Transport, Environment and Transport, Environment and Economy at urban levelEconomy at urban level
EURICUR carried out a large study on urban mobility in 2008;Comparative research among four EU cities: Rotterdam, London, Göteborg and Hamburg;Extra case study: Curitiba (Brasil) – to be done in December 2008
Aims of this researchAims of this research
1. To deepen the understanding of the relation between transport, environment and economy at urban level
2. To look for a new sophisticated approach to urban transport policy that leads to harmonious urban development
3. The development of a framework that allows the city to find the right balance among accessibility, environment and economic growth (a framework for decoupling)
Research Question
How can cities increase accessibility and welfare while, at the same time, reducing the negative (environmental) effects of transport?
Main conclusion
Today’s urban transport policy is characterized by six elements:
1. Decoupling;2. Health;3. Mobility Management;4. Involvement of the private sector;5. Taylor-made solutions for specific urban
clusters (hospitals, Universities, …);6. Recognition of the unintended effects caused
by policies.
Involvment of the private sectorWhy do we need to involve the private sector in urban
transport policy?1. Local authorities are not able to solve the urban
transport problem on their own; 2. The private sector can increase the efficiency of
policies (companies have more influence on their employees than the Municipality);
3. Many companies are now willing to invest in sustainable mobility; mainly for three reasons:◦ Financial and time savings;◦ Image and CSR;◦ To be an attractive employer;
Involvment of the private sector
How do we involve the private sector?Mobility Management (MM);Taylor-made solutions;◦ Based on location of the company;◦ Based on type of company;
Marketing and communication;◦ What do we need to communicate?◦ The benefit of sustainable transport or MM
London
Large involvement of MM (a whole department
within TfL with £30m budget);Individual approach: they target the 100 largest
traffic generators in the metropolitan area;
Work Travel Plans;
Göteborg
Medium involvement of MM (2 person within
the local authority);Taylor-made solution for each company;◦ Internal mobility survery among the employees of the
company;◦ Ad-hoc advise based on awarness of alternatives to
car;
Careful selection of companies;
Rotterdam
Little use of MM (indirectly done through a
fromer municipal organization – VCCR);Two different geographical areas: port vs. Innercity;◦ Companies located in the harbor area have
completely different needs from companies located in the innercity;
No willingness for a behavioral change (ex.
The Convenant)
Conclusions
It is the right momentum to ask the private sector to cooperate in securing urban accessibility;This kind of cooperation is not expensive and is flexible;Key elements:◦ Dialouge: listen to the companies’ needs;◦ Information: show them the benefits of MM
(not only the costs!)
