DIFFERENT TYPES OF EMPLOYMENT

Public service employment grew rapidly over 2000-2006, from 27,000 to 33,000 persons, but since then has reduced slightly.

In the years (2006-2009) permanent Maldivian staff has reduced from 30,000 to about 24,000 and has been steadily replaced by contract and temporary staff

In the year 2010; around 91 per cent of employees worked full-time, with the remaining 9 per cent working as temporary, contracted or retired & contracted

• With the implementation of Civil Service Commission, in the year 2008 contract employment was introduced for the first time in an official manner in the public sector of the Maldives.

• In the last three years (2006-2009) permanent Maldivian staff has reduced from 30,000 to about 24,000 and has been steadily replaced by contract and temporary staff.

• Contract employment is becoming more prevalent. To some extent this is nothing new.

• Contract employment especially in the education and labour field has long been a part of the Maldivian economy but the face of contract employment is changing.

• It is now found within all industries and occupations as well as public service, and cuts across demographic and socio-economic groups 7

• Civil Service Act (CSA) requires Permanent Secretary (PS) shall be created in the Office of the President, the Ministries and the Attorney General’s Office, and a person shall be appointed to that position and where a government ministry is abolished the position of Permanent Secretary is abolished

• The CSA also provided key activities to be implemented by the end of 2008 such as;– Finalization of important regulations within CSC and

the overall civil service, – Code of Conduct, – Establishment and hiring of key positions such as

Permanent Secretaries and classification of all posts within the Civil Service. 8
