Dear Colleagues,

It is my pleasure and privilege to present this brochure to you and to give you a brief account of the Alliance of International Science Organizations (ANSO) as President of ANSO. First of all, I want to thank you for your kind interest and support for the growth and development of this organization. ANSO was offi cially launched in Beijing on 4th November 2018 with the support of 37 international scientifi c organizations from around the world, including national academies of sciences, universities, institutes and international organizations. Established on the general principles of “joint consultation, joint effort and joint sharing” adhered to by the Belt and Road Initiative (BRI), ANSO is committed to the promotion of shared development and advances towards the UN Sustainable Development Goals (SDGs) through catalyzing and exercising concrete scientific actions and programs in partnership with member countries and institutions. ANSO will bring high attention to the investigation and addressing of the challenges and issues that are most pressing in less developed countries.

I wholeheartedly encourage you to enjoy reading the brochure to understand the background, vision, mission, governance structure and future plans for action by ANSO. Your care, support and participation in ANSO is very important to the growth and development of the organization.

About ANSO

ANSO is a non-profit and non-government international scientific organization founded in 2018 by 37 international science and education institutions from around the world. ANSO came into being under the principles of joint consultation, joint effort and shared benefi ts championed by the BRI.

ANSO is committed to promoting shared sustainable development and the advancement of the UN Sustainable Development Goals (SDGs) through catalyzing and implementing concrete international cooperative initiatives in Science, Technology, Innovation and Capacity Building (STIC). It is envisaged that ANSO will focus on the most urgent regional and global challenges through STIC. This focus includes addressing needs and supporting scientific capacity building, particularly of the Global South, through partnerships and cooperation with member countries and institutions. ANSO is an international organization designed to gain global recognition and support through sound scientific programs and actions, continuous activity, and success in addressing global needs and challenges.

Plan and implement major international science programs, with a special focus on areas of key importance for sustainable development.

Promote the application of STIC to improve human livelihoods and wellbeing.

1) The General Assembly The ANSO General Assembly is the highest decision-making body in ANSO, and shall be empowered, subject to the provisions of the ANSO Statutes, to make decisions on all critical and major matters relating to ANSO. It elects the ANSO President, Vice Presidents and Governing Board Members.

2) The Governing BoardThe ANSO Governing Board is the executive body of the ANSO General Assembly, and consists of the ANSO President, two Vice Presidents and six other members elected by the ANSO General Assembly.

3) The SecretariatThe ANSO Secretariat manages the operations of ANSO and is led by an Executive Director to implement the decisions made by the Governing Board and the General Assembly. The Executive Director is appointed by the ANSO Governing Board. Within 3 years, the ANSO Secretariat will be established with a professional and international team of skilled staff.

Besides the three governing bodies, the ANSO Working Group with representation from each member organization has been set up to promote and maintain routine communication and interaction among ANSO members.

The implementation of various ANSO programs will be coordinated by the ANSO Secretariat. In the future, ANSO will establish committees according to the requirements for ANSO development. The activities of the ANSO committees will be mainly supported by the ANSO Secretariat.

Prior to this position, he was Director General, the Bureau of International Coop (BIC), the Chinese Academy of Sciences (CAS). An English major and graduate from the Beijing Foreign Languages Institute in 1982 and a masters in business management and international policy from CCNY, US in 1987, he has worked in different posts in international relations at CAS, such as Deputy Director of the Office of External Financing, CAS, Deputy Director and Director of the Office of American and Oceanian Affairs, BIC, CAS, Assitant Director, Deputy Director General and Director General of BIC, CAS. He also worked as a Second and First Secretary in the S&T Section of the Chinese Embassy in Washington D.C. US from 1995 to 1997. His research interests are science policy and international cooperation in science and engineering. His publications include a few articles in international SCI journals.

Prof. Chunli Bai, a chemist and an expert in nanoscience, is President of the Chinese Academy of Sciences (CAS), and Chairman of the Presidium of the Academic Divisions of CAS. He is also President of The World Academy of Sciences for the advancement of science in developing countries (TWAS), the Honorary President of the University of Science and Technology of China (USTC), and the Honorary President of the University of Chinese Academy of Sciences (UCAS). Prof. BAI’s research areas include organic molecular crystal structure, EXAFS, molecular nanostructure, and scanning tunneling microscopy. He has been elected member or foreign member of worldreknowned academies of sciences or engineering in approximately 20 countries and territories, including CAS, TWAS, National Academy of Sciences of US, the American Academy of Arts and Sciences, the Royal Society of the UK, the European Academy of Sciences, and the Russian Academy of Sciences.

Prof. Alexander Mikhaylovich Sergeev, a Russian physicist, is President of the Russian Academy of Sciences. Prof. Sergeev studied physics at Gorky State University. After graduation, he worked as a researcher at the Institute of Applied Physics of the Russian Academy of Sciences at Gorky, currently Nizhny Novgorod. He received his PhD in 1982, and spent his whole scientifi c career at the same institute. In 2015, he became the Director of the Institute. The main research interest of Prof. Sergeev is nonlinear phenomena in physics including plasma physics and the physics of femtosecond lasers. Specifically, he guided development of petawatt-class lasers in the Institute of Applied Physics, RAS.

Prof. Mohammad Qasim Jan is President of the Pakistan Academy of Sciences (PAS) and a research scientist from Pakistan. He has been the vice-chancellor of three Pakistani universities. His research has been in geology, mineralogy, petrology, geochemistry, and tectonics. He has authored or edited a dozen books, and has published numerous papers on the geology and tectonics of the North-West Himalayas. Presently, he is Professor Emeritus at the National Centre of Excellence in Geology, University of Peshawar. Prof. Jan is also currently the Secretary General of the Pakistan Academy of Sciences, and of the Association of the Academies of Sciences in Asia. He is also a fellow of The World Academy of Sciences for the advancement of science in developing countries (TWAS).

ANSO Scholarship for Young Talents01

To improve the research capacity of young talents from all over the world, the ANSO Scholarships for science, technology and innovation will be set up to strengthen the education and training of young researchers. The ANSO Scholarships aim to provide financial support for talented students from outside China to pursue masters and doctoral degrees in China. The University of the Chinese Academy of Sciences and the University of Science and Technology in China will host 200 masters students and 300 doctoral students through ANSO every year.

Member countries are encouraged to offer similar programs and efforts are being made to explore the possibility of co-funding.

ANSO Collaborative Research

ANSO S&T Cooperation Prizes for Development

Major Research projects will be funded to encourage S&T cooperation among ANSO Members and partners in tackling major regional and global S&T challenges, such as environmental change, green development, human well-being, sustainable development, and other priorities.

03 ANSO Associations

ANSO Associations along with the Members and partners are the operating arms of ANSO. ANSO will establish a range of Associations to help achieve its objectives under the ANSO framework. ANSO will create more Associations based on associations already in operation. The Associations will be charged with increasing ANSO’s global infl uence and generating concrete cooperation opportunities for ANSO Members and partners. Criteria will be established for quality assurance of ANSO.

ANSO Prizes will be awarded to individuals and organizations from around the world for their outstanding achievements and impacts in the promotion and support of cross-regional, multi-sectoral and multi-disciplinary cooperation in science, technology, innovation and capacity building (STIC).There are fi ve types of ANSO awards for individuals:

ANSO Science-based Advice

ANSO provides science-based advice for public good, and the organization’s scientific outputs may be made available to this end. ANSO will also initiate strategic studies to address issues of regional/global importance and provide science-based advice on the ANSO priorities.

When requested, ANSO may provide science-based advice to optimize the impact of ANSO research through application to practical problems. Strategic advice for ANSO Member countries will be developed in close collaboration with relevant local agencies.

07 ANSO Fellowships

ANSO will explore various kinds of Fellowships for capacity building and advancement of STI. The Fellowships are aimed at promoting exchanges, and sharing knowledge and resources among scientists, scholars and researchers in the Belt and Road Region, especially those from ANSO Member Organizations.

These Fellowships will be available for distinguished Scientists, Visiting Scholars and Postdoctoral Researchers.

08 ANSO Training ProgramThe training program is aligned to the needs of BRI development, which aims to promote collaboration, networking and capacity building around common S&T challenges and concerns for BRI countries and regions. Featured training will be aligned with ANSO priorities, and preferably co-launched with other international institutions, universities and funding agencies. Trans-disciplinary training programs including science for society will be supported.
