the area we have put together proposals to control the parking. We would like to have your views on these proposals. The Council will use the feedback from this consultation as a basis to form a decision on whether or not to proceed with the proposals. A disadvantage of this option is that people who seek free parking all day on local roads will continue to do so. We have also provided some long term pay and display bays which offer the facility to park all day with an advance payment inserted in the machines. See map for the positions.

Pay and display bays provide a facility for anyone requiring to park for up to three hours within the controlled period.

These bays are provided for the customers of the Cassiobury shops and one hour free parking is allowed on each visit.

Free parking bays 8am-6.30pm. (1 hour max)

Permit holders can park in these bays only when a pay and display ticket is purchased. Blue badge holders can park free of charge in these bays without a time limit.

ACCESS TOCASSIOBURY PARK

Driveways marked out inside Parking Bays As part of the proposals some drive-ways are marked with white lines positioned inside parking bays. All residents will sign a declaration, upon purchase of their permit, agreeing that they will not obstruct these areas and that their permit may be cancelled or withdrawn if they do so. However, you can park across your own driveway, inside a parking bay, at any time but during the control period of the zone you must display a valid permit.
