1. INTRODUCTION

This report outlines the extensive community engagement that has been

undertaken for St Raphael’s Estate. The report details the engagement

process; how the ‘conversations’ with the local community were publicised;

the events and activities that have taken place and the feedback received

from residents, businesses and other local stakeholders located in St

Raphael’s Estate. The outcomes of the engagement will combine with

further background information on St Raphael’s the Council has put

together, with a view to taking a report to Cabinet.

The key aim of the ‘conversations’ with the local community are to

1. Ensure we engage properly with the local community to listen to their

views on the estate.

2. Create various opportunities for local residents, businesses and

stakeholders to provide their feedback on the existing estate and how

it could be improved through visiting the estate, one to one meetings,

two drop in sessions, an online forum, and a leaflet.

3. Collect statistically relevant feedback from residents.

Background: The Estate

The estate is bounded by the North Circular Road to the south, Drury Way to

the east, industrial premises to the north and the River Brent to the west.

The older part of the estate, houses next to the north circular, were built in

the early 1950s and complete by 1955; the remainder of the estate was

occupied by a Willesden Corporation depot. When the depot was

decommissioned in the 1960s, blocks of flats and maisonettes built by Brent

council replaced it.

2. PUBLICISING EVENTS

Newsletter

We publicised the engagement to residential and commercial units in St

Raphael’s Estate by distributing newsletters. The objective of the newsletter

was to let the local community know about the ‘conversations’ taking place

over August and early September, to publicise the drop in events we were

holding and to let them know how they could share their ideas. Up to 1160

newsletters were hand delivered; a copy of the newsletter is available in

Appendix 1.

Meetings with key local stakeholders

We contacted individuals and community groups to invite them to the drop

in sessions, offer further information and to make them aware that we were

happy to meet with them at a time of their convenience. The community

groups we invited included:

• Sufra NW-London

• St Raphael’s Children Centre

• St Patrick’s Catholic Church

• Phoenix Arch School

• Abracadabra Preschool,

• Hephzibah Day Nursery

Website

A project website was set up to communicate information about the

‘conversations’ with local residents and to publiscise the online survey. The

website has a unique URL at www.straphaelsconversation.co.uk

The website allows people to access information such as the newsletter;

they could also complete the online survey through the Brent survey portal

to provide their feedback on their ideas for the estate. The website will

remain active until the conversation report is taken to Cabinet. A capture of

the website homepage is included in Appendix 2.

Using appropriate response channels We have maintained several response mechanisms for the local community

and stakeholders to submit their ideas for the estate including:

• A Freephone number, staffed during office hours:

0800 955 1042 or 020 7587 3049 from a mobile.

• A bespoke email address: [email protected]

The online and paper surveys included information on how the responses

provided would be used through the inclusion of a privacy notice. The full

privacy notice is included in Appendix 5.

Quantitative and qualitative response mechanisms The survey included questions which allowed us to assess the response in a

quantitative way.

The qualitative response was gathered from listening to individuals and

groups during visits to the estate, at the drop in sessions and on the

Freephone hotline.

The surveys asked for written comments about their ideas and the email

service gave an opportunity for people to send in written comments.

The quantitative and qualitative comments have been recorded and

analysed objectively by team members from Your Shout.

The Freephone, website and email address will continue to be maintained

and monitored throughout the conversation process. The website will

remain active until the conversation report is taken to Cabinet.

The Council remains committed to keeping in touch with local groups,

individuals and all those that have participated throughout this

conversation.

3. EVENTS A series of events were held to encourage local residents to share their thoughts on the estate. One to one meetings Meetings and conversations were held with local community groups to help understand how they would like it improved. Meetings took place on the following dates:

• We met with the St Raphael’s Estate Resident Association on Thursday 23 August between 6:30pm and 7:00pm. We were invited to speak at their general meeting to introduce the residents to the engagement exercises and invite them to the drop in sessions.

• We visited a resident listening group through Unlocking Potential at the Living Room on Wednesday 29 August between 12:00pm and 2:00pm.

• We met with young creatives living on the estate on Wednesday 29 August between 7:00pm and 8:00pm.

• We met with Stonebridge Councillors, Cllr Knight and Cllr Aden on

Tuesday 11 September at the St Raphael’s Children’s Centre.

• We spoke with St Raphael’s Children’s Centre over the phone on Wednesday 12 September.

Visits to the Estate Members of the Your Shout team visited the estate on four occasions to

speak to local residents, businesses, shop owners etc. Visits took place on

the following dates and times.

• Tuesday 28 August 2:00pm - 7:30pm

• Wednesday 29 August 2:00pm - 7:30pm

• Thursday 30 August 2:00pm - 7:30pm

• Monday 3 September 2:00pm - 7:30pm

These times were advised to the Your Shout team as the best times to visit

the estate.

They asked that respondents complete the paper survey and an ‘about you’ survey, which is available in Appendix 3 and 4.

Fieldworkers on St Raphael’s Estate Drop in sessions Two drop in sessions were held at Sufra NW-London, 160 Pitfield Way,

London NW10 0PW on Wednesday 5 September between 4:00pm and

8:00pm and on Saturday 8 September between 10:00am and 1:00pm, with

49 people attending. The times and date of the event were chosen to

encourage the maximum number of people to attend, including those in

full-time employment and those with parental responsibilities. We ensured

the event date did not fall on any locally observed religious or cultural

festivals. We kept the event open beyond its advertised hours to allow those

attendees still present at close time to gain full benefit from the event.

Photographs taken at drop in events

Posters were placed in the vicinity of the exhibition venue and at the

entrance so people could easily find it. Visitors had the opportunity to view

5 display boards containing details of the ‘conversation’ exercise as well as

questions asking people to share their ideas. A copy of the display boards is

available in Appendix 6. More photographs from the exhibition are available

in Appendix 8.

Members of the project team were available to answer any questions

visitors had about the conversation exercise and wore name badges to

identify themselves.

During the drop in sessions visitors were encouraged to fill out a paper

survey about their ideas for the estate and an ‘about you’ survey asking

about their demographics. A copy of this paper survey is available in

Appendix 3 and 4. They could also fill in our ‘contact details’ sheet for if

they wanted to be notified with updates about this conversation and future

conversations.

4. RESPONSES 112 people completed the ‘We want your views’ paper survey, and the same

112 people completed the ‘about you’ paper survey. 1 person got in touch

to leave their feedback over the phone. 3 people emailed their feedback. 49

people attended the drop in sessions, these people are part of the 112

people who completed the paper survey. 8 people completed the online

Quantitative and Qualitative Responses During the engagement exercise an online and paper survey was available to

residents. The aim of the survey was to collect quantitative and qualitative

responses back from residents on what they liked, disliked and would like

improved on the estate.

Qualitative Response

People who completed the paper and online survey had the opportunity to

provide qualitative responses to three questions. These responses have

been collected and collated. The tallies that calculated the percentages of

each response are included in Appendix 9.

5. SUMMARY This Conversation Report outlines the extensive community engagement

Your Shout has undertaken on behalf of Brent Council. Visits to the estate,

meetings with stakeholders and drop in sessions were organised for the

local community to share their ideas on how they would like the estate

improved.

A wide variety of ways to respond to the engagement were available.

Feedback and ideas could be submitted in a variety of ways:

• Completing paper-copy surveys during Your Shouts visits to the estate;

• Calling our freephone number;

• E-mailing us through our dedicated email address

[email protected];

• Completing the online survey;

• Completing paper surveys at the two drop in sessions.

In total 120 people from the local community completed the surveys.

Meetings were also held with stakeholders including the St Raphael’s Estate

Residents Association and Stonebridge ward councillors.

To conclude, this Conversation Report for St Raphael’s Estate, demonstrates

Brent Council’s commitment to thorough and meaningful public

engagement. The Council acknowledges the response was lower than they

would have wanted and therefore going forwards they acknowledge that

they need to increase the level of public engagement.
