Presence of contamination in the RP

Contamination check is a qualitative inspection performed inside the RP perimeter of selected item of inspection.

If the LUI of selected RP is expanded and aggregated for anexpanded ETS measurement, contamination reporting is done onlyfor selected item of inspection (RP).

Before the inspection….

MS should duly document their LPIS RP specifications esp. regarding non-agricultural features and their minimum dimensions and size that constitute triggers for the contamination of a reference parcel.

VI. Inspect the Reference Parcel

Identify by visual inspection, map out and exclude from the area of the agricultural land cover, all non-agricultural land cover features bigger than 300 m2 (or 100 m2, if the spatial resolution of the reference orthoimage and the nature of the feature allow), as well as all non-agriculture linear features wider than 2 meters.

How to collect non-agricultural LC features

• By delineation in EtsInspectionMeasurement.gml:• Features bigger than 300 m2,

• Count the number of individual distinct non-agricultural land cover features by class type,

• By counting in RP_ANF [EtsObservations.xml]:• Features smaller than 300 m2,

• Count and report the presence of any other not delineated individual non-agricultural feature found within the LUI,

• Alternatively provide a point location in EtsInspectionMeasurement.gml.

How to collect non-agricultural LC features

• Count only individual and distinct non-agricultural land cover feature in RP_ANF [EtsObservations.xml],

• Do not count small intrusions of non-agricultural land cover at the RP boundary, caused by imprecise matching with the reference orthoimage and delineation artefacts,

How to report contamination for a RP

Report in RP_CNT [EtsObservations.xml] following features:

• Any feature artificial in origin that seal the soil surface (buildings, roads) regardless the size,

• Any other natural or man-made feature that do not seal the soil that is not utilized in agricultural practice if it splits the parcel in two,

• Do not count non-agricultural features already mapped in ineligible layer in case it grew bigger.

How to report contamination for a RP

Report in RP_CNT [EtsObservations.xml] only if observed eligible agricultural area is conforming.

Provide point location in NonConformity.gml only for those triggering non-conformity.

Use of waiver C for contamination

• Verify, if the contamination is fully located within theseparate GIS layer for non-eligible areas, or if it is fullylocated outside the separate GIS layer for eligible areas,

• If positive apply waiver C in RP_CNT [EtsObservations.xml] and deliver the GIS layer separately within the ETS reporting package
