• Airspace constraint caused by weather, equipment failure, unusually high demand, etc..

• Today there are 2 primary National TMIs: – Required Reroutes

– Airspace Flow Program (AFP)

• Flight Operators are limited to reacting

• Requesting exemption from required reroute

• Improving their EDCTs in an AFP

• Air traffic managers have no information on

flight operator preferences.

Introducing CTOP

• CTOP is to manages with a mix of required routes and ground delays to deal with the congestion.

• CTOP provides the NAS users as much say as possible in the reroute.

– The FAA specifies the constraints.

– NAS users submit their route preferences.

• Given the constraint, the CTOP TMI assigns each flight trajectory from the Users TOS. – May or may not have delay associated.

• Provides the flight operator as much input as possible in reroutes or delay programs

• Utilizing use preferences

• Provides air traffic managers with

CTOP Assignment

• After TOSs are sent, the program goes

through the following phases:

• Propose and Respond

• FAA air traffic managers (at the FAA Command Center)

propose a CTOP based on the submitted TOSs

• Collaborate and Refine

• Flight operators are given opportunity to provide feedback

on the proposed CTOP

• FAA air traffic managers refine the plan

Must all flight operators participate?

• Yes, if a flight is captured in a CTOP FCA, it is a participant, as happens today with an AFP or GDP

• The flight operator is not required to submit a TOS

• A filed flight plan will be treated by the automation as a “single trajectory” TOS

• In this case, the flight will be limited to receiving ground delay appropriate for the trajectory on its filed flight plan, if it intersects a CTOP FCA

How Can Business Aviation

Operators Participate?

• User interface

• Some flight plan service providers are working on customer-facing interfaces to allow for CTOP participation

• Business aviation operators should check with their providers to determine options

• CDM vs. non-CDM

• CDM providers have a direct connection to FAA’s TFMS and allow for submission of TOSs

• Non-CDM providers do not have this connection and do not allow for submission of TOSs

Conclusions

• CTOP provides a new facet to flight planning and flight plan filing

• Operators must choose whether or not to participate by submitting TOSs

• Participating in CTOP can result in reduced delays for your flight operation

• Those operators who do participate will need assistance with generating and submitting TOSs

• User interfaces are being created by various service providers

• Operators should check with their service providers to determine their options
