Kent D. Lanclos. I have supervised the work of Dr. Lanclos since February 1994 to July

1996. Dr. Lanclos is working on the following projects: Impacts of the NAFTA and Uruguay Round of GATT on Idaho agriculture, trade policies and food processing industry, and economics of oligopsony markets.

Work on Legislative Requests

Member of the Commodity Trade Force. I was chosen by then Governor, Phil Batt, and

continued under current Governor, Dirk Kempthorne as the University of Idaho expert to serve on this committee, which is headed by the Lt. Governor., Butch Otter, and comprised of 15 members from commodity commissions, government and academic staff. The purpose of this task force is to review U.S.-Canadian Free Trade Agreement, and North American Free Trade Agreement for ways to help protect Idaho farmers. The job of this task force is to advise the state government by identifying needed changes in these agreements and areas where better enforcement of current provisions is required.

Spent four weeks collecting information and conducting research to testify on the proposed

legislation H.R. 1371: The Imported Meat Labeling Act of 1998 by U.S. Congressional Representative Helen Chenoweth. I presented testimony as an expert witness to a panel headed by Helen Chenoweth at the State Capitol Building in Boise. This project was assigned to me at the request of Dean David Lineback.

Presented testimony “Trade and Idaho Agriculture,” to Agricultural Affairs Committee,

January 28, 1999 at the State Capitol, Boise. This is a testimony. I spent three weeks preparing for this presentation. This project was assigned to me at the request of Dean Larry Branen.

I spent two weeks writing a report on the Impacts of the Uruguay Round of GATT on U.S.

Agriculture. This report was requested by Senator Larry Craig. Dean David Lineback assigned this task to me.

Dr. Nelson and I explored the possibilities of obtaining grant funding from the U.S.

congress. We wrote a letter to Dean David Lineback informing him to contact Idaho congressional staff for this type of funding.

Helped Larry Makus with a write-up of the effects of Idaho Wheat Growers' farm policy

proposals. This request came from the Southern Idaho Congressman, Michael D. Carpo.

Binational Committee to investigate the grain trade in Canada and the United States. Dr.

Nelson and Dean David Lineback asked to me serve on this committee at the request of Senator Larry Craig. The purpose of this committee is to evaluate how Canadian transportation subsidies and the monopoly power of the Canadian Wheat Board are affecting the U.S. grain markets.

Provided a write-up of the impacts of GATT and NAFTA on Idaho sugarbeet industry.

Dean David Lineback requested this write-up for state legislator Jim Kempton and Al Johnson.
