GENERAL INFORMATION

WorldSkills Abu Dhabi 2017 is pleased to announce that Agility Fairs & Events Abu Dhabi has been

appointed as the official freight forwarder and on site handling contractor for WorldSkills Competition

2017 to be held in Abu Dhabi, United Arab Emirates (UAE).

Agility Fairs & Events Abu Dhabi offers all logistical services before, during, and after the event as well

as “toolbox transportation” to WorldSkills Members who need assistance in this area.

The General Shipping Guidelines will assist you to dispatch equipment and exhibits to the United Arab

Emirates correctly and on time for the event. We strongly recommend careful reading of all

instructions and information presented here assuring an effective partnership and high level services

over intended shipments.

Failure to accomplish the documented deadlines and instructions may put the shipment under

unnecessary delays and additional expenses.

Please read this relevant information carefully concerning logistics at the Competition in

order to ensure a smooth delivery of your items to the correct skill competition workshops.

一般情報

WSC2017 アブダビ組織委員会は、アラブ首長国連邦（UAE）のアブダビで開催される第 44 回技能五輪国際大

会の公式な貨物フォワーダーおよび現地の貨物取り扱い業者として、アジリティ（Agility Fairs & Events Abu

Dhabi）を任命しました。

アジリティは、大会の前・開催中・後における全ての輸送サービスを提供し、WSI の加盟国／地域

が援助を必要とする「工具箱の運搬」も担当させていただきます。

「一般輸送ガイダンス」は、正しく期限通りに大会へ機器を運搬して UAE に到着させるための手

引き書です。ご要望の輸送を効果的にハイレベルのサービスでご提供するために、本紙に記載の全

ての指示と情報をご熟読いただきますよう、何卒よろしくお願いいたします。

本紙に記載の期限や指示を守っていただけない場合は、輸送の遅れや追加費用の発生に繋がります

ので、何卒ご注意ください。

大会の物流に関する情報を注意深くお読みいただき、正しい職種競技のワークショップにお客様

の荷物がスムースに到着するようにご協力をお願いいたします。

TRANSPORT DOCUMENTS/TOOLBOX

Each Member must fill out and submit a Commercial Invoice and Packing List to Agility Fairs &

Events Abu Dhabi and to WorldSkills Abu Dhabi 2017

To ensure there are no delays in customs clearance on arrival, it is imperative that a copy of the

documents must be forwarded well in advance to the arrival of shipments. i.e. at least 10 days prior

to shipping the consignment/toolbox.

Separate documents are required for temporary and permanent import and should correlate each

other and tally with Bill of Lading/Air Waybill/Truck Waybill.

Hand written documents are not acceptable. The entries on the invoices must be in English language and in accordance with the rules and regulations of the Abu Dhabi Customs Authorities. Details on all documents must tally with the actual shipment. Shipment can be cleared with a copy of Combined Commercial Invoice & Packing List/without

Certificate of Origin by paying Customs Fine per document as customs deposit. Upon receiving the

original document within 25 days from arrival date into UAE and same is accepted by the customs

authority, the part deposit can be refunded subject to approval from customs. Please find attached

the format of our Commercial Invoice and Packing List (CCIPL) ATTACHMENT #2

The following documents are required for purpose of import clearance on arrival.

By Sea Freight/Airfreight

2 sets of original signed and stamped Commercial Invoice + 2 copies (in English)

Commercial Invoice

The signed (blue ink) and stamped commercial invoices must be in original on shipper’s

(competitor’s/Team’s) letterhead and bear the following information: invoice number, number of

各加盟国／地域は、コマーシャル・インボイスとパッキング・リストをアジリティ（Agility Fairs

現地到着後に通関作業に遅れが生じないように、貨物が到着する前に、遅くとも貨物・工具箱の

出荷 10 日前までには、必ず書類のコピーを送付するようにしてください。

一時輸入(temporary)または再輸出する予定のない輸入(Permanent)に必要な書類を分けて作成し、

それぞれの関連性を示し、B/L・AWB・トラックWaybill に添付してください。

手書きの書類は認められません。インボイスの記載は英語で行い、アブダビ税関当局の規則に従

ってください。詳細情報を記載した全ての船積書類を実際の貨物に添付してください。

税関への担保として、書類毎に税関へ課金を支払うことにより、原産地証明書なしでインボイス

兼 P/L のコピーで貨物を通関することができます。UAE への到着から 25 日以内に書類原本の受

領、ならびに税関当局が書類を承認することにより、税関の承諾を得た上で担保金の一部が返金

されます。当社のコマーシャル・インボイスおよびパッキング・リスト(CCIPL)の様式は、添付を

ご確認ください。(別添２(ATTACHMENT #2)コマーシャル・インボイス兼パッキング・リスト)

到着後の輸入通関のため、以下の書類が必要です。

海上貨物・航空貨物の場合

コマーシャル・インボイス原本 2 通（署名および押印したもの）+コピー2 通 (英語)

パッキング・リスト原本 2 通 (英語)

荷送人(Shipper：選手またはチーム)のレターヘッドを使用した署名（青インク）および押印のある

コマーシャル・インボイスを用意し、以下の情報を付記する：インボイス番号、個口数、貨物内

packages, itemized description of goods, itemized visible engraved serial number, itemized

harmonized code, itemized gross weight, itemized value, total CIF value indicating currency code,

total number of packages, total weight, itemized country of origin (Manufacturer) and the remark

“shipment for temporary (or permanent) import into Abu Dhabi for WorldSkills Abu Dhabi 2017

(WSAD2017)and will be re-exported after the competition”. The invoice number should also reflect

on Air Waybill/Bill of Lading as well.

The acceptance of the shipping documents as originals is subject to the sole discretion of the

customs as per their defined parameters.

Food items, giveaways, brochures, catalogues, magazines, printed matters, CD ROMs, etc. are

dutiable on final basis and must be given a value based on CIF basis. DO NOT INDICATE ”No

Commercial Value” on the invoice.

Failure to comply with documentation and accuracy will result in delay and undue inconvenience,

storage, and other dues which shall be for account of the shipper.

If the invoice consists of more than three H.S. codes, a summary sheet is required as per the

following format:

Note: Please ensure the total weight and value of the respective H.S. Code indicated on both the

Summary of H.S. Codes and Commercial Invoice must be the same.

If itemized H.S. code is not mentioned in invoice/packing list then USD15.00 per item will be

charged in additional.

Packing List

The Packing List must give details of the number of packages, weight and measurement of

individual package including shipping marks of the goods.

Certificate of Origin

Certificate of Origin must be issued from the local Chamber of Commerce at origin.

Notes to documentation:

• There should be uniformity in the type of packaging mentioned on all shipping documents. E.g. If

the Bill of Lading or Air Waybill reads Cases then Invoice, Packing list, and Certificate of Origin

should reflect Cases as well – or else there will be a customs penalty even if the documents

provided are original. The commercial invoice numbers also should be mentioned on Air Waybill as

well.

• Failure to declare true and accurate values on the shipping invoice including mis-declaration of the

country of origin against physical cargo, will be subject to a customs penalty.

• For shipments consisting of Brochures/Literature/Printed matter, a copy sample of each item should

be forwarded along with shipment/couriered/emailed to Agility Fairs & Events Abu Dhabi.

船積書類の原本は、税関の決められた指標に基づいて、税関の決断よってのみ受領されるもので

食品、サンプル品、パンフレット、カタログ、雑誌、印刷物、CD-ROM 等は最終的には課税対象で

あり、CIF 価格に基づいて税額を決定します。インボイス上に「No Commercial Value」と記載しな

いでください。

書類の不備や記載内容が不正確な場合は、遅延や不必要な保管など、荷送人に請求される費用の

発生に繋がります。

インボイス上に HS コードが 4 つ以上ある場合は、以下の説明様式の提出が必要になります。

書類に関する注意点：

• 全ての船積書類に記載の梱包形態は一致させてください。例えば、B/L または AWB に「Cases」

と記載の場合は、インボイス、パッキング・リスト、原産地証明書も同様に「Cases」としてく

ださい。そうでない場合は、書類原本があったとしても税関での罰金対象となります。コマー

シャル・インボイスの番号も、同様に AWB に記載してください。

• 貨物の実際の原産地と異なる記載をした場合の申告ミスを含め、出荷インボイス上に正確な価

格で申告をしない場合は、税関での罰金対象になることがあります。

• パンフレット、文学書、印刷物などの出荷については、各品目のコピーサンプルをアジリティ

(Agility Fairs & Events Abu Dhabi)へ送付してください。出荷貨物と一緒に出荷、クーリエ送付、ま

たは Email で送信してください。

• For all Airfreight shipments, it is mandatory that all original documents must accompany the

shipment, otherwise shipment will be customs cleared on copies with a document deposit/fine and

originals once received via courier (regardless if courier arrives prior to shipment arrival) will be

submitted to the customs for refunds thereafter.

PACKING AND CASE MARKING

All shipments must have a toolbox placard filled out completely and securely attached to a minimum of

two sides of the toolbox. Toolboxes must also stick a large WSAD2017 logo to every toolbox to help

expedite the clearance of the item at UAE Customs.

All labels must show following information:

• NAME OF COMPETITOR

• SKILL COMPETITION NAME AND NUMBER

Please see ATTACHMENT #1

Shipments without proper delivery information for the venue will not be delivered and will remain at

the warehouse until the consignee requests them (claims for the delayed deliveries of unmarked

shipments will not be accepted if the shipment is not correctly labelled).

We recommend you to design your packing carefully to minimize risks to your equipment. It is also

advisable to use bolts, screws, and hinges whenever possible if your cases are to be used for return or

onward transport. Cardboard cartons should be avoided if they are intended for onward use. Agility

Fairs & Events Abu Dhabi will not be responsible for damages/claims arising out of improper packing.

お客様の機器へのリスクを最小限にするため、細心の注意を持って梱包するようにしてください。

また、ご使用の梱包箱を返送または再輸送に使用するのであれば、できるだけボルト、釘、ヒンジ

をご使用ください。再輸送に使用するのであれば、段ボール箱はお控えください。アジリティは、

適切に梱包されていないことにより起こる貨物のダメージやクレームについては、責任を負いかね

DANGEROUS/RESTRICTED GOODS

Any items considered as a “Dangerous Good” should be accompanied by the correct IATA/IMDG

Hazardous Good Declarations and Material Safety Data Sheets (MSDS). Dangerous Goods (DGR) must

be accompanied with the MSDS enabling Agility – Fairs & Events Abu Dhabi to avail necessary approvals

from the concerned ministries.

Agility - Fairs & Events Abu Dhabi must be given advanced warning and site of the documents for items

considered hazardous for transport in advance of its arrival in the UAE.

United Arab Emirates customs must analyze the Dangerous Good documents so please provide details

of the dangerous good material and documents prior to shipping.

Air freight re-export of Lithium Ion Batteries under UN 3480/3481 is restricted/embargo from the United

Arab Emirates.

Any items such as adhesives, glues, paints, batteries, and grease could be considered dangerous for

transport and should be checked with your freight agent prior to dispatch.

Import of alcohol or food items containing alcohol is prohibited.

Radio/wireless/telecommunication equipment or accessories require Telecommunication Regulatory

Association (TRA) approval and the approval has to be obtained by the respective competitor well in

advance to arrival of shipment into United Arab Emirates. A copy of the approval has to be provided

accordingly.

Food items must be accompanied with a Health Certificate and Certificate of Ingredients and Quality

issued by the Health authority of the country of production/manufacture and attested certifying fitness

for human consumption. Certificates issued by a third party “Food Controlling Committee” are not

accepted by the Abu Dhabi municipality/authorities. In such cases, it must be attested/legalized by the

UAE consulate from the shipment’s originating country. For document requirements, please contact

In order to arrange for these importations (subject to approval), it is suggested that you send Agility

Fairs & Events Abu Dhabi information of such materials at least 45 days prior to dispatch of shipment

from origin. Any fee arising from such application shall be additional for account of the

Competitor/team as per actual receipts plus a processing fee.

If the above mentioned documents are not in order/available at time of clearance it may delay the

customs clearance formalities for which Agility Fairs & Events Abu Dhabi will not be held responsible.

Therefore, do not ship these goods into the UAE without Agility Fairs & Events Abu Dhabi’s prior

confirmation of approval from the authorities.

Ensure that no labor, capital, parts, or raw materials of Israeli origin have been used in the printing,

publishing, or manufacture of the goods and none are part or parent companies of firms included on

the Israeli Boycott Blacklist

危険品・出荷禁止品目

「危険品」とされる品目は、 IATA（国際航空運送協会）・ IMDG（国際海上危険物規制）の危険物

申告書および MSDS（製品安全データシート）が必要です。危険物（DGR）を出荷の際は、アジリ

ティが関連省庁から必要な承認を得られるように MSDS を添付ください。

貨物が UAE へ到着する前に、輸送上危険とされる品目の注意事項詳細および参考資料のウェブサ

イトをアジリティ・アブダビへお送りください。

UAE 税関は危険品に関する書類を精査する必要がありますので、出荷前に危険品に関する書類の

詳細をお送りください。

リチウムイオンバッテリーの航空貨物の再輸出は、UN コード 3480/3481 により規制されており、

UAE からの出荷はできません。

接着剤、のり、塗料、電池、グリースは輸送上危険品と考えられるので、出荷前にお客様の運送

業者とご相談ください。

アルコールまたはアルコールを含む食品の輸入は禁止されています。

無線通信・無線・遠隔通信機器または付属品は電気通信規制庁(TRA)の承認が必要ですので、UAE

へ貨物が到着する前に各選手が承認を得ておくようにお願いいたします。承認書類のコピーもご

提出ください。

食品は、生産国・生産メーカーの保健局が発行した衛生証明書および成分・品質証明書を添付

し、人体消費の適合試験を実施していなくてはなりません。第三者機関である“Food Controlling

Committee”が発行する証明書はアブダビ市の当局は許可できません。その場合は、貨物出荷国の

UAE 領事館で検査と認証を得てください。必要な書類につきましては、以下のアジリティ・アブ

ダビの担当者へご連絡ください。

いないこと、またイスラエル・ボイコット・ブラックリスト上に記載の企業の関連企業または親

会社でないことをご確認ください。

HEALTH AND SAFETY REQUIREMENTS

Once Competitors´ toolboxes and tools have arrived at the venue there will be requirements for the

inspection and/or testing of all electrical tools and equipment to be used during the skill competitions.

Toolbox access will be required on C-4 onwards. A representative from the Member must be available

with the required key to open the Competitor´s toolbox at the time of inspection and/or testing. This

may be the Expert for that skill competition.

TOOLBOX CHECK – 11 OCTOBER 2017 Toolboxes will be opened in the presence of the toolbox key holder, a member of the WorldSkills Abu

Dhabi 2017 Technical Team, a member from the Health, Safety, and Environment volunteer team and/or

a WorldSkills Abu Dhabi 2017 official. Once opened the toolboxes will be inspected for any hazardous

chemicals or substances and all electrical tools will be inspected.

工具箱確認作業 – 2017 年 10 月 11 日工具箱の鍵の保有者、WSC2017 アブダビ組織委員会技術チームのメンバー、安全衛生環境ボラン

ティアチームのメンバーおよび／または WSC2017 組織委員会職員の立会のもと、工具箱を開けま

す。開封後、危険化学品または危険物質がないかを検査し、全ての電気工具も検査します。

CUSTOMS

Customs may open any toolboxes at both the country or region of origin and at the UAE Airport/Seaport

or border.

We recommend to ship a full set of keys (clearly marked) to avoid breaking locks.

All shipments must be accompanied by customs documents. If customs clearance is needed, please

provide the following documents:

• Shipping documents

• Air: 2 (two) AWB originals and copies

• Sea: 3(three) B/L originals and copies

• Road: 2 (two) CRT originals and copies

• Commercial Invoice and Packing List – please see ATTACHMENT #2 (CCIPL Format)

• Re-export instructions form; please contact Alexander Philip ([email protected]) or Praveen

• In case of heavy machinery, technical catalogues will be required as well as pictures.

• Certificate of Origin of the material. If necessary requested by customs.

• Optionally, in order to minimize the time customs takes to perform their check, include clear and

sharp pictures of the goods showing brand, model, and readable serial numbers, especially for

electronic equipment and machinery.

TEMPORARY IMPORTATION All competition shipments are customs cleared on temporary import basis (subject to customs

authority’s discretion) and have to be re-exported within 90 days from date of arrival in to the UAE.

Otherwise, customs duty will be applicable on final basis (non-refundable). Note that if the shipments

are re-exported to any GCC country then customs duty has to be paid in the UAE (first port of entry)

prior to re-export.

For temporary import, the serial number of the items must be engraved on each item and the same

should also be mentioned in the invoice. If there are no serial numbers, then the customs authority will

not accept temporary import and customs duty should be paid on final basis (non-refundable).

Customs deposits are subject to refund on re-export. Custom Duty/Deposit must be settled by the

Competitor/team before customs clearance procedures. It may take four to six months to avail

customs deposit refund and to provide the actual customs duty receipt.

PERMANENT IMPORTATION

Present customs regulations impose a customs duty @ 5% of CIF or customs assessed value.

施錠を壊さなくてよいように、（どの鍵かを明記した）全ての鍵を送付することをお奨めします。

全ての出荷貨物に通関用書類を添付してください。通関用には、以下の書類を提出ください。

鮮明に写った写真をご用意ください。電子機器および装置は特に必要になります。

一時輸入全ての競技用貨物は（税関当局の判断にもよりますが）一時輸入扱いとして通関され、UAE への

到着日から 90 日以内に再輸出する必要があります。そうでなければ、最終的に（返金不可）関税

がかかります。再輸出先が GCC 諸国である場合は、再輸出前に（最初の入国港である）UAE へ関

税を支払わなくてはなりません。

一時輸入の場合、出荷品のシリアル番号が出荷貨物に表示されていなくてはならず、インボイスに

も同様に記載ください。シリアル番号がなければ税関当局は一時輸入を許可できず、最終的に（返

金不可の）関税を支払わなくてはなりません。再輸出の際、税関への担保金は返金されることにな

っています。関税・担保金は、通関作業前に選手・チームが支払いを済ませてください。税関担保

金返金および実際の関税領収書を入手できるまで、4－6 ヶ月かかることがあります。

（再輸出の予定のない）通常輸入現在の税関の規程では、CIF 価格または税関評価額の 5％の関税が課されます。

LIABILITY/INSURANCE

Insurance of the toolboxes/cargo is not included in the scope of work/tariff of Agility Fairs & Events

Abu Dhabi and same needs to be arranged by the Competitor and/or their team with an express and

unconditional waiver of subrogation towards Agility Fairs & Events Abu Dhabi, partners, and their sub-

contractors.

The event site yard is not a covered site, therefore all freight and empties moving in and out of the

halls or stored on site during the event are exposed to climatic conditions. The tariff from Agility Fairs

& Events Abu Dhabi is computed on the basis of volume and weight and has no correlation with the

value of the exhibits or toolboxes, it follows that the cost of insurance coverage is not included in

charges from Agility Fairs & Events Abu Dhabi.

For shipments arriving in apparent damaged condition, the airport and sea port will not assist with

surveys and provide any damage reports. The goods will need to be surveyed on site by the Member

to process any claims.

It is the responsibility of each Member to arrange Marine (Transport) Insurance covering transport to

the Competition, during the Competition, and the return of the exhibits or toolboxes to domicile,

including the period the exhibits or toolboxes are handled by Agility Fairs & Events Abu Dhabi and also

ensure that Transport Insurance is arranged for the exhibits or toolboxes sold locally.

• At the close of the event: It is imperative that every Competitor/Member has completed and

signed the Return Shipping Instruction Form before they leave the Competition. Agility Fairs &

Events Abu Dhabi will not be held responsible for any loss of shipment or damage incurred due to

Competitor/Member not completing or signing the form correctly. If the Competitor/Member

needs to change the number of packages returning and has failed to provide Agility Fairs & Events

Abu Dhabi with the revised instructions, Agility Fairs & Events Abu Dhabi will not be held

responsible for any such discrepancies in the piece count.

If for some reason the Competitor/Member has not been able to meet with the Agility Fairs &

Events Abu Dhabi representative, and the Competitor/Member has a return shipment requirement,

they should either visit the Agility Fairs & Events Abu Dhabi site office or contact the Agility Fairs &

Events Dhabi representative at the earliest opportunity to complete their disposal instructions.

If the Competitor/Member has sold their exhibits or toolboxes to a third party during the event, it is

the sole responsibility of the Competitor/Member thereafter and Agility Fairs & Events Abu Dhabi

will not accept responsibility for any loss or damage after this time unless otherwise specified in

writing. The Competitor/Member must be present to oversee the collection of all exhibits or

toolboxes.

め、アジリティ・アブダビ、パートナーおよびその協力会社がその責を負わないことをご承知の

の上で、選手および／または所属チームが各自手配を行ってください。

大会会場の庭地は屋根がないため、全ての貨物および空き箱はホールから出し入れしたり、大会中

に敷地内で保管される際に気候の影響を受けることになります。アジリティ・アブダビのタリフは

容積および実重量を基に計算されており、展示品または工具箱の価格に関係はありませんので、保

険付保の価格はアジリティ・アブダビから請求する価格には含まれません。

明らかにダメージを受けた状態で到着した貨物について、空港や港から原因調査やダメージ報告書

が提出されることはありません。貨物の調査は会場にて加盟国／地域が行い、クレーム処理を行っ

てください。

アジリティ・アブダビが取り扱っている期間も含め、展示物または工具箱の大会会場までの輸送

中、大会開催中、返送中に係る海上保険（輸送保険）の手配は各加盟国／地域の責任です。現地で

販売される展示物または工具箱についても輸送保険の手配をお願いいたします。

• 大会閉会時: 全ての選手と加盟国／地域の皆様は、大会から帰る前に必ず返送用の出荷指示書

を作成し、サインをしてください。アジリティ・アブダビは選手・加盟国／地域が正確に文書

を作成・しなかったことにより生じる貨物の紛失またはダメージへの責任は負いかねます。選

手・加盟国／地域が返送品の貨物数を変更する必要があるにもかかわらず、アジリティ・アブ

ダビへ出荷指示書の訂正版を提出しなかった場合、個数確認時における不一致に対してアジリ

ティ・アブダビは責任を負いかねます。

選手・加盟国／地域が何らかの理由でアジリティ・アブダビの担当者と会うことができない

が、選手・加盟国／地域が返送出荷を望む場合は、なるべく早い段階で会場内のアジリティ・

アブダビの事務所へお越しいただくか、アジリティ・アブダビの担当者へご連絡いただき、出

荷指示を完了してください。または、Philip Alexander（+971 56 688 6356）へご連絡ください。

選手・加盟国／地域が大会中に第三者へ展示品または工具箱を販売する場合、選手・加盟国／

地域の責任となり、特に書面での定めがなければ、アジリティ・アブダビはこの時点から紛失

またはダメージに関する責任は負いません。選手・加盟国／地域は全ての展示品または工具箱

が回収されるように確認をしてください。

All shipments arriving via Abu Dhabi Seaport/Airport should be re-exported back from Abu Dhabi

respectively only.

• Complete return instructions need to be provided by the Competitor/Member to Agility Fairs &

Events Abu Dhabi prior to the event closing so that a direct handover to Airline/Shipping line can be

arranged.

Failure to provide the Return Instructions within the time frame will result in transfer of consignment to Agility Fairs & Events Abu Dhabi warehouse and any such movements will be subject to additional handling and transport charges.
