#AAP Failed Principles

AAP’s Sham Principles to seize Power!!

The three year story of the Arvind Kejriwal Government has been that ofa dream merchant who was trusted with 67 seats, but repeatedly misled the common man of Delhi –the “AamAadmi” by giving precedence to media stunts & manufactured controversies over real issues on the ground. The national capital is being headed by a directionless government and the people of Delhi are losing patience as now they can compare the drama politics vs. the regime of development that prevailed under the Congress’ term.

The last three years of theKejriwal Government have not only been the most unproductive for Delhi, but even the key fronts, on which the ruling party was established and elected, have been compromised one after the other. Team Kejriwal comfortably undermined important principles of Lokpal, Transparency or Internal Democracy and VIP culture, nepotism, corruption had a free run during the last three years in Delhi.

AamAadmi to KhaasAadmi - VIP Culture

In just 49 days of coming to power, the Kejriwal Government demanded VIP & VVIP entries and parking space for its ministers and MLAs to reach a public event held at Talkatora stadium.

The VVIP CabinetIn a dramatic exercise prior to the elections, Shri Kejriwal distributedAffidavits, wherein he had stated on-oath that if elected:“I will not take a car with a red beacon”;“I will not take a big bungalow”;“I will not take security”.

However, in complete contradiction to the above, the reality as on today is that Mr. Kejriwal enjoys Z+ security and travels along with a convoy of 4 cars full of security personnel’s. The Modi Government also allotted Shri Kejriwal 2 lavish bungalows on the posh flagstaff road as Government accommodation for himself.The high headedness of the CM is also apparent from the recent incident where we saw that during a public function when a young lady threw ink at the CM, his party slammed the Delhi Police for not providing enough security for him.

Similarly, the Deputy CM Manish Sisodia is presently living in the same house where former CM Mrs. Sheila Dikshit use to reside. He also upgraded from public transport to a luxury SUV Grand Vitatra.Further, the not so AamAadmi Party Government has also produced in-house VIPs by appointing 21 of its MLAs as Parliamentary Secretaries. In another desperate attempt to keep the divided flock together, the health minister Shri Satender Jain on 12th May, 2015 asked hospitals to allot special rooms for MLAs who are members of the Rogikaliyansamittee. This order comes at a time when Delhi Hospitals a facing severe space crunch for beds.

(Attention is drawn to Shri Kejriwal’s affidavit dated 7th June, 2013 wherein tall promises were made against VIP culture, just to secure votes)

Lokpal& internal democracy

A party which was formed on the Lokpal movement, shamelessly removed its internal Lokpal (Admiral Ramdos) on 29th March – i.e. merely 45 days of coming to power. Further, the Jan Lokpal Bill, an issue on which he resigned in the previous term of 49 days, however, till today Delhi does not have a Lokpal and the reality of the Lokpal Bill as passed by the Kejriwal Government is as follows:

The Journey- from Lokpal to Jokepal

Amongst many major dilutions, the Lokpal law passed by Delhi Assembly, now provides that the ruling party will have the discretion to select the Investigating Officer (IO) in any matter of corruption reported to the office of Lokpal. Moreover, special powers have been given to the MLAs of the ruling party who can remove an incumbent Lokpal by passing a motion in the Assembly. Can an institution work fearlessly and independently in these circumstances? The concept of Lokpal has been converted into a LoLpal by Kejriwal. Perhaps this is the reason behind the confidence the taintedMinisters and MLAs enjoy under Shri Kejriwal, also no doubt that Prashant Bhushan and Yogendra Yadav were sacked for pointing out the said taint.

Though an internal party matter, but the undemocratic slaying of founding members – Prashant Bhushan, Yogendra Yadav, Prof. Anant Kumar and others has exposed the hypocrisy of the party in respect to internal democracy. The truth behind the smokescreen is that Shri Kejriwal is highly ambitious politician.

Corruption After a high voltage – allegation based election campaign, Shri Kejriwal has comfortably accepted fake degree holder Shri Jitender Singh Tomar as a minister in his Government. Even, the much hyped anti-corruption helpline failed when cases against Kejriwal’s own colleagues were to be registered.Another MLA Surrender Singh has been pulled up by the Delhi High Court in a fake degree case. This just adds to the list of Shri Kejriwal’s dubious team.Shri Kejriwal, who never waited for a court verdict to level allegation, conveniently refused to take action against his own men stating that their cases were sub-judice.The post of Lokpal is vacant. New Lokpal is not appointed because of fear of cases against Law Minister and other MLAs for fake degrees.

Use and throw people/ media – as per convenience Arvind Kejriwal came into the forefront of people’s consciousness riding on the fame and prestige of Anna Hazare. He went on to form a political party much against the wish of his mentor Anna, and once having achieved fame, discarded Anna. His party was given initial funding by Prashant Bhushan and credibility by respected scholars like Prof. Yogendra Yadav and Prof Anand Kumar. But once they raised their voice against Kejriwals naked ambition and autocratic way of functioning, they were unceremoniously shown doors. Respected social activists like MedhaPatkar left the party on their own. Many of the original founder members and thousands of volunteers who contributed towards building the party with money and labour either left in disgust or were thrown out. No political party, within two years of its

conception, has become so controversial, with such number of founder members and original party workers being expelled that it changed the very nature of the party.AamAadmi Party is said to be a media creation, Shri Kejriwal and team never hesitated in making unverified allegation to target the opposition. Every time (before coming to power), they appealed for support from media houses. However, on assuming power, when activists and media houses started exposing them on non-fulfilment of poll promises, a debunked Kejriwal issued a Government order on 6th

May, 2015 stating that criticism of his Government will be criminal offence of defamation under IPC. The same media which created much hype for the AamAadmi Party was accused of taking “supari” by Shri Kejriwal.The Supreme Court of India on 14th May, 2015 stayed the ill-intentioned order of the Kejriwal Government.Also, whenever the media becomes critical of their misdeeds, it has become a common practice of the Kejriwal Government to either ban their entry in the secretariat or abuse them with terms like “bikau” and “supari journalism”.

No room if you’re not an AAP volunteer Delhi Government released an advertisement in major newspapers on 16 April 2015 for certain vacancies and last date to apply was 17 April, 2015. This move was mainly to benefit their own volunteers with certain jobs in the Government.

In short, the first 100 days of the Kejriwal has given the most irresponsible and hypocritical Government to the National Capital.

Rajya Sabha Nominations

Arvind Kejriwal had said that the AamAadmi Party will be a party with a difference, and he has indeed proved that the AAP is a party with a difference by naming chartered accountant and GST supporter Shri N.D.Gupta, who is a blue-eyed boy of senior BJP leader and Union Finance Minister Shri ArunJaitley, and Shri Sushil Gupta, who is not a “mass-based but a maal-based” leader, to the Rajya Sabha.

DTC Bus Fleet

Reduced fleet utilization: DTC’s fleet utilization has also been going down over the past few years, having come down to 83.63 per cent in 2015–16, from 85.51 per cent in 2013–14. For a city with an already depleted fleet size, low fleet utilization makes matters worse in terms of service provision ability of the operator.No New Bus Added to DTC fleet: During last 5year of Congress Govt. in Delhi DTCstrengthen its fleet by 3,125 Buses, while Kejriwal Gov. added only 1 Bus in DTC fleet in its first three year of Governance.ShortageofBusesinRuralDelhi: StandardfloorBusesoperatedinRuralDelhihas reduced to 163 Buses. This has adversely affected the operation of Buses in Rural Delhi. DTC expressed its inability to feed more Buses in the Rural Area due to its depleting fleet of Standard floorBuses.No Bus fleet in 2025: STA Board of Delhi Govt. dated 16-- 03-- 2017 informed Kejriwal Govt. that if depletion in fleet continues like this, there will be no busses by 2025.In the count of Current fleet of Buses there are many buses those completed more than7.5 Lakh Kms before completion of 12Yrs.Breakdown: The number of breakdowns for DTC has increased from 3.95 incidents per 10,000 operated km in 2013–14 to 4.5 in 2015–16.

DTC Bus Ridership

Loss of 13 lacs daily ridership in DTC busses:As fleet size decreases, bus services become infrequent which, in turn, leads to the bus system being deemed unreliable, thus further discouraging usage of the system. This vicious cycle is perfectly reflected in the decreasing number of passengers carried by DTC, reduced from 43 lakh during congress govt. in 2013–14 to 30 lakh in Nov’16 during AAP govt. So, it can be concluded that DTC lost 13Lakh daily ridership due to inefficient governance of Arvind Kejriwal. If we estimate it for 3years of AAP government approx. 142 Cr passengers lost since AAP came to power.

Loss of Revenue: Daily earning of DTC came down from Rs.3.17cr in 2012-- 13 to Rs.1.88 cr in 2017-- a loss of Rs. 1.29 cr per day

Per Bus loss in Daily Ridership of DTC:During congress govt. in 2013–14 daily total passengers carried per bus was 952 in 2015–16, during AAP govt. it reduced from 952 to 927.Loss in Annual Ridership of DTC:During 2013-- 14 Congress govt. total annualridership of DTC was approx. 159 Cr which came down to to 129Cr in 2015-- 16. Since 2013, the ridership is declining at an average rate of 8.88 per cent per annum. Overall, it has dropped by as much as 34 per cent. According to the latest data available (November 2016 statistics)

Metro fare hike: an inefficiency tax of the Government

Metro Fare hike: Instead of increasing last mile connectivity Kejriwal Govt. increased Metro fare twice in a year, minimum Rs. 8 to maximum Rs. 60 making metro rides extremely difficult for Aam Aadmi, while during 15 Years of Congress Govt. in Delhi, it was increased just twice in Yearsr 2004 and 2009.Due to increase in Metro fare Its average daily ridership had fallen to 25.7 lakh in June following a fair hike, down by about 0.8 lakh from the May figure of 26.5 lakh. In October daily ridership plummeted sharply to 24.2 lakh from 27.4 lakh in September following another increase in fares. The 11% fall in the month of October may indicate that a lot of regular passengers have now taken to other modes of transport, both public and private, in the wake of the fare increase and this may have been a major contributing factor in the higher pollution witnessed in Delhi during October--November 2017.

Representatives of both the Delhi as well as central govts in the Fare Fixation Committee agreed to the fare hike. The blame-- game that followed the fare hike wasnothing but a farce.Pursuant to the October, 2017 fare hike, the DMRC’s Annual Revenue would tentatively go up by Rs. 755.92 Crores. If the GNCTD and the Union Government agree to provide an annual subsidy to the tune of Rs.755.92 Crores, then the DMRC’s decline in the daily ridership of 3 lakh passengers could be reversed. But Both Central as well as Kejriwal Government failed to take any action

AAP Govts. Lackluster Attitude Towards Important Transport Projects

Phase -- IIIoftheDelhimetro isrunningfarbehindscheduleandis likelytobe delayed by almost 2 years. The Phase – III was approved by the Group of Ministers on 09.08.2011. Thereafter, the physical work on the project had commenced immediately, it was to complete 156kms by Sept 2016, but completed only 22 kms by that deadline. Metro Phase-- IV projects stuck for over a year: The city’s ambitious Metro Phase--IV projects – have been stuck for over a year due to the refusal of Delhi government to part with its share of the cost on time . Once commissioned, the projects will not only strengthen the public transport system, but will also reduce nearly 20 lakh vehicles from the road every day and as much as 19 lakh tons of pollutants annually. Files for Approval of DPR have been doing the rounds of various departments of Delhi Government while it was submitted in 2014-- 15, but to no avail. As the newMetro policy sets in by August 2017, it’s unlikely that the Delhi govt. would be able to fulfill its conditions

whichis implementingtheRRTS,althoughthis isminor issue butgovernment is deliberately holding up files.

36% commuters travelling between Delhi and Meerut use cars, 32% use the sub--urban railways and 27% use two-- wheelers to commute. But, once the Delhi-- Meerut RRTS is ready, the share of car users is expected to go down to 22%, and the share of two-- wheelers to 15%. Almost 46% of the traffic is expected to shift to RRTS. It isexpected to carry about 7 lakh passengers daily. This will also contribute reduction in pollution!

Excuse of ‘AAP’ Government about not induction of Buses in Its fleet

Delhi Govt. has been giving a patent excuse for not been able to procure more DTCbuses because the DTC/ GNCTD do not have enough parking spaces for new buses.In Reality GNCTD have sufficient land to provide parking for up to 2,000 buses—1,600 through available land and the rest through optimal use of existing depot spaces.

Delhi government has not floated any tender for procurement of low-- floor buses since 2013-- 14.Initially Aam Aadmi party was making silly excuse in Delhi High court that due to proposed amendment in MPD-- 2021 Delhi govt. can't make Multi Level Parkingwhen master plan for Delhi was amended to include multi-- level parking on the 2016recommendation of EPCA, government isnow again making excuse that they examining the issue.Supreme Court-- appointed Environment Pollution Control Authority (EPCA) hasrecommended building of multi-- level parking spaces, the government and the DTCare opposed to it.The government and the DTC, saying that multi-- level parking spaces were are not cost-- effective.while as per the EPCA, the total cost (land +construction) per bus parking in a conventional-- on ground bus depot is Rs 32.29 lakh/bus, as against Rs. 29.95 lakh/bus if the existing depots are converted into multi-- level depots. However, the AAP Govt. failed to notice the said suggestion of theEPCA.As of September’17 Bawana Sector-- 1 (3.75acres), Rewla Khanpur South-- WestDistt.(4 acres) having capacity of 90,96 Bus Parking capacity, The depot is constructed and not in operation due to no Buses induction.On one hand, government is saying that due to non-- availability of space it is notadding buses in its fleet, while on the other, the repair and renovation of the existing Mehrauli Bus Depot is pending for funds.

Non-- Utilization of Available Fund

AAP Govt. Lost opportunity to avail 205 Cr funds under JNNURM scheme:GoI launched (August 2013) a scheme of funding 35 per cent of the total procurement cost of buses conforming to Urban Bus Specifications-- II (UBS-- II) under JNNURM. For this, a detailed project report (DPR) was to be forwarded to GoI after approval of State Level Nodal Agency, before 31 March 2014. Due to delay in submission of DPR, Corporation lost the opportunity of availing central assistance of Rs. 204.57 crore for procurement of buses. In the meantime, the Corporation had released 25 lakh to CIRT as consultancy fee for the proposal, which was rendered unfruitful.

Unspent ‘environment compensation charge’: The public transport system in Delhi is in shambles. But Delhi government spent only Rs 93 lakh of the Rs 829 cr it collected as ‘environment compensation charge’ from goods vehicles entering the city. The amount was collected between November 6, 2015 and November 1, 2017. The Supreme Court had directed the Delhi government in 2015 that all money collected from cess levied on goods vehicles must be spent on roads, public transport and cycle tracks.Lost opportunity worth 140 Cr for CCTV in DTC and Cluster Buses from Nirbhaya Fund: Transport Department GNCTD has requested to Ministry of Women, Child & Development, Govt. of India (GOI) to grant funds under the “Nirbhaya Fund”for installation ofCCTVdevices inDTCand Clusterbusesunderthe CSS during 2017-- 18. Government has decided vide cabinet decision no. 2483 dated20/06/2017 to install CCTV cameras in 6350 buses by 3 CCTV cameras in every DTC and cluster buses for implementation of initiatives aimed at enhancing the safety and security for women. But due to inefficiency and lack lusture attitude of Arvind Kejriwal Gov. said proposal dropped by MHA.

Failure of Pollution under Control (PUC) Programme

In Delhi alone there are 971 PUC centers but the transport department has only 28 inspectors and among them only one inspector is available for actual on ground inspection of so many stations.While Arvind Kejriwal promised corruption free Delhi,the corruption on PUC Centers is the major cause of vehicular pollution. This includes use of fake software, issue of false passes and inappropriate tests. Out of 13.7 lakh emissions data that have been analyzed by EPCA for Delhi nearly 20 per cent of tests have recorded zero values of pollutants. This casts serious doubts on the efficacy of the programmes and the licensing system of thisgovt.

Poor compliance with the programme: EPCA report based on the data on total number of tests carried out during 1st Non’16 to 31st Jan’17 in Delhi shows just about 23 per cent of vehicles have turned up for tests. This needs a very strong tracking as well as a solution to ensure 100 per cent compliance. This is a poorly enforced programme.Poor failure rate – nearly all vehicles pass: Even among those vehicles that turn up for tests the failure rate is very low – Only 1.68 per cent of diesel vehicles fail the smoke density tests, about 4.5 per cent of the petrol vehicles fail the CO and HC tests. Thus, this programme is not even designed to catch 15 to 20 per cent most grossly polluting vehicles in thefleet.

AAP Key Manifesto-- 2015 Promises and Its Reality :

AAP Promise: To formulate holistic Transport Policies for all forms of Transport including metro, Buses, Auto Rickshaws, rickshaw and Cycles. For this purpose a Unified Transport Authority will beestablished.Reality: Establishment of a single authority is the need of the hour for planning /development of an integrated system, implementation and enforcement of the policies. Therefore, a single unified Metropolitan Transport Authority, on the lines recommended by the National Transport Policy Committee, needs to be established but AAP Government after completion of three year in office has not taken a single step in this direction.Promise: Increase Auto Stands, Streamline purchasing of Auto rickshaws, Preventing Black Marketing, Preventing Police harassment.Reality:NonewAutoStandidentified.InsteadofStreamliningthepurchaseofAuto rickshaws Govt. changes rules even after the process is complete. The law brazenly flouted and permits were deliberately issued in an arbitrary manner in order to benefit the auto rickshaw-- finance-- mafia, at least 80 per cent of the permits landed in the hands of auto-- finance-- mafia. The auto mafia buys auto badges in bulk and sells itat a premium price. Drivers are being harassed by Police.Promise: To resolve all legitimate grievances of DTC employees. A large number of DTC employees face exploitative working conditions through contractual terms of engagement. We are committed to end contractualization of employment.Reality: AAP failed to keep its promise, Contractual Delhi TransportCorporation (DTC) workers protesting outside the Delhi Secretariat demanding permanent employment, demanding equal pay for performing duties equal to those of their permanent colleagues, Aam Aadmi Party (AAP) government during its first 49-- daystint in 2014 had promised that they would be made permanent. Also same re--iterated it Parities 2015 Manifesto. “However, even after it formed the government

again in 2015, it has not kept its promise to such employees even after 3yr of Governance.”Promise: Togo for a large scale expansion of Delhi Metro.Reality: AAP Government Delayed Metro-- III phase project by more than two years. Metro Phase-- IV still in vain.Promise: Senior Citizens, Students, and Person with Disability will be provided concessional rates on buses andmetro.Reality: 4th FFC, a statutory body having member from Delhi government, had examined the issue of concessional fares for Delhi Metro and found that the network was not “technologically ready”.Promise: To revise Auto fare bi-- annually to Account for Inflation. Will introducewaiting charges in meters.Reality: No auto fare revised after 3yr. of Aam Aadmi Party Government. Last time fare revised during congress government on 04-- 05-- 2013.Promise:Topreventmisuseofsection66/192A.Reality:Carrying Passengers on goods auto and Goods on Passenger auto is the misuse of section 66/192 under motor vehicle act. Transport Sub Inspector grossly misuses this section in spite of production of all the documents including the permit, and seizes the vehicle under sections 66/192-- A. Misuse of section increased several times during AAP regime inDelhi.

#AAP Failed Health

In the last three years, the unprecedented outbreak of vector borne diseases in the national capital and the utter failure of the Delhi Govt. to handle the crises caused unmitigated suffering to people. The tall claims made by AAP govt to have done ‘commendable job’ to improve health services in Delhi falls flat in face of what is now becoming a recurring crises every year. Last year too, the capital reported 9,072 cases of dengue. The inability of the AAP Govt. to either prevent or to manage the situation is now common knowledge. The pictures of patients thronging outside over-crowded hospitals, lying on floors and corridors, even on the streets outside the hospitals still haunt the citizens of Delhi. Since AAP took over, the health services in Delhi by the Delhi Govt have in fact declined.

� AAM AADMI PARTY promised to complete the on-going Hospital Projects of Congress Govt. but due to apathy shown by this government almost completed Hospital projects are still not functional.

� False Promise: Against a promise made by AAP Govt. to increase beds by30,000, only 806 beds have been added since 2014, out of which AAP has been in power now for two & a half years, making an average of 268 beds per year. In contrast during the last term of Congress govt. from 2008 to 2013, the average number of beds added was 544 per year.

� False Claim about doubling of one and half times BudgetAllocation: On 25th Jan 2017 at the state republic day function at ChhatrasalStadium ‘Arvind Kejriwal’ lied in front of School Children and Parents. Claimed! Their government increased 50% expenditure on health in its first budget of 2015-16. Party also pasted false poster and banner across Delhi. If we compare actual plan expenditure in 2015-16 compare to immediate previous year expenditure this was utter lie, Aam Aadmi Party government decreased expenditure compare to previous FY by 112Cr in its first year, 46% allocated

money remains un-utilized. During 2nd

year of its term again allocation increased but expenditure remains poor 44% allocated money remains un-utilized! Trend is continued… in its 3rd year as per data available till Sep’17, while allocation made by govt. for 2017-18 on Health is far lower than allocation by AAP govt. during its previous two budget. Astonishingly expenditure is also very poor, six month crossed in FY 2017-18 till Sep ’17 only 25% expenditure made.

Initially government launched pilot project but till date government not came out with proper plan.

� 3 yr. passed only 162MCs are established as against promise of 1000. Out of them 102 is on Rented Buildings.

� Delhi Govt. alreody got NOC from different agencies for opening 561 Mohalla Clinics. But only 53 Mohalla Clinics work completed, Already completed clinics are not opening because of Lack of Manpower.

� Existing Mohalla clinics, Polyclinics, Dispensaries facing scarcity of Manpower. 25% of the sanctioned post of Medical and 61% of Non-Medical Posts in are Vacant.

� Govt. promised and widely advertised that 200 Types of test are being conducted in Mohalla Clinics but in reality only one test ‘Blood Test’ done in west and New Delhi districts during 2015-16.While only 5districts of Delhi reported two test urine & Blood Test during FY 2016-17. Rest of the districts have either no lab facility or have not reported GNCTD about tests.

� Space for MCs are rented from AAP workers at rates much higher than the market price

� Many MCs are unhygienic, over-crowded without adequate sitting or other basic facilities

� RTI revealed that in one MC, doctor was paid to see 533 patients in four hours, means 36 seconds per patient. Indicates what a scam it is!

� Private doctors are hired in MCs, getting paid an average of Rs. 75,000 to 1 lac per month on four hours basis where as a fulltime doctor working at govt. hospitals are paid much less for 12 hours or more on duty.

� MCs do not provide any kind of first-line defense against outbreaks, are not equipped to provide anything but very rudimentary OPD support.

As per the Reply of the Minister of Education in the Delhi Assembly, In Directorate of Education 573 Principals Post are Vacant

As per Affidavit Dated 7th November, 2017 filed by Delhi Government in the Delhi High Court, the total sanctioned posts for teachers as on 07.12.2.2017 was 66,736 out of which 27,810 remained vacant (25337 were vacant till 01.04.2017). Thus in AAP’s education model, 41.67% posts of teachers remains vacant in Delhi Government Schools.

FALSE PROMISE VS. REALITY

EWS Category Seats in Private Schools in Delhi

As per law, there are 31,000 seats reserved for EWS category students in all private schools across Delhi. If we were take the statistics for the year 2016-17, 1.25 lakh forms were filled seeking admission in EWS quota. However, only 20,000 children got admission and the 11,000 EWS seats in provate schools remained vacant.

The above statistics have also been confirmed in an Affidavit filed by the Delhi Government in the Delhi High Court. This is a serious case of corruption. The Congress Party wants to know what quid pro quo has taken place between Shri Kejriwal and the Private schools that EWS category seats are allowed to remain vacant. Is the Government tacitly helping Private Schools to extract donations in exchange of seats?

#AAP Failed Urban Poor

With respect to Urban Infrastructure, following were some of the key promises of the AamAadmi Party in the 2015 Delhi Assembly Elections:

Regularization and Transformation of Unauthorized Colonies: To provide registration rights with regard to property and sales deeds in resettlement colonies. Within one year of our government formation, these unauthorized colonies will be regularized and residents will be given ownership rights.

Affordable Housing for All: We will construct affordable housing for lower income groups. Over 200 acres of land is currently lying vacant with the Delhi Urban Shelter Improvement Board that can be used for affordable housing.

In Situ Development of Slums: Slum dwellers will be provided plots or flats in the same location as the existing slums.

Reality:

Unauthorized Colonies

Three years have passed and not a single unauthorized colony has been regularized by the AAP Government.

AAP Government in Delhi have meted out step-motherly treatment to the 40 lakh people living in unauthorized colonies, as no development works has been initiated in these areas.

Congress Government in Delhi had spent Rs 4200 crore for the development of unauthorized colonies, and had regularized 895 unauthorized colonies. Post the Congress regime, all development works in unauthorized colonies were halted, as not a brick was laid, and not a single unauthorized colony was regularized.

Affordable Housing for the weaker section & in-situ development of Slums

AAP own Manifesto of 2015 pledged to utilize 200 acres of vacant land for constructing houses for the weaker section. Despite the fact that land is already available with the Kejriwal Government, they have not bothered to construct a single dwelling unit for the poor.

Though the AAP made tall promises on paper, however, had the Kejriwal Government actually initiated action on ground, 100s of lives that are lost due severe cold could have been saved!

The AamAadmi Party also misled the slum dwellers by promising them in-situ development of slums. However, not a single project of in-situ development has been initiated by the Delhi Government, ever since ShriKejriwal has been sworn in as the Chief Minister.

On the contrary, the Congress Party through a PIL filed in the case of the Shakur Basti Slum demolition – a slum that was demolished in the home constituency of the PWD Minister

ShriStayender Jain, is fighting a battle through Court to give roof rights to the vulnerable dwellers. Even basic facilities such as lighting and toilet facilities were provided in the Shakur Basti Slum through Court Orders in the case of Ajay Maken Vs. Delhi Government (W.P.(C) 11616/2015) Delhi High Court.

93% Of the Houses Constructed during Congress Gov. for Urban Poor not allocated by AAP: JNNURM was a massive city-modernization scheme launched by the Congress government; houses built under the scheme of Basic Services to Urban Poor (BSUP) of JNNURM in Delhi for construction of 55,424 houses were sanctioned for Delhi under JNNURM. Out of these, 31,424 have been constructed and only 2,201 houses have been allotted, Out of this very few occupied.

PradhanmantriAwasYojana -As per Target of PradhanmantriAwasYojana launched by Centre, State has to Survey the latest demands of houses. Target was to assess the estimation of housing demands in Delhi till 30 June 2017. But till now assessment has not even started.

Roads and flyovers:

While the capital’s roads are crumbling due to heat and rain, the Kejriwal Government has no solutions as they have failed to wake despite the fact that many citizens have lost their lives due to potholes.This is not only gross negligence on behalf of the Delhi Government but the Chief Minister and PWD Minister should be made personally liable for such fatalities and criminal action must be initiated against them.

An internal survey of the PWD department conducted in November, 2017 has revealed that the condition of roads has found 3,793 potholes across the city that are not just a threat to the lives of commuters but also cause congestion on roads. Right after the Kejriwal Government was sworn in, it had coined the term of ‘redesigning the existing roads in Delhi’. Forget about redesigning, the present dispensation has failed to maintain the existing infrastructure of roads and flyovers. While the Delhi Government was busy indulging in blamegame, gaps as wide as 8 inches occurred in the Lajpat Nagar and Akshardham Flyovers and the PWD started repair work only after media outrage put the AAP Government in dock for of commuters’ safety. Kejriwal Government has not initiated work for a single flyover, ever since it has been sworn to power. Though ShriKejriwal published huge advertisements claiming they have saved public money in construction of the Vikaspuri to Meerabagh flyover, however, an RTI query and later the CAG report confirmed that all such claims made by the AAP Government were baseless and false advertisements.

Hon’ble High Court passed many orders for cleaning-up of the mess in the national capital b/w MCD and PWD just before arrival of monsoon in Delhi. In the absence of proper compliance with its orders, the Hon’ble Court through its order dated 26.04.2017 suggested that a Coordination Committee be set up involving all concerned agencies to deal with the problem of proper cleaning of public roads and drains. Accordingly, a Coordination Committee was constituted. The Coordination Committee was directed to look into the issue of open manholes, roads which are either not fully built or dug up, etc. which are likely to prove hazardous to members of general public, specially the pedestrians in case of over flow and water-logging on the streets.

Bogus claims were made in the status reports of PWD Department, almost all the drains inspected by the Petition Committee of Delhi Assembly were found filled with silt and garbage, whereas the accompanying officials kept reiterating the claims made in their status reports submitted to the Committee that the drains were de-silted 100% just a few days back. The public with whom the petition Committee interacted at sites of inspection were, however, in total disagreement with the claims made by officials corroborating what the Committee has been witnessing first hand.

During one of these visits, the Committee had the misfortune of witnessing a biker falling down after hitting a manhole submerged in overflowing drain water on a day when there was not a single drop of rain even as accompanying officials were busy claiming near 100% completion of de-silting exercise.

The status report presented by Principal Secretary (PWD) to the petition Committee turned out to be bogus fabrication full of untruths. Drains and nallahs which were claimed to have been de-silted by PWD were found to be overflowing with filth, garbage and silt choking them.

The Committee, based on its surprise inspections of drains and nallahs that fall under the control of PWD came to the conclusion that PWD, contrary to its claims, was not prepared at all for monsoons. The contractors are being paid for de-silting work of drains but there was no mechanism to verify whether the works were executed in reality. The Committee was obviously not in a position to inspect each and every drain in Delhi. However, from the surprise visits undertaken, it can easily be concluded that the corruption is rampant in the department.

Street Vendors

THE STREET VENDORS (PROTECTION OF LIVELIHOOD) ACT, 2014 was passed by the UPA to secure the livelihood of Street Vendors in the country. Under the said law 5 lakh street vendors in Delhi were to get ‘License to Vend’ which would have protected them from the constant harassment at the hands of the Police and Municipal Authorities.

Before the 2015 Delhi elections, ShriArvindKejriwal himself went to Street Vendors and promised them to start the process of licensing of vendors within 100 days of coming to power.

The Reality is that till date not a single vendor has been given license to vend in Delhi as the Government failed to frame rules and regulations for the licensing process.

While on one hand the Kejriwal Government was sleeping, lakhs of vendors were illegally evicted by the Police, DUSIB and Municipal Authorities. The ramining are complled to pay heavy bribes as no Licenses have been issued to them under the 2014 Act and this has given a free run to inspector raj – wherein poor vendors are forced to pay bribe to put up their stalls.

The Delhi Congress, through its President Shri Ajay Maken, has filed a Public Interest Litigation (PIL) in Delhi High Court seeking expedition of the licensing process for vendors and the High Court in August, 2017 summoned the Secretary of Delhi Government to explain the delay in completing the process.

The insensitivity of the AAP Government has not only led to harassment and exploitation of the 5 lakh street vendors in Delhi but also their dependents. If one is to calculate 4 members in each family, this issue along affects 20 lakh people in Delhi.

Slow progress under Schemes of Development work from MLA fund :

During Congress govt. MLA fund was under urban development department, Urban Development Department was the Nodal Agency. AamAadmi Party Govt. formed a body called DUDA (Delhi Urban Development Authority) as the Nodal Agency. Due to immature decision of AAP during its first two and half year of tenure in each financial year while several projects has been taken but most of them remained in-complete, Major Chunk of Fund remained un-utilized During FY 2016-17, 1704 work sanctioned but only 787 i.e. less than 50% actually started. Only 31% projects completed during same year. During 1st quarter of 2017-18 no-progress reported under MLA-LAD Projects. After two and half year ArvindKejriwal realized his mistake and transferred all the works again to Urban Development. But his immature decision cost Delhi’s! Once again due to disqualification of 20-MLA projects taken over during 2017-18 could not be completed on time.

AAP Govt. reduced number of Night Shelters for the poor

Congress Govt. added 120 Night Shelters during its last three year ( 2011-14), While AamAadmi Party Govt. reduced the numbers of Night Shelters. There were 263 night shelters which were operational on February 14, 2015 when the Kejriwal sworn in. now No. of Night Shelters Reduced to 261.

93% Of the Houses Constructed during Congress Gov. for Urban Poor not allocated by AAP

JNNURM was a massive city-modernization scheme launched by the Congress government; houses built under the scheme of Basic Services to Urban Poor (BSUP) of JNNURM in Delhi for construction of 55,424 houses were sanctioned for Delhi under JNNURM. Out of these, 31,424 have been constructed and only 2,201 houses have been allotted, Out of this very few occupied.

National Urban Livelihood Mission

Ministry of Housing and Urban Poverty Alleviation replaced the old scheme of Swarna Jayanti Shahari Rozgar Yojana.

The scheme is yet to take off due to problems in generation of income certificates through revenue dept. of Delhi Govt.

Delhi Government has to implement this scheme through Revenue Department; however the Budget is placed with UD Department.

Funds under this scheme can be used for Operation and maintenance of Night Shelters but due to laxity of state govt. large amount of funds remains un-utilized.

No new minister has been appointed as yet During Punjab elections, women workers of the party complained against senior leaders of sexual harassment. Closing down of Gender Resource Centre (GRCs)

Gender Resource Centres: A flagship program of the Congress Govt in Delhi, GRCs were created for empowering women from under privileged background

Main activities: Social Empowerment, Legal rights, Economic initiatives like skill building, micro enterprises and entrepreneurship development, Health, functional literacy

Other than these, centres were being used by the govt in the past to facilitate common mans’ access to social initiatives such as Aadhar card, Annashree card, RashtriyaSwasthaBima Yojana, and lately PM’s Jan Dhan Yojana. Thus, they catered to the needs of all members of under privileged section of the society, not just women.

GRCs functioned in collaboration with relevant Govt Depts, NGOs working with women and children, legal and health experts, vocational and educational experts

The centres were arbitrarily shut down by an order of Delhi Govt. with effect from 31st May 2016.

This resulted in closure of nearly 103 GRCs, 26 extension centres, 5 homeless resource centrs, 5 district resource centres, 43 AwaazUthao centres

Thousands of people were rendered jobless in one stroke. This sudden closure resulted in harassment for lacs of beneficiaries as well as students enrolled in various vocational courses.

There was a deliberate attempt by the AAP Govt to make these centres non functional since they came to power. The employees were not paid salaries

for months. So has been the fate of 181, the dedicated helpline for women that had been rendered non functional due to non-payment of salaries of the stuff

Delhi Governments Indifference to Womens’ safety

Delhi Govt failed to use ‘Nirbhaya Fund’ and has not sought money from the scheme to set up One Stop Centres that were to be established for addressing all forms of gender based violence; and offering legal support and creating temporary shelter for victims In 2016-17, out of 6,100 reports of domestic violence cases were filed, out of which only 224 women were provided with legal helf, and only 18 were provided some monetary relief by the Delhi Govt. It’s been three years, yet no sign of Marshals in the busses, which was one of its major election promises AAP promised CCTV in DTC and Cluster busses from Nirbhaya Fund. No proposal for such has been sent to Union Ministry of Women and Child Development There is no monitoring mechanism for existing CCTV cameras Even after three years in govt, there’s no plan in sight for improving last mile connectivity which is essential for ensuring security for women AAP promised to increase the Hostel facility for workingwomen, but shockingly, it closed down 77% running hotles. In 2013-14, the number of womens’ hostels were 18. 14 of these have been closed in last 3 years, only 4 remain function in 2016-17

Female Health at Risk

Between 2014-15 and 2016-17, there has been 26% decline in cases of pregnant women counselling. From 1,68,808, it came down to 1,24,759 During the same period, there has been a decling of 20% in cases of lactating women counselling. From 1,28,554 it came down to 1,02,383 Number of maternal death cases has increased from 399 in 2014-15 to 508 in 2016-17, an increase of 21% Free sanitary napkins were distributed to girls students from class VI to class XII in Delhi Govt schools under KishoriYojna, but that has been shelved by AAP govt. RTI by NGO Matri Sudha reports that in 2017-18, Rs. 16 cr were allocated for the project, but nothing has been spent so far.

During 2015-16 and 2016-17 no any project completed by DUSIB as executing agency of SBM-Projects of Delhi Government. DUSIB Targeted to complete 1314 Toilets by 2017-18, but till September 2017 only 384 i.e. 29% of the target completed. In Totality, since inception of SBM dated 2nd Oct 2014 till September’17 DUSIB only builds up 384 toilets.

A survey conducted by Action Aid India in December 2016 revealed that

#AAP Failed Environment

Delhi is only one of the seven Indian cities in the top 15 most polluted cities globally as measured by PM2.5 levels .The recent episode of extremely high air pollution levels was unprecedented and resulted due to adverse weather conditions as also local and other factors in the capital. However, recurrence of such an event in future cannot be ruled due to laxity of Aam Aadmi Party Government in Delhi. According to the 2009 national ambient air quality standards, the daily and hourly standards for pollutants must be met 98% of the time in a year and they should not exceed the standards on two consecutive days. While in winter of 2016, 53percent of the days of November were in the severe plus – public health emergency level; 32per cent of December and 45 per cent of January.

Delhi will have to reduce PM10 levels by 74%, PM 2.5 by 70% and nitrogen dioxide by 37.5% to meet the AQI standards. But due to negligence at the end of present government it can’t happen in near future.

Shortage of Buses:DTC buses form the backbone of the public transport system as they carry more passengers every day than the Delhi Metro. Despite the demand for more buses, there has been no addition to DTC's fleet during 3Yrs of Kejriwal Government in Delhi.During 2013-14 Congress govt. DTC had 5,223 Buses in its fleet which came down to 3,951 in August’17. Congress Govt. in Delhi DTC added 3,125 Buses in its last 5yr ofgovernance While Kejriwal Gov. added only 2 Buses in DTC fleet in its first three year of Governance. Due to non-availability of Buses in DTC fleet commuters forced to use private vehicles, which added up vehicular pollution.

Metro Fare hike:Instead of increasing last mile connectivity Kejriwal Govt. increased Metro fare twice in a year.Its average daily ridership had fallen to 25.7 lakh in June following a fair hike, down by about 0.8 lakh from the May figure of 26.5 lakh, in October daily ridership plummeted sharply to 24.2 lakh from 27.4 lakh in September following another increase in fares. The 11% fall in the month of October may indicate that a lot of regular passengers have now taken to other modes of transport, both public and private, in the wake of the fare increase and this may have been a major contributing factor in the higher pollution witnessed in Delhi during October-November 2017.Metro Phase-IV projects stuck for over a year:The city’s ambitious Metro Phase-IV projects – have been stuck for over a year with the Delhi government due to “financial reasons”. Once commissioned, the projects will not only strengthen the public transport system, but will also reduce nearly 20 lakh vehicles from the road every day and as much as 19 lakh tons of pollutants annually. Files have been doing the rounds of various departments of Delhi Government, but to no avail.Delhi-Meerut high-speed rail corridor:Delhi Government holds up Delhi-Meerut high speed rail corridor project due to fresh funding pattern between Delhi government and National Capital Region Transport Corporation Limited (NCRTC), which is implementing the RRTS, although this is minor issue but government is deliberately holding up files.

36% commuters travelling between Delhi and Meerut use cars, 32% use the sub-urban railways and 27% use two-wheelers to commute. But, once the Delhi-Meerut RRTS is ready, the share of car users is expected to go down to 22%, and the share of two-wheelers to 15%. Almost 46% of the traffic is expected to shift to RRTS. It is expected to carry about 7 lakh passengers daily.This will also contribute reduction in pollution!

Failure of Pollution under Control (PUC) Programme In Delhi alone there are 971 PUC centres but the transport department has only 28 inspectors and among them only one inspector is available for actual on ground inspection of so many stations.While Arvind Kejriwal Promised Corruption free Delhi but corruption on PUC Centres is the major cause of vehicular pollution. This includes use of fake software, issue of false passes and inappropriate tests. Out of 13.7 lakh emissions data that have been analyzedby EPCA for Delhi nearly 20 per cent of tests have recorded zero values of pollutants. This casts serious doubts on the efficacy of the programme and the licensing system of this govt. Poor compliance with the programme:EPCA report based on the data on totalnumber of tests carried out during 1st Non’16 to 31st Jan’17 in Delhishows just about 23 per cent of vehicles have turned up for tests. This needs a very

strongtracking as well as a solution to ensure 100 per cent compliance. This is a poorly enforced programme.Poor failure rate – nearly all vehicles pass: Even among those vehicles that turn up for tests the failure rate is very low –Only 1.68 per cent of diesel vehicles fail the smoke density tests About4.5 per cent of the petrol vehicles fail the CO and HC tests.

Thus, this programme is not even designedto catch 15 to 20 per cent most grossly polluting vehicles in the fleet.

Unspent Money:The public transport system in Delhi is in shambles. But Delhi government spent only Rs 93 lakh of the Rs 829 crore it collected as ‘environment compensation charge’ from goods vehicles entering the city. The amount was collected between November 6, 2015 and November 1, 2017. The Supreme Court had directed the Delhi government in 2015 that all money collected from cess levied on goods vehicles must be spent on roads, public transport and cycle tracks.

Now that we know the problems, here, are some solutions Delhi Congress has proposed:

• Strengthen Public Transport System by increasing number of buses• Increase Metro Connectivity and Reduce fares• Stop Trucks from entering Delhi• Eradicate use of diesel and encourage electric cars• Stop Stubble burning- We urge the Central Government to subsidize the need of the farmers to help us breathe• Encourage Solar power and even give out subsidies on it • Vacuum Cleaning of roads on an immediate basis• Stop Garbage burning on an immediate basis.• Start spending environment cess that is being collected• Start planting more trees to increase green cover

Cutting of Trees: Apart from the above problems, there is one more problem that is increasing that is of “Tree Blindess and Tree cutting”. Environmentalists claim that crores of rupees were poured in for tree planting but none of it was spent, says environmentalist VerhaenKhanna, founder of New Delhi Nature Society- “Planting trees today has become necessary for survival, the environment effects us all, so we must take time to do what we can to improve it as our future generations survival depends on it”

#Myth of Free Water Supply

Only 8% of Delhi households benefit from water subsidy of Kejriwal Govt. Rest of Delhi was subjected to astronomical increase in Water and Sewage Tariff, three times in last two years.Water samples tested for quality in Resettlement Colonies is not up to WHO Standard of 95%.

88,000 households in command area of Nangloi Water Treatment Plant (WTP) have noaccess to piped water supply. While 62% of water lost due to leakages, theft and other factors which is abnormal as compare to Average loss of 48% in Delhi. Water quality in this area is not up to WHO Standard.

7,200 households in command area of Malviya Nagar have still no access to piped water Supply (Total households – 45000), only 4 tankers is available.

% of all eligible unauthorized colonies that are provided with sewerage facilities = Total eligible colonies = 1665-109-34=1522 nos. Sewerage facility provided in 263 out of 1522 eligible (17.3%).
