INTRODUCTION

The city of Johor Bahru was awarded the ‘city’ status on 1st January 1994 after meeting the conditions and criteria for the upgrade. Majlis Bandaraya Johor Bahru (MBJB) or the Johor Bahru City Council, is empowered through the Local Government Act 1976 (Act 171) and some other acts to carry out its responsibilities. The MBJB administration is led by a Mayor and is assisted by 24 Councillors appointed by the State Authority.

CUSTOMER CHARTER

MBJB’s customer service system always provides the best service when dealing with you by : 1. Ensuring that feedback will be given

in no more than three (3) days for complaints via the short message service (sms) and not exceeding 14 days for written complaints.

2. Ensuring that service at the counter will be provided in at least 20 minutes for regular hours and 60 minutes during peak hours.

3. Ensuring business and advertising licenses for: -

3.1 Non high risk types will be given immediate results from the date the completed application is received.

3.2 High risk types will be given a decision within 30 days from the date the complete application is received.

4. Ensuring that all development plan applications are made at least 38 days from the date the complete application is received: -

• Planning Permissions

• Road Name, Building & Park Plans

• External Advertising Plans

• Temporary Approvals Plans

• Temporary Permit Plans (show unit houses, sales offices and other temporary activities)

• Transmission System Structure Plans

5. Ensuring that all Building Plan applications are issued at least 28 days from the date the complete application is received.

6. Ensuring that all development plan applications under the authority of the Head of Departments are officially approved at least 50 days from the date the complete application is received, which are : - • Work Plans• Road Plans & Sewerage• Drainage Plan• Streetlight Plans & Traffic Lights• Landscape Plans• Temporary Permit Plans (site office,

worker’s house on construction sites, hoarding boards, project signages and other temporary components at construction sites)

• Additional Changes Plan

7. Ensuring that all claims are settled within 14 days from the date the complete claim is received by the Department.

8. Ensuring that eligible property tax objection applications are submitted within twelve (12) weeks from the date the application is received by the Department.

9. Ensuring property tax bills are shipped to taxpayers no later than three (3) weeks after the start of each term.

10. Ensuring control services for dengue outbreaks to urban residents through fogging activities are actioned 72 hours after receiving instructions.

5. Hybrid Coupon System and Mobile Parking App

The Johor Bahru City Council has implemented a Hybrid Coupon System and the Mobile Parking app for car parking management at the Johor Bahru City Council, in order to achieve the goal of upgrading the parking management system to be more efficient, structured and systematic. Presgo Gateways Sdn. Bhd. is the company that has been entrusted with the management of parking in the MBJB area.

6. Payment Rate and Type of Use

Coupons : 60 cents for 1 hour 40 cents for half an hour RM 8.00 for 1 Coupon Book

- These coupons can be used in the Iskandar Zone (MBJB, MBIP and MPKu).

- These coupons need to be etched on 5 parts which are Year, Month, Day, Hour and Minute for the purpose of showing the time used at the parking lot.

- Only MBJB coupons and the Iskandar Zone are valid.

- Follow the steps in the app to use the services provided.

COMMISSIONER OF BUILDING (COB)

Main functions of the Building Commissioner Division are

1) Ensure that every multi-storey buildings within the MBJB administrative area has a management body

2) Recognize and issue certificates for the establishment of the Joint Management Body (JMB)

3) Coordinate the complaints and disputes arising between the buyer / owner / developer / building management.

4) Enacting and administering the provisions of the law under Act 757 and Part VI and VII of the Strata Titles Act (Act 318) as well as P.U. (A) 107.

5) Create and maintain databases relating to multi-storey buildings within the MBJB administrative area

6) Conduct briefings and dialogue sessions with the strata residents in collaboration with Councilors.

HOLDINGS OF STRATA PROPERTY / MULTI-STOREY

Strata property development data increases annually. As of January 2018, there were 959 stratified property development areas identified under the MBJB administration. The number of units / lots found in the development area is estimated at 137,205 lots comprising residential and business units.

1. Established in conjunction with MBJB receiving the ‘FOUR STAR’ Star-Rating System (SSR-PBT) in 2009. The MBJB Gallery is located at Level 3, JOTIC Building, Jalan Ayer Molek, Johor Bahru. Admission is free to the public who visit the gallery to discover interesting information about the city of Johor Bahru and the Johor Bahru City Council.

GEOGRAPHICAL INFORMATION SYSTEM UNIT (GIS)

Its function is to build and update the GIS data from time to time in accordance with the planning discussion approval, Johor Bahru District Local Plan (JBDLP), Special Area Plan (SAP) for the tourism and industrial sectors as well as other related data. The Council also cooperates with other government agencies such as the Department of Town and Village Planning (DTVP), the Iskandar Regional Development Authority (IRDA), the State Economic Planning Unit (SEPU) and others in forming data uniformity so that data can be shared on the same system.

Current Situation of GIS Usage at MBJB

To date the Council still uses a standalone system and no specific system has been developed for the purpose of sharing data. However, there is a computer server that hosts the entire GIS data and only members of the Development Planning Department can access it through the internal network. The GIS unit will continuously enter the latest data into the server so that each member uses the latest data. The unit also supplies the latest GIS data to other technical departments from time to time according to the requirements of their respective departments.

Existing System Usage

MBJB has always established close collaborations with relevant agencies in strengthening the expansion of GIS utilization by working with the DTVP of Johor by supplying certain data layers to be included in the Johor Geo portal.

The data layer is the basic plan of MBJB, boundaries of housing areas, land use and open spaces. The existence of this portal facilitates the Council to extend the use of relevant data to the public.

The Council also uses the Road Map System developed specifically for the use of the Engineering Department, MBJB. However, this system is also utilized by internal departments as well as the public who need relevant data.

• The JB Wake-Up! Car Free Day refers to a closed off area, free from any motor vehicles with the exception for service vehicles such as ambulances, police vehicles and firefighters.

• The JB Wake-Up! Car Free Day runs every first Saturday of the month, in front of MBJB’s main office building starting at 7.00am. • Johor Bahru has been the National Zero Mile since 88 years ago.

• The Zero Kilometer (KM 0) of Peninsular Malaysia is calculated from the Johor Bahru Post Office.

• All major backbone routes for the Malaysian road network (Federal Road 1, 3 and 5) are calculated from Johor Bahru, although the starting point for each route may vary.

JOHOR BAHRU CITY FOUNDATION

• A corporation (foundation) or non-profit organization (NPO) incorporated on 1st February 1994 under the Trustee (Incorporation) Act 1952.

• Was set up to help the poor, handicapped and disadvantaged around the city of Johor Bahru.

Roles and Responsibilities :

• Manage, report and monitor PPKB assistance for PBT Johor Bahru City Council.

• Collaboration with various parties to channel assistance to target groups.

• Manage application requests and complaints of poverty cases from community leaders and people.

• Conduct surveys to validate Open Registration and the e-Kasih census.

• Report the poverty status of MBJB to Focus Groups on a monthly basis.

• Assisting the success of the Johor Bahru District-level poverty programs.

• Collect donations to cover assistance and management costs.

• Your contribution is eligible for Income Tax Exemption pursuant to Section 44 (6) of the Income Tax Act 1967 of LHDN 01/35/42/51 / 179-64233 Government Gazette No. 764 (1994).

• Contributions can be made using cheque payment on behalf of YAYASAN BANDARAYA JOHOR BAHRU or in cash to Bank Islam Malaysia Berhad Account No. 01014010016003.
